COMMUNITY MANAGEMENT Welcome to our July August edition of Lefe Life We hope you enjoy reading about the exciting events coming up at the River Club getting to know your neighbors Bruce and Zohreh Ambrose in Jack Ritchie s In the Spotlight article and I encourage you to take note of the new MPOA Civility Policy and the new anti soliciting law information highlighted later in the newsletter After you see some of the beautiful artwork by our very own Waterlefe Artists Guild I highly recommend marking your calendars for the WAG Art Show and Sale on Saturday November 13th 2021 Pardon our mess but we are definitely making progress We have come so far in eight weeks Installation of the pavers beside and behind the Golf Club are complete and a new fire pit is built Sod has been placed around the putting green with sprigs being placed on the green itself Irrigation has been running daily and the afternoon steady showers have helped tremendously Total grow in time is to be completed early September Lastly new outdoor dining furniture is on order with an expected delivery of October Thank you for your patience as we continue to improve the grounds of the Waterlefe Golf Club We are so pleased to welcome so many new residents to the community The list on pages 28 29 highlight our newest Waterlefe members from the past 6 months alone In addition to all these new members some Waterlefe residents have even purchased new homes within Waterlefe what a ringing endorsement to the community New house same great neighbors same great community Have you visited our Facebook Page If you haven t yet please give us a Like to stay up to date with everything happening in Waterlefe Click the icon to go to our Facebook Page Jen Milne MPOA General Manager COO 2 Lefe Life July August 2021 Steve Dietz CDD General Manager Community Management 3

FINANCE REPORT MPOA Updates The Finance Committee and staff will be starting our budget process for 2022 this month We had been very conservative when creating the current 2021 budget due to the uncertainty of the economic recovery At this point in the year our MPOA finances are strong going into the summer months If that trend continues we will be able to forecast a better 2022 We will have to address the increase in inflation rates for all our services and supplies We will do everything in our power to keep our expenses down so that assessments can remain stable into 2022 If you are interested in the progress of the budget the Finance Committee meets via zoom on the third Tuesday of each month at 10AM We will also conduct a budget workshop in October that outlines the individual budget items The MPOA Board is required to approve the 2022 budget in their November meeting Bob Davis Comptroller CFO 4 Lefe Life June 2021 MPOA Updates 5

CAM REPORT Thankfully Tropical Storm Elsa did not impact us as predicted What did impact us was the ever changing Manatee County trash pick up schedule Scheduling is only one of the reasons your trash may not be picked up as you expect Here is a helpful guide to waste collection in Waterlefe Here you can find some common reasons that your trash may not have been collected and ways to avoid them Wrong pickup day Reminder that waste will only be picked up if it is put out on the curb on the appropriate day as seen below Trash Collection MON THURS Recycling Collection MONDAY Yard Waste Collection WEDNESDAY Not out on time Must be placed at the curb before 6 00 a m Large garbage can Must be of 32 gallon capacity Too heavy Maximum weight is 50 pounds per container Placement Cans must be placed within 3 feet of the curb and placed all together Obstructions Containers must be easily accessible and free of obstructions and should not protrude above the top of the can Carpet Carpet and padding must be rolled and tied in four 4 foot lengths and placed curbside with your garbage for pickup Carpet and padding cannot weigh more than 50 pounds per roll Paint Cans Latex paint CANNOT be disposed of in the regular garbage because it is a liquid It is safe to throw away empty dry cans However if liquid paint remains in the can please use it donate it or dry it out before putting it in the garbage Improperly sorted Garbage The waste haulers will not pick up residential garbage containers that have garbage mixed with yard waste or household hazardous waste Bulky items E Scrap or more than 2 tires require a special pickup which may be requested by calling Customer Service at 941 792 8811 Separating Materials at the curb Separation by type household furniture yard waste E scrap white goods and tires is important as separate trucks collect different materials and not all materials are disposed of in the Land fill Proper separation will ensure prompt service DRB UPDATE WRITTEN BY MICHAELA VALLETTA DRB CHAIRWOMAN As you know any change or addition to the exterior of your home or landscape requires an Application for Residential Change A general rule is to contact Community Association Management with any of your questions regarding the exterior of your home Jackie will provide you with the necessary information you ll need to complete your project The Application for Residential Change is available on the Waterlefe website The DRB and Community Association Management are here to help you in any way possible with your exterior projects The DRB has a brand new set of Guidelines Each month an important and timely topic will be featured to provide homeowners with pertinent information regarding exterior home design and presentation This month we are highlighting the trash and yard waste process Community Association Management has received comments that some yard waste has not been picked up by the MCUD during their routine pick ups Please remember that all yard waste needs to be prepared properly according to the Manatee County Yard Waste protocol To view the full DRB Guidelines for trash and recycling click the image below or Click Here For more information on trash standards in Waterlefe see the official Design Review Board Guidelines highlighted on the next page Jackie Hannan LCAM Community Manager 6 Lefe Life July August 2021 MPOA Updates 7

