WELCOME TO NEW JERSEY On behalf of the New Jersey Council on Special Transportation (NJ COST) and NJ TransAction Conference, we respectfully submit this proposal to the Community Transportation Association of America’s Board of Directors and staff. Both NJ COST and the NJ TransAction Conference are CTAA members. NJ COST is a very active and longtime member and partner with CTAA. The NJ TransAction Conference celebrated its 48th conference in 2024. NJ COST is a longtime co-sponsor of the Conference. In 2024, the NJ TransAction Conference expanded to Harrah’s Resort in Atlantic City. The previous 26-years the conference was held at the Tropicana, also in Atlantic City. The 2024 conference had an attendance of 1159 people. We held 90 one-hour workshop sessions over three days focusing on many modes of transportation services including planning, engineering, rail, highway, community transportation and more. For the first time at a NJ TransAction Conference, the NJ State Community Transportation and Paratransit Roadeo was held and kicked off the start of the NJ TransAction Conference. The on-site event was a huge success followed by an awards buffet dinner. The NJ TransAction Expo Hall held 114 exhibit booths and 11 various sized community transportation vehicles including electric vehicles and an autonomous vehicle. NJ COST and the NJ TransAction Committee was anxious to gauge the success of the 2024 Conference with the desire of offering a proposal to the Community Transportation Association of America and inviting them to consider New Jersey for their 2027 Annual Expo. The 2024 NJ TransAction Conference exceeded our expectations. Bigger plans are being made for our 2025 conference. About New Jersey Originally settled by Native Americans, New Jersey has welcomed waves of immigrants, from the Dutch and English in the 1600s to Asians and Latin Americans today. New Jersey has also been home to some of the world's most famous people, among them scientist Albert Einstein, Thomas A. Edison, singer Frank Sinatra, President Woodrow Wilson, rocker Bruce Springsteen, John Bon Jovi, jazz performer Count Basie and countless others. One of the first European explorers to see the land that would become New Jersey was Henry Hudson, who in 1609 sailed along the coast in his ship, the Half Moon. One of his crew members wrote in his journal: "This is a very good land to fall in with and a pleasant land to see." The first colonizers were the Dutch, who established their New Netherland colony along the Hudson River, while a short-lived Swedish colony was established on the Delaware River to the south. In 1664, the English conquered the region and named the area between the two rivers New Jersey, after the Isle of Jersey in the English Channel. New Jersey played an instrumental role in the American Revolution. Due to the fact that it was located between British-occupied New York City and the rebel capital of Philadelphia, the state was repeatedly invaded by the enemy. For this reason, Gen. George Washington spent more of the war in New Jersey than in any other state. In addition, more battles and skirmishes - including the battles of Trenton, Princeton and Monmouth - were fought here than anywhere else. Washington's victory at Trenton in 1776 has been described as the most important American military victory ever, because if he had lost it, the nation would have perished in its infancy. It's no surprise that New Jersey has rightfully been dubbed the "Crossroads of the American Revolution." After the war, New Jersey was the third state to adopt the Constitution and the first to approve the Bill of Rights. At the 1787 Constitutional Convention in Philadelphia, New Jersey delegate William Paterson put forward the "New Jersey Plan," which ultimately led to the establishment of the U.S. Senate, in which every state, large and small, has equal representation. In 1791, founding Father Alexander Hamilton and his associates selected an area along the Passaic River as the first planned industrial city, where rushing waters powered the new city's textile factories. This was a first step in New Jersey's transition to a powerhouse of the Industrial Revolution.
