Waterfront Parking Season Passes On SaleMunicipal Law Enforcement2023 Parking PassesPage 3Program FEATURELater this month, the Town of Cobourg will be implementing the Administrative Monetary Penalty (AMP) system providing a local and accessible dispute resolution system for municipal parking bylaw infractions.What is an AMP System? The AMP system is a fast and exible process for payment, appeal and collection of minor by-law infractions. Disputes are resolved by Screening and Hearings Ocers who can modify, cancel, or arm penalties. In Ontario, municipal AMPs are legislated under the Municipal Act, 2001. This system helps the over-burdened courts by streamlining the process and allowing municipalities to eciently handle minor by-law infractions. Any community member who has received a ticket or ne (an AMP), an Order, or a Licensing or Exemption Decision may request a review through the Town of Cobourg’s appeal process.To speak with a Municipal Law Enforcement Ocer in-person, visit their oces in the Market Building (201 Second Street, located behind Victoria Hall) between 8:30 a.m. to 4:30 p.m. on weekdays. From Victoria Day weekend to Thanksgiving, Waterfront parking is in eect in all waterfront parking areas. Waterfront parking season passes are on sale for residents and visitors who prefer to pay a at rate to park in these areas all season long. Passes can be purchased online at parking.cobourg.ca or by visiting Victoria Hall at 55 King Street West. Prices are:• Cobourg residents only, $40/season (East Beach resident: $20/season)• Visitor season pass, $150/season Benets of AMPS include:• Improved Customer Service: regulatory matters can be resolved online with the Town of Cobourg without the requirement of courts, justice of the peace, the ocer that issued the charge, etc.• Expediency and Convenience: AMPS provides a fair, ecient and convenient alternative to the traditional court process of administering and adjudicating minor by-law oences. Wait time may be signicantly reduced compared to the court system. • Improved Compliance: AMPS decisions are made more quickly, improving wait times between date of issue and date of hearing. • Fiscal Eciency: AMPS doesn’t require the same capital and operating investments of the traditional court system, operating with fewer sta and less administrative overhead. Town of Cobourg Newsletter | May 2023An Inside Look at Environmental ServicesDepartment SPOTLIGHTWe therefore want to take the opportunity to provide education to our community members on our Town departments. What they do and how they do it. This month, we sat down with sta from the Town of Cobourg Environmental Services Department for step-by-step instructions on how the Town’s wastewater is treated. What does your department do?We treat approximately 15,000 m3 of sewage each day. In eight hours, sewage is cleaned to near drinking water quality and is discharged to the Cobourg Creek (Plant #1) and Lake Ontario (Plant #2). How it all Works:Wastewater enters the two wastewater plants from the town’s ve Sanitary Pump Stations. From point of entry, water transfers through ve treatment processes before it is discharged into Cobourg Creek and Lake Ontario. (Note: stormwater from rain/melting snow does not go to wastewater treatment plants.)Living in a beautiful community such as Cobourg, it can be easy to take for granted the daily amenities we depend upon each day. Our manicured parks and beautiful owers, maintained streets and clean water don’t happen by chance. They are the result of the hard-working Town employees who take great pride in ensuring our community is a charming, safe space for our community and their families. Page 4The Pollution Plants euent (sewage discharge) must meet strict limits specied in our Environmental Compliance Approval issued by the Ministry of the Environment, Conser-vation and Parks. Sta conduct daily testing to ensure levels meet strict stan-dards. An annual report is prepared for each facility and submitted to the MECP before the end of March each year.The Town of Cobourg monitors area residential, commercial, and industrial discharges to ensure they comply with the Town’s Sewer Use By-Law. Town sta serve as Risk Management Ocials for Drinking Water Source Protection on behalf of the Town.The Town of Cobourg provides area farmers with biosolids free of charge to help increase their crop yields. The solid portion of the sewage is processed for 1-2 months to reduce the pathogen count and breakdowns the complex proteins, fats, carbohy-drates into smaller compounds that can be readily absorbed by plants.

