1THE FUTUREOF YOUR BIDIn 2015, businesses in St Andrews voted to become a Business Improvement District (BID). Our first five-year term has come to an end and, as we emerge out of arguably one of the most challenging times the country and our business community has experienced, we feel that now, more than ever, we need the good work of the BID St Andrews to continue into a second term. I am delighted therefore on behalf of BID St Andrews, under government legislation, to confirm that we will be holding a renewal ballot in July 2021, which must see businesses vote in favour to allow us to continue working on your behalf for the next 5 years. The BID team and Board of Directors have been working hard to deliver the objectives, projects and services set out in our first term business plan (2016 - 2021), and this new business plan has been drafted based on the various surveys and consultations with you, our BID levy payers, and reflects not only on our key achievements, but also outlines our objectives and priorities for the next five years. We believe that the cost to each business, relatively speaking, is low but the collective impact is high and affords us the chance to invest in our own future. With shared aspirations for St Andrews and working in partnership with you, and other key organisations in the community, we will continue to deliver a hopeful and positive outcome as we emerge from the impacts of Coronavirus, securing a stronger future for our businesses, our community and our town. BID St Andrews requires your support in July 2021; we urge you to join us on the next stage of our journey and commit to investing in a shared vision of St Andrews for the future. 3What is a BID?A Business Improvement District (BID) is a formal arrangement whereby the businesses in an area come together to fund, manage, and implement, an agreed programme of projects designed to improve the trading environment of the area to the benefit of all the businesses. The projects are in addition to those services already provided by the local council. There are now over 37 BIDs in operation across Scotland, and over 300 across the UK. Supporting our towns and cities, they play a vital role and are pivotal to the development of town centres throughout the country.Your Bid St Andrews was successfully established in 2016 and this Business Plan outlines the projects you have asked us to deliver for the second term. The proposals set out in the business plan will be voted on by all eligible businesses in the BID area. To ensure the ongoing support, projects, and investment in St Andrews you must now vote “YES” in the renewal ballot. All the details about who can vote, the ballot process, how to vote, and why it is vital that you do vote, are outlined in this document. However, having seen the undoubted benefits that BID has brought to the town over