Morning Keynote SpeakerFrancis (Fran) O’Connor, NJDOTITSNJ is pleased to welcome two distinguished speakers at this year’s Annual Meeting. In the morning, we’llhear from NJDOT Commissioner Francis (Fran) O’Connor, and in the afternoon attendees will hear from BrianCronin, Director of ITS for the USDOT.Keynote SpeakersAfternoon Keynote SpeakerBrian Cronin, USDOTBrian Cronin is the Director of the Intelligent Transportation Systems (ITS) Joint ProgramOffice. Prior to this role, Brian served as Director, Office of Safety and OperationsResearch and Development, Federal Highway Administration (FHWA) for 5 years, andtwo years as the Director Office of Operations Research and Development. In his mostrecent role, he provided executive leadership and guidance for improving andadvancing transportation safety and operations-related technologies and innovationsthrough research, development, and testing. Brian is providing executive leadership inFHWA’s involvement in the Intersection Safety Challenge, development of a VulnerableRoad User Research Plan Report to Congress, and establishing a new Center ofExcellence for New Mobility and Automated Vehicles. Brian guided the development ofthe Cooperative Driving Automation research program and V2X research efforts.Francis (Fran) O’Connor was confirmed as the 20th Commissioner of the New JerseyDepartment of Transportation on Friday, June 28, 2024. He was nominated byGovernor Murphy in January 2024 and began serving as Acting Commissioner onFebruary 12, 2024. Fran returns to New Jersey State service with over 40 years ofpublic and private sector transportation experience. He began his public service careerat the New Jersey Turnpike Authority as a toll collector and rose to be the DeputyDirector of the NJTA’s Electronic Toll Collection Program. In that role he launched theAuthority’s first electronic toll collection installation. While in the private sector, Franadvised transportation agencies across the country on the development and executionof critical projects with a strategic focus on toll roads. In this work, Fran has overseenhundreds of employees at a time, implemented large-scale customer service centers,and engaged with regulatory entities at all levels of government.A warm welcome goes out to all of you attending today's 2024 ITSNJAnnual Meeting!Our mission is to foster the development and deloyment of intelligenttransportation systems in New Jersey and throughout the region through apartnership of public agencies, private firms, and academia. CELEBRATING ACHIEVEMENT.3:45 - 4:302024 AWARD RECIPIENTSITSNJ’s awards recognize notable New Jersey projects, firms, programs, and individualswho have contributed substantially to the advancement of ITS technologies to improvesurface transportation efficiency, safety, and mobility. Awards are presented each year atthe ITSNJ Annual Meeting.On the following pages, read about this year’s award recipients. . .
These initiatives include traditional ITS devices such as Dynamic/Variable Message Signs, closedcircuit television (CCTV) systems, and the State’s fiber-optic communication network, as well asemerging technologies such as connected vehicle systems, wrong way driving systems, and LiDARbased detection systems. Bindesh’s wealth of knowledge is also applied to concept of operations documents, softwarerequirements efforts, and the integration of various existing traffic management systems. Bindesh andthe Mobility Engineering staff were also responsible for fulfilling the duties of the Traffic ImpactCoordinator (TIC) position when this work was transferred from Capital Program Management toTransportation Mobility following the retirement of the TIC Coordinator. This was not an easy task. Inthis role, Bindesh coordinates with the Department's construction and maintenance teams to ensurethat all units across the Department are aware of current construction activities and their impacts onthe motoring public. Under Bindesh’s leadership, the Department’s moved the Advanced Traffic Impactnotice (TO-103) process from paper to electronic and ensures weekly meetings are held with NJDOTpersonnel and representatives from various agencies (NJ Transit, PANYNJ, Turnpike Authority, etc.), toensure construction/maintenance projects are coordinated statewide to reduce major impacts totraffic.In addition to everyday work, Bindesh and the ME Staff have unsurprisingly been recognized locallyand nationally for their innovative work. The team's 'Route 1 Hard Shoulder