The first thing to say,we are now back in printed form, so I do hope youare now returning back to a more structured way ofworking and reading this in the tea room! The second thing, something you will have alreadynoticed – the July edition of the Bulletin is muchsmaller than usual. There are a couple of reasons forthis, obviously while we have been in lockdown, wehave not been attending any conferences, meetings, seminars orworkshops in person, these have all been postponed or pushed intovirtual meetings. Most of which have been done at very short notice – socurrently there is nothing much to report. Additionally, because of theunscheduled changes to our lives, the Bulletin has begun to get verybehind in our print schedule, which we now need to get back as wereturn to printed format. Our August edition will also be small – but Iguarantee our September edition will be back to normal!Back with this edition, we do have some articles of interest to you – let’sstart with MySociety – the IAT membership database. Read pages 8-11 foran explanation of how this works and how you can use it. Yet another year has fl own by! First of all, I want to start off congratulating our President Robin Lovell Badge and Sophie on the birth of their beautiful son, Otto – see page 9.Elsewhere, we are looking back on the formation of some of the IAT Council groups by remembering someof their milestones and achievements, see pages 16 –26.I was amazed when I read how far things have been progressed since the inception of the IAT in 1965, forming from the ATA (Animal Technician Association) in 1950. I wonder if those original founders could have ever imagined what the IAT would have become?Could they have ever envisaged the progress that the education of Animal Technicians and Technologists would have taken? I fi nd it very interesting that we are now seeing apprenticeships reappearing, something those early members would have been very familiar with. When I was young, on leaving school many of my classmates went on to do apprenticeships, which then seemed to fall very much out of favour as a training method. Today, they are making a comeback, becoming very popular again. Of course, no one can do an apprenticeship without being assessed and pages 7 – 8 cover a course to train the End Point Assessors, who are required in the later stages of an apprenticeship. Have a look, I found it very refreshing this course took place in person and I think this is the fi rst time we have reported on a course being face to face for at least eighteen months.It is good news that the world now seems to be opening up again and I hope that those of you who did not get to spend time with family and friends last year because of travel restrictions do so this year. BulletinDecember 2021 • 7End Point Assessor TrainingWith the success of the Apprenticeship programme gathering pace in our industry, the IAT put out a call to recruit more End Point Assessors (EPAs). They are needed to assess apprentices who are completing the very fi nal stage of their apprenticeship. As our industry is very diverse in terms of the type of work and species we work with, there is a need for a bank of EPAs who are specialists in a variety of animal species. Having this range of specialists and more than one per species, means End Point Assessments may be scheduled more quickly and, that one specialist is not covering the whole of the country!To qualify as an EPA, a Level 3 Award in Teaching and Education, or an equivalentis needed. Several people asked to be considered to become an EPA but did not hold the qualifi cation. As there were suffi cient numbers, a fi ve-day course was organised and held at The Francis Crick Institute at the start of November. The course was very well organised and well facilitated, with a good amount of resource materials and opportunity to practise what was being shown and Education

