Jackson Foundation for the Advancement of Military Medicine (HJF), for hosting this event and giving us the opportunity to celebrate the selflessness, creativity and compassion we see in tonight’s awardees. We are so fortunate to have them, and people like them, caring for our country’s servicemembers and their families, both at home and around the world.While 2024 ushered in a great deal of change in the military health community – and 2025 appears to be no dierent – HJF’s mission of advancing military medicine has remained a constant. Hero of Military Medicine Ambassador HonoreeMr. Sal Gonzalez Music has always played an important role in Sal Gonzalez’s life. He grew up in the impoverished neighborhood of East Los Angeles, and as a teenager, music kept him out of trouble. So did his decision to serve in the U.S. Marine Corps after the terrorist attacks on September 11, 2001. “That tragedy inspired me to join the military,” says Sal. “The fact that I come from a family of immigrants also made me want to join. I wanted to give back for all this country has given us.” Sal enlisted in the infantry and was assigned to the 2nd Battalion, 5th Marines. In 2004, he was a machine gunner in Ramadi, Iraq, when his truck was hit by an improvised explosive device (IED). The blast left Sal with a traumatic brain injury (TBI), posttraumatic stress disorder (PTSD), and ultimately caused him to lose his left leg below the knee. “Losing a leg is tough,” says Sal. “But the invisible wounds — PTSD and the brain injury — were even tougher.” While he was still in a Maryland hospital, Sal received a Wounded Warrior Project® (WWP) backpack full of comfort items and a promise that if he needed anything, WWP would be there to help. That gesture meant a lot to Sal, and once he got out of the hospital, he decided to get more involved. One of his first events with WWP was a multiday mental health workshop called Project Odyssey® — and it changed his life. Despite his injury, he was able to rock climb with the group; and it proved he could still do anything he set his mind to.“Wounded Warrior Project helped change my whole mentality,” says Sal. “Instead of feeling sorry for myself and letting the loss of my fellow marines consume me, I wanted to thrive. I wanted to live a happy, important, impactful life in memory of the warriors who didn’t make it home.” With WWP by his side, Sal set out to help as many warriors as possible by sharing his experience and encouraging them to seek help. He also continued playing music — not only to process his own emotions and continue his recovery, but also to inspire other injured veterans to continue living their lives. “Having music as a tool for my recovery, I was able to let go of a lot of pain,” says Sal. 8
“It kept me going. It’s my life. It’s who I am, and I want to show other warriors that it’s possible to follow your dreams and be normal.” Sal remains grounded in his passion to help other warriors, even as his music career hits new highs. His first EP, “Heroes,” was released in 2020, he debuted at the Grand Ole’ Opry in 2024, and he’s currently on the verge of releasing his first full-length album. While many musicians strive to become famous, Sal is happy with his life right now. “I get to play music for a living,” says Sal. “I’m able to support my awesome wife and kids by doing something I love. United States Army Hero of Military Medicine HonoreeColonel (Doctor) Benjamin DonhamColonel Benjamin P. Donham was born in Redwood City, California and enlisted in the United States Marine Corps Reserves in 1997. He transitioned into the California Army National Guard as a Special Forces Soldier in 2007, and later commissioned in the Army Medical Corps in 2014. Upon entry into the Medical Corps, his first assignment was to Carl R. Darnall Army Medical Center (CRDAMC) where he served as key faculty in the Emergency Medicine Residency Program for 6 years. While assigned to CRDAMC, he held key leadership positions including serving as Research Director, Associate Residency Program Director, and finally as Deputy Department Chief. Operationally, COL Donham has served as an Emergency Physician and Team Leader with a Medical Special Missions Unit deploying 6 times, in support of overseas combat operations. Additional