MPOA BOARD MEETING JUNE SUMMARY The MPOA Board of Directors Meeting was held on Wednesday June 23rd at 2pm The Directors and Management Staff met in person and homeowners were welcomed via our new Live Stream platform on YouTube We were also pleased to welcome 2 homeowners to the meeting in person Your MPOA Board of Directors encourages you to participate in the monthly meetings In person attendance is now open no seat reservation required Live Stream participation is available to all no matter your location The link is included in the eblast meeting reminders each month If you are unable to attend by either means you are always welcome to submit a homeowner comment in advance by emailing mpoa waterlefefl com Motions The Board approved the Revised Policy 01 21 Committee Formation allowing for the removal of the requirement for minute taking and quorum for committee meetings as they are not required by Florida Statute MPOA committees are advisory in nature and all committee recommendations will be captured in the MPOA Board Meeting minutes Motion passed 5 0 The Board approved the Directors Resolution Adoption of Election Rules Regarding Electronic Voting approving the procedures of the new e voting system Online voting is an additional voting option for homeowners and more information will be provided soon Motion passed 5 0 The Board approved the revised and updated Villas Landscape Maintenance Guidelines This document replaces all previous versions which are now out of date Motion passed 5 0 The Board approved a new River Club Culinary Membership Program for non residents The River Club will maintain its members only status as Covid restrictions are lifted The River Club Committee will continue to study ways to protect homeowner access to River Club while creating additional streams of revenue The new Culinary memberships include dining and special events only The fitness center and pool will remain homeowner only amenities Motion passed 5 0 Design Review There are 18 approved applications for residential change pending completion Sub Associations Update The Shores Road Paving completed on Thursday June 24 2021 Oak Street Tree trimming scheduled for July 20 2021 The Sound The Board meeting occurred on June 24 2021 Landscape walk with vendor June 10 2021 The Watch Oak Street Tree trimming scheduling with vendor Landscape walk with vendor scheduled July 8 2021 The Watch II Palm Tree trimming scheduled first week of July Landscape walk with vendor June 11 2021 next scheduled July 9 2021 The Board approved maintenance from Celestial Pools for 6 338 64 to replace 3 Auto Pilot Salt Cells and 68 Filter Bibbs The River Club pool is a saltwater pool and the salt cells must be replaced on a regular basis Motion passed 5 0 The Board authorized funds NTE 9 327 from Reserve Funds for the purchase of a replacement utility cart for facilities maintenance Motion passed 5 0 8 Lefe Life July August 2021 MPOA Updates 9

WHY WE MUST AMEND HOW WATERLEFE COUNTS VOTES VILLAS LANDSCAPE MAINTENANCE GUIDELINES Please understand Waterlefe s Declaration of Covenants Restrictions and Easements have never been updated to remain consistent with applicable law and consistent with the changing dynamics of the ownership and the will of the community Our documents now include twenty 20 supplements and various amendments that have been added over 20 years Best practice calls for updating these documents every ten 10 years We are overdue in this very important task Read more about the wisdom of updating and restating community governing documents by Clicking Here Below are the MPOA Board approved official Villas Landscape Maintenance Guidelines These guidelines are the most up to date resource for Villas homeowners to better understand the bulk landscape contract with ArtisTree Landscape Maintenance Design Guidelines can be downloaded and printed using the download icon at the bottom of the cover page in SimpleBooklet The MPOA Ad hoc Covenant Team made up of homeowner volunteers has been hard at work culling through our covenants line by line to ensure they properly reflect how this community wants to live in harmony with each other This yearslong project doesn t stand a chance at winning an affirmative community vote of approval unless we first amend the antiquated restrictions on how we must count votes Please Note these guidelines are the only official guidelines published and recognized by the MPOA Please disregard all previous versions of handbooks or guidelines as these are now out of date To view the official Villas Landscape Maintenance Guidelines click the image below or Click Here Currently our covenants require ALL 617 voting certificates 1 per unit be counted In order to effect change 412 affirmative votes out of 617 total votes must be received Any vote not cast must be automatically counted as a no This restriction makes is extremely difficult to pass any amendment due to lack of participation as we saw in January Read more by Clicking Here The proposed amendment does not restrict voting rights It simply updates vote tally requirements to bring them in line with official meeting requirements Every voting certificate holder is encouraged to vote Voting options have been expanded to include an online voting feature as well as traditional paper proxies and ballots Read more by Clicking Here 10 Lefe Life July August 2021 MPOA Updates 11