Prior to the course I would have said well “taught”, but now having attended, I know that a good tutor facilitates learning – pedagogy vs andragogy!On one day during the week, others who already held a teaching award and those attending the course joined up. During the day a demonstration of ACE360 (the software used for the apprentice scheme) was given. As someone who goes cold at the thought of using such systems even I could follow it and it seems very intuitive to use. We also had the opportunity to go through a case study, to develop questions for the professional discussion an EPA would have with the apprentice at Level 3 and to review videos used for remote assessment. Jock Fraser, along with two experienced assessors, also attended and were able to discuss first-hand experience and to answer questions would be EPAs had, which was very insightful and helpful. Bulletin16 • December 2021 IAT GROUP REPORTSIAT Group ReportsThe Animal Technician Association (ATA) was founded in 1950, and later became the Institute of Animal Technology (IAT), when it was awarded institutional status in 1965.The IAT has five Directors, holding different key positions: The Chairperson/CEO, Treasurer, Honorary Secretary, Chairperson of the Board of Educational Policy and the Chairperson of the Congress Committee. These post holders used to make up the Executive Committee, which met prior to the main Council Meeting. However, this no longer happens and the Directors are only called together outside of Council Meetings in emergencies or for succession planning to ensure the future of Council and the IAT.The Chairperson of Council must have a good overall knowledge of Council roles and it is usual that they would have held a few other major positions on Council prior to standing for election. The Chairperson will normally lead all the main meetings and be closely involved with any major upcoming decisions, anything that might damage the reputation of the IAT or involve large sums of money. BulletinDecember 2021 • 17 IAT GROUP REPORTSATW Editorial board Animal Technology and Welfare (ATW)Started as duplicator produced journal for members only but changed its name to Animal Technology and Welfare to reflect a wider audience than just members only. It was professionally printed and moved to include colour in late 1990s. Introduced Tech-2-Tech articles in early 2000s and then moved to electronic publication alongside hard-copy in mid-2000s. Now in electronic publication only and open access, which has increased, readership and contributions from overseas. It has developed a respected international reputation and attracted subscribers from leading institutions around the world. It currently includes a wide range of articles including formal papers, Tech-2-Tech articles, opinion articles, essay competition articles, Andrew Blake Tribute Award winner’s presentations, posters and the Marjorie Sandiford Journal Article and the AS-ET Tech-2-Tech Article prizes.It has also documented some of the most important developments in Animal Welfare and Animal Technology and continues to do. EFATEuropean Federation of Animal TechnologistsThe concept of EFAT came from a meeting held in The Netherlands. A group of very enthusiastic Dutch Technicians came up with an idea to have a universal manual which could cover all Animal Technicians working with laboratory animals across Europe. This seemingly simple idea turned out to be a lot more complicated than it first appeared. The Institute of Animal Technology’s EFAT representatives, over the years, have been asked to write a full history of EFAT from the 1980s to today, to appear in the ATW. A major breakthrough happened in 1992 when EFAT was recognised by the European Commission. From that date Technicians throughout Europe have had representation on many expert working groups and given very practical advice that eventually helped to form the Directive 2010/63/EU on protection of animals used for scientific purposes – something we should be very proud of.

Bulletin18 • December 2021 IAT GROUP REPORTSCongress Committee In the past, registration for our meeting was completed on a form which was four A4 pages long and distributed in the Bulletin. Delegates would all register by post, pay by cheque and on arrival at the venue be given an envelope containing their registration number, the programme for the meeting and a series of breakfast & dinner tickets, all carefully stapled together by the Congress Registrar.We booked numerous Universities strategically placed around the country and used the halls of residence out of term time for our delegate accommodation – usually a single bed in a small box room with shared washing and showering facilities. In the early 80s we were subjected to quite a bit of animal rights interest as the industry generally, was seen as a soft target. There was no delegate screening and we did, on a few occasions have demonstrations at Congress with people infiltrating the meetings and making a nuisance of themselves, both in and outside of the meetings. This included the Gala Dinner in Southampton at the Guild Hall one year where delegates were confronted with a large crowd and a lot of abuse. Colin Blakemore had given our Guest Lecture and he had personally been a high-profile target for animal rights activists, after his work with kittens at Oxford University. He had received death threats and was confronted by extremists, leading to him being escorted away by the police after he had tried to reason with demonstrators. That was animal rights extremism at its worst.Over the next few years activists started to target the universities whilst we were there and cause damage to buildings and property. It very quickly became obvious we needed to increase the security at the meeting so we started to take a team of personal protection guards with us to each meeting, who would also liaise with the local police force and monitor animal rights activity in the area, nationally and screen our delegates which seemed to resolve the problem of infiltrators but I guess we will never know for sure.The number of universities who were willing to host our meeting declined over the next few years, as our profile was raised. University campuses were very difficult to secure and most had public access. We did get to the stage in the late 1980s when we were paying for the security team and local officers to be present at the meeting, which was a cost that had to be built into the registration fee. The decision to move to

