City of Grain ValleyThe Grain Valley Board of Aldermen is the policy making body of the City. Elected officials are responsiblefor developing a budget for the City and adopting legislation that has the force of law within the City limits.All Grain Valley elected officials serve 2-year terms. The elected body is composed of a mayor and six boardmembers. The City is composed of three wards, represented by two members each. C I T I Z E N C O M M I T T E E SThe City encourages citizens to become actively engaged in the municipal decision-making processes throughvolunteer boards, commission and committee positions. The majority of these positions are appointed by theMayor and vary in term length, meeting requirements and duties. You can apply for any of the boards orcommissions by visiting www.cityofgrainvalley.org. Board of Zoning AdjustmentThe purpose of the Board of Zoning Adjustment (BZA) is to hear and decide appeals for a variance of the City’s zoningand land use ordinances. An applicant appearing before the Board must prove there are practical difficulties orunnecessary hardship in the way of carrying out the strict letter of such codes. The BZA meets as needed. Codes Board of AppealsThe purpose of the Code Board of Appeals is to consider and decide on appeals of orders, decisions or determinationsmade by the Building Official or City Engineer relative to the application and interpretation of the adopted building codes,fire codes, and Design and Construction Manual accordingly. The Board also reviews updated editions to the InternationalBuilding Codes for recommendations to the Board of Aldermen. Board of Appeals members must be experienced indiversified building and construction trades. The Code Board of Appeals meets as needed Grain Valley Park BoardThe purpose of the Park Board is the manage the long-term planning of the Grain Valley Park System as well as themaintenance of and improvement of existing park facilities. Board members must be a resident of Grain Valley for aminimum of one year before appointment. Planning and Zoning Commission The purpose of the Planning and Zoning Commission is to oversee the planning needs of the City. The Planning andZoning Commission makes recommendations to the Board of Alderman on all proposed zoning text amendments andrezoning of property, including conditional use permits and oversees proposed subdivisions of land and development. ThePlanning and Zoning Commission also make recommendations to the Board of Aldermen on the 5-year CapitalImprovement Plan and adopts and amends the City’s Comprehensive Plan. Volunteers in Police Services The purpose of the Volunteers in Police Services (VIPS) Program is to assist the police department in providing a higherlevel of service to the community. VIPS is a national program. The VIPS provides services that would otherwise keepofficers from responding to higher-priority calls for service. To join the VIPS, call (816) 847-6250.

The City of Grain Valley offers various disposable events through different departments, including:C O M M U N I T Y D I S P O S A L E V E N T SCity Wide Clean UpGrain Valley Public Works hosts an annual City Wide CleanUp event, where residents may dispose of unwanted items -except hazardous and yard waste. In 2025, the event isscheduled for Saturday, May 31st. Over 240 vehicles and 76senior residences were served in 2024. Residents can get thelatest updates regarding the 2025 event by following the Cityon social media (@cityofgvmo). Household Hazardous Waste EventThe City of Grain Valley participates in the Regional HHWCollection Program. This program provides members withconvenient access to proper Household Hazardous Waste(HHW). According to RecycleSpot.org, HHW is any item aroundyour house with DANGER, WARNING, or CAUTION on the labelthat you no longer want or need. Next HHW Event: Saturday, September 6, 2025 from 8a.m.-12 p.m. at the Jackson County Public Works Facility,34900 E. Old US 40 Hwy, Oak Grove.Drug Take Back DayDrug Take Back Day is an event organized to provide a safe, convenient, and responsible way to dispose ofunused or expired prescription medications. It aims to prevent drug abuse and theft by offering the publican opportunity to safely get rid of potentially dangerous prescription drugs. The City of Grain Valley hosts a number of free community events each year, including: C I T Y S P O N S O R E D C O M M U N I T Y E V E N T SHoliday Festival:The Holiday Festival is a free annual event that featuresthe Mayor's Christmas Tree Lighting Ceremony, bringingtogether residents to celebrate the holiday season. Thisevent typically includes activities such as listening toChristmas carols performed by fifth-grade choirs,watching a free Christmas-themed movie, and enjoyingcomplimentary cookies and hot cocoa.Downtown Spooktacular: Formerly known as Trail-or-Treat, the City of GrainValley’s annual Halloween Event had a major makeover in2022. Downtown Spooktacular found its home on MainStreet. Since 2021, the event has drawn over 2,000visitors and dozens of local businesses as treat-stationparticipants. National Night OutThe primary objective of National Night Out is to encourage police-community partnerships. TheGrain Valley Police Department hosts this annually. A wide variety of law enforcement displays,vehicles, and demonstrations (along with giveaways, family activities, free food and drinks) makethis a popular community event held at Armstrong Park.Public Works EventOur annual Public Works Event is a community outreach effort for our Community DevelopmentDepartment showcasing the work of our Public Works Division. This event takes place in June atArmstrong Park and includes family activities, games, free food, etc.

New trails are being added/extended each year.Completed in 2019, the B l u e B r a n c h C r e e k T r a i l is a 1.2-mile (1,950 meter) asphalt trail that runs along the north side of Blue Branch Creek. The trail extends from SW Eagles Parkway east to Buckner-Tarsney Road. Open 6am – 11pm year-round. No motorized vehicles on trails; animals must be leashed. This trail has multiple trailheads and parking areas: SW Eagles Parkway/Route AA (just west of Cross Creek Subdivision) South end of SW Cross Creek Drive (in Cross Creek Subdivision) Grain Valley High School (southwest corner of parking lot) Buckner Tarsney Road (just south of Dollar General, no parking available) North end of SW Cross Creek Drive (in Sni-A-Bar Subdivision) SW Laura Lane at SW Sandy Court (in Farmington Meadows Subdivision)

S E N I O R S E R V I C E SOATS Transit is available for senior citizens, age 65+ and individuals age 18-64, who have a disability.Riders must be Grain Valley residents. Fees are only $1 per trip. Rides can be scheduled for Monday's,Wednesday's and Friday's, 10:00 am - 2:00 pm. Reservations should be made at least 24 hours inadvance by calling 816-380-7433.City of Grain Val l e y S e n i o r S e r v i c esAll Grain Valley senior citizens 65 and older who live in the city limits qualify for a free lifetimemembership to the Community Center fitness facility. In addition, the city sponsors many programs and activities for the senior population.
