a message from the board The annual general meeting of the Canadian Petroleum Contractors Association was held in Calgary on June 3 I want to thank all the board members who joined us as well as the Alberta Petroleum Storage System Contractors Association for hosting this year s event I would also like to congratulate all the board members who have been appointed by their respective provincial contractors associations and I look forward to serving with them throughout the upcoming year During the AGM members had a great discussion about the work done to date to make a National Petroleum Mechanic training program available to the industry This was one of the unifying objectives and driving forces for the creation of the CPCA There is still some work to be done on this front however the training program is being well received by petroleum marketers regulatory authorities and technicians across the country While managing and ensuring that our training program remains current will always be a major focus of the CPCA members also talked about the role and opportunities for the board moving forward Based on that discussion the 2014 2015 session will see the board focused on two major priorities 1 Review and update our training materials By gathering input from our CPCA trainers and reviewing fire code changes and other industry stakeholder material since our last publication we will be looking to identify CPCA training modules that may be in need of updates 2 Increase and improve the quality of communication between the CPCA and our provincial associations One of the founding visions for the CPCA was for the association to offer a national voice and support to our provincial associations when they need it in order to provide proactive input in changing occupational and regulatory codes affecting our members In order for us to succeed we need the active participation and commitment from the various provincial boards to help make this happen We need to be more proactive in anticipating changes that could affect our industry and ensure that we have a voice in the process Our meetings moving forward will be structured to ensure that we are monitoring more actively for regulatory changes that may affect our industry As many of you are aware my work at Cantest allows me the opportunity to travel and keep my finger on the pulse of what is happening across the country Throughout my travels during the upcoming year and presence at various industry trade shows I hope to have an opportunity to meet with the various provincial boards to talk about some of the opportunities you see in your respective regions and how the CPCA might be able to support you with those projects Marcus Cormier CPCA President OCTOBER 2014 CANADIAN PETROLEUM CONTRACTOR 5 CPCA_Oct14_FINAL indd 5 2014 09 22 2 01 PM

regional news BCPCA updates By Rob Bateman Firstly it has been a very busy summer for all petroleum contractors in BC on both the construction and service fronts Some contractors report having a full book of projects that will last past year end There is currently a shortage of trained technicians here The BCPCA has a new president since the last AGM Mike Christie has been elected to replace Rob Bateman who stepped down and is now the active past president The board continues to be active in its activities with the certification and promotion of ITA trade certification The board is also promoting the concept of UST inspection and regulation to the provincial government along with minimum training requirements and certifications for technicians working on fuel facilities The BCPCA has changed affiliation from the CITO training organization sub of ITA to the RTO Resource Training Organization This was brought about because the board believes the RTO s operating plans are more suited to its long term goals The ITA will also redefine its role as the provincial Liberal government makes changes to its structure as it relates to trade training and support The topic of interprovincial trade mobility has come up and we should all address the issue at some point in order to obtain some clarity While our provincial contractor organizations can promote training and certifications we cannot dictate who can work where and what trade qualifications are required This I believe falls under the jurisdiction of the respective provincial trade authorities and the specifics of the Labour Mobility Act We recommend that the topic be tabled at the next CPCA board meeting It s disappointing to learn that the Quebec process for certification has reached a standstill We have to find a way to support our colleagues there APSSCA AGM takeaways By Marcus Cormier In early June APSSCA held its annual general meeting on June 3 and golf tournament on June 4 I want to thank all the board members and sponsors who helped make these events a great success This year the board tried a new format whereby the AGM was held earlier in the day allowing more members the opportunity to participate In addition we were pleased to have Don Edgecombe from the Petroleum Tank Management Association of Alberta as well as John Allen from PD McLaren as our guest speakers 6 CANADIAN PETROLEUM CONTRACTOR OCTOBER 2014 CPCA_Oct14_FINAL indd 6 2014 09 22 2 01 PM

