Going digital POST mobile app is the next evolution for the industry By Michelle Rae When the POST program was first introduced in 2007 the intent was for contractors doing work for major oil companies to have the convenience of having to follow one consistent safety standard when working on petroleum sites specifically when doing work for more than one oil company With the support of the oil companies and industry POST is now widely used across Canada Contractors use POST as their standard safety program regardless of customer i e major oil independent etc and many companies have adopted POST safety standards to fill gaps within their own programs replace their outdated program or adopt fully because no such safety program existed within their company that was specific to the work they do POST has continual communication with our community and also provides additional benefits such as a free listing on our POST contractor database and additional tools for contractors We also update and test new standards every year For example in 2014 the POST committee overhauled several of the critical procedure checklists then piloted them with key contractors before introducing them to the rest of the POST community We then conducted surveys of the new documents in order to gather feedback from contractors and workers DECEMBER 2016 CANADIAN PETROLEUM CONTRACTOR 7

We also negotiated significant discounts on other online safety training such as WHMIS Fall Protection H2S and Lockout Tagout through our training partner Worksite Safety While the base of the orientation is similar year to year as it wouldn t make sense to completely overhaul the standards every year we try to keep things fresh by adding new content questions and or activities to the POST online orientation In 2015 we launched POST Level 2 a course geared towards supervisors which contains the basic POST requirements with additional enhancements on JSAs JSA evaluations Planned Job Observations PPE just to name a few As this is a behaviour based program the POST committee which includes repre sentatives from the major oil companies and industry contractors agreed a refresher was needed every year to ensure everyone working in our industry was on the same page In keeping with the importance of constant communication with our POST community it was a decided the natural progression would be to develop a POST mobile app The Ontario Petroleum Contractors Association administrators of POST gauged the interest of a mobile app at their annual conference in 2015 Feedback was generally positive especially from contractors who utilized mobile technology already As the OPCA did not want to rush into this venture they took the time to focus on the development of the app features The intent of the app is to be an extension of the POST portal site with the addition of online form completion capability for the POST documents Companies would then save their forms to their own cloud servers The apps landing page will display icons of the available options for users including access to safety bulletins contractor searches latest news and the mobile forms Users will also receive notifications for any updates from POST which ensures they are always on top of the latest industry safety news The mobile app function is very user friendly and will be available on both Android and IOS devices We feel the POST program saves contractors time and money as they only have to follow one safety program rather than keeping Overview of mobile app features Mobile forms with user cloud storage and digital signature capture feature Safety bulletins Contractor search News Blog App features include latest news from POST safety bulletins contractor search and access to mobile forms 8 CANADIAN PETROLEUM CONTRACTOR DECEMBER 2016 Resources

The evolution of POST Standardized Safety Training for the Petroleum Industry In the spring of 2006 The OPCA approached representatives from the major oil companies at the time Esso Shell Suncor Petro Canada to develop a standard safety program for the petroleum industry It was agreed that standardized training would be a solution for contractors facing the numerous safety training requirements for their employees A committee comprising of industry and oil company representatives was formed and the rest of the year was spent developing the program The program is so well received that all of the major oil companies felt the program should be implemented not only in Ontario but nationally too upon completion The group has developed the process encompassing the responsibilities of the general contractor supervisor and workers A standard Job Safety Analysis form was developed outlining all applicable potential hazards and critical task procedures common to the petroleum industry The documentation has evolved to include a specific Job Safety Analysis for maintenance work over ten critical task checklists and guidelines for barricading and confined space work All documentation is available in both English and French 10 CANADIAN PETROLEUM CONTRACTOR DECEMBER 2016 track of several if working for more than one oil company Not only that many companies have indicated to us that POST has improved their company s safety culture We are also working to promote the POST standard to independent oil companies with the goal to have a level playing field for all contractors regardless of the oil company they are working for We are proud to say since POST was introduced to the industry oil companies have reported a decrease in their incident statistics and have attributed this to the POST program The POST program has evolved significantly over the past several years and could not have been accomplished without the support of the oil companies the involvement and dedication of the POST advisory committee and most importantly the support of the industry that utilize the program With our mandate of keeping our industry safe we hope to continue to provide this program and constantly improve it to make it the best resource for the POST community

TSSA News INSPECTION OF LIQUID FUEL FACILITIES IN ONTARIO PRIOR TO BACKFILL TSSA s Fuels Safety Program recently changed the inspection procedure for pre license and modification inspections in 2015 Are you up to date By Ann Marie Barker P Eng Fuels Engineer TSSA Liquid fuels safety is a shared responsibility between professional fuel contractors owners operators fuel suppliers and the Technical Standards and Safety Authority TSSA Together we make a difference in the safe distribution utilization and service of fuels for customers consumers and local communities TSSA s Fuels Safety Program recently changed the inspection procedure for pre license and modification inspections in 2015 and I want to share with you some of the key safety features Newly built facilities or modified facilities with newly installed underground equipment now require two inspections the first prior to the tanks and piping being back filled and the second after the site has been commissioned While most contractors have been notifying the TSSA inspector before the equipment is back filled there have been some instances where the inspector was not notified until the site was ready to open for business For the first inspection the top of the underground tanks and the piping must be exposed so that the TSSA inspector can verify the certification of the tank and components and witness the pressure testing of the piping and the hydrostatic testing of the sumps In addition the inspector will check 1 N ame and TSSA registration number of contractor responsible for the installation 2 N ame and TSSA certificate number of petroleum mechanic responsible for the installation 3 I nstallation coincides with approved drawings 4 Hydrostatic testing of sumps 5 C onfirmation that the double wall tanks are holding vacuum or pressure and 6 Review copies of tank deflection measurements for fiberglass tanks This first inspection is very important since it could protect you the contractor from future liability While on site the TSSA inspector takes photos of the equipment and various test reports and can ascertain that at the time of the inspection the equipment was installed in accordance with the Liquid Fuels Handling Code Once the site has been commissioned the TSSA inspector will do the final inspection prior to opening the site The inspector will 1 Verify that the sensors are installed and working and ensure that the sensors are correctly wired to the panel 2 V erify that underground piping test boots are loosened 3 Verify that dispenser stabilizer bars are securely bolted and that shear valves are in the correct position 4 Check that all applicable signage is in place 5 For self serve facilities Activate the intercom and verify that the video monitoring system complies with the Liquid Fuels Handling Code and 6 Test the E stop TSSA inspection requires a minimum of 10 business days notification for the inspections RUSH inspections are done on request and are billed at two times the regular hourly rate 14 CANADIAN PETROLEUM CONTRACTOR DECEMBER 2016 FOR MORE INFORMATION PLEASE VISIT WWW TSSA ORG
