Privately funded care workers for adults Direct Payments to fund Personal Assistants Care Workers and Equipment for Respite This is organised independently of social services it can often be arranged very quickly and you can arrange exactly what you need It can also be increased or decreased depending on the needs and availability of the care worker District nurses local health and social services staff third sector organisations and people in your community will know who the local independent care workers or agencies that can offer this service are Direct payments enable the individual or their Carer to arrange care and support services rather than receiving a package of care en Powys gov uk The individual or their family and friends will make the arrangements remember to ask how many people they support if it is more than four they must be registered with the CIW and if they re self employed ask for references DBS check and about their experience Many of these independent care workers are well known in the local community Respite should suit you It can come in all shapes and sizes I like doing photography and walking this gives me space in my head As a guide the cost is 11 15 per hour and a sleep in service where the Carer sleeps in your house overnight and is available if needed typically costs 75 per night When you speak to the care worker you should tell them the ideal times you would like them to visit and what you need remember some do not provide personal care this means help with eating using the toilet showering bathing and getting dressed and undressed To obtain Direct Payments an assessment by a social worker is required they will be able to see if the Carer or cared for person s needs can be met in this way and establish whether the person in receipt of the Direct Payments will be able to manage the process themselves or will need support Powys County Council contract a support provider who will help in the administration of Direct Payments The money for your care hours is put into a bank account managed by the Carer or cared for or the Support Provider if needed Ultimately the Carer or cared for person employs the PA rather than them being managed by an agency The council s support provider can put people in touch with potential PAs and be there to talk about how the whole system works This can seem daunting but is a great opportunity to get the help you need in the way you need it If you need a particular piece of equipment to assist with your respite care e g a mobile hoist Direct Payments can be awarded to meet the cost or a Care Manager from the council can order it on your behalf Don t be afraid to ask for what really matters to you not what you think you can get you may be surprised what you can get Every situation is different it is about what matters to you I used my Direct Payments to purchase driving lessons This helped me continue in my caring role 13 14
Direct Payments What are they Direct Payments enable you to arrange care or support services yourself instead of receiving a package of care or support arranged by the Local Authority Direct payments were introduced to give people much more flexibility and greater control of their support package and to help people live more independently Who can receive direct payments Direct payments can be given to help buy services for adults children and Carers How do I get a direct payment To get a direct payment you firstly need to have an assessment from the local council The assessment and the process will differ depending on if you are a Carer or the person being looked after Will getting a direct payment affect any benefits that I or the person I am looking after receives Direct Payments that you are given as a Carer or to the person you are looking after to purchase services to meet your needs as a Carer are not counted as income for any benefits you or they receive and so would not affect any of your or their benefits If the person I am looking after gets a direct payment can they use this to employ a family member If the person you are looking after gets a direct payment to employ a personal assistant they might want to employ someone they already know to provide the support such as a family member In Wales the rules are that The person you are looking after can use the direct payment to pay a family member who lives with them to provide them with care and or management support but only if the local council is satisfied that this is the best way of promoting and delivering their outcomes If you or the person you are looking after are assessed as needing support then the local council will work out how much it would cost to provide such support The person you are looking after can use the direct payment to pay a family member who does not live with them to provide them with care and or management support as long as the local council agree that this family member will meet their needs How much will the direct payment be The direct payment must be an amount sufficient to meet the needs the local council have assessed you or the person you are looking after as having However you or the person you are caring for might have to make a contribution towards the cost of meeting those needs Employing a care worker directly If the person you are looking after employs a personal assistant even if this is a family member or friend then they will be taking on the responsibilities of an employer What can I spend the direct payment on The direct payment must be used to move towards the outcomes you want Example If the person you are looking after is assessed as needing a personal assistant for an hour a day they could ask for a direct payment to meet this need and could use the direct payment to employ someone of their choice to support them for one hour a day 15 You can employ the person you want to support you and your family member not just someone who is employed by the council This can seem daunting however there is an organisation which can help with these responsibilities For more information please visit the Powys County Council website https en powys gov uk article 3205 Useful Information about Direct Payments 16