Location was vital to the Garden State, situated strategically at the midpoint between the northern and southern sections of the country. The state embraced the building of canals and roads, not to mention the first steam railroad in America, built in Hoboken. Rutgers historian Paul Clemens aptly noted: "Between the early 19th century and the mid-20th century, New Jerseyans created and lived in an urban, industrial economy. Machines driven by water power, steam and eventually electricity replaced handwork. Artisan shops gave way to factories. Farm villages were transformed into manufacturing cities and the children of farm families moved to the cities to find wage work. There, they were increasingly joined by immigrant workers. By the early 20th century, New Jersey had become among the most urban, industrial and ethnically diverse states in the nation." One of the most important figures in New Jersey's economic development was Thomas Alva Edison. He established a pioneering research and development enterprise in which the light bulb, sound recordings, motion pictures, commercial electric service and other innovations were invented or improved. New Jersey has continued its record of inventions; in the 20th century, these included everything from the transistor to decaffeinated coffee. Today, New Jersey is a leader in telecommunications and pharmaceuticals, while its resort communities along 127 miles of ocean shoreline continue to be a beacon of relaxation and extraordinary recreational activities. In 1947, New Jersey adopted a new constitution that has been regarded as a model for other states for its design of the legislative, judicial and executive branches. The constitution banned segregation and other forms of discrimination - a progressive step years before the civil rights revolution. The post-World War II era witnessed the enormous expansion of the state's suburbs, made possible by affordable housing developments, federally backed mortgages and the interstate highway system, which was manifested in New Jersey by the Garden State Parkway and the New Jersey Turnpike. Professor Clemens further observed: "New Jersey has moved from being an ethnically divergent set of farming communities to a leader in the urban-industrial economy of the 19th century to a state whose high-density population and mix of suburban and urban living defines the direction of much of the rest of the United States." New Jersey ranks 47th in size and 11th in population, making it the most densely populated state in the nation. Despite this, it has preserved hundreds of thousands of acres of open space. Scientists continue to marvel at the variety of soil types, plants and animal species found in this small area, while a higher proportion of the state is covered by forest than many other states, including Alaska and California.

The New Jersey Paratransit Roadeo was founded in 1985 by two members of the NJ Council on Special Transportation: James Holman and Lawrence Cuomo. The New Jersey Paratransit Roade was the first statewide competition in the United States focusing on the paratransit and community transportation industry. The National Roadeo (CTAA), was also founded by James Holman in 1990, is a result of New Jersey’s success. CONFLICTS IN NEW JERSEY Is it called Taylor Ham or Pork Roll?? It really does divide the state.
The Legend of the New Jersey Devil On a dark and stormy night in 1735, something terrible happened in the Pine Barrens near Leeds Point. The thunder howled, and the wind roared outside. Inside a small house, Mother Leeds was giving birth to her 13th baby. No one knew for sure exactly what happened, but people had lots of ideas. "Mother Leeds said she wanted the baby to be the devil!" "The baby was born with a tail, wings, and hooves and flew up the chimney!" "The baby looked normal but then it changed!" That night, the Jersey Devil was born. This is one of the most popular stories about how the Devil was born, but there are many others. A different story says that a town put a curse on a young girl who fell in love with a British soldier during the Revolutionary War. When she gave birth, it was to the Jersey Devil. Another story says a gypsy cursed a girl because she didn't give the gypsy food. The curse caused her to give birth to the Jersey Devil. Locals in the Pine Barrens call it the Leeds Devil. They say it has a horse's head, long legs with hooves, two short front legs, and a bat's wings. No one knows how tall it is. Some people think it's six feet tall, others think it's only three or four feet tall. The Devil has glowing red eyes and makes loud screeching sounds. It's very ugly, and people are terrified after seeing it. During the day, the Devil lives in the wetlands. At night it comes out to scare anyone it meets.
