Chairman’s CornerAs we embark on 2025, the Coolbaugh Township Board of Supervisors arecontinuing to work through some of the pressing issues with proposedincoming development, outdated ordinances and some of the incomingother business that comes before them throughout the year. We are stillconsidering necessary updates to the township ordinances including theAct 167 stormwater ordinance, Short Term Rental Ordinance and otherordinances as each year presents new situations which require revisitingoutdated ordinances. The Coolbaugh Township Municipal Staff have started preparing for theFirst Annual Coolbaugh Township National Night Out/America 250 PA Eventwhich will be held on Saturday, July 26, 2025 from 5pm-9pm. This event isheld to recognize First Responders and Military Personnel for the crucialservices that they provide to our municipality. This is a countywide initiativethat is sure to bring many exciting events throughout the county in 2026.We look forward to hearing any ideas that you may have or any groups thatyou may be familiar with or affiliated with that would like to take part in theplanning of the celebrations. Any ideas that you may have to commemoratethe 250th Anniversary Celebration should be emailed toemasker@coolbaughtwp.org or mthompson@coolbaughtwp.org. During the fourth quarter of 2024 we kicked off the implementation of theTraisr online permitting system, which is available on our website for theapplication of Township permits and submission of payment. You can applyfor permits online at www.coolbaughtwp.org. Always remember that the Board of Supervisors is eager to hear yourconcerns and invite the public to attend our work sessions and meetingswhich are held on the first and third Tuesdays of every month at 6:00pmunless there is a holiday or other previously scheduled event. The meetingsare listed on the township website calendar of events which is easilyaccessed on the homepage at www.coolbaughtwp.org . Contact informationfor all Township Supervisors and staff is also available on the websiteshould you need to reach anyone with questions, comments or concerns.

Coolbaugh Township has moved to a completely digitalprocess of applications for all types of permits. On the township website home page, click on the "Permit Submissions" tab. Enter your address and select the type of permit you wish toapply for. You will be directed as to the information requiredand can attach documents like plans or other requireddocuments. Permits can also be paid for by credit cardthrough the portal. You will receive a "confirmation number"and information on any specific additional instructions onceyour application is submitted .The permit types include: Zoning PermitsDriveway PermitsAlarm PermitsEstablishing a Business PermitSewage PermitsShort Term Rental PermitsLong Term Rental Permit (Tenant Registration).Once your permit is received, the information is verified, asite inspection may be required, and you will receive yourpermit by email. Updates from Coolbaugh Township Department of Public WorksWinter months mean snow, sleet, freezing rain, cold temperatures,and even impassible roads sometimes. DPW is on the roads andworking hard to keep them clear and safe for your travel. When thewinter weather sets in, we ask if you do not have to be somewhere,stay home, stay safe and allow the Coolbaugh Township DPW to dotheir job. Remember, no vehicles, basketball hoops or other items are allowedto be in the township right of way at any time as they will be towed.2025 Bulk Drop Off days will be held at the DPW Recycling Centerlocated at 549 Laurel Drive on April 4th & 5th, June 6th & 7th,August 1st & 2nd , and October 3rd & 4th. To bring bulk drop offitems, you must be a resident of Coolbaugh Township and haveregistered for a recycling permit through the Coolbaugh TownshipTraisr Permitting system on our website. The permitting registrationwill be available online beginning February 18th, 2025. You will go tothe township website: www.coolbaughtwp.org and select “PermitSubmissions” then “Apply for a New Permit”, then enter yourproperty address, under the permit type option, you will select“Recycling Permit”. Please enter all information requested, on thenext screen labeled Upload Documents, simply click Next. You willthen receive a confirmation that the permit was received. Once youhave registered and received the confirmation number, you willneed to bring your driver’s license and/or proof of residency to therecycling center for the bulk drop off event. There are currently two scheduled Community Shred Event whichwill be held on Saturday, May 3, 2025, and Saturday, October 4th,2025, from 9am-2:30pm in the parking lot of the CoolbaughTownship Volunteer Fire Hall located at 652 Laurel Drive,Tobyhanna. There is a 20-box maximum per residence. Always remember to stay safe and stay alert on our roadways,others’ lives depend on it

