Hull CC AtopphHreoaalcthhy holidays Healthy Holidays is the brand adopted in Hull for the Holiday Activity Food HAF programme funded by the Department for Education DfE specifically to provide support for children and young people in receipt of benefits related free school meals The City Council supplements this funding to make the programme available to all children and young people of school age recognising the wider issues of poverty deprivation and access across the city The DfE funding requires Councils to deliver 4 days activity during the Easter and Winter holidays and 4 days per week for 4 weeks of the summer holidays The Council works with an extensive partnership of providers to ensure sufficient reach and coverage in all areas of the city with a high level of involvement from the voluntary and community sector VCS Over 70 VCS groups are on the provider register confirming that they meet minimum operating standards and are compliant with safeguarding requirements The Council is committed to working with the VCS groups to provide skills and workforce development training to ensure that if and when the funding comes to an end these groups are in a much stronger position to continue operating on a sustainable basis in the long term The City Council and its partners are committed to delivering as much activity as possible gaining maximum value from the available funding The delivery requirement for Summer 2022 Winter 2022 and Easter 2023 holidays was 24 days of delivery specifically for those in receipt of free school meals The City Council delivered a total of 45 days over the same period available to all children and young people of school age 187 of the requirement 4 Healthy Holidays Hull hCDoeea loilvtrehdryiynhaSottilroiudncat yusre Better Together Partnership Health Wellbeing Board Healthy Holidays Steering Group Healthy Holidays Operational Group SEND Sub Group Large Scale Events Sub Group Comms Marketing Working Group Workforce Development Working Group With the consolidation of the programme and the commitment of partners confirmed for the three years of the programme funding oversight of the Healthy Holidays programme has evolved to reflect the stability of the organisation and management through Children Young people and Family Services CYPFS The Steering Group has moved to three meetings per annum timed to review each programme and provide direction to the organisation of the next iteration The membership is made up of a broad range of partners and key stakeholders who deliver on Health Holidays Given the transition to a primarily operational model a group of senior officers from the Council have been drawn together to form an Operational Group meeting monthly this provides oversight of the programme development on behalf of the Steering Group Annual Report 5

Operational Delivery The Healthy Holidays programme is a cross cutting service contributing to a range of CYPFS and wider Council agendas for example Early Help Strategy Thrive Mental Health Poverty Childhood Healthy Weight Community Development Education Towards an Active Hull Food and Nutrition Youth Development Social Care SEND Family Hubs The logistics of organising and delivering the activity programme and centralised food offer is directed by the Healthy Holidays Project Team based within Children Young People Family Services 8 Healthy Holidays Hull City Wide Strategic Partners The Healthy Holidays Programme benefits from robust strategic partnerships which play a pivotal role in delivering the programme s objectives and ensuring its wide reaching impact The strategic providers deliver across the full age range from 5 16 in all areas of the city including a specific programme for children and young people with special educational needs and disabilities SEND Hull FC The Hull FC Community Foundation is the official charity of Hull FC Hull FC delivered a mix of Rugby multi sports and dance sessions as part of the Healthy Holidays programme at various sites across the city across all ages Tigers Trust The Tigers Sport and Education Trust is a charity Tigers Trust were responsible for mobile provision on Healthy Holidays delivering activities city wide including multi sport SEND multi sport and football activities for those aged 8 to 16 First Step Sports Group First Step Sports Group create a clear pathway to lifelong activity First Steps delivered a wide range of sports camps on Healthy Holidays across the city for primary aged children Sportsability Are a specialist Swim School and health and fitness training provider Sportsability delivered the SEND offer on Healthy Holidays They delivered activities including swimming lessons fun swimming sessions dance arts and crafts boxing forest school activities cook and eat sessions dance and music for both send and the 5 to 11 age group StreetGames Renowned for its community centred approach helps facilitate access to sports and physical activities for young people fostering a sense of empowerment and belonging Street Games delivered the Teen offer on Healthy Holidays Hull Culture Leisure Manages and operates the city leisure facilities museums parks and libraries HCAL delivered a mix of sports camps swimming sessions museum sessions library session on Healthy Holidays Annual Report 9