BulletinDecember 2021 • 19 IAT GROUP REPORTSmore secure venues was taken and we approached and visited ‘conference venues’ which offered accommodation and were usually higher end hotels, this was a big change for our delegates and trade colleagues.In 1998 the Congress planned at the University of Swansea was cancelled by the venue practically at the last minute, due to mounting aggressive activity, leaving the organisers no option but to rapidly rearrange with the main objective, to keep all delegates safe. The decision was therefore made to move it away from the UK. The chosen destination was Jersey in the Channel Islands. The conference and hotel facilities were excellent and easily policed. It seemed that the animal rights activists were less prepared to fork out the air fare and follow, so there were no major incidents. 2003 was planned as the first Congress to take place in Ireland however it wasn’t meant to be, again due to the venue in Dublin receiving excessive animal rights attention and they cancelled within weeks of the planned Spring conference. Apart from a venue Congress was all ready to go and following a holiday to one of the Greek Islands by a long-standing Congress Committee member, the resort he stayed in was also labelled a Conference Centre so we bit the bullet and thought why not? This was a real ‘cloak & dagger’ operation, neither the destination nor the venue details were released and delegates were asked to turn up at a particular airport at a specific time in early June with their passports. Also the trade had to have their full exhibition equipment shipped by our courier 3 weeks prior to the meeting. This was a logistic nightmare and we engaged the help of an events management team who also helped us to source similar venues in the Mediterranean for the next couple of years, providing stress free meetings for our delegates.By the mid-2000s animal rights campaigns targeting companies and individuals became both dangerous and ferocious receiving much more media coverage than had been broadcast previously. This eventually led them to being recognised by the police as domestic terrorists. The laws on demonstrating and targeting people were changed and many of the higher profile activists were convicted and jailed.Over the next decade we moved geographically around the country, mainly to seaside venues, which in March tended to be quiet with plenty of accommodation available, local to the conference centre. Many of the venues were not purpose built and proved challenging for the trade manager to keep all our exhibitors happy as stand sizes just seemed to be getting bigger. We still took the security team even though our meetings were attracting less and less attention year on year.

Bulletin20 • December 2021 IAT GROUP REPORTSThe numbers attending the meeting have remained surprisingly stable over the years and we always attract in the region of 450-500 delegates including day delegates, with 350 bedrooms available locally to the conference centre in our specification, when looking at new venues.What has also changed is the involvement of delegates with the meeting and the scientific programme, we have moved away from the set 30-minute lecture morning and afternoons for the duration, whether or not a subject may or may not interest a large proportion of the delegates, to workshops. We started using feedback surveys in the early 2000s and it became obvious that younger people wanted opportunities for interaction and participation. I believe that the fact many do not now go to college on day release means they really enjoy interaction and networking with colleagues, in an environment with similar like-minded people. The introduction of the poster presentations and the first-time presenters’ sessions also gives them the opportunity to get involved and be heard. The animal rights movement has been very quiet in recent years, we have dropped the security team down to a security advisor, who does still screen delegates and monitors animal rights activity but his presence at our meetings now is more to assure our delegates that we do still take their security seriously. Registration, invoicing and badge production is now all electronic, we have an App that the younger delegates all use and helps them to monitor their stay, have instant access to the programme and book workshops. The conference venues we are now booking are purpose built, with multiple function rooms to enable the delivery of platform sessions, multiple workshops, poster displays and most importantly, a trade exhibition space where we do not have to limit trade space or numbers of exhibiting companies.We have booked the accommodation for people in the past, as part of our conference package. In recent years it has become obvious that with websites such as Airbnb and hotel.com, that it is far easier for people to make their own arrangements, which are less expensive. This also removes the risk element for the Institute of booking 350 bedrooms for delegates for three nights, which we then have to sell. It will also dramatically reduce the delegate registration fee if accommodation is not included, so people can set their own accommodation budgets.