Happy New Year Coolbaugh Township residents. As we begin 2025,we can now look back and reflect on law enforcement activity withinthe township over the past year. 2024 was a busy year in the townshipand the overall region for the Pocono Mountain Regional Police. 911calls for service increased by 2.4%, totaling 4,785 police dispatcheswithin Coolbaugh. Motor vehicle crashes also increased, climbing by4.5% with a total of 296. Overall traffic enforcement jumped by 20%as we strive to increase roadway safety and decrease our crashes. Wewill continue this effort and hope to see positive results in 2025. In 2024, the PMRPD continued with its specialized patrols funded bythe Department of Justice through a COPS grant along with fundingfrom the Township. Through the COPS grant, the PMRPD is able assignofficers to specific zones within our residential communities. Theseextra zone assignments translate into more police presence upontownship and private roadways off the main thoroughfares. This alsoallows officers better opportunities to engage in community policingand to have more interactions with our residents. They are also betterable to handle specific community problems that may otherwise notbe reported through a police dispatch. I can report that data hasdetermined that this is working. Police calls for service have droppedwithin the tested communities to the tune of approximately 12% from2021/2022 as compared with 2023/2024. In closing, as with any community, we do have crime and there areproblems both big and small in Coolbaugh Township. Our approachtowards policing is to tackle the big problems with a swift responseand to work on mitigating small problems and preventing them frombecoming larger issues. What I am proud to report is that crime withinCoolbaugh Township has been on a steady decline over the lastdecade. We continue to bring crime rates down even further with acombination of tried-and-true policing, coupled with our communitypolicing initiatives. WINTER FIRE SAFETY As we trek on through the winter months, it is important to remember the basics ofhome fire safety. Many of us in the Poconos rely on alternative and secondary heatsources to keep our families warm and dry, but many risks accompany that comfort. SPACE HEATERS - All space heaters (convection, radiant, or combination) MUST beplugged directly into a wall outlet. Space heaters draw a lot of power and shouldnever be plugged into an extension cord or power strip. If you use a space heater,keep a minimum of 3 feet of open space around the heater. It is also important toknow that if using a heater repeatedly trips a breaker in your home, the unit isoverloading the circuit and should be relocated to another power source or replaced. FIREPLACE - Use hardwoods in your fireplace. Oak, maple, ash, hickory, and birch areall good options when burning for heat. Hardwoods tend to burn hotter and longerwith less creosote buildup. Be sure to use aged, dry wood as well. Moisture-soakedfirewood will not burn as efficiently and will create excessive smoke as it dries andburns. Be sure to open the damper/flue. Many times, people forget to open thedamper/flue when starting a fire. When closed, this limits airflow and can cause yourhome to quickly fill with smoke. It is also important to keep a glass or metal screen infront of the fireplace to keep hot embers from escaping. CHIMNEYS - Have your chimney inspected and cleaned ANNUALLY. Creosote buildupis the number one cause of fire when using a fireplace. Creosote forms when thesmoke produced by burning wood cools as it travels up your chimney. Unburnedcompounds condense within the smoke, creating a tar-like deposit that builds up overtime. SMOKE DETECTORS - At least one smoke detector should be located on each floor ofyour home. Additional detectors are recommended in/near bedrooms or sleepingareas. Detectors should not be placed directly above a stove or other cooking area.Grease, oil, and other food particles can damage a detector's sensor and make it workineffectively. CARBON MONOXIDE DETECTORS - At least one carbon monoxide detector should belocated on each floor of your home. Additional detectors are recommended in/nearbedrooms or sleeping areas. Detectors should be placed about five feet above thefloor on a wall. Combination detectors (smoke/CO) may be placed directly on theceiling.Memo from the Chief

