WORKPLACE SAFETY By The CPCA Training Certification team Identifying and reporting hazardous conditions in the workplace IN PART TWO OF THIS SERIES we will discuss the importance of reporting hazardous conditions in the workplace Before beginning any work you need to be aware of the conditions in your workplace and identify any conditions that may be hazardous This helps you to put practices into place that allow you to do your work without endangering yourself or others It is also important to be aware of how the workplace atmosphere affects workers Is the job so boring or monotonous that workers become less careful or alert leading to accidents Ensure that workers have access to drinking fluids to prevent dehydration Are there administrative controls in place such as health and safety committees and safety training Is the work schedule so demanding that safe practices are ignored and workers do not get the appropriate breaks and the rest they need Reporting a hazardous condition It is vital that hazardous conditions are immediately reported in the workplace Different workplaces have different procedures for reporting and it is imperative that each worker be aware of the procedures present in the workplace ven the unsafe or hazardous actions of others must always be reported A hazardous condition report is a way to track and communicate hazardous conditions to those responsible the supervisor who must take action and those affected workers present in the workplace A hazardous condition report lets the appropriate people track the situation and take action as required If for example a hazardous condition is detected but not reported others may be affected or injured The need to report hazardous conditions When a hazardous condition is detected in the workplace workers must issue the appropriate workplace report Once a hazardous condition is reported the responsible person can take appropriate action to ensure that others in the workplace are not affected If something cannot be done right away the risk of hazard may need to be reduced 14 CANADIAN PETROLEUM CONTRACTOR MARCH 2019 by taking actions such as shutting down the work locking out equipment or removing the hazard altogether If no actions are taken risk of the hazard may increase causing injury or other losses Be aware that hazardous conditions in the workplace are legislated by the federal and provincial governments specifically in the Canada Occupational Safety and Health Regulations Included in this legislation is your Right to Refuse Unsafe Work How to report hazardous conditions Persons in the workplace have certain obligations to ensure safety as well Employers must keep records of hazardous agents and ensure that all workers are advised of a hazardous situation a supervisor must report known hazardous situations and workers must make their supervisors or employers aware of hazardous situations and equipment malfunction Your workplace may have specific reporting mechanisms that let you report hazardous conditions as required by the Canada Occupational Safety and Health Regulation Remember that workers are responsible for immediately reporting the unsafe work habits practices and conditions of others The following information should be included in a Hazard Identification report Site Location Hazard observed Recommended action Action taken Dated and signed Removing the hazardous condition Occasionally hazardous conditions in the workplace may only be addressed by removing or eliminating the hazard rather than using protective clothing and devices or limiting access Removal of a hazardous condition may mean removal of a hazardous material or eliminating a condition or practice that has the potential to create an accident For example during removal of an underground tank it is discovered that the soil beneath the tank is contaminated The contaminated soil poses a hazard and must be properly removed from the site For example liquid fuel in an unapproved container at a marina has the potential to create an accident The liquid fuel needs to be transferred to the appropriate container This is a situation where a hazardous condition needs to be removed by changing the conditions present It is required that a competent person be aware of the hazardous condition and arrange for its appropriate removal or elimination Hazardous conditions must be removed when There is a risk of personal injury or occupational illness There is a risk of an accident incident or further disaster Work cannot continue when hazardous conditions pose an immediate threat to workers in the workplace for example a chemical spill has occurred conditions have reached toxic or dangerous levels etc The hazardous condition may put the public at large at risk How to remove hazardous conditions Consider the following whenever you remove a hazardous condition Wear protective clothing and equipment as required Follow procedures exactly as specified on the substance s Safety Data Sheet Secure the affected area during the removal operation when necessary Inform other personnel agencies or institutions as required Be prepared for emergency services e g first aid fire and ambulance services Be prepared with contingency plans what do you do if something unexpected happens during removal Report and log according to your work practices Sometimes you may do your work without even knowing that hazards are around you Learning how to identify hazards and what to do about them lets you continue your work without endangering yourself or others
