What is a Low Speed Vehicle? North Carolina General Statute § 20-4.01(27)(G) states a Low Speed Vehicle is a four wheel vehicle whose top speed is greater than 20mph but less than 25mph. A golf cart on the other hand is dened in North Carolina General Statute § 20-4.01(12B) as a vehicle designed and manufactured for operation on a golf course for sporting or recreational purposes and that is not capable of exceeding 20mph. Can I register my golf cart? No, the NC DMV will not issue a registration for a golf cart not meeting the LSV requirements. Are there exemptions to where a golf cart can be operated? No, golf carts not meeting the standard of a LSV may not be operated on the public roadways. Is insurance required to be carried on a LSV? -Yes, liability insurance is required for your LSV. Business Name Where can I operate my LSV? North Carolina General Statute § 20-121.1 governs the operation of a low speed vehicle on certain roadways as well as required equipment. The operation of a low speed vehicle is authorized with the following restrictions: 1. A LSV may only be operated on a roadway where the posted speed limit is 35mph of less. 2. A LSV must be equipped with head lights, tail lights, turn signals, brake lights, reex reectors, parking brake, rearview mirrors, windshield, seatbelts, & a VIN. 3. A LSV shall be registered and insured in accordance with § 20-50 & § 20-309. 4. LSV’s must comply with the safety standards in 49 CFR 571.500. Guide to registering your LSV with the NC DMV: Ensure LSV Compliance. -The LSV must have all safety equipment required by law. -The LSV must meet Federal Standards outlined in 49 CFR 571.500. -The LSV must be capable of speeds between 20mph to 25mph and drivers must be licensed and at least 16-years-old.