Environmental Advisory CouncilGood Day and Happy 2025 to all Coolbaugh residents. We are your EnvironmentalAdvisory Council (EAC) and we are presently working on several projects that you maybe quite interested in. All seek to enhance our quality of life here on the mountain. Coolbaugh Township Cares!Our first and perhaps the most critical to all of us is “Coolbaugh Township Cares! Thestream quality monitoring project.” Coolbaugh Township may be the first township inNEPA to actively partner with a number of conservation groups in the area to participatein a project that will monitor and make available to the public – at no cost – real timewater quality monitoring of portions of the Tobyhanna Creek. This is being accomplishedwith much needed, donated time from several engineers, IT specialists and conservationgroups in the area. We have purchased several water quality monitoring devices, called“mayflies.” They have been set up, programmed for use and will soon be permanentlyplaced in Tobyhanna Creek where they will regularly upload water quality information toa shared database that any of us may monitor free of charge. It is important to us toinstall these devices so that we may benchmark data in advance of any construction onproperties close to or contiguous to the creek. We are hoping to place the mayflies soonand will notify you in a forthcoming Newsletter how to interpret the data and where tofind it on the internet. Coolbaugh Township has graciously supported this project and has also contributed atablet and other supplies for our use. Wiley Preserve on Laurel Drive Signage identifying trees and bushes have been ordered and will be installed in thespring at the Wiley Preserve. We are heartened to see your increased use of this lovelyspace and hope the new signs will encourage more use and be educational for all of usas well. Our story walks at the Wiley preserve will continue in the spring once theweather is warmer! We will let you know when the first story is installed and ready to go. Tannery Open Space Property on King’s Way near Pocono Farms EastThanks to Ivan Tulala, who has cut a bike lane through parts of the beautiful Open Spaceproperty. It is now accessible in part to bike riders. We will be providing signage alongthe trail once the weather breaks. Your EAC members for 2025 are: Joyce Onsted (Chair), Mia Wooley (Secretary), JaniceSmith-Hughes and Susan Anderson-Kreig (Vice Co-Chairs). Join us – our meetings are the 4th Wednesday of the month at 6pm in the townshipbuilding.

COOLBAUGH TOWNSHIP PARKS AND RECREATION The Coolbaugh Township Parks and Recreation Commission is excited tobe working on the Municipal Park Master Plan. There are many proposedadditions which include a handball wall, horseshoe pits, pickleball/tenniscourts, and exercise stations throughout the park, all of which areproposed in phase one of improvements. The commission has met withPenn Strategies, a grant writing firm that is contracted through thetownship and will begin researching grant funding sources. This plan willbring upgrades to the existing park equipment as well as introduce newitems that will provide fun for the family.Parks and Recreation will be participating in the first annual National NightOut/ America250 PA event bringing the history of the park and thingsrelated to items that are currently located throughout the park includingthe butterfly garden. They will compare the park of years past to the parkof today and the future park as planned in the Proposed Park Master Plan. Parks and Recreation will once again be hosting their annual Ghoulbaughevent on Saturday, October 25, 2025 from 1pm-3pm at the park pavilionlocated at 1810 Church Street, Tobyhanna. This event is free of charge andchildren are encouraged to attend in their Halloween costumes.Ghoulbaugh is a community based event that children can wear theircostumes to the park and receive candy, books, pumpkins and othergoodies from area organizations which include the Pocono MountainRegional Police, Pocono Mountain Regional EMS, Coolbaugh TownshipVolunteer Fire Company, Pocono Mountain Public Library, Pocono ServicesFor Families And Children, Tobyhanna Little League, VFW Post 509, ReadAcross America and many other organizations. The Coolbaugh TownshipDPW are on site for the event to provide hayrides through the pumpkinpatch where children can pick a pumpkin of their choice. This is amagnificent event every year and we hope that everyone will join us. All events hosted by the Parks and Recreation Commission are open tothe public and free of charge.