STAFF FEATURE This month s staff feature is Waterlefe s Communications Coordinator Hunter Dennis Hunter was born in Orlando Florida before relocating to the Tampa area in 2004 He attended the International Baccalaureate program in Hillsborough County where he earned the IB Diploma after 4 years of intense study Growing up Hunter was heavily involved in extra curricular activities with some of his highlights including Varsity Swimming Captain Student Government Association Secretary Homecoming King and liaison for the Hillsborough County LGBTQ Panel focused on queer students in high school athletics Hunter met his partner David during their senior year of high school at a leadership conference at Disney World A mutual friend connected the two following the conference and they ve been together ever since The couple celebrated 5 years together in February and are excited to see what the future holds for them After graduating High School Hunter and David attended Florida State University where he continued his involvement through the Social Justice Living Learning Community Student Government Association and office of New Student Family Programs One of Hunter s fondest memories from FSU is working as an Orientation Leader and Orientation Team Leader for two consecutive years These roles allowed Hunter to build strong connections with new students and become an ambassador for the University as a whole Professionally Hunter began his career working at FSU as a Marketing Events Coordinator for the College of Fine Arts where he developed websites and maintained official calendars much like he does here in Waterlefe After serving in this role for a year Hunter was promoted from part time Orientation Team Leader to full time Communications Manager for the office of New Student Family Programs In this role he took on a senior staff level role working cross departmentally to coordinate the logistics and communications of new student orientation He continued on to work for the Division of Student Affairs as both a Graphic Designer and a Social Media Manager overseeing the creation and implementation of successful social media and marketing campaigns for 13 unique university clients In the midst of COVID 19 Hunter made the decision to leave his position with the Division of Student Affairs to begin working with the Waterlefe MPOA Hunter has been here since November 2020 and is excited to continue his work improving and maintaining all official communications from the Master Property Owners Association In his current role Hunter s day to day consists of crafting emails developing web pages putting together Lefe Life and overseeing the creation of various marketing collateral among many other things If you are ever in the River Club or MPOA office stop by and say hello Thank you Hunter for your continued efforts in keeping Waterlefe s communications in tip top shape During his time at FSU Hunter earned his Bachelors degree in International Affairs with concentrations in Business Communications and Sociology After earning his first degree Hunter continued his educational journey where he earned his Masters degree in Professional Communications and a certificate in Project Management 12 Lefe Life July August 2021 MPOA Updates 13

