Los Angeles Super ior Court Judge Kelvin D. Filer, was “born, raised, and educated in Compton,California!” Judge Filer insists on emphasizing that he is from Compton because, historically, wetend to hear only negative things about the city. His message is not one of “look at me” – rather totell the students and young people in Compton that if I made it, so can you!After graduating from Compton High School in 1973, he went on to earn a Bachelor of Arts degreewith honors from the University of California at Santa Cruz, where he actively engaged with theBlack Student Alliance and the Basketball Club. He received his Juris Doctorate from UC Berkeley(Boalt Hall).In 1980, Judge Filer started practicing law as a Deputy State Public Defender. Notably, during thetwo years he was in this role, he achieved a landmark victory before the California Supreme Courtin the case of People v. Taylor (1982) 31 Cal.3d 488, affirming criminal defendants’ right to wearcivilian clothing during trials. In 1982, Judge Filer opened his private law practice in Compton,specializing in general criminal/civil law, with a focus on criminal defense. In 1993, Judge Filer assumed the role of Commissioner for the Compton Municipal Court, latertransitioning to Superior Court Commissioner following court unification in 2000. On August 8,2002, Governor Gray Davis appointed him as a Superior Court Judge in Los Angeles, a position heproudly requested to hold in the Compton Courthouse. Currently, he presides over long-causefelony trials.Throughout his distinguished career, Judge Filer has received numerous accolades for hisdedication to education and service, including being recognized as an “Outstanding Father” by theLong Beach Branch of the NAACP, receiving the UC Santa Cruz “Distinguished Social ServicesAlumni Award” in 2007, and receiving the City of Compton “Unsung Hero: Community JudiciaryAward” in 2017. He was inducted into the Compton High School Hall of Fame in 2010 and into theprestigious Hall of Fame of the John M. Langston Bar Association in 2016. (24)HistoryHistoryThe John Mercer Langston Bar Association has a very long history. Its earliestpredecessor, the Blackstone Club, was founded in the 1920s. Attorney Hugh E.MacBeth, Sr. (1884-1956, HOF 1997) was president in 1927, and Attorney IvanJohnson III (1902-1975, HOF 1990) was one of its most active supporters.In 1939, the Blackstone Club became the Langston Law Club with strong supportfrom early pioneers like Walter L. Gordon Jr., who died in 2012, two months beforehis 104th birthday, after practicing law for 66 years; the late Commissioner VincentMonroe Townsend, Jr.; and the late Charles H. Matthews, Sr. (1906-1985, HOF 1990),who served as one of the presidents during the early years.Other members include: Federal Judge David Williams (HOF 1990), Crispus Wright(HOF 1991), Curtis Taylor, A.C. McDowell, Willis O. Tyler, Judge Earl Broady Sr. (HOF1990), Marshall Denton, Clarence Jones, and Justice Vaino Spencer (HOF 1991). Someof the past presidents include: Attorney Leo A. Branton, Jr., 1955,(HOF 1991); JudgeXenophon F.Lang, Sr., from 1956-58 (HOF 1992); Judge Attorney Carl A. Earles, from1959-61 (HOF 1997); and Judge Stanley R. Malone, Jr., from 1964-68 (HOF 1991).In 1968, with the assistance of Judge Dion G. Morrow (HOF 1998), the Langston LawClub became the John M. Langston Bar Association with Stanley R. Malone, Jr. as itsfirst president. Judge Morrow was the second president from 1969-1971, and JudgeMarcus O. Tucker (HOF 2001) was its third president.Since 1971, Langston has continued to have dedicated members as well ashardworking presidents, including the late Carl Jones; the late Judge Maxine F.Thomas (HOF 2009), who was also the second president of the California Associationof Black Lawyers; Judge Robert L. Roberson, Jr., (HOF 2000); Judge Allen J. Webster, Jr.,(HOF 2009) who is also a past president of the National Bar Association;Commissioner Glenda Veasey; Judge John V. Meigs, Sr. (HOF 2014); Roland Coleman(HOF 2011), and Rachel Young, just to name a few.Langston is an affiliate of the Los Angeles County Bar Association, National BarAssociation, California Association of Black Lawyers, and Multicultural Bar Allianceof Southern California. Each year, Langston hosts many programs and activities, andalso provides substantial scholarships to law students, continuing legal education forattorneys, free bar exam tutorials, attorney job fairs, mentoring programs for lawstudents and young attorneys, judicial officer candidate evaluations, networkingevents, and pro bono legal services.