Coolbaugh Township Historical Association Tobyhanna Millpond #1 Ice HarvestAfter a two-year hiatus due to lack of ice, the 2025 Tobyhanna Ice Harvest will beremembered as one of the best in the 32 years of our “modern-day” ice harvests.There was 13 inches of clear, grade-A ice on Tobyhanna Millpond #1. The weather wasa bit cool, but there was no wind, and the warm fire was a popular attraction. All in all,it was a perfect day for an ice harvest. One of our friends created a great drone video.https://www.youtube.com/watch?v=g5PPKv6JO2w Plenty of willing volunteers helped to cut the 200-pound ice cakes from the pond,move them to the icehouse, and stack the 42 tons of ice. The equipment, includingthe first use of our 1922 Gifford Wood Ice Saw, worked flawlessly. A record crowdattended, including local folks with ancestors in the ice business, and even someinternational visitors. They all came to experience the living history of the once-important natural ice industry. A group of energetic Boy Scouts from Troop 71 inDoylestown returned, worked the entire day, and enjoyed every minute of it. TheStrack family from the Antique Ice Tool Museum in West Chester, PA, came to ourharvest. Check out their fascinating museum for an outstanding display of iceharvesting equipment and artifacts dedicated to preserving the natural ice trade.https://www.antiqueicetoolmuseum.org/ The Norwegian Fjord horses, Reggie and Guerilla willingly pulled the ice cakes up theramp and into the icehouse, and posed for plenty of pictures. Mike Fairservice broughthis beautifully restored 1929 Ford Model AA truck. Many folks enjoyed breakfast andlunch at the VFW Post 509. There were plenty of visitors at our Wills MansionMuseum to learn more about ice industry history and browse the displays about ourlocal history. The ice harvest is co-sponsored by the Leonard family and theCoolbaugh Township Historical Association. The next ice harvest is planned forJanuary 31, 2026. 2025 ProgramsThe Coolbaugh Township Historical Association has an exciting lineup of local historyprograms and events planned for this year. Our Annual Art Exhibition is planned forMay 10th to 18th at the Wills Mansion Museum and our Community Yard Sale will beheld in August. The CTHA Summer History Programs include the Women VeteransMuseum, Schools of Coolbaugh Township, Tobyhanna Military Reservation, Airport Innand Horse Show, and a repeat of the Devils Hole History Program. We are organizingsome history hikes, and visits to other local historical sites with the locations anddates to be decided. Semi quincentennial CelebrationThe Coolbaugh Township Historical Association is planning to emphasize the 250thanniversary of the founding of the United States of America in our 2026 events andprograms. Ramping up to the celebration, we will be participating in the CoolbaughTownship First Annual National Night Out/America250 PA event on Saturday, July 26,2025, from 5pm-9pm at the Coolbaugh Township Municipal Park. The Association willhave a table with information about our local history and will lead a nature/historywalk through the park.

TOBYHANNA CONSERVATION ASSOCIATION. The Tobyhanna Conservation Association (TCA) was founded by agroup of sportsmen in 1966. The Association's Charter reads in part:“conservation, a state of harmony between man and the land, and theproper harvesting of fish and game so as to retain nature’s delicatebalance, shall be the purpose of this organization… members arededicated to aiding nature’s species in their struggle for existence.”The TCA is partnering with the environmental advisory council,Tobyhanna creek Tunkhannock Creek Watershed Association,Brodhead watershed association, and other organizations andindividuals to launch a comprehensive water quality monitoringprogram in Coolbaugh Township. This program entails installingdevices called Mayfly data logger units at various streams in thetownship. The unit consists of a monitoring station with a probe in thestream to monitor water quality and uses a cellular connection totransmit data to the monitor my watershed website. The purpose ofthe stream monitoring is to ensure the water quality of CoolbaughTownship is protected for future generations.TCA is joining forces with PennFuture and the Tobyhanna/Tunkhannock Creek Watershed Association to intervene in the lawsuitchallenging Coolbaugh Township's recent Stormwater ManagementOrdinance Amendments. Coolbaugh Township took proactivemeasures to protect wetlands, vernal ponds, lakes, ponds, streams, andnatural watercourses in the township to ensure water quality is notdegraded. Developers have challenged this action. A hearing date hasnot yet been set.TCA members will assist the PA Fish and Boat Commission with troutstocking the public portions of the Tobyhanna Creek on April 2nd andApril 29th. The Association has a stocking tank and distributes thetrout to areas inaccessible to the large fish and boat commissiontruck.The TCA has adopted 7 miles of roadways in Coolbaugh Township andconducts litter cleanups twice a year. The next litter pickup isscheduled for Sunday, April 27th, at 10:00 a.m. All are welcome toassist. Please meet at the clubhouse at 2040 lakeside drive,Tobyhanna.

Tobyhanna Little League is currently acceptingregistrations for the 2025 Baseball and Softball Season.The cost for registration remains at $40.00 per playerthanks in part to our Gold Sponsor- Ed’s Towing, andSilver Sponsors- Ardent Mills and Food Express. Any players that are paid and registered for the 2025season are able to participate in indoor workouts for$5.00 per weekend. Practices/ Games will begin thebeginning of April weather permitting. Please enter allinformation requested, on the next screen labeled Upload Documents, simplyclick Next. You will then receive a confirmation that the permit has beenreceived. Once you have applied and received the confirmation number, you willneed to bring your driver’s license and/or proof of residency to the recyclingcenter for the bulk drop off event. Residents are required to unload their own vehicles at the Recycling Center. PLEASE NOTE: Electronic devices covered under the Covered Device Recycling Act(computers, TVs, monitors, printers, laptops, etc.) are accepted free of charge. Vehiclescontaining only covered electronic devices will not be charged a load fee.