Provider Spotlight During the last year Hull City Council have been fortunate to work with some fantastic local organisations who have enriched the Healthy Holidays programme greatly Here are some examples of just a few of whom delivered in 2022 23 and the impact HAF funding has had KIDS KIDS are a pan disability charity who work in partnership with parents supporting disabled children and young people CYP from birth 25yrs to achieve their aspirations and their rights to an inclusive community which supports them and their families Healthy Holidays Involvement 2022 23 In the summer of 2022 Healthy Holidays funded day trips to Densholme Community Farm and day trips to Pinewood activity trust which allowed KIDS to provide out of town activities to 60 children with Special Educational Needs and Disabilities For the Christmas 2022 programme Healthy Holidays funded a Family Activity Christmas party and for Easter 2023 Healthy Holidays funded several family fun days Cornerhouse Yorkshire Cornerhouse deliver a range of services interventions aimed at vulnerable young people aged 10 19 Healthy Holidays Involvement 2022 23 Healthy Holidays funding has enabled Cornerhouse to deliver a variety of activities to young people across the city These have included trips to the beach residentials activities like rock up and laser quest as well as social activities delivered within parks across the city Without this funding Cornerhouse would struggle to deliver some of these programmes as budgets do not allow for it It has also meant that Cornerhouse are able to provide food for those young people who we know live in areas of high deprivation and often struggled over school holidays Biggest Success in 2022 23 Tish Lamb Cornerhouse It is hard to put into words really but I think our biggest success is to see young people who are often vulnerable and socially anxious enjoying the activities and making new friends and reducing their isolation by being with others who understand Biggest Success in 2022 23 Sarah Proctor KIDS Giving children and young people with SEND opportunities to engage in outdoor activities which challenges them to leave their comfort zone and experience new surroundings Additionally these opportunities support their social emotional and mental health and wellbeing all while seeing the smiles on their faces and hearing them laugh 12 Healthy Holidays Hull North Hull Sports Network NHSN For the last 15 years the North Hull Sports Network has embedded itself into the community of North Hull predominantly Orchard Park a deprived area in Hull North Hull Sports Networks mission goal is to provide children and young people in North Hull schools and within the local community access to safe accessible sport and physical activity sessions Healthy Holidays Involvement 2022 23 Healthy Holidays funding has enabled NHSN to deliver a range of sports camps to children and young people in the North Hull community The support from the Hull City Council Healthy Holidays team has been invaluable in helping develop and grow these sessions in the school holidays Furthermore funding has enabled NHSN to give a hot healthy lunch for all participants CJ Music CJ Music has been organising community events and providing support and training to people in the local community since the year 2014 with the aim of creating a friendly welcoming and inclusive community where people can come together regardless of their beliefs cultural background age or gender Healthy Holidays Involvement 2022 23 CJ music have delivered a variety of sessions that consist of afro beats drumming singing and dancing with an element of food education where children could get involved in making lunch or a snack including wraps fruit salads pasta dishes and smoothies The sessions offer something very different to our Healthy Holidays programme Biggest Success in 2022 23 Cecil Jones CJ Music Watching the transformation in Childrens confidence and watching independence grow during the sessions Our sessions have children from a wide variety of cultural background attending and seeing them mix and interact has been another highlight Finally my amazing team of staff and volunteers who create such special sessions Biggest Success in 2022 23 Caitlin Worth NHSN My biggest success when running the holiday camps has been seeing the children who were once reluctant or disengaged in learning find success in the sessions and develop more confidence and a new talent It is a rewarding experience to see children believe in themselves and work towards a performance as an end goal and know that they feel proud of themselves Annual Report 13
FCHaeemnatillrtyehsyH uLMibfuse ssiYtcyoSlueetsrhvTiecaem During 2022 23 the Healthy Holidays programme continued to be supported by Hull City Council s Family Hubs Youth Centres Music Service and the Healthy Lifestyles Team Family Hubs and Healthy Lifestyles Team There are 8 Family Hubs across the city which are embedded in local communities and experienced at reaching families who are eligible for the Healthy Holidays Activities Each Family Hub supported Healthy Holidays in 2022 23 some highlights include 0 Smoothie Bike Activity Led by the Healthy Lifestyles Team many families used it and tried fruit smoothies for the first time encouraging healthier snacks eating ideas 0 Dalby Forest Trip The children got to use outdoor play equipment played with the balls did climbing walking skipping and exploring Children enjoyed exploring nature on a bug trail 0 Beach Themed Activities A number of these sessions took place with activities including water play with boats and sand play with shells and small world people Physical activities including stepping stones large bricks and Connect 4 Healthy Holidays funding also provided packed lunches for the children which were very well received Youth Development Service Taking place at 5 youth centres and numerous community settings there is a vast range of exciting activities which young people have chosen throughout the year The extra space and time that the holiday period provides gives a