The City AdministrationDepartmentPAGE 1The City Administration Department is instrumental in executing the long-term vision for thecity in collaboration with the City Council and Department Directors. The department iscomprised of six divisions: City Clerk, City Manager, Emergency Preparedness/Public Safety,Human Resources, Information Technology, and RPV TV. We are a small but mighty division of15 employees. Our purpose is to carry out City Council's direction and direct the city-widedepartmental activities and operations. For Fiscal year 2023-24, the Department’s operating budget is approximately $4 million.The Department is committed to providing highest standards of service toit’s citizens as it works to preserve it’s beauty and maintain it’s low densityenvironment. The City Administration Department hosts many events andpublic services for the community throughout the year

PAGE 2The PositionThe Human Resources & Risk Manager, works under the guidance of the Deputy City Managerand plans, oversees, and carries out difficult and complex professional and technical duties ofthe City's Human Resources and Risk function. The manager provides support to the CityManager and City management staff in areas of expertise; and fosters cooperative workingrelationships among all departments and with outside and regulatory agencies.This is a confidential management classification that oversees all aspects of human resourcesand risk management activities for employees of the City. The incumbent organizes andoversees day-to-day human resources programs, including labor relations, affirmative action,recruitment and selection, job analysis, classification and recruitment, compensation, benefitsadministration, and oversight of the City's comprehensive safety, health and risk managementprograms. Responsibilities include performing diverse, specialized, and complex work involvingsignificant accountability and decision-making responsibility. The incumbent organizes andoversees day-to-day activities and is responsible for providing professional-level support to theCity Manager in a variety of areas. Successful performance of the work requires an extensiveprofessional background as well as skill in coordinating departmental work with that of otherdepartments and outside agencies.The IDEAL CANDIDATE is a collaborative professional who thrives on building strongorganizational connections, is a skilled networker, and is adept at forging meaningfulrelationships with employees, management, and external partners. PAGE 4Salary & BenefitsThe salary range for the Human Resources & Risk Manager is $112,337 - $190,208. The City iscommitted to recruiting and retaining an exceptional workforce; therefore, placement in the salaryrange will be dependent upon qualifications. CompensationBenefitsRETIREMENT: Participation in the CaliforniaPublic Employees’ Retirement System (PERS). DEFERRED COMPENSATION: 1% contributionfrom the cityMEDICAL INSURANCE: Choice of five medicalplans with the entire premium paid for employeesand 50% of the dependent care premium paid. DENTAL AND VISION PLANS: City paidpremiums for employeesVACATION: Accrue10 hours per month (maxaccrual of 240 hours)ANNUAL LEAVES: 96 hours sick leave and 62hours administrative leave per fiscal year PAID HOLIDAYS: 11 city holidays + 2 floating 9/80 WORK SCHEDULE: Work 80 hours in 9 dayswith every other Friday off.LIFE INSURANCE AND AD&D: City paid policy with avalue of 2x annual salary (up to $350,000). Includesbenefits benefits for spouses ($5,000) and children($2,000). Additional supplemental coverage available.LONG-TERM DISABILITY COVERAGE: 66.7% ofmonthly earnings up to $5,000/month.SHORT-TERM DISABILITY: Participation in the StateDisability Insurance Program. Premium paid by theemployee. EMPLOYEE INCENTIVE PROGRAM: Eligibility for upto 5% of gross annual pay in recognition of exemplaryperformance.