The latest news from the SRPCA By Bob Turczyn 2014 AGM golf tournament The 2014 annual general meeting and golf tournament were held in Regina on Tuesday June 3 The elected executive for the following year is as follows PRESIDENT Mike Seibel National Energy Equipment VICE PRESIDENT Terry Lightbody KW Petroleum Services TREASURER Darcy Campbell Petrocare Construction Don provided us with an update on the status of provincial inspections as well as some of the current challenges the PTMAA is facing related to standby generator tanks He also touched on some of the recent changes to the OH S Act PPE requirements securing of hand held equipment proof of locates spoil piles etc There were some great takeaways from this presentation and the board will be discussing these when we get together again in October After working with DEF systems over three winter seasons John Allen from PD McLaren shared his learning experiences and expertise in the proper installation and maintenance of DEF systems With the rise in the number of DEF systems being installed across Canada your clients are surely coming to you with plenty of questions related to dealing with issues about freezing crystallization proper maintenance and the importance of avoiding contamination of the product This presentation was well received and will be made available on the APSSCA website at www apssca com You can also send me an email at mcormier cantest net and I will gladly forward you a copy Mike Seibel Don Jonasson and Brad Egeland at the APSSCA 16th Annual Golf Tournament After the meeting the attendees enjoyed a great day of golf in fine weather followed by supper and the presentation of prizes and awards in the clubhouse The trophy was won by the team of Kent Halliday ZCL Composites Tyson Kamminga Superior Propane Mike Seibel National Energy Equipment Alex Tsamis Franklin Fuelling Systems Congratulations on your win 2015 AGM golf tournament The 2015 AGM and golf tournament have been tentatively scheduled for Tuesday June 2 2015 in Saskatoon Mark your calendars SRPCA website The new and improved SRPCA website is finally up and running Check it out at www srpca com News from the OPCA By Michelle Rae The OPCA will be holding its first annual golf tournament on October 3 We thought this would be a good time to hold a fun event for members as well as support a good cause Threads of Life was chosen as the organization to benefit from the proceeds of our event Threads of Life is a national charity that is dedicated to helping Canadian families who have been affected by a workplace tragedy life altering injury or occupational disease With their network of more than 1 700 families across Canada they offer peer support with families going through similar tragedies and links to other available support services Their speakers bureau consists of families directly affected by workplace tragedies who speak out to groups telling their own stories in hopes of preventing future incidents We look forward to a successful event and hope this is the first of many to come Announcement The OPCA is pleased to announce that RA Ron Ballantyne has contracted with the OPCA as a management consultant effective July 15 2014 Ron has served in a variety of senior positions at Imperial Oil and has more than 37 years of experience in the petroleum industry He is a results oriented leader with extensive experience in retail petroleum construction with a strong commitment to workplace safety He is a founding member of the Petroleum Oriented Safety Training POST organization in Canada Prior to his appointment at the OPCA Ron was the national construction manager for Imperial Oil s Asset Management group in Canada for the past 15 years He holds a Bachelor of Applied Science degree in Mechanical Engineering from the University of Waterloo and is a registered member of the Professional Engineers of Ontario Initially Ron will be responsible for promoting the benefits of the POST commitment to behaviour based safety and increasing the acceptance of this process by all retail petroleum owners and contractors across Canada Welcome new OPCA members Brookfield Johnson Controls Metro Region KG Services Central Region Western Oil Services Metro Region Problems with Quebec Engineers Association By Jacques Poulin Two legal proceedings have been undertaken in the last two years by the Quebec Engineers Association concerning work done in the petroleum field In the first case one of our members was accused of proceeding with a petroleum equipment OCTOBER 2014 CANADIAN PETROLEUM CONTRACTOR 7 CPCA_Oct14_FINAL indd 7 2014 09 22 2 01 PM

ME ASUREMENT amendments New requirements for measuring device owners Amendments to the Weights and Measures Regulations came into force on August 1 2014 HIGHLIGHTS OF THE LEGISLATIVE AND REGULATORY AMENDMENTS INCLUDE Requirement that measuring devices subject to the Weights and Measures Act be inspected at regular intervals in eight trade sectors retail petroleum downstream petroleum dairy retail food fishing logging mining as well as grain and field crops at this initial stage and possibly additional sectors later Providing non government inspectors the authority to perform mandatory examinations inspections pursuant to the Weights and Measures Act but enforcement activities will remain with government inspectors Increasing court imposed fines under the Electricity and Gas Inspection Act and the Weights and Measures Act to 10 000 for minor offences 25 000 for major offences and up to 50 000 for repeat offences thus providing greater deterrence against measurement inaccuracy and improved consumer protection and Introducing administrative monetary penalties AMPs under both the Weights and Measures Act and the Electricity and Gas Inspection Act A NUMBER OF TOOLS WILL BE AVAILABLE ON MEASUREMENT CANADA S WEBSITE Finding authorized service providers Determining the inspection frequency applicable to a device Identifying when a device is due for its first mandatory inspection and Better understanding legal obligations and the consequences that occur when they are not met For more information visit Measurement Canada s website at http www ic gc ca eic site mc mc nsf eng home The mandatory inspection frequencies will be phased in over a period of two to three years depending on the sector OCTOBER 2014 CANADIAN PETROLEUM CONTRACTOR 9 CPCA_Oct14_FINAL indd 9 2014 09 22 2 01 PM