Community Transportation Roadeo The benefits of holding the CTAA National Roadeo at Harrah’s, Atlantic City, NJ is the Roadeo competition will be on-site and no traveling to the Roadeo course would be needed. No need to rent chartered buses. No need to rent porta-johns. Harrah’s parking lots are a short distance from the doors of the Waterfront Conference Center (where the workshop classrooms and Expo Hall will be located). Course Set Up – Saturday, June 5, 2027 Driver/Judge Check-in and Other Meetings - Saturday, June 5, 2027 – Rooms and Room Sizes can be determined at a later time. Room Sizes and locations are based on your needs. Driver Written Test and Other Roadeo Related Trainings - Saturday, June 5, 2027 – Rooms and Room Sizes can be determined at a later time. Roadeo Competition – Sunday, June 6, 2027 Parking Lots - Arrangements can be made to use both large parking lots for two Roadeo’s being held at the same time. Roadeo Equipment - The NJ Council on Special Transportation and NJ TRANSIT currently owns all the equipment needed for at least one complete course. NJ COST will assist in obtaining additional cones, barrels, etc. for the second Roadeo course. NJ COST will secure the vehicles needed for the Roadeo. Other Equipment - At the NJ State Roadeo held in April, we rented a tent, tables, and chairs from a local business – Perosh’s Big Top. In 2024, a 20’x40’ tent with sides and water barrels was $1,095, 8’ tables were $12.50 each, chairs were $1.95 each, miscellaneous expenses included fire extinguisher and exit sign. A fire Marshal inspection of the tent will also be required. Harrah’s will include this charge on their invoice. Also recommend overnight security. Golf Carts for Course Marshall - Although the 2024 NJ State Roadeo did not have a need for golf carts, should the National Roadeo require golf carts, a provider company will be suggested. Roadeo Scoring - If needed, a room will be provided for the Roadeo scorers. The room can be in close proximity to the Roadeo course, either in a tented area or an inside room in the Waterfront Conference Center. Course runners can easily make their way to the scoring room. Roadeo Course Food - Arrangements must be made with Harrah’s for breakfast foods, boxed lunch and snacks. There are different plans to choose from and can be furnished upon request. Pricing varies. Roadeo Awards Dinner - Room size and location are based on your needs. Food arrangement for the Roadeo Dinner and Awards Ceremony will be made through Harrah’s catering. Various ideas will be offered such as a buffet dinner (recommended) or a sit-down dinner. Cash bars are also available and at your discretion, or you may include unlimited alcohol in your food plan. AV Equipment – Your AV needs for the Roadeo Dinner and Awards Ceremony will be discussed prior to the event. The 2024 NJ TransAction Conference negotiated all AV equipment plus on-site technicians through Harrah’s contract. Harrah’s private and on-site AV provider is a company named “Encore”. The 2024 negotiated pricing for all AV equipment starting from our Roadeo dinner, all meeting rooms, Expo Hall, lunch presentations, Karaoke Lounge, technicians, and all other AV needs was a flat $10,000. The actual bill from Encore to Harrah’s was close to $90,000. Other needs and equipment can be discussed with Harrah’s such as a stage/riser, etc. The above picture was taken from a hotel room and shows the 2024 NJ State Roadeo Course. The NJ Roadeo has the same obstacles as the National Roadeo. Parking lot had more room to spare.
Expo Hall, Exhibit Booths and Vehicles It’s assumed that the main attraction for the Community Transportation Association of America’s Expo will be the Expo Hall with its exhibit booths and vehicle displays. Harrah’s Waterfront Conference Center’s Expo Hall is a large room (almost 50,000 square feet) that can be divided and/or designed in many ways with airwalls. At the 2024 NJ TransAction Conference there were no complaints about noise absorption in any of the meeting rooms. The Waterfront Conference Center has two duplicate Expo Halls. The Wildwood Rooms on the first floor will be used as the Expo Hall because of the loading dock for vehicles and larger equipment. The second, directly above the Wildwood Rooms are the Avalon Rooms. Outside the Wildwood Rooms, there are doors with a parking area off the Pre-Function area for other exhibitors to carry in their materials. The Avalon Rooms on the second floor can be used for large general sessions, lunches and other workshop rooms. The design of the Wildwood rooms is up to the CTAA Conference Committee. Floor plans, air wall lines and room dimensions are listed on the following pages. NJ COST and NJ TransAction Conference suggest CTAA contract with General Exposition Services (GES) as your drayage company. Jeff Dye, the Account Executive, has worked with the NJ TransAction conference for a long time and he and his staff can assist with exhibit booth diagrams, pipe and drapes, table, chairs, wastebasket and signage as well as the vehicle layout design and arrangements for the move in and out of vehicles from the Expo floor. GES would be the company where exhibitors could ship their equipment to. GES can also provide other discounted services. Electricity for each exhibit booth/vehicle display area is complimentary and provided by Harrah’s. Expo Hall AV needs can be discussed with Encore. NJ TransAction has negotiated a flat $10,000 for all AV equipment needs. Other equipment needed could be a stage or riser, tables and chairs for resting or eating, water coolers, etc. If needed, the NJ TransAction Conference can provide large poster/sign stands/holders and other equipment that we may already have for our NJ TransAction Conference. The Fire Marshall will need to inspect Expo Hall prior to the conference. The price of inspection will be included in Harrah’s invoice. Strongly recommend overnight security.