(25)LegacyLegacyJohn Mercer Langston was a pioneer during a critical period in Americanhistory. He was born two years before the uprising of Nat Turner and died afterthe shameful decision in Plessy v. Ferguson, which upheld the constitutionalityof “separate but equal,” treatment of the races.Mr. Langston was born in Louisa County, Virginia. His father was RalphQuarles, his mother was Jane Langston, Quarles' slave. Upon the death ofQuarles, all of his slaves were freed in compliance with wishes expressed inQuarles' will.John Langston went to Ohio where he graduated from Oberlin College in 1849.He later applied to Albany Law School in New York and was frank in disclosingthat he was African American. Upon his rejection, it was strongly inferred thatif he were to claim other than African blood, he would have been admitted.After he was rejected by the law school, Langston returned to Oberlin to studyTheology. He later studied law under an attorney and was admitted to the OhioBar in 1853. He was the first African American to be admitted. Later he wasadmitted to the Virginia Bar.John Mercer Langston later held several prestigious positions. He served ascouncilman on the City Council of Brownhelm, Ohio (1855-1860), member ofthe Oberlin, Ohio Board of Education (1867-1868), School Inspector General ofthe Freedmen's Bureau (1867-1869), Minister-Resident to Haiti (1877-1885),First President and Organizer of what is now Virginia State University (1885-1888) and United States Congressman from Virginia (1889-1891).In 1868, he established the Law School at Howard University. He served as itsfirst Dean and was also the Acting President of the University.It is with great pride that the John M. Langston Bar Association – many ofwhose members have been soldiers for freedom, equality and excellence –carries the name of a man who has made an immeasurable contribution to ourhistory.John Mercer Langston (1829-1897)

The Honorable Patti Jo McK ay boasts a distinguished career marked by outstanding achievements andunwavering dedication to justice. She embarked on her academic journey with great ambition, earningher Bachelor of Arts in History from the University of California, Irvine, in 1971. Her pursuit of legalexcellence led her to the University of California, Hastings College of the Law (now known as theUniversity of California College of the Law, San Francisco), where she earned her Juris Doctor (J.D.)degree in 1974. The same year, she was admitted to the California Bar, marking the beginning of aremarkable legal career.Judge McKay's early career was characterized by her commitment to public service and advocacy. Sheserved as a Reginald Huber Fellow, dedicating her legal expertise to East New York Legal Services.Subsequently, she held pivotal roles as a Deputy Public Defender, Deputy Legal Affairs Secretary toGovernor Edmund G. Brown, Jr., and a Deputy City Attorney, where her legal acumen and commitmentto justice shone brightly.In 1980, Judge McKay's exceptional qualifications and dedication to the legal profession led to herappointment as a Commissioner in the Compton Judicial District. In the same year, she receivedanother prestigious appointment, this time to the Los Angeles Municipal Court. On August 25, 2014, Ca lifornia Assembly Speaker Emeritus, Toni G. Atkins, appointedYvette D. Roland to the Californi a State Bar Court’s Hearing Department in Los Angeles. November 1, 2018, Judge Roland started her second term with the State Bar Court ofCalifornia when she was appointed by Governor Edmund Brown, Jr. and sworn in byCalifornia Supreme Court Chief Justice Tani Cantil-Sakauye. From 2017-2020, sheserved as the Supervising Judge of the State Bar Court.Before joining the bench, she was a partner at Duane Morris LLP and Hancock, Rothertand Bunshoft LLP, practicing in the areas of complex civil and commercial litigation,insurance coverage and employment law. While practicing law, she served as lead trialcounsel on an array of cases including copyright infringement, trademarkinfringement, defamation, employment, environmental