CERT UPDATE The Waterlefe Community Emergency Response Team CERT wants to remind you to be prepared during this hurricane season which began June 1 2021 We are one year into the COVID pandemic Many of our neighbors have received the vaccine but there are many in the community that have not It is hard to tell whether this will impact your ability to get supplies this year We always recommend getting your supplies early If you have any left over supplies from last season that you don t plan on using consider donating them to your nearest food shelter You might wonder what is CERT CERT members are your neighbors who have volunteered to assist residents until emergency responders can get to Waterlefe CERT volunteers will perform LIGHT rescue work and provide BASIC first aid as needed IT IS YOUR RESPONSIBILITY to prepare you your family and your home in the event of a hurricane or tropical storm Be proactive and be prepared Are you ready Think about these items issues in advance Will you stay or evacuate Where will you go Think about a route or location in advance If you are staying do you have a generator Do you want a generator If so purchase BEFORE there is a hurricane on the horizon Learn how to use it and test it periodically Keep a copy of the manual in your emergency kit Prepare an emergency supply kit in advance See the supply kit list in the Manatee County Disaster Planning Guide Prepare a list of the important financial insurance and other records you will take with you Better yet make duplicates in advance and put them in your emergency kit Do you have hurricane shutters Do you have all supplies for quick installation Do you have a list of vendors who can help you with installation Have phone numbers handy and make arrangements WELL IN ADVANCE of severe weather Do you have a plan for your pets 14 Lefe Life July August 2021 The following supplies are recommended by the Manatee County Emergency Center The 7 Day Essential Emergency Supplies Kit Seven 7 gallons of water per person Non perishable food can opener and utensils Do not forget your pets First aid kit Flashlight and extra batteries Radio with extra batteries Medication prescription and over the counter Cash and important documents in a waterproof container Change of clothes and shoes Sanitation and hygiene products Comfort Items Bedding blanket sleeping bag pillow etc Extra set of car home and safe deposit box keys Emergency telephone numbers Pens pencils paper Toys crayons books playing cards board games Camping stove or grill cooking utensils fuel pots pans foil paper cups plates plastic utensils Portable toilet bucket toilet paper and plastic bags Food Supplies Select non perishable foods foods that are compact and lightweight Foods that require no refrigeration and can be easily prepared Water 7 gallons per person for 7 days Ready to eat canned meats fruit and veggies per person for 7 days Canned juices High energy foods peanut butter crackers granola bars trail mix etc Heat and serve soups Comfort stress foods in small amounts cookies hard candies sweetened cereals instant coffee tea bags etc Manual can opener Disposable utensils Resealing plastic bags and or plastic wrap MPOA Updates 15

CIVILITY POLICY ANTI SOLICITING LAW Life in COVID the past year has taken its toll on everybody especially Waterlefe and its residents Something that seems to be more prevalent is negativity among individuals in the community as a result of increased frustration As a way to help promote positivity among members and discourage frustration fueled arguments the MPOA Board of Directors has implemented a new civility policy This policy s primary goal is to promote mutual respect civility and orderly conduct among all who live work and visit Waterlefe Golf River Club New Anti Soliciting Law for Roofing Contractors What Does This Mean For You In an effort to control roofing scams from occurring throughout Florida Governor DeSantis recently signed a new law that prohibits roofers from soliciting homeowners This means that roofing contractors cannot make unsolicited contact with you through any written or electronic means or in person Solicitation includes but is not limited to To view the new civility policy in its entirety Click Here Door hangers Business cards Magnets Flyers Pamphlets Emails Visits to your home Any other real time communication By law if you signed a contract with a roofer who illegally solicited your business you have 10 days to rescind that contract If a roofer is in violation of this new law which went into effect on July 1 2021 they may be subject to a 10 000 fine and possible criminal penalties WHAT IS THE PURPOSE OF THIS LAW This new law is one step toward a larger effort to help combat roofing scams and fraudulent claims Beware of any contractor who solicits your business or tries to convince you that they can get you a brand new roof for free Fraudulent claims that roofing contractors can profit from are not free All Floridians pay the price in the way of higher insurance premiums WHAT SHOULD YOU DO IF A ROOFER TRIES TO SOLICIT YOU Call Manatee County Sheriffs Dept non emergency line 949 747 3011 If you have already signed a contract with a roofer who solicited your business illegally you have 10 days to rescind that contract WHAT SHOULD YOU DO FOR SOLICITORS IN GENERAL Please be aware that as far as laws against solicitors there are none for Manatee County Ask the solicitor to leave If they don t call the Manatee County Sheriffs Dept non emergency line 949 747 3011 as they are then trespassing on your private property To view the official Florida Statute Click Here 16 Lefe Life July August 2021 MPOA Updates 17