assignments include Commander of the 261st Multifunctional Medical Battalion and Command Surgeon for XVIII Airborne Corps. He is currently the Commander of United States Army Medical Department Activity-Alaska.Colonel Donham earned his Bachelor of Science in Anthropology and Doctor of Medicine from Emory University. He completed his residency training in Emergency Medicine at the University of Cincinnati and an Army War College Fellowship at Harvard University. He is board certified by the American Board of Emergency Medicine in addition to being a Fellow of both the American Academy of Emergency Medicine and the American College of Healthcare Executives. Additionally, he is an Associate Professor of Military and Emergency Medicine at the Uniformed Services University. Colonel Donham’s military awards include the Bronze Star Medal (Oak Leaf Cluster), Meritorious Service Medal (two Oak Leaf Clusters), Air Medal, Joint Service Commendation Medal with “Combat” device, Army Commendation Medal (two Oak Leaf Clusters), Joint Service Achievement Medal with “Combat” device, and the Army Achievement Medal. Colonel Donham has earned the Combat Infantry Badge, Combat Medical Badge, Military Free Fall Parachutist Badge, Senior Parachutist Badge, Pathfinder Badge, Special Forces Tab, and holds The Surgeon General’s 9A Designation.10

United States Navy Hero of Military Medicine HonoreeCaptain (Doctor) Matthew TadlockCaptain Tadlock is a Navy Trauma and General Surgeon with 23 years of active-duty experience providing Health Service Support on land and sea to U.S. Navy, Marine Corps and NATO units in the Central and Indo-Pacific Combatant Command areas of responsibility. He currently serves as Ocer in Charge, Surface Medical Group Pacific where he helps prepare Fleet Surgical Teams ONE, THREE, FIVE, and NINE for deployment on U.S. Navy amphibious assault ships. Since 2021, he has led the Maritime Surgery Quality Improvement program, an initiative focused on tracking, improving, and standardizing all surgical care performed on U.S. combatant vessels. In addition to over 75 peer reviewed journal publication and book chapters, he is the editor of the 2023 book designed for maritime surgical teams, “Expeditionary Surgery at Sea: A Practical Approach.” Dr. Tadlock is an attending surgeon at Naval Medical Center San Diego and an associate professor of surgery through the Uniformed Services University. Captain Tadlock previously served as the Trauma Specialty Leader (2018-2021) and is the current General Surgery Specialty Leader for the U.S. Navy Surgeon General. He is also the Chair of the Committee on Surgical Combat Casualty Care, one of the three Joint Trauma System, Defense Committees on Trauma. Dr. Tadlock is a Fellow of the American College of Surgeons and has been a member of the Excelsior Surgical Society since 2015. He previously served as Secretary and is 2024-2025 President of the Excelsior Surgical Society.12

United States Air Force Hero of Military Medicine HonoreeColonel (Doctor) Daniel BrownCol. (Dr.) Daniel J. Brown is the Emergency Services Master Clinician at Wright-Patterson Medical Center, Wright-Patterson Air Force Base, Ohio. He is the senior advisor to a 90-person Emergency Services Flight and directs clinical operations for 13,000 emergency patients per year. He serves as the Deputy Chief of Medical Sta for 7 Squadrons at the Air Force’s largest Medical Group, with a $137 million budget, 39 clinics, and 61,000 beneficiaries. He co-directs hospital credentials, clinical quality, risk management, patient safety, and access to care for 1,800 personnel, 220,000 clinic visits, 2,600 surgeries, and 5,600 inpatient bed days annually.Col. Brown is a graduate of Brigham Young University after which he taught high school Spanish in Oceanside, California. He received a direct commission to the Air Force upon starting medical school at the Uniformed Services University of the Health Sciences. He graduated in 2005, receiving the Air Force Surgeon General’s Medical Student Award and was elected to the Alpha Omega Alpha Honor Medical Society. He was board certified in Emergency Medicine in 2010 and is a Fellow of the American College of Emergency Physicians. Prior to his current position, he served as