This applies to your system if the aggregate capacity of its tanks is more than 2 500 litres. truck, railcar, aircraft or vessel and a storage tank system [...]”. In other words, it is the area where product is transferred to or from a railcar, aircraft, vessel, or delivery truck. The product can be any petroleum or allied petroleum product subject to the Regulations.EFFECTIVE PRODUCT TRANSFER AREAYou must be able to demonstrate that you have ensured the design of the product transfer area is capable of preventing releases that may occur during the transfer process from reaching the environment. For example, you may include a combination of permanent or temporary physical containment, operating procedures A product transfer area needs to be designed taking into consideration the particular characteristics of the storage tank system (e.g. location, capacity). Similarly, a spill kit is an important part of your emergency plan, but it does not prevent releases. Even though some items of a spill kit can be used to contain certain releases, the kit is more often used for cleaning up after product has been released inside your transfer area.According to the characteristics of the storage tank system (frequency of use, etc.) a transfer area may consist of permanent physical containment, such as a concrete pad with sides, or temporary physical containment, such as berms that are inflated during fuel delivery. If temporary physical containment is implemented, keep records of its use.OPERATING PROCEDURESYou may also decide to implement operating procedures to ensure, for example, that the chosen physical containment is used properly and performs as intended. However, errors in carrying out the operating procedures are the most common cause of spills at transfer areas. A design to contain releases at a product transfer area involving a combination of procedures, training and physical containment may help reduce the risk of errors leading to releases to the environment.TRAININGTraining for employees responsible for operating storage tank systems can turn out to be important in the prevention of releases and the reduction of risks to human health and safety. Si la capacité de stockage totale des réservoirs de votre système est supérieure à 2 500 litres, cette exigence du Règlement s’applique.Le Règlement définit une aire de transfert comme l’« aire entourant le point d’accouplement d’un camion de livraison, d’un wagon, d’un aéronef ou d’un navire et d’un système de stockage [...] ». Autrement dit, il s’agit de l’endroit où un produit est transféré d’un camion de livraison, d’un wagon, d’un aéronef ou d’un navire à un système de stockage, ou vice versa. Le produit peut être un produit pétrolier ou un produit apparenté visé par le Règlement.AIRE DE TRANSFERT DE PRODUITS FONCTIONNELLEVous devez pouvoir démontrer que vous avez fait le nécessaire pour que l’aire de transfert de produits soit conçue de manière à empêcher les rejets dans l’environnement susceptibles de se produire au cours du transfert. Par exemple, vous pourriez prévoir une combinaison de mesures de confinement physique permanent ou temporaire, de procédures d’exploitation et de formation (fig. 1).Une aire de transfert de produits doit être conçue en fonction des caractéristiques propres au système de stockage (p. ex. son emplacement et sa capacité). Étant donné que chaque système de stockage est différent, chaque aire de transfert de produits le sera également. Procéder par étapes peut vous aider à concevoir une aire de transfert de produits (fig. 2). N’oubliez pas de documenter ce processus et d’en conserver des registres. Vous pourriez devoir les présenter si votre aire de transfert de produits fait l’objet d’une inspection.CONFINEMENT PHYSIQUEUne boîte de confinement ne suffit pas en soi à assurer l’efficacité d’une aire de transfert de produits. Dans le même ordre d’idées, une trousse de nettoyage de déversement est un élément important de votre plan d’urgence, mais elle ne préviendra pas les rejets. Même si des éléments de cette trousse peuvent servir à confiner certains rejets, elle est plus souvent utilisée pour nettoyer le produit rejeté dans l’aire de transfert.En fonction des caractéristiques du système de stockage (la fréquence d’utilisation, par exemple), une aire de transfert pourrait comprendre une structure de confinement physique permanente, comme une plateforme de béton munie de parois, ou une structure de confinement physique temporaire, comme des bermes qui se déploient au moment de la livraison de carburant. Si vous mettez en place une structure de confinement physique temporaire, documentez-en l’utilisation.PROCÉDURES OPÉRATIONNELLESVous déciderez peut-être de mettre en place des procédures d’exploitation, par exemple pour veiller à ce que la structure de confinement physique choisie est utilisée correctement et qu’elle fonctionne comme prévu. Toutefois, les erreurs dans la mise en oeuvre des procédures sont la cause la plus courante des rejets dans les aires de transfert. La conception d’une aire de transfert de produits qui comprend une combinaison de procédures, de formation et de barrières physiques peut réduire le risque d’erreurs qui mènent à des rejets dans l’environnement.FORMATIONLa formation du personnel chargé de l’exploitation des systèmes de stockage peut s’avérer importante dans la prévention des rejets et la réduction des risques pour la santé et la sécurité humaine.
