CORROSION CONCERNS What you need to know about accelerated corrosion of diesel tanks and components By Don Edgecombe Operations Manager Petroleum Tank Management Association of Alberta Sulphur levels in the US and Canada were reduced to 15 ppm from 500 ppm in 2006 The initial concern for such a drastic change was that lubricity could be lost creating a problem for diesel engines It wasn t realized that sulphur had a way of preventing the creation of a corrosive environment in storage tanks Refineries developed additives to mitigate the lubricity issue but corrosion has 6 CANADIAN PETROLEUM CONTRACTOR DECEMBER 2018 MICHAEL HOLLIS I recently attended a National Tank Conference hosted by the New England Interstate Water Pollution Control Commission Tank regulators at the conference were focused on a compliance deadline in October for the testing of sumps overfill devices and leak detection systems The second biggest issue for industry and regulators at the conference was the accelerated corrosion of equipment in contact with ultra low level sulphur diesel fuel become a serious problem for the industry Gasoline sulphur levels were reduced to 30 ppm in 2005 but accelerated corrosion has not similarly affected steel tanks and dispensing equipment Within a year of the new formulation for diesel fuel contractors were finding clogged filters and seals breaking down in dispensing systems Since those early findings the US EPA has been closely monitoring the problem Their study revealed that 83 of underground storage tank systems exhibited moderate to severe corrosion Apart from clogged filters and gasket problems there was corrosion or malfunctioning of tanks meters overfill prevention devices leak detectors solenoid valves and riser pipes The corrosion can happen above the tank s fuel level or in the wetted portion of underground storage tank systems Comprehensive studies in the US have pointed to microbial production resulting in acetic acid dispersing into the humid vapour space coating the UST equipment In the study ethanol was found in all tank systems with corrosion Ethanol shouldn t be present in diesel tanks but it likely arrives there with transport truck switch loading Ethanol gasoline remaining in the bottom of tanker compartments is mixing with diesel fuel in a later delivery DECEMBER 2018 CANADIAN PETROLEUM CONTRACTOR 7