Director, Critical Care Air Transport Team (CCATT) Advanced Course for the 711th Human Performance Wing where he oversaw all training and validation of over 1000 total force CCATT members. In addition, Col. Brown previously served as the 60th Medical Group Emergency Services Flight Commander and medical director, simulation center medical director, and on multiple 60th Medical Group process improvement, patient safety, and provider credentialing committees. With deployments to Iraq in 2009, Germany in 2013 as CCATT Director, and CENTCOM Tactical Critical Care Evacuation Team (TCCET) Director in Syria and Yemen in 2018, he provided expertise on the En Route Critical Care Advisory Council and Joint Trauma System En Route Casualty Care Committee. As an International Health Specialist, he developed joint en route critical care training and medical disaster relief programs with the U.S. partner nations of Chile, Peru, Honduras, and Argentina. 14
Col. Brown is married to his wife of 25 years, Erika Brown of Encinitas, California, and they have four children. He enjoys boating, backpacking, surfing, cycling, and music. Commissioned Corps of the United States Public Health Service Hero of Military Medicine HonoreeCaptain (Doctor) John IskanderCaptain John Iskander, MD, MPH most recently served as Chief of the Immunization Healthcare Division for the Defense Health Agency, and previously was Chief of Preventive Medicine and Population Health for the United States Coast Guard. A board-certified pediatrician, he has served on active duty with the U.S. Public Health Service (USPHS) since 2001. As a USPHS ocer he has deployed domestically and internationally in response to outbreaks of anthrax, mpox, Ebolavirus, cholera, Zika virus, polio, and COVID-19. He holds degrees from the University of Chicago, Tulane University School of Medicine, and the Tulane University School of Public Health and Tropical Medicine and teaches medical students as an Adjunct Professor of Preventive Medicine and Biostatistics at the Uniformed Services University of the Health Sciences. Captain Iskander has received the Outstanding Service Medal of the U.S. Public Health Service and the Meritorious Service Medal of the Coast Guard.16

Hero of Military Medicine Civilian HonoreeDr. Troy Akers Dr. Akers was born in Blacksburg, Virginia. He graduated summa cum laude from Bridgewater College in Bridgewater, VA with a Bachelor of Science degree, followed by a Doctor of Osteopathic Medicine from Edward Via Virginia College of Osteopathic Medicine in Blacksburg, Virginia. He completed a Family Medicine internship at Dwight D. Eisenhower Army Medical Center (DDEAMC) followed by his Emergency Medicine residency at the combined Dwight D. Eisenhower Army Medical Center/Medical College of Georgia program at Fort Eisenhower, Georgia. He is board certified in Emergency Medicine and a Fellow of the American College of Emergency Physicians.While on active duty, Dr. Akers held multiple positions including operational assignments as the 1/3 AVN BN, ATK Surgeon, 3rd Combat Aviation Brigade Surgeon, 3rd Infantry Division during Operation Enduring Freedom as well as multiple hospital assignments culminating as assignment as the Chief of Emergency Medicine at Fort Eisenhower’s Department of Emergency Medicine in 2016, a position he served in until his active-duty service concluded in 2018. Dr. Akers immediately transitioned to civil service as the civilian Chief of Emergency Medicine, a position he currently holds in the Defense Health Agency. Dr. Akers serves as teaching faculty and assistant professor of Emergency Medicine at the Medical College of Georgia.Dr. Akers’ military honors and awards include: Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Army Commendation Medal, Army Achievement Medal, National Defense Service Medal, Afghanistan Service Medal, Global War on Terror Expeditionary Medal, Global War on Terror Service Medal, Army Service Ribbon, Overseas Service Ribbon, Combat Medical Badge, Flight Surgeon Badge, Order of Military Medical Merit, DDEAMC Emergency Medicine Resident of the Year, Honor Graduate of Army Flight Surgeon Primary Course, DDEAMC Civilian of the Year.Dr. Akers is proudly married to his high-school sweetheart Nancy and is the proud father of two daughters, Mollie (17) and Laney (14).18