They have always been generous at the bar and recognise that the junior technician who looks a bit lost, may be the Division Director of the future and for many this may be their first experience of a ‘work conference’. The IAT is not unique, but is has always had a large social element and the majority of people in this industry are very nice people. To get people talking who may be attending on their own, we have introduced an Ice Breaker session, supposedly for first time attendees but the numbers seem to grow year on year and is very popular! The Trade Passport is designed to get the younger delegates to interact with exhibitors so they will get an idea of the scale of industry involved with laboratory animal science.2021 was a new experience for the Congress Committee, as the conference was held virtually but hopefully, we will quickly bounce back to our tried and tested face to face meetings.Communication Group Over the last 15 years the Communications Group has had two chairs working towards improving the links between Council, members and affiliated organisations. There have been many improvements to the way we communicate especially now channels have been evolving with the introduction of social media and openness. Here is a look back at some of the milestones that the Communications Group have developed or been involved with:– Creation and implementation of the Communications strategy.– Introduction of the BING group (formally known as the Youth Group).– Careers Brochure. – Tech Month.– Co-ordination of school talks.– Organising and attending events on the IAT’s behalf.– Creation and organisation of the e-Newsletter.– Communication Group members’ holding positions on other relevant society and Council groups with the intent to share and utilise information.– Linkage with other Council groups and initiatives.– Organisation of member competitions (i.e the logo competition).– Creation of promotional materials, benefits posters and post cards.

We meet on average every month as a group and then link into the regular Council meetings. We are always looking for new members and ideas to move the IAT forward in this rapidly changing world.Looking back, we have achieved a great deal and we as a group are looking forward to the challenges ahead.Diversity and Inclusion GroupDiversity and Inclusion Group currently consists of Haley Daniels (Chair) and John Waters. The group has been very active since the emergence of COVID-19 and the importance of offering support to our members. The group produced the well-received ‘Let’s Talk’ series relating to COVID, Compassion Fatigue and Euthanasia. This was followed up with a series of ‘Let’s Talk’ relating to protected characteristics.The group was instrumental in formulating a member survey and aims to:– Discover areas of support required around mental health and wellbeing (including any other equality and diversity issue) for Animal Technicians.– Give an accurate indication of any views and concerns.– Identify where support and improvements need to be focussed or resources directed (such as specific articles, network/communication groups and workshops, etc.)The group remit is to promote positive practice and attitudes. They aim to promote good relations and appropriateness towards different minority groups. They cover all protected characteristics such as age, health conditions or impairments, sex, gender reassignment, race, religion and sexual orientation. Marriage and civil partnership, pregnancy and maternity.Group Responsibilities:– Identifying equality issues, introducing new policies and reviewing existing policies and practices.– Working with stakeholders in order to develop a diverse membership.– Providing guidance, advice and support on quality and diversity issues.

Education has always been the cornerstone of the IAT and with the support of funds raised from Congress and the 1000s of hours delivered in voluntary time by education committees, this has been invested to allow the constant development of our educational offering to our members. The IAT is recognised as an Awarding Body by the Office of Qualifications and Examinations Regulation (Ofqual) which regulates qualifications, examinations and assessments in England. We offer qualifications that encourage Animal Technicians and Technologists to develop their knowledge, skills and attitudes so the highest standards of animal welfare and good science are maintained. IAT Education (https://iateducation.co.uk/) enables a professional pathway through its commitment to raising professional standards by ensuring its End Point Assessments (EPA) are delivered by highly qualified industry experts, through a rigorous but fair EPA process. IAT Education works with employers and providers to deliver Diplomas and EPAs covering a number of standards via Levels 2 and 3 modern apprenticeships. The IAT Level 2 and Level 3 programme delivers the knowledge to ensure that the EU Directive requirements on having suitable, qualified animal care staff is met. Level 2 (L2) provides the entry levels for animal care staff to work unsupervised. With Level 3 (L3) building on that knowledge/skill base.

