I’m new to the role but not new to the industry or all the great people that serve in it. You may recognize my name, having served as the manager of the PTMAA during its 26 years as the principal storage tank regulator in Alberta. The Alberta Government moved PTMAA responsibilities to the Safe-ty Codes Council with the idea of modeling the TSSA in Ontario. Although I’m officially retired, I didn’t want to completely disassociate myself from an industry I’ve worked in since 1979. I look forward to a part-time role that will give me even more association with Alberta’s petroleum contractors. We’re all getting tired of it, but Covid has had a huge impact on how we conduct our businesses and how we manage our Association. For the second year in a row we’ll have to conduct our Annual General Meeting virtually. Our Board has set the AGM for Thursday, June 24. We’ll be contacting each member with computer connection, meeting time and agenda information in the near future. We are pleased that the CPCA plans to conduct Petroleum Mechanic review and examinations virtually. Stand by for these session dates, and make sure employees who are ready for an exam have been registered. More information is available in this issue of CPCA Magazine.Covid has also impacted our annual golf tournament. At this writing, golf in Alberta is permitted (unlike Ontario) but it’s highly restricted. Indoor gatherings are not allowed at this time and these restrictions are not expected to lift in time for our June tournament. The APSSCA Board remains hopeful we can get together in September to hit the ball around and do some networking. A decision on a 2021 tournament will be made in July so stand by for further announcements. With vaccination rates picking up, we expect our next report will be much more optimistic about normal APSSCA happenings. We encourage students to register for the courses to prepare for the sessions. Students also need to confirm their spot in the sessions. We have strict COVID safety protocols in place including limited class sizes. This past April, the OPCA held several virtual manufacturer training sessions. We thank all the companies that participated including ZCL, OPW, CSI, Veeder-Root, Icon, Nupi and NOV. If you missed these sessions, we encourage you to contact the OPCA as we can arrange additional sessions. The OPCA is working with Ensemble IQ, the hosts of The Convenience U CARWACS Show to hold events in conjunction with the show on September 28 and 29, including a POST safety forum and manu-facturer training sessions. We know these are uncer-tain times, but we are hoping things will improve by the fall and we will be able to hold these events. The OPCA is also planning its annual golf tourna-ment on September 24 at the Innisbrook Golf Course in Barrie. Stay tuned for details on our website. Wishing you a safe construction season!

JUNE 2021 • CANADIAN PETROLEUM CONTRACTOR • 7 CPCA Petroleum Mechanic Training Program UpdatesDue to the pandemic the CPCA has not been able to provide the in-class review & exam sessions for their Petroleum Mechanic Certification courses. In the meantime, we have still been accepting and processing course registra-tions, shipping material and providing students access to online tools and quizzes so that they can complete the home study components of the course. We have been monitoring the situation specifically in Alberta where we typically hold sessions each year. There has been in-door gathering restrictions since last year and currently there are still no indoor gatherings allowed. As there would also be students as well as CPCA staff entering the province, following quarantine protocols would not be feasible. Unfortunately, these are circumstances beyond our control. We were hoping things were going to get better this spring and we would be able to offer the in-class review and exam sessions with our prepared COVID protocols in place but unfortunately this is not the case. Therefore, we recently met with CPCA instructors to discuss providing virtual review and exam sessions and will offering these sessions later this spring/early summer. We will first be running a pilot session with a control group to ensure these ses-sions run smoothly and identify any adjustments we need to make for a virtual platform. The virtual session will comprise of the material and code review followed by an online exam proctored by CPCA staff remotely. For those taking the PMH course, the practical component will also be completed virtually with an instructor. Students will also be required to submit a PMH practical sign-off document signed by their supervisor. Delivering these sessions virtually will be a temporary solution during the pandemic. When it is feasible to do so, we will com-mence the in-class sessions as they are preferred for exam invigila-tion and more ideal for student engagement and success. We are currently working on a schedule for summer dates and will notify students as soon as dates are confirmed as well as posting the dates on the CPCA website. In the meantime, we encourage students to register for their courses and complete the home study components. We thank our students and CPCA members for their patience and understanding while we work to deliver our program through these alternate delivery methods during these challenging times. Our first ever AGM using a virtual platform was a big success thanks to all that participated and supported the event including our members, Board of Directors, guest speakers and sponsors. We appreciate those members who took the time to attend and send us positive feedback on the event with many noting the session was worth attending. A Challenging YearOPCA President Ken Jamieson discussed the challenges mem-bers have faced over the past year and continue to do so dealing with the pandemic; from keeping their businesses running ef-fectively to keeping their employees and families safe. He also noted at the onset of the pandemic as our industry was deemed essential, everyone had to quickly put in motion protocols and procedures with the added challenge of interpreting regulations and guidelines. Ken also discussed how the OPCA had worked to get timely information to members on COVID related require-ments and best practices. The OPCA has also provided links to suppliers of PPE and cleaning and disinfecting equipment. Additional tools for contractorsKen noted the OPCA has worked with Weirfoulds Law on various sessions including providing information to members including changes to the Construction Act and the prompt payment re-gime. Weirfoulds first presented information on this legislation at the OPCA conference in 2020. Since then, they have provided webinars on this topic with Ken noting the importance of under-standing the rules around this legislation including holdbacks, prompt payment schedules and the adjudication process used for handling payment disputes. Weirfoulds Law has also invited OPCA members to attend additional webinars they are hosting in the coming months on various topics to provide insights on issues that affect the con-struction industry. Ken also noted our industry partner CIPMA (Canadian Indepen-dent Petroleum Marketer’s Association) invited OPCA members to attend their upcoming webinar on policy and regulatory trends im-pacting their sector. Sam took over the Direc-tor’s role from John Marshall who