Meeting Rooms and AV Equipment Inside Harrah’s Waterfront Conference Center, both the first floor Wildwood Room and second floor Avalon Room each have sufficient space for more than enough meeting rooms, gathering places, etc. Each Room is more than 49,447 square feet (251’ width x 197’ length. Ceiling is 27’6”). Consider these rooms as a blank slate. The cost for using all meeting rooms throughout the duration of the conference is FREE. Harrah’s contract will outline your conference needs and concessions. Concessions are included as part of your contract and are based on your group spending a negotiated dollar amount in room revenue and a negotiated amount in food & beverage (before taxes and gratuity). NJ TransAction can share our 2027 signed contract which would be similar to the CTAA 2027 contract if New Jersey is selected for your conference. Arrangements will be made through Harrah’s and their AV contractor, Encore for all your meeting room (and other rooms) AV equipment needs including screens, projectors, microphones and other needed equipment. (Suggestion – use hand-held microphones instead of lapel microphones). NJ TransAction can share our entire AV Equipment BEO. For the NJ TransAction Conference, the contract with Harrah’s specifies that NJ TransAction pays the first $10,000 of AV equipment and Harrah’s covers the remaining balance. The AV contract also included on-site technicians to assist with the presenter’s setup if needed. NJ TransAction presenters were required to use their own computers if they needed to make a screened presentation. Harrah’s contract also includes complimentary wi-fi however, NJ TransAction through our AV contract boosted some meeting room wi-fi’s due to CTAA classes needed test taking on computers and/or tablets. NJ TransAction also requested hard wired internet services for our registration and name badge kiosks. The CTAA lunchroom will be on the second floor in the Avalon Room. For the last several years, the NJ TransAction Conference used the services of CrowdComms, Ltd for our name badge printing through on-site kiosks. NJ TransAction can highly recommend CrowdComms, Ltd. CTAA Big Night Out One of the major attractions at Harrah’s is “The Pool at Harrah’s”. The Pool at Harrah's Resort is a glass domed oasis with constant 82-degree temperatures and a lush tropical atmosphere. The Pool offers a unique experience with a 3,500 sq. foot, 86,000-gallon pool in the middle of the venue. It’s a multi-level club featuring a spacious first floor decorated with trees, cabanas, tropical flora, and hot tubs, as well as a second-floor balcony with direct sightlines to all the action. And the lights come on when it starts getting dark. No worries about the weather – It’s always 82-degrees and no rain. The Pool at Harrah’s will be a great end to the CTAA Conference and attendees will remember the 2027 CTAA Big Night Out. Hire a band to perform. Hire a DJ. Great time…. Great closing party. Food and beverages under the doom. And if attendees want to go swimming. Just jump in.
Other Entertainment Options The Eden Lounge. The Eden Lounge is designed for a good time. Find a seat in the upscale lounge area outfitted with comfortable furnishings and lush greenery or join the party around the bar. When the live music starts, head to the open dance floor and sing along to your favorite hits. Discussions should take place with Harrah’s about making certain that the Edan Bar is open, and music/bands are hired during the dates of the CTAA Expo. (The NJ TransAction Conference has discussed this for our 2025 conference and future conferences) Lobby Bar (John Adair’s Favorite Hangout) Enjoy a classic bar experience right in the heart of the hotel. Pull up a high seat at the wood-finished bar or relax on one of the rich leather chairs and sofas. Easy on the eyes, Lobby Bar features warm and soft lighting that pairs perfectly with its relaxed environment. Rum Point Bar – The Rum Point Bar is a closed bar and lounge. At the 2024 NJ TransAction Conference, the bar was converted into a karaoke lounge with an open bar. It was crowded. Over 400 conference attendees came in and out and partied from 9 PM to 1 AM. Everyone had a blast. Create the CTAA Karaoke Lounge! Other Entertainment includes an arcade, spa, exercise rooms, shopping stores, fast food and upscale restaurants. Negotiate with Harrah’s about a chartered bus to take attendees to the Atlantic City Boardwalk. Other outings and tours can also be arranged.