coverage and products liability. Judge Roland has served on various boards, including the National Council of LawyerDisciplinary Boards (NCLDB, 2022-present), Black Women Lawyers Association of LosAngeles, Inc. (35)Judge Kevin C. BrazileJudge Kevin C. BrazileLos Angeles Superior CourtThe Honorable Kevin C. Brazile is a trailblazing figure in the legal field. He was the first in his family to earn acollege degree graduating cum laude with a Bachelor of Arts in Political Science from UCLA. This wasfollowed by the lofty achievement of being the first in his family to graduate from law school when he earnedhis Juris Doctorate degree from the UCLA School of Law in 1983.Judge Brazile then went on to work at the County Counsel’s Office for 18 years. During this time, Judge Brazileworked as a civil trial attorney in both state and federal court, and successfully argued the case of Conn vs.Gabbert before the United States Supreme Court. He also argued appeals before the U.S. Court of Appeals forthe Ninth Circuit and the California Court of Appeal. In December 2002, Judge Brazile was appointed to the Los Angeles Superior Court by Governor Gray Davis.Before moving to the Mosk Courthouse in 2007 to hear unlimited civil trials, Judge Brazile was the site judgeat the West Covina Courthouse and he had also been assigned to the El Monte and Glendale Courthouses –hearing arraignments, misdemeanor and felony trials, as well as felony preliminary hearings in thoseassignments. Beginning on January 1, 2017, Judge Brazile served as the assistant presiding judge of the LosAngeles Superior Court. Prior to being elected assistant presiding judge, he served as Supervising Judge of thecivil departments and managed civil cases throughout Los Angeles County. In September 2018, Judge Brazile accomplished another groundbreaking first when he was elected as the firstAfrican American Presiding Judge of the Los Angeles Superior Court, effective January 1, 2019, throughDecember 31, 2020, serving during the challenging initial stages of the Covid pandemic. Judge Brazile has served as a voting member on the Judicial Council of California (JCC) and Vice Chair of theJudicial Council’s Advisory Committee on Providing Access and Fairness. He has also served on the JudicialCouncil’s Civil and Smalls Claims Advisory Committee. He currently serves on the Judicial Council ofCalifornia Technology Committee and Judicial Council of California Rules Committee member and was Vice-Chair of the Rules committee from 2022-2023.In addition, Judge Brazile has served on the California Judges Association (CJA) Executive Board and servedone year as vice president of CJA. He has also been a member of the California Judges Association Foundation(CJAF) and he has been an active participant in committees such as the Technology Committee, RulesCommittee (as Vice-Chair from 2022-2023), Trial Court Budget Advisory Committee, and Trial Court PresidingJudges Advisory Committee. Throughout his career, he has had theprivilege of collaborating with talented and skillful lawyers. He has represented numerous Fortune 500 Companies andMunicipalities including 7-Eleven, K-Mart, Arco, The Walt Disney Company, Paramount Studios, City of Los Angeles,City of Inglewood, State Farm Insurance, Travelers Insurance, County of Los Angeles, Clorox, and many others.In 1990, Mr. Mallory represented the Langston Bar Association in welcoming South African President Nelson Mandelato Los Angeles after his 27-year imprisonment while fighting Apartheid. Mr. Mallory is a former member of the Los Angeles County Bar Committee on Judicial Nominations and Evaluations,former Chair of the Litigation Section of the State Bar of California and has contributed to the Executive Committee ofthe Los Angeles County Bar Association Litigation Section. He also has served as a Judge Pro Tem in the Los AngelesSuperior Court and as an Arbitrator for the Los Angeles Superior Court, specializing in matters involving civillitigation.Mr. Mallory has been widely recognized for his exceptional achievements.
