REGIONAL NEWS NEWS FROM THE BCPCA By Rob Bateman We are pleased to report that business wise it has been a very busy summer here in British Columbia for our contractors and hopefully this lasts through the fall and into next year The ITA Petroleum Equipment Installer and Petroleum Equipment Service Technician exams have been updated as advised by the ITA and there have been a number of applicants registered to challenge the exams in the fall The ITA also advised that out of province technicians can apply to challenge the exams Exams can be written in any Provincial Government office in British Columbia The requisite on the job hours required to qualify to challenge the exams is 4 500 for each designation A list of reference material can be gleaned on the ITA website and soon the BCPCA website We are also working with ITA to find a provincial government regulator for our industry in this province There will be a BCPCA meeting in October after which we will have more to report NEWS FROM THE APSSCA By Marcus Cormier The Alberta Petroleum Storage Systems Contractor s Association held its Annual General Meeting at the Deerfoot Inn and Casino in Calgary on June 7 Each year members have an opportunity to gather and discuss industry trends and upcoming regulatory changes To effectively represent our membership and bring attention to the opportunities and challenges we share as an industry member engagement and participation are vital and I thank all those members who contribute year after year This year I would like to take this opportunity to highlight the work undertaken by the members of APSSCA s Environmental Liability and Risk Management Awareness Training Committee Mike Brochu Joe Murphy and Al Lemoine were tasked with creating awareness for some of the risk exposure that we are subject to as an industry and offer suggestions on how some of those risks can be mitigated As part of their review process they sought 4 CANADIAN PETROLEUM CONTRACTOR OCTOBER 2017 the guidance and input of Teresa Meadows Teresa has more than 30 years of experience in environmental regulatory law She led an information session for our members at the AGM The material was well received and put an emphasis on why these issues matter for petroleum storage system contractors It made for some great discussion and exchange of ideas on the topic Teresa s presentation will be made available on the APSSCA website www apssca com We had also committed to sharing these insights with our provincial counterparts through the CPCA An article prepared by Teresa appears in Golf Tournament was held the following day at the Sirocco Golf Club It was another success and we raised 3 000 for the Kids Cancer Association of Alberta I want to thank all the board members volunteers and sponsors that help make this a first class event year after year This year we had a long standing director retire from our board of directors J R Westera Parkland Fuel Corporation It has been a pleasure serving with J R over the years and on behalf of the entire board I want to thank him for his years of service energy and contributions to our association NEWS FROM THE OPCA By Michelle Rae Executive Director LFHC workshop The OPCA is currently developing an online workshop based on updates reflected in the new Liquid Fuels Handling Code effective October 1 2017 The workshop has been mandated by TSSA for all license holders within the Petroleum Mechanic scope Sections of the code affected by these updates include electronic line leak detection requirements private cardlocks containment requirements single wall steel tanks and piping suction systems venting and vapour recovery and environmental assessments OPCA s online workshop will be available this fall For research including almost 6 000 raised at this year s tournament NEWS FROM AEPQ By Louis Rizzetto AEPQ The Petroleum Mechanic Certification process in Quebec is alive and well With guarded optimism we are in the final translation phase of delivering and vetting the entire PM Certification program With the assistance of the CEMEC we are working closely with the RBQ and Emploi Quebec to have this certification mandatory for all petroleum workers in our industry Our goal is to have the program completed by spring 2018 and have an integrated system in place for us to start the certification roll out thereafter With the invaluable assistance of our colleagues from the CPCA and the OPCA Quebec can now proudly join the ranks of coast tocoast petroleum workers who have a recognized trade expertise in the petroleum field Not only will this new certification program provide the backbone to our industry it will enable us to finally garner the recognition and respect of our peers after so many years of lobbying This process will assist existing and new technicians and petroleum installers to have their trade recognized by the provincial government and will secure our place as true professionals and validate our expertise and skills as a sought after service provider By raising the bar and formalizing our trade certification process we can assure the public that they are receiving the utmost in professional deliverance of services and support from our members All stakeholders have a vested interest in enhancing our service offering in full respect of the environment the public and our customers The ultimate goal is to have a structure in place that mirrors our trade s competencies from coast to coast and provides a seamless platform for employers to have access to recognized certified employees There is still a lot of work ahead but with the support of all involved we can remain focused and diligent in delivering a comprehensive solution and support