Mission Our mission is to help families heal through a community of support and to promote the elimination of life altering workplace injuries illnesses and deaths Vision Threads of Life will lead and inspire a culture shift as a result of which work related injuries illnesses and deaths are morally socially and economically unacceptable What we do Threads of Life Dedicated to preventing workplace tragedies Threads of Life provides families with one onone peer support assistance links to community support agencies and the opportunity to promote public awareness and accountability for workplace health and safety It is supported by a group of volunteers from across the country who have been personally touched by a workplace tragedy Threads of Life helps families by providing a Family Support Program which offers one on one peer support to family members and friends who have suffered from a workplace tragedy The support is provided by trained Volunteer Family Guides who have also experienced a workplace tragedy a support network to those who have experienced similar pain and suffering links to community support services advisory support regarding the workplace investigation and inquest process and opportunities to promote workplace injury prevention and awareness within their own community Community action Threads of Life is a national charity that is dedicated to helping Canadian families who have been affected by a workplace tragedy life altering injury or occupational disease It currently provides a network of hope and healing to more than 1 800 family members through one on one peer support links to other community support services and the opportunity to take action to help prevent similar tragedies to other families Threads of Life was created in 2003 to fill a major gap in Canada s health and safety and social systems There is no well known number to call or place to go to find the kind of emotional support and caring often required to make it through the aftermath of a workplace fatality or severe injury illness in Canada The long term emotional societal and financial consequences of this gap are enormous and evident These consequences include psychiatric problems stress related physical health problems substance abuse treatment family stress marital breakdown suicide loss of productivity loss of personal income increased social welfare costs and more This is a substantial and costly burden for every citizen and taxpayer but one that can be significantly reduced Threads of Life is a place where people can turn to help find the cure for workplace tragedy which can only be accomplished through prevention The Threads of Life Speakers Bureau consists of volunteer members who offer personal testimony on the impact of workplace injuries fatalities or occupational disease in their lives Members are sought after for conferences health and safety events and community events Since 2005 Threads of Life speakers have presented to more than 54 000 people who have heard the injury prevention message They are parents spouses and friends They are united in their courage and conviction that sharing their personal story will prevent further injuries in the workplace Their presentations are moving and unforgettable Steps for Life Walking for Families of Workplace Tragedy is a 5K awareness and fundraising walk that showcases the personal impact of a workplace tragedy Steps for Life is an event where families can meet other families who have suffered similar pain and loss and help raise awareness of the national issue of workplace injuries illnesses and death It is also a unique opportunity to honour the memory of their loved one in a proactive manner 10 CANADIAN PETROLEUM CONTRACTOR OCTOBER 2014 CPCA_Oct14_FINAL indd 10 2014 09 24 2 41 PM

A family story On January 19 2006 my son Michael fell three stories from a roof on a construction site while not wearing his safety harness and safety lifeline rope He was just running to the top of the ladder for a second but a second was all it took for him to slip and fall with his head striking the ground first He sustained severe brain injuries and succumbed to his injuries on January 25 2006 Next to the anniversary of Michael s death I think I have found Christmas to be the most difficult time of the year As it approaches I find myself reflecting on how much I have changed and on how our Christmas has changed I loved the shopping and decorating the cooking and days spent doing Christmas baking with the kids the visitors and get togethers all of it When Darryl s mom and Michael were both alive we always had Christmas at our home and literally had a house full of people from Christmas Eve til Boxing Day or even the day after The family room in the basement was wall to wall with air mattresses and sleeping bags for three days and every bed in the house was full Things changed a bit after Darryl s mom died It got quieter but we still had big family gatherings at Christmas my family and my daughter Krystal s fianc s family on Christmas Eve and then we d go over to Darryl s dad s for Christmas Day And then friends would come over on Boxing Day Michael s death changed all that Reprinted with permission from Threads of Life Winter 2010 OCTOBER 2014 CANADIAN PETROLEUM CONTRACTOR 11 CPCA_Oct14_FINAL indd 11 2014 09 22 2 01 PM