Running' project receivednational recognition from AASHTO and FHWA. Most recently, the Intelligent Transportation Society ofNew Jersey (ITSNJ) awarded this team the Statewide Outstanding Project (Construction) Award fortheir work on the 'Smart & Connected Corridors – Route 1 / Route 295' project. This project has beensubmitted for an AASHTO Transportation Award in 2024. As an honored speaker at varioustransportation conferences, summits, etc., both in New Jersey and nationally, Bindesh has had theopportunity to share his accomplishments with other transportation professionals. In 2023 and again in 2024, Bindesh and his team were invited to attend the Smart Grant Summithosted by the Federal Highway Administration (FHWA) to communicate information about variousNJDOT projects using Smart Grant funding. Most recently, Bindesh spoke at the IntelligentTransportation Society of America’s Annual meeting in Phoenix, Arizona and the Annual TransActionConference in Atlantic City, highlighting the Department's vital work to improve safety and quality oflife for all residents and motorists in the state.2024 Public Agency OfficialBindesh Patel, NJDOT A true professional and an excellent Supervisor, Bindesh approaches hisrole with determination and a calm demeanor. As a 10-year veteran of theDepartment, Bindesh has gained the respect of the industry and his peersover the years, stepping up when needed - and embracing a team-firstmentality. The New Jersey Department of Transportation’s (NJDOT) Bureauof Mobility Engineering (MSE) supports Operations’ TransportationMobility by managing the development, implementation, and support forITS initiatives. 2024 Outstanding ITS ProfessionalKeith Hall, PE - Colliers Engineering GroupKeith Hall is an exceptional leader with over 15+ years in the transportationindustry dedicated to the profession, ITSNJ, the community, and theempowerment of others. As a Geographic Discipline Leader at ColliersEngineering & Design, his experience spans a variety of traffic andtransportation projects overseeing a team of 15+ transportationprofessionals focused on designing transportation facilities to accommodateall modes including pedestrian/bicycle accessibility and innovation throughtechnology. He has been a devoted member of the ITSNJ community since2013 and currently serves on the Board of Directors (held roles as Secretaryand Treasurer). 2024 Outstanding Young ProfessionalDeep Patel - AtkinsRealisDeep Patel recently earned his Ph.D. from Rowan University. Throughout hisyoung career, his work has focused on impactful research and activeparticipation in the Intelligent Transportation Systems (ITS) community. Notable projects he worked on include the Real-Time Traffic Signal SystemPerformance Measurement, where he played a key role in deployingconnected and autonomous vehicle technologies; and the Novel Approachto Identify Distracted Drivers in New Jersey, where he developed innovativemethods for detecting and mitigating distracted driving.INDIVIDUAL AWARDS.Further, he has served numerous roles in ITE and served in the volunteer fire service as a Firefighter/EMTfor several towns in New Jersey, accumulating countless hours responding to calls and extensive trainingspanning topics from fireground strategy/tactics, incident command, hazardous materials, vehicleextrication, emergency medical services. Keith’s dedication not only to transportation industry, but alsoto his professional sphere and to his community, make him the kind of leader that deserves therecognition of the Outstanding ITS Professional Award.In addition to research, Deep has taught courses at Rowan University, including TransportationEngineering, Civil Engineering Materials, and Geotechnical Engineering. He has mentored otherstudents and helped them develop practical skills and apply their knowledge to real-world challenges.He has authored over 20 journal articles, presented at dozens of technical conferences, and earnedawards including the Y. Mehta Excellence in Graduate Studies Medallion Award and the OutstandingPh.D. Student Award at Rowan University.Deep has dedicated additional time to participating on the ITSNJ Annual Meeting Planning Committee,where he’s lead the efforts to involve students in poster presentations and as event volunteers. He iscurrently serving as the ITSNJ liaison at ITS America, where he contribute to discussions ontransportation innovations and policy, and shares ITS America initiatives with the ITSNJ Board ofDirectors.