Food & Beverages With the exception of the hotel room rates at $89 per night (taxes excluded), and other required supplies required to hold a successful Conference and Roadeo, most of the expenses such as meeting room rentals, pool, Expo Hall, etc. are complimentary based on meeting the food and beverage (F&B) negotiated pricing. The 2027 NJ TransAction negotiated F&B was $150,000. Below are the Food and Beverage costs and other main expenses from the 2024 NJ TransAction Conference. The 2024 NJ TransAction Conference attendance was 1,159 attendees, 114 Exhibit booths, and 11 various sized vehicles. Some of the expenses were covered or partially covered by sponsorships. Additionally, when ordering food, there were assumptions that some attendees may not eat or leave the conference early, so our numbers may be less than our attendee count. Foods never ran out. Most beverages were paid for on a consumption basis. Please note that Harrah’s 2027 Food and Beverages prices will be slightly higher than 2024. Harrah’s publishes a yearly F&B brochure with all food menus, choices, and pricing. Pricing can be negotiable, and Harrah’s catering will work with the client on alternate food menus to meet your catering needs.

Hotel Room Info When was the last time a hotel room at the CTAA Expo was under $100 a night? Harrah’s 2027 room rate for the CTAA Expo will be $89 before taxes and resort fees. The hotel rooms will be located in the Waterfront Tower where the elevators are steps from the Waterfront Conference Center entrance. (The Saturday Hotel Room Rate is $149). Also, there will be no need to inconvenience your attendees with secondary hotels. Harrah’s will be the only host hotel you will need for your conference. The Waterfront Tower has newly remodeled guestrooms featuring massive bay windows offering spectacular views of the city, bay, and the nearby island of Brigantine. Includes grand appointments such as tiled entry foyer, 55” flatscreen HDTV, classic cushioned bench and seating area complete with table and chairs. The room and suites designs are inspired by the resort’s sophisticated Marina District locale, featuring rich elements that are fun, lively and vibrant. A daily resort fee of $27.99 per room, per night plus the current occupancy room tax (New Jersey State Occupancy Fee, currently $3.00, and Atlantic City Occupancy Surcharge, currently $2.00) will be charged in addition to the room rate set forth above. Rates are also subject to an Atlantic City Tourism Promotional Fee, currently $2.00, per room, per night. Business Incentives - Atlantic City’s attractive business incentives, through “Visit Atlantic City” may help offset the cost of your event through incentive programs available to all new business coming into Atlantic City. The incentive is based on contracted hotel rooms. Harrah’s can assist in the RFP process. **CONFIRMED – “Visit Atlantic City has approved a $5 rebate to CTAA for each room night booked up to $12,000. Harrah’s has also agreed to match the amount of the rebate. This can be a $24,000 incentive back to CTAA.
Travel Options into Atlantic City For those near Atlantic City, transportation by car, bus and rail is an option. The Atlantic City Rail Terminal is Atlantic City, New Jersey 's train station, located inside of the Atlantic City Convention Center. It has five tracks served by three platforms and functions as the easternmost terminus of the NJ Transit Atlantic City Line to and from Philadelphia. There are two airports that attendees can travel into and out of: Atlantic City International Airport (ACY) Atlantic City International Airport is served by major carriers Spirit and American Airlines, as well as Sun Country Airlines. Philadelphia International Airport (PHL) If you fly into PHL - Philadelphia International Airport - then take the SEPTA Airport Rail Line to 30th Street Station in Philadelphia, then take NJ Transit Rail Line from 30th Street Station to Atlantic City. Travel time from Philadelphia to Atlantic City is about 1 hour and 30 minutes by train. Other transportation options include a car/shuttle service – distance 66 miles to Atlantic City. Word of Advice – LOL - LOL Do not wear your New Jersey Devil’s hockey jersey (or any sports jersey) into Philadelphia. This is just some friendly advice. Philadelphians are very passionate about their sport teams - LOL. Other Transportation Options Around Atlantic City: Taxis to the Atlantic City Boardwalk - $13 max. Atlantic City taxis cannot charge more than $13 between resorts. Car Parking at Harrah’s - Negotiate for free self-parking at Harrah’s for attendees who drive in. Shuttle from Harrah’s to Caesars and Tropicana on Boardwalk - Negotiate and plan with Harrah’s to have a chartered shuttle bus available to take attendees (on their down time) to the Atlantic City Boardwalk or other destinations.
