Keynote SpeakerKris Kolluri, Esq.President & CEO - NJ TransitITSNJ is pleased to welcome Kris Kolluri, Esq., President and CEO of NJ Transit, as our Keynote SpeakerKeynote SpeakerNJ TRANSIT President & CEO Kris Kolluri was appointed in 2025. He is responsible for thenation's largest statewide public transportation system with more than 11,000 employeesproviding more than 944,000 weekday trips on over 250 bus routes, three light rail lines,12 commuter rail lines and through the agency's Access Link paratransit service. Prior to hisappointment, Mr. Kolluri served as the Chief Executive Officer of the Gateway DevelopmentCommission, a bi-state entity overseeing the $16.1 billion Hudson Tunnel Project. Hetransformed the organization from a start-up to one that received the largest investment thefederal government has ever made in any mass transit project, closed on the largestRailroad & Rehabilitation Improvement Program loan package in United States history, andinitiated construction of the first set of heavy rail tunnels under the Hudson River in over onehundred and fourteen years. Previously, Mr. Kolluri served as President & Chief ExecutiveOfficer of Camden Community Partnership, Inc., a community and economic developmentnonprofit located in Camden. He oversaw an organization focused on designing andimplementing outcome-focused and resident-driven programs. Under his leadership, and inpartnership with the local government, the organization implemented a first mile/last miletransportation solution for residents.Mr. Kolluri also previously served as Chief Executive Officer of the Rowan University/Rutgers - Camden Board of Governors and as the Chief Executive Officer of the New JerseySchools Development Authority. He also is a former Commissioner of the New JerseyDepartment of Transportation, where he led the effort to increase investment in mass transitand served as Board Chair of NJ TRANSIT and the New Jersey Turnpike Authority, andSouth Jersey Transportation Authority Commissioner. Earlier in his career, Mr. Kolluriworked as a staff member in the United States Congress for more than a decade, eventuallybecoming a senior policy advisor to House Democratic Leader Richard A. Gephardt. Mr.Kolluri has a Bachelor of Science from Rutgers University and a Juris Doctor degree fromGeorgetown University. He was an adjunct faculty member at Rutgers University Law School. He pioneered the nation’s first Red-Light Extension and Passive Pedestrian Detection System on Route129, a transformative ITS solution that dramatically enhanced pedestrian safety at high-risk urbanintersections. Excellence of Achievement: Throughout his career, Syed has exemplified engineeringexcellence and strategic foresight. He authored NJDOT’s Traffic Signal Acceptance Procedures,improving project closeout timelines and signal activation protocols. His ability to deliver rapid,effective solutions was also evident in the Route 202/Old York Road interim design, developed undertight deadlines near the Roche Pharmaceuticals campus. Most recently, he has led adaptive signal andtransit-priority deployments on Routes 17 and 120 in preparation for FIFA World Cup 2026, ensuringevent-readiness across critical corridors. Contribution to the ITS Community: A leading advocate ofIntelligent Transportation Systems (ITS) and Adaptive Signal Control Technology (ASCT), Syed haschampioned statewide efforts to modernize signal operations and reduce congestion. Under hisleadership, NJDOT’s Commitment to Communities program delivered over 2,000 targeted safety andmobility improvements. A frequent speaker at professional forums including TransAction NJ and theNJDOT Research Showcase, Syed is known for translating technical expertise into practical, scalablesolutions that serve both urban and suburban communities. Involvement with ProfessionalOrganizations: Syed was honored as the 2024 ASCE Government Engineer of the Year and hasreceived multiple NJDOT Commissioner’s Awards. A dedicated mentor and public-sector liaison, heengages regularly with municipalities, law enforcement, advocacy groups, and regional agencies toadvance shared transportation goals. His active involvement has strengthened cross-sectorcollaboration and supported the professional development of the next generation of engineers.Conclusion: Syed A. Kazmi’s career reflects a rare and impactful combination of technical mastery,policy leadership, and public service. His work has shaped NJDOT’s approach to traffic safety, ITSdeployment, and corridor management. As a forward-thinking leader, Syed continues to drivemeaningful progress building a safer, smarter, and more connected transportation network for all NewJerseyans.2025 Public Agency OfficialSyed A. Kazmi, NJDOT Syed is a respected public agency leader and transportationexecutive, currently serving as Executive Manager in NJDOT’sDivision of Traffic Engineering. With over 25 years ofdistinguished service, Syed is widely recognized for his deeptechnical expertise, collaborative leadership, and enduringcommitment to advancing safety, mobility, and innovationthroughout New Jersey. His career is defined bygroundbreaking accomplishments. He led the Pulaski SkywayDetour, the largest by volume in U.S. history, overseeingsignal operations at 21 intersections and coordinating withmultiple stakeholders including the Port Authority of NY & NJ.Appointed by the Commissioner, he also directed theGovernor’s 10 Most Dangerous Intersections Initiative,successfully completing all safety upgrades ahead ofschedule.INDIVIDUAL AWARDS.