GPS SYSTEM ISSUES CDD Golf Club Updates Click here to view the June 2021 edition of Golfer s Glance Four years ago we had some success in getting GPS systems to stop taking visitors vendors to the Winding Stream resident only gate We proactively notified GPS systems when the Mossy Branch gate was getting ready to be operational In recent months it has become obvious that all GPS systems are routinely directing non residents to both of the resident only gates We have tracked down the root cause of the misdirection We are sorry to tell you there is no fix for the problem All major GPS systems like Google Maps iMaps Waze etc now provide users with real time traffic updates on their devices The way the systems can do this is that every phone device that has a mapping application on it sends out a signal every second that the device is turned on That means every time someone has their phone on when they drive through the Mossy Branch gate for example their phone tells the system that is a valid usable street intersection Every gated community like Waterlefe that only allows visitors to enter through a manned gate has this problem with people being directed by GPS systems to resident access only gates Ruth Harenchar has notified the executives of GPS vendors that the traffic feature on their app is causing this problem The response is that fixing the problem is a low priority item compared to the popularity of the real time traffic feature There is no way to know what year or even what decade the systems will be modified to correct this issue Please be advised as residents you should tell visitors and vendors about this issue when you make appointments or know you have visitors coming The suggestion from the GPS vendors is to give people both the gatehouse address and your home address All the GPS systems have the ability to put in a final destination your home address and an intermediate stop the Waterlefe gatehouse address If a visitor doesn t know how to put in an intermediate address the suggestion is to have them put the gatehouse address first so they are directed to the proper entrance Then they should put in your home address to guide them through Waterlefe to your home The gatehouse address is 10625 Waterlefe Blvd We are sorry for this ongoing and long term inconvenience There is simply no fix for this GPS issue in the foreseeable future If you have questions or need assistance please contact Steve Dietz or Ruth Harenchar 18 Lefe Life July August 2021 CDD Updates 19

FEATURING BRUCE ZOHREH AMBROSE WRITTEN BY JACK RITCHIE IN THE SPOTLIGHT Bruce was born in Washington DC and raised as an Air Force brat moving from base to base every 3 4 years Zohreh his wife of 6 years and mother of 2 sons and 3 grandchildren is from Iran in the Middle East where she was the daughter of an oil company executive She immigrated to the USA in 1976 with a student visa stayed here and became a US citizen She remains fluent in Farsi her native tongue Zohreh has been a Certified Registered Nurse Anesthetist CRNA for 17 years If any Waterlefers had surgery in a local outpatient clinic Zohreh may well be the one behind the mask who says Sweet Dreams as she administers the anesthesia She has had thousands of surgical patients many of whom were in critical condition administering effective and safe anesthesia that is essential to a successful outcome even during the past year of the pandemic After graduating from law school in 1977 Bruce practiced law as a civilian in West Virginia for 8 years and then joined the Air Force as a Judge Advocate where he served 8 yrs on active duty and another 21 years in the Air Force Reserve He retired from the Air Force in 2014 as a full Colonel having served in a variety of teaching and leadership positions As a civilian Bruce also served as a government attorney at the County State and Federal levels retiring in 2016 The highlight of Bruce s service as a Federal prosecutor in Orlando was the investigation and conviction of David Smith who ran a 400 million Ponzi scheme that defrauded thousands of victims The highlight of his Air Force career was his one year deployment to the Office of the Defense Representative for Pakistan at the US Embassy in Islamabad where he served as the Chief of Staff and the Staff Judge Advocate While there he led a US inter agency team negotiating for months with the Pakistan government to reach an agreement about the overland transit of US and NATO supplies into and out of Afghanistan that saved the US about 100 million a month Based in part on this effort he was awarded the Defense Superior Service Medal the second highest peacetime award in the Department of Defense Bruce is a certified mediator and also serves as a volunteer mediator in Small Claims Court cases filed in Manatee Sarasota and DeSoto counties think Judge Judy for some of these cases A murder case he prosecuted in the Air Force was detailed in a true crime book A Clue from the Grave In addition even though Bruce and Zohreh have only been Restoration Terrace residents for one year he is already serving on the Waterlefe Covenant Team and River Club Committee and Zohreh has done wonders with the landscaping at their home Bruce and Zohreh are frequent patrons of the River Club and Tiki Bar both are avid cooks enjoy Netflix and Amazon Prime and are learning pickle ball In addition Bruce is a Waterlefe Golf Club Member and enjoys reading history books Zohreh likes gardening re decorating and painting with watercolors and acrylics When asked people refer to Zohreh as beautiful with a sunny disposition and Bruce as a true gentleman No wonder it s easy to find friends in Waterlefe 26 Lefe Life July August 2021 Around the Neighborhood 27
