02THE VISIONBuilding a multiplication culture that transforms how we approach church growth across South Carolina. We stand at a pivotal moment in the history of our district. While our existing churches faithfully serve their communities, significant portions of our state remain without life-giving churches. The time has come to move beyond addition to multiplication, creating a sustainable movement where churches actively plant new churches and develop leaders who will shape the future of our faith communities.

WHY THE 16% PRINCIPLE MATTERSTHE SCIENCE BEHIND THE MOVEMENTThe 16% principle is based on Everett Rogers' Diffusion of Innovation Theory, which identifies that when approximately 16% of a population adopts an innovation, it reaches a critical tipping point - causing it to accelerate and become mainstream.04

WHAT ARE LEVEL 4-5 MULTIPLYING CHURCHES?Level 4: REPRODUCING CHURCHES Churches that place high value on starting new churches, seeing their fruit not just in their own growth but in the new churches they establish.Level 5: MULTIPLYING CHURCHES Churches where multiplication is so deeply embedded in their DNA that they would need a strategy to stop it. These churches plant churches that plant churches to the fourth generation.06
Our five year implementation strategy unfolds through four carefully orchestrated phases, each building upon the previous to create sustainable momentum toward our multiplication goals. THESTRATEGICPLANYEAR 1FOUNDATIONBUILDINGServes as the cornerstone of our entire initiative, focusing on establishing the fundamental systems and relationships necessary for long-term success. During this crucial first year, we will assess and recruit 8-10 potential church planters while implementing Exponential's "Becoming Five" Assessment across district churches to establish baseline multiplication data. Simultaneously, we'll identify and equip five parent churches to serve as mentors and sponsors for new church plants, providing them with capacity-building support and connecting them to exponential's multiplier learning communities. This phase also includes creating our comprehensive district multiplication toolkit, developing robust support networks, and integrating multiplication metrics into our evaluation systems.07
Marks the transition from preparation to action as we launch support for our first new church while maintaining momentum in leadership development. This phase focuses on continuing to develop our leadership pipeline and advancing the churches we've identified toward level 4-5 multiplication status. We'll also conduct follow-up assessments with churches participating in multiplier learning communities, tracking their progress and adjust our support strategies accordingly.YEAR 2INITIALIMPLEMENTATION08
09Builds on early successes by expanding our reach and launching two additional new churches while providing expansion support for our second-year church plant. This phase emphasizes network development and advanced training opportunities, including attendance at Exponential events for ongoing learning and connection with a broader multiplication movement. We'll celebrate and document multiplication stories from our early adopters while tracking our progress toward the 16% tipping point and identifying additional churches for advancement toward level 4–5 status.YEAR 3ACCELERATION