2025 Outstanding ITS ProfessionalLeomar Almanzar, PE, PP, PTOE, IMSA 2 - Michael Baker InternationalLeo has more than 20 years of experience managingtransportation projects, with a strong focus on planning, design,construction management, operations, and maintenance ofintelligent transportation systems (ITS). His planning expertiseincludes conducting systems engineering analyses, developingsystem architectures, creating operational concepts, definingsystem requirements, and overseeing system verification andvalidation processes. In terms of design and commissioning, hehas worked with a wide range of subsystems, including dynamicmessage signs, video surveillance and analytics, various types oftraffic and environmental sensors (such as radar, light detectionand ranging, image-based, ultrasonic, and magnetic sensors),roadside communication units, road weather information systems,over-height vehicle detection systems, advanced traffic signalcontrol technologies, and vehicle-to-infrastructure communicationsystems. INDIVIDUAL AWARDS.Leo supported the U.S. Federal Highway Administration (FHWA) in developing standardizeddocumentation for adaptive traffic signal control technologies and is listed as a contributor in theFHWA’s Model Systems Engineering Documents for Adaptive Signal Control Technology (ASCT)Systems. Leo brings a deep knowledge of traffic operations, roadway design, signal optimization, andproject delivery. As Project Manager for both the precursor concept development study and final designfor the deployment of ITS devices to support the 2026 World Cup, Leo leveraged his experience withITS architecture and systems engineering process to ensure the concept and final design were performedin compliance with the NJDOT Road and Bridge Construction Standard Specifications 2019, TMProcedures Manual, ITS and electrical details, material specifications, and ITS standards under anextremely aggressive schedule. He and the team developed LiDAR specifications, including testing andacceptance specifications necessary for the operation of a completely verified NTCIP-compliant ITSimplementation. The system was designed for integration into NJDOT’s ATMS for control and monitoringin Traffic Management Centers.Beyond technical skills, Leo is a trusted communicator—capable ofnavigating public meetings, coordinating with stakeholders, and engaging in interagency collaborationwith professionalism and ease. His ability to translate complex engineering concepts into actionableinsights for clients and the public has made him a standout in his field

2025 Mobility Service AwardWilliam McNally - NJDOTWilliam McNally is a Unit Supervisor at the New JerseyDepartment of Transportation’s Mobility Operations Center –South (MOC-S). In this capacity, William (Billy) manages a teamof five operators and a Safety Service Patrol (SSP) dispatcher.The MOC-S is open 16.5 hours a day (4:00 am to 8:30 pm),Monday through Friday, overseeing the day-to-day traffic intoand out of the Philadelphia area as well as along the New Jerseyshore. The MOC-S monitors conditions on all state roadways inthe region, on the multiple bridges crossing the Delaware Riverinto and out of Pennsylvania and coordinates in real time withthe South Jersey Transportation Authority, which operates theAtlantic City Expressway. Coverage is provided to the southernregion counties of Atlantic, Burlington, Camden, Cape May,Cumberland, Gloucester, Mercer, Monmouth, Ocean and Salemcounties.INDIVIDUAL AWARDS.Historically, NJDOT relied on multiple, fragmented legacy vendor systems requiring significant manualintervention. This limited NJDOT’s ability to effectively respond to incidents, optimize traffic flow,coordinate multi-agency operations, and generate reports. That changed on April 29, 2025 whenNJDOT successfully launched a first-ever statewide Advanced Traffic Management System (ATMS)project. Billy and his team now have a single-entry, scalable ATMS that enables real-time, data-drivenmanagement of more than 5,000 monthly events on the state highway system, achieving efficiency,consistency, improved communication, reduced response times, and