Town of Cobourg Newsletter | May 2023An Inside Look ContinuedBiological Treatment: The Aeration Tanks contain a concentrated collection of microbes and the dissolved oxygen levels in the tanks are kept a specic level to support microbial respiration. During this stage, the organic material in the Aer-ation Tanks is reduced from several hundred mg/l to less than 10mg/l in roughly two hours. 3Secondary Treatment: The microbes from the Aeration Tanks overow into the Secondary Clariers where they settle to the bottom of the tank and the clear water overows to the Final Contact Chamber. 4Final Contact Chamber: Treated euent (waste water) is disinfected to reduce E.coli levels to <200 cfu/100mL and discharged into the Cobourg Creek or Lake Ontario. 5The three acceptable means of disinfecting euent are chlorine, ozone and ultraviolet (UV) light. Both Water Treat-ment Plants in Cobourg currently use chlorine, but Plant #1 is currently changing over to ozone. Chlorine is a good disinfecting agent but is harmful to the environment. Environment Canada requires that all Plants that chlorinate must also ‘dechlorinate’ before discharging euent to the local waterways. With ozone, there are no harmful residuals that need to be removed once water is treated. Page 5Preliminary Treatment: The incoming sewage is screened to remove toilet paper and other inorganic materials and settle out sand and grit.1Primary Treatment: The ow enters the Primary Clarier where the velocity is slowed to allow solids to settle to the bottom and grease to the oat to the top. Solids and grease are pumped into the Anaerobic Digester to be converted into Biosolids. 2As much as possible, municipalities rely on gravity, rather than pumping stations to pump wastewater to their treatment plants. That is why you will notice that the Town’s two Wastewater Treatment Plants sit at the lowest part of the Town. The Town of Cobourg purchased a backup power generator for Plant #1 following the 2004 blackout. During the power outage, sta used diesel and gasoline powered pumps to move sewage to prevent it from backing up into basements. Fortunately, LUSI was able to restore power within eight hours.INTERESTING FACTSYou should only ush the 3-P’s – Pee, Poop and (toilet) paper! Household items that should never be ushed:Moist towelettes (Baby Wipes) – these wipes are not biodegradable and should never be ushed Chemicals – chemicals and pesticides should be taken to the Northumberland County Hazardous Waste Recycling Depot Grease – grease solidies in your sewer between your house and the street. Allow it to solidify then scrape it into your green bin.

A Message from the MayorSince taking office I have been meeting with staff and senior leadership to learn more about our departments. How they were established based on community need and what their goals are for the future. This past week we celebrated the five-year anniversary of the Venture13 Innovation and Entrepreneurship Centre. Venture13 provides space and support for entrepreneurs in our community to grow and develop their businesses. It is an innovation hub and an accelerator for new ideas. Venture13 is not only the innovation leader in Cobourg, but the facility itself is the by-product of progressive thinking on behalf of Cobourg Council. The two-storey, 30,000 square foot post-war building, dating back to 1954, was formerly the headquarters of No. 26 Ordnance Depot of the Royal Canadian Ordnance Corps. In 2017, the Town of Cobourg, in partnership with the Cobourg Police Service, NCFDC and with the support of FedDev Ontario, embarked on a project to transform the municipally owned ‘Depot’ into a thriving centre of opportunity for entrepreneurship and innovation. Located in the Town of Cobourg’s Northam Industrial Park, Venture13 and the 16 other buildings located on the 121-acre parcel of land were purchased from the Ontario Realty Corporation during Mayor Delanty’s first term of Council. They had the foresight and resolve to purchase this fully tenanted property. The purchase price was $16 million, which was a big ask for local taxpayers, but Council and senior staff knew the potential for Northam, and as Mayor Delanty once put it, “this would help the Town recognize a non-tax source of revenue and put us in control of our economic destiny.” Today, all available space within the industrial park is fully occupied and the original debt for the purchase of the property has been paid off using income strictly provided by the park. The Town of Cobourg now enjoys that non-tax source of revenue envisioned back in 2003. Since Venture13’s grand opening in 2018, the founding partners and collaborators have provided programs focused on entrepreneurial development and skills training, pitch competitions for entrepreneurial start-ups, community discussion panels, mentoring and coaching, and technical and entrepreneurial programs for youth. Venture13 is a place and pathway for business growth synchronized with support services. The partner organizations seek to build the industries of the future, contributing to increased employment, economic activity, and innovation.The creation of Venture13 was the perfect swan song for the big picture thinking of previous terms of Council who had the foresight and courage to make a business decision that would benefit generations to come. Thank you to Mayors Delanty and Brocanier. Without their strong vision, the Northam Industrial Park and Venture13 would not be the success stories they are today. Through our partnerships with NCFDC, Northumberland Manufacturers’ Association and the PoliceTech Accelerator, the future of Venture13 is bright.