Heroes of Military Medicine Chairman SpeakerJoseph F. McKeon, M.D., M.P.H. Chief Medical Ocer Humana MilitaryAs the Chief Medical Ocer for Humana Military, Dr. Joe McKeon provides clinical leadership to ensure the delivery of high quality, integrated healthcare to military beneficiaries in the TRICARE East Region. His most recent role was Medical Director for Humana Military since 2017. Prior to joining Humana Military, Dr. McKeon served a career in the United States Army. Originally commissioned as a Second Lieutenant, he attended flight school at Fort Rucker, AL, where he trained to be a CH-47 (Chinook) and UH-1 (Huey) maintenance test pilot. In 1986 Dr. McKeon resigned his active-duty commission to attend medical school at the Medical College of Virginia. He trained in family medicine at Fort Belvoir, VA, followed by assignments to NY, Korea and Kansas. He then completed residencies in Aerospace Medicine, Preventive Medicine and Public Health with the USAF School of Aerospace Medicine in San Antonio. Dr. McKeon has held a variety of clinical, educational, sta and command positions, including assignments as the commander of the U.S. Army Aeromedical Research Laboratory, the Director of the U.S. Army Aeromedical Activity, the Command Surgeon of the U.S. Army Safety Center and the Chief of the Aeromedical Education Division at the U.S. Army School of Aviation Medicine. Dr. McKeon is the former specialty leader and Consultant to the Army Surgeon General for Aerospace Medicine, is a Fellow of the Aerospace Medical Association and former President of the American Society of Aerospace Medicine Specialists and the Society of U.S. Army Flight Surgeons.20
Special Guest SpeakerStephen Ferrara, M.D. Acting Assistant Secretary of Defense for Health AairsDr. Steve Ferrara is currently serving as the Acting Assistant Secretary of Defense for Health Aairs. In this role, he is the principal advisor to the Secretary of Defense and the Undersecretary of Defense for Personnel and Readiness for all Department of Defense health and force health protection policies, programs, and activities. Prior to his present role he served as the Deputy Director for Clinical Operations for the National Capital Region, DOD’s largest healthcare network, comprised of seven major medical facilities which provide care for more than 500,000 beneficiaries. He also served as an interventional radiologist at Walter Reed National Military Medical Center, and a Clinical Professor of Radiology and Radiological Sciences at the Uniformed Services University of the Health Sciences. Ferrara is an experienced clinician, combat veteran, educator, and healthcare leader. During his 25-year Navy career he completed combat, humanitarian assistance, disaster relief, and diplomatic deployments with the Army, Navy, and Marine Corps. He was the Navy’s Chief Medical Ocer helping lead a worldclass healthcare system of 63,000 medical professionals.Following his military career, Ferrara served as Chief Medical Ocer of the Central Intelligence Agency where he held the rank of Senior Intelligence Service Ocer. He also served in the 113th Congress as a Robert Wood Johnson Foundation/National Academy of Medicine Congressional Fellow on the Health Subcommittee of the House Energy and Commerce Committee where he helped draft major healthcare legislation. Ferrara received his bachelor’s degree with honors in Molecular, Cellular, and Developmental Biology at the University of California, Los Angeles in 1991, following which he earned his doctorate in medicine from the Uniformed Services University of the Health Sciences in 1995. He completed a surgical internship and diagnostic radiology residency at the Naval Medical Center San Diego before going on to fellowship training in vascular and interventional radiology at the University of California, San Diego, and Boston Children’s Hospital (Harvard Medical School). Special Guest SpeakerDavid Smith, M.D.Acting Principal Deputy Assistant Secretary of Defense for Health Aairs Acting Director, Defense Health Agency David J. Smith is currently the Acting Principal Deputy Assistant Secretary of Defense for Health Aairs and Acting Director, Defense Health Agency. Prior to his present