reduced human error. Immediately,Billy embraced changing from an operations approach using multiple standalone systems requiringextensive manual input and phone calls to an ATMS which permeated the collaborative partnershipbetween all of NJDOT and its key operational stakeholders. Billy was a leading voice on the daily O&Mcalls in the 6-week post-Go Live period and subsequent weekly O&M call with his colleagues and theATMS vendor asking questions on behalf of his team to better understand the proper use of the ATMSand how to reduce operator error. He regularly participated, came prepared and was often the firstNJDOT operator on the call. He also championed further enhancements and refinements which havebeen rolled out since the April 2025 Go Live date to enhance operations and internal reporting,including fine-tuning the operation of the ATMS integration with the TRANSCOM T-REX system. Bothsystems use different mapping and data sources, some of which are proprietary. Billy worked closelywith his operations team, his colleagues and the ATMS vendor to take steps to make the integrationstronger. He and his team also identified and recommended configuration changes to better delineateDMS operation; and fine-tuned message format and language structure in the ATMS response planmodule. Billy regularly and clearly communicates with the ATMS system administrator and NJDOTOperations System Unit team to identity issues to be resolved and to fine-tune configuration parametersto maximize operations. He also developed a strong working relationship with the ATMS vendor’s On-Site Tier 1 Support person. Billy leads by example, is committed to his craft and is a true professional.Acceptance and strong use of the ATMS at the MOC-S is due to William McNally.

2024 Outstanding Young ITS ProfessionalHasnain Syed, PE - Michael Baker InternationalHasnain is an accomplished transportation professional with overeight years of progressive experience in Intelligent TransportationSystems, transportation planning, traffic engineering, and systemsmanagement. He holds both a bachelor’s and a master’s degreein civil engineering and has a deep commitment to public serviceand innovation that aligns with his technical expertise.Throughouthis career, Hasnain has led and contributed to transformativeprojects that have significantly improved mobility, safety, andenvironmental outcomes. His work with NJDOT and NJTA hasresulted in the successful delivery of cutting-edge transportationengineering designs that enhance traffic operations, promotepedestrian and vehicular safety, and reduce air pollutionINDIVIDUAL AWARDS.Currently serving as a Business Development Specialist and Senior Traffic Analyst at Michael BakerInternational, Hasnain has successfully led major initiatives for key agencies, including the Port Authorityof New York and New Jersey, NJDOT, and NJTPA, consistently delivering high-impact solutions thatalign with agency goals and community needs. His leadership extends beyond project work intoprofessional service and community engagement. He planned and hosted several successful Annual ITSNJ meetings and is currently leading the sponsorship and exhibitor committee. He is elected as a boardmember in the ITE New York and New Jersey for 7 years and currently serves as Treasurer. His visionincludes expanding professional development opportunities and strengthening the network of youngprofessionals in the transportation field. Hasnain’s contributions have been recognized throughprestigious honors, including the ITE Met Section’s Einah M. Pelaez Young Professional Award, the ITENortheastern District Rising Star Award, and the ITE 2024 Young Leader to Follow Award. For hisoutstanding technical achievements, leadership, and service to the profession, Hasnain is a highlydeserving candidate for the ITS NJ Young Professional of the Year Award. Hasnain believes in thepower of collaboration with professional organizations to create impactful events. His work with WTS,ASCE, and NYSATE fosters professional development, networking, and knowledge sharing—buildingstrong communities through shared goals and collective effort.