great opportunity to try things out or extend skills and experiences Activities and support include 0 Hot and cold food offer nutritional education and take home food packs 0 Days out such as the theatre foot golf gravity Ice skating and even making your own pizzas 0 Circus skills 0 Vast range of sports and physical activity 0 Drama music and dance 0 Volunteering opportunities 0 Wild environmental and park activities Young people volunteer at community days showing that they really want to contribute to having a fun safe local area and some even use this in their Duke of Edinburgh s Awards Parents and carers have told us how important the holiday provisions is and how it really takes the pressure of financially and emotionally FNouotdritainodn The provision of a nutritious food offer is a fundamental element of the Healthy Holidays programme The extent of the programme provides significant logistical challenges To meet this challenge the food offer falls into two areas of supply For the internal Council facilities and strategic providers the food offer is co ordinated centrally by the Healthy Holidays Project Team and provided by Hull City Council Catering Generally this equates to approximately 50 of the programme offer The other 50 of the food offer is delivered directly by the VCS provider network This represents a significant change in the competence and capacity of the VCS network in terms of providing a food offer Through a process of training guidance and support each of the VCS providers are now confident to deliver a food offer each having attended compulsory training sessions including 0 Level 2 Food Hygiene 0 Allergy Awareness The Top Ten Tips workshop provides a range of improvised equipment and games to integrate food education into regular activity sessions creating a fun environment for young people to learn about food and nutrition This was delivered in partnership with StreetGames and Hull City Council s Healthy Lifestyles Team Encouraging both children and families to prepare and cook their own healthy meals is also an objective of the Healthy Holidays programme Food activity packs are offered by several VCS providers and the Healthy Lifestyles Team Cook Eat activities are delivered by several providers giving young people the opportunity to learn how to prepare simple meals and understand simple kitchen hygiene This offer proved to be particularly popular within the SEND programme Recipe books detailing low cost easy to prepare meals were made available in both digital and hardcopy and shared across the provider network 0 Top Ten Tips for food education 14 Healthy Holidays Hull Annual Report 15
WDeovreklfooprcmeent Hull CC commissioned StreetGames to lead the delivery of the workforce development aspect of the Healthy Holidays Programme The training element is an integral part of the Healthy Holidays Programmes aiming to grow develop and sustain provision across the city To produce this growth the training offer is designed to upskill and grow the Healthy Holidays workforce and support them in their training and development ensuring that all leaders coaches and volunteers are confident and competent to deliver high quality provision All training provided is free of charge to all providers and key partners to reduce barriers to accessing training and development opportunities In 2022 2023 StreetGames delivered 20 workshops With 365 Attendances From 65 organisations Workshops included Safeguarding Keeping Young People Safe in Community Sport Activities Youth Mental Health First Aid Emergency First Aid Managing Challenging Behaviour Level 1 Multi Skills Level 2 Food Hygiene Engaging Women and Girls Fun Games Activator Another aspect of the Workforce Development programme is supporting the development of young leaders and the next generation of workforce within community organisations StreetGames created the NextGen programme to support young leaders and give them the skills and opportunities to succeed and give back to their community It offers training development and mentoring opportunities that is needs led so they can become the next generation of leaders within the community 54 young leaders were engaged in the NextGen programme These were from 5 different projects 4 were based in schools and one within the community Young leaders covered a range of modules including An Introduction to Being a Young Leader Engaging Young People in the Community Multi Skills Activator The total volunteering hours by young people since joining the programme is 425 16 Healthy Holidays Hull Large Scale Events The Healthy Holidays Large Scale Events Subgroup continued to co ordinate the three large play days across the city Increasing the capacity and support for the local workforce to deliver high quality summer activities and healthy food Queens Gardens Play Day Wednesday 3rd August 2022 This was the 16th year of doing the event in Queens Gardens and it didn t disappoint again this year with over 6 000 attending the event Last year saw the Chess Association attend for the first time and due to its success they came back again this year and indeed booked for all the Play Days The children and families thought this was a great addition and indeed they were the last to close and pack up on the day Feedback from families Can t believe it is all free Thank you we had a wonderful day Great to be out and about the children loved it Alderman Kneeshaw Play Day Wednesday 10th August 2022 This was the second year of running the event in this venue as we had received some positive feedback in 2021 The venue continued to offer an excellent open space for the public on the estates in the area to enjoy the event and numbers for the day were in the region of 5 000 and increase on 2021 The families were so pleased to see it s return to the area and really enjoyed all the free attractions on offer Pickering Park Play Day Wednesday 17th August 2022 Another new venue for such events which offered a very diverse audience from areas on estates in the West of the City This park offered the opportunity for us to work in partnership with Hull Culture and Leisure to have the aviary and animal sanctuary open for the children to have an educational visit Annual Report 17