role, he was the Deputy Assistant Secretary of Defense for Health Readiness Policy and Oversight. In this role he directed Department-wide eorts to develop and implement policies and programs relating to DOD deployment medicine, force health protection, national disaster support, medical research and development, international health agreements and missions, and medical readiness for 2.3 million Service members.Smith also performed the duties of the Assistant Secretary of Defense for Health Aairs from Feb. 2017 - Aug. 2017 and again from Nov. 2021 - April 2022 and acted as the Principal Deputy for Health Aairs from Sept. 2017 – Oct. 2017, Feb. 2019 - Jan. 2020, and April 2022 - March 2023.Smith received a Bachelor of Science degree from the University of Illinois in 1977 and completed his Doctor of Medicine degree at Northwestern University Medical School in 1981. He completed his Occupational Medicine Training at the University of Cincinnati Medical School in 1989, where he received a Master of Science in Environmental Health. Smith is a certified physician executive (CPE), fellow of the American College of Occupational and Environmental Medicine (FACOEM) and is board certified in Occupational Medicine with a certificate of added qualification in Undersea Medicine. He also has a Certificate in Medical Management from the American College of Physician Executives at Tulane University.After receiving his Master’s degree and completing his residency in Occupational and Environmental medicine, he served as the United States Navy medical exchange ocer, Institute of Naval Medicine, Alverstoke, England. She joined the network in October 1999 as a Jerusalem-based correspondent. Prior to that she reported for 3 years from Moscow for FNC.Since 2007 Grin has reported from the Pentagon where she questions senior military leaders, travels to war zones, and reports on all aspects of the military.She provided extensive coverage of the US withdrawal from Afghanistan in August of 2021. Her experience in Afghanistan dates back to 1993. Reporting from Pakistan during that period she covered the arrest of the first World Trade Center bomber Ramzi Yousef in Islamabad and Pakistan’s first nuclear test. She covered the killing of Osama bin Laden in 2011 and conducted an exclusive interview with then Defense Secretary Leon Panetta in Baghdad on the day the Iraq War ended in December 2011. The service members of the joint color guard are stationed at various units in the Washington, D.C., area: U.S. Marine Corps Ceremonial and Guard Company, Marine Barracks, Washington, D.C.; U.S. Navy Ceremonial Guard, Joint Base Anacostia-Bolling, Washington, D.C.; U.S. Coast Guard Ceremonial Honor Guard, Telecommunications Information Systems Command Center, Alexandria, VA.; U.S. Air Force Honor Guard, Joint Base Anacostia-Bolling, Washington, D.C.; and the Soldiers are assigned to the 3d U.S. Infantry Regiment (The Old Guard), Joint Base Myer-Henderson Hall, VA. Each color guard member carries their respective service color (military-branch flag) with attached campaign streamers. Because the Army is the senior service, a Soldier always carries the national flag. The color guard’s flank men carry the M14 rifle. Operationally, he served as medical ocer in the 1st Battalion, 1st Special Forces Group; Joint Special Operations Command; 75th Ranger Regiment; U.S. Army Special Operations Command; and XVIII Airborne Corps. He also commanded the 28th Combat Support Hospital. He has two combat deployments in support of Operation Iraqi Freedom, serving as the senior medical ocer for both Multi-National Force-Iraq and Multi-National Corps-Iraq. He then served in succession as the Commanding General for the Army’s Southern Regional Medical Command (RMC) and Brooke Army Medical Center; Northern RMC; and the Army Medical Research and Materiel Command in Fort Detrick, Maryland. Dr. Caravalho graduated with a medical doctorate from the Uniformed Services University of the Health Sciences in 1983. He also has a B.A. in math from Gonzaga University, as well as a master’s degree in Strategic Studies from the Army War College. He completed an internal medicine residency, as well as both nuclear medicine and cardiology fellowships, and was board-certified in all three.