New Level 2 and 3The revised L2 and L3 syllabuses have been taught since September 2021. This meets both our obligations to Ofqual and the IAT’s commitment to keep its Syllabuses current and up to date, meeting the needs of our students and their employers.Website Coordinator– Originally a very basic single IAT website was created. – Constantly reviewed over a number of years until a major consultancy review took it to a new platform and a completely new design.– Development of the AS-ET website followed by EFAT website.– Development of CLAST website but later handed to CLAST for management.– Development of ATW Journal stand-alone website as the Journal migrated to full open access. – IAT App developed but did not gain traction and was scrapped after a couple of years. – Social media was handled by UAR but then transferred to IAT for continuation.– Development of IAT Congress registration forms and websites.

The aim is to have monthly virtual meetings. Aims of the group:– To ensure that Animal Welfare advances are communicated to the IAT Membership.– Develop a resource for Animal Technologists to access the latest evidence-based refinements in the care of laboratory animals; primarily practical refinements which can be implemented in the workplace. – Review Animal Welfare literature and production of reports for the IAT Membership.– The production of a minimum of two articles for the IAT Bulletin or Animal Technology and Welfare Journal per year.Achievements– Expanded from a group of 2 to a bigger group of 5.– Brought in line with other Council groups by having a Chair and Secretary.– Production of regular paper reviews for publication in the IAT Bulletin.– Production of advice notices to aid / inform membership with compliance.– Revamped the IAT welfare web pages.Conclusion The fact that the Institute is still here and is still working in the interests of its members and the wider biomedical industry after 70 years is a major achievement.The establishments of the ATA by those pioneers in 1950 with significant aims of establishing Branches, an education system, a journal, etc., all of which they accomplished within a few years as well as building up membership to a viable number and keeping it there, is very impressive.Gaining Institute status in 1965 was also a great achievement and was not easy to obtain according to the accounts in the older issues of the journal. ‘Institute’ is a protected term in the UK and can only be used if permitted by the relevant government department.

Bulletin26 • December 2021 IAT GROUP REPORTSProviding a system of qualifi cations is essential for any professional body and designing a syllabus and a pilot course within a year of setting up the association was another huge accomplishment. This was followed by generations of Council Members who ensured the syllabuses remained relevant and continued development to the point where they are not only well respected by the industry but, because they are on the National Framework, can be compared to other qualifi cations. We have reached the point where the Fellowship is acknowledged as a degree equivalent and we have an increasing number of technical staff who have a BSc and degree equivalent qualifi cations. Several have gone on to Master’s degrees and at least one has gained a PhD. All this is good for the individual but also adds to the status of the Institute and its membership.The development of the Journal must be seen as a major achievement. As far as I know it is the only journal specifi cally run by and for animal technical staff. As well as being the IAT Journal it is the offi cial publication of EFAT (European Federation of Animal Technologists – an organisation that would not have been established without the substantial input of the IAT).The IAT has also established CLAST (College of Laboratory Animal Science and Technology) and AS-ET (Animals in Science Education Trust) as completely independent organisations to carry out education and charitable functions. It can also lead to single housing, which has a negative welfare impact on social species and animals accustomed to group living. In addition, aggression is undesirable from a scientific perspective, for example where it leads to animals being culled or removed from studies, or where pain and distress introduce variability into experimental results. It is therefore crucial to be able to detect aggressive behaviour early on, understand the causes, and take steps to minimise its occurrence.The NC3Rs is holding a workshop at IAT Congress 2022 that will cover the reasonswhy aggression may occur how this can affect animal wellbeing and science andstrategies and tips for preventing and managing aggression in mice, rats, rabbits,dogs, pigs and macaques. This includes protection against unfair treatment because a job applicant or employee may be: a different age, or in a different age group to another job applicant or employee. Age discrimination is not always about a ‘young person’ being preferred over an ‘old person’ because of their age, which is a common misconception. There are many ways in which age can be discriminated against. It is important to note that there are exceptions when age is not classed as being discriminatory e.g. an under 18 year old being paid less or not being allowed to serve alcohol, etc.Age discrimination, also commonly called ageism, is one of the most common forms of unfair treatment at work, as the age gap between co-workers can be 50 years or more.