SEND Offer The Council s SEND provision on the Healthy Holidays Programme encompassed a diverse range of sessions delivered by various partners The design of the provision was done with consultation from Parent Carer Forum to ensure the offer meets the needs of children young people in Hull Strategic partner Sportsability delivered a large proportion of sessions focusing on promoting inclusivity and providing engaging activities for participants with SEND This approach has been hugely successful with engagement growing over the past year as families have and continue to become familiar with the structure locations and booking procedures Repeat engagement is astronomical whilst we continue to engage a high percentage of new families from the Hull areas During the delivery period 2022 23 they have developed 2 main sites Fredrick Holmes School Hymers College with the main bulk of activities running from these locations with the intention of each site becoming a HUB for a variety of opportunities which range from swimming and many varied sporting activities to cooking arts and crafts and music Sportsability acknowledge and understand that SEND families face daily challenges as each day is not consistently the same with many factors impacting functionality Having familiar provision with familiar staff in place helps ease daily struggles and challenges Consequently the programme has evolved bringing partners in to deliver a vast range of activities where families can spend the whole day within the same venue experiencing a varied programme Activities Provided and Planned by Sportsability Varity of water related sessions including SEND family swimming Rock Up Indoor Rock Climbing Forest School Scrapstore Arts and Crafts Boxing Dance Djembe Drumming Portrait Drawing ReWilding Outdoor Activities Cook Eat Smoothie Bike and Lunch Multisports and Games Wheelchair Rugby added for summer 2023 In addition to Sportsability the council embraced an increased involvement of VCS providers who offered SEND specific sessions enriching the range of activities available to participants Healthy Holidays SEND provision experienced substantial growth during 2022 23 both in terms of reach and the number of activities offered A total of 272 SEND specific activities were delivered catering to the diverse needs and interests of participants This brought a total attendance of 2 925 Children Young People marking a significant 45 increase in total attendees compared to the previous year The SEND provision demonstrates the ongoing commitment to enhancing the lives of individuals with special educational needs and disabilities The collaborative efforts of strategic partners increased involvement of VCS providers and the successful organisation of large scale events contributed to the programme s success and the remarkable increase in attendee participation By providing a diverse range of activities and fostering inclusivity Hull City Council continues to make a positive impact on the lives of the SEND community within the city 18 Healthy Holidays Hull Annual Report 19

Conclusion Next Steps Learning from the experiences of the previous year over the last 12 months the Healthy Holidays programme has continued to grow and expand delivering an increasingly diverse range of opportunities for children young people and families Increased number of providers Increased number of sessions Increased attendance and participation A blended offer of accessible opportunities Comprehensive marketing communications plan Increased skills and competence within the VCS network Looking forward The Healthy Holidays programme provides a very necessary and highly valuable service to families across the city with funding in place through to the winter of 2024 Recognising the value of this programme the City Council are now working to identify and hopefully attract further funding to extend this highly successful programme or alternatively provide a legacy within the VCS provider network to ensure activity provision is sustainable in the long term Training has been delivered to VCS partners to develop their ability to attract external grant funding and over the remaining term of the project further training will be offered to support the management and sustainability of community groups Through engagement with the 11 16 age group by the Voice Influence Team and strategic providers young people felt the programme lacked a focal point or event specifically for this older age group Summer 2023 will include a pilot event with a mini festival feel in the city centre providing a broad range of activities music arts and enrichment opportunities with input from young people This will be delivered at the start of the holiday period providing a platform to promote the rest of the summer programme backed up by a specific programme of social media advertising targeting this age group The next 12 months will seek to consolidate the programme delivery retaining high standards of delivery engage more young people and working with partners to develop sustainable provision cross the city 22 Healthy Holidays Hull Annual Report 23