retired last fall. The OPCA presented a report to Sam earlier this year highlighting the top tier ongoing issues discussed with TSSA. The OPCA is also working in tandem with the Ministry where issues lobbied require regulation updates and revisions. Sam thanked the OPCA for the opportunity to join the discussion, noting the plan to work with the OPCA on these issues is based on a priority approach that deals with one issue at a time and includes regular progress meetings with both his team and OPCA. He notes that this approach will see results in a manage-able timeframe. Ken thanked Sam for his willing-ness to work with OPCA on these issues as we look forward to a produc-tive working relationship with TSSA. The current items we are working on with the TSSA include OPCA’s B139 Technician program, which requires both an endorsement from TSSA as well as an update to the Petroleum Mechanic certification scope within the Technical Standards & Safety Act. The OPCA is also lobbying TSSA to review their variance ap-plication process, specially review those applications where specific components or installation appli-cations that are widely used within the industry require variance applications in Ontario. Insurance UpdatesOPCA Insurance program manager Dave Mason discussed the OPCA insurance program as well as current trends in the insurance market. As the insurance industry in general is moving out of a hard market in 2021, Dave is taking a two-step ap-proach for the OPCA property insurance program to combat rate increases by taking the entire pro-gram to market as well as a case-by-case approach with insurers. Insurance policies are not designed to proved coverage for COVID, however, some class-action lawsuits have been filed as the argument is COVID in effect causes damage to property, but these lawsuits will go on for years. Dave thanked the OPCA members for the continued business and support and please feel free to contact Dave anytime for a quote on any of the OPCA insurance programs including prop-erty, auto, liability and personal insurance for OPCA members and their employees. OPCA Training ProgramsMichelle Rae provided an overview of the OPCA training pro-gram process. The OPCA uses a blended-learning format that includes home study, online tools, and in-class components. While 2020 was a challenging year for the program as we had to suspend our in-class training sessions, once the province lifted restrictions, we commenced our sessions with established CO-VID protocols. The protocols include pre-screening of students, reducing the handling of paperwork, limiting class size, estab-lishing social distancing and barriers in classrooms, and practic-ing sanitization procedures. Statistically, despite the challenges of the past year, the OPCA was able to complete training for over 100 students in 2020, com-pared to roughly 25% more student completions in 2019. Michelle also acknowledged our OPCA instructors Dan Trem-blay and Jean-Marc Leblond who have supported the training pro-gram and worked effectively within the required COVID protocols. As discussed earlier with TSSA, the OPCA’s current initiative is the B139 training program. We developed the training program to fill identified gaps in the industry with respect to generator instal-lations and inspections. The course provides comprehensive coverage of all aspects of installation and inspection of generator systems and their compo-nents, and the knowledge to inspect an existing standby generator and exhaust system that operates on fuel oil, including a complete set of inspection checklists. We have already presented the program to both TSSA and the Ministry last year and essentially had the go-ahead to proceed. As Sam Sadeghi mentioned earlier, we are working on next steps with TSSA. Part of this includes license scope and how it will fit into regulation and developing the certification exam. Petroleum Oriented Safety TrainingPOST is now widely used across Canada with thousands of com-panies adopting POST safety standards. In the last five years alone, POST has encompassed an average of 16,000workers representing 4,000 companies in every province and territory across Canada.Most contractors in both the maintenance and construction sec-tors follow the POST program. Since POST was introduced to the industry, oil companies have reported a decrease in their incident statistics and have attributed this to the POST program. And the five-year trend for 2020 shows this continued support.OPCA ElectionThe OPCA held its Board of Director Elections for the 2021 mem-bership year. Ken Jamieson, Lou Cerruti and Bill Rathwell were re-elected for another term. Associate member Elson Fernandes retired from the Board and John Richards of Stem-Can was elect-ed to take over the position on the Board. Tribute to Elson FernandesKen paid tribute to Elson Fernandes who retired from the Board after more than 20 years of distinguished service to the OPCA. Elson represented OPCA on various industry Boards and commit-tees including CSA and TSSA Risk Reduction Groups. Elson’s con-tributions to the industry are numerous from vacuum monitoring to storage tank regulations. We all know how challenging and trying the past year has been dealing with the pandemic especially now with the added stress of a third wave that is hitting us hard due to the newer COVID variants. And while our biggest concern is protecting the elderly and vulnerable population, statistically, over 60% of COVID cases in Canada have affected people between the ages of 20 and 59 with only one-fifth of cases affecting people 60 years of age or older; the former group representing the workforce. The other concern are the number of people either in ICU or on a ventilator that are pushing hospital capacities to their limits. In Ontario’s Central Region alone, there were 900 active cases requiring hospitalization, 212 of those cases in ICU and 134 of those cases on a ventilator as of April 20. Companies within our industry have worked hard to put into force the necessary COVID protocols and safety measures, such as increasing PPE protocols, having office staff work from home and managing workflows to minimize contact between workers. While all these COVID protocols have become second nature, there also comes the danger of becoming complacent. The ad-ditional PPE workers must now use — while critical to protect themselves and other workers — can also provide a false sense of security in that workers may not be continuously reviewing or practicing these protocols as diligently as they should. Employers should have a workplace safety plan in place and review with their workers on a regular basis. This includes the proper use and care of PPE, sanitizing protocols and ensuring social distancing is maintained. Many companies have also es-tablished workplace access control protocols by taking worker’s temperatures, using COVID screening apps or utilizing thermal detection systems. Selecting an appropriate method to control a hazard in the workplace is not always easy. When it comes to the transmis-sion of viruses such as COVID-19, workplaces should consider establishing control measures that have the greatest impact. The main ways to control a hazard, from the most to the least effective, include elimination (and substitution), engineering controls, administrative controls, and personal protective equip-ment (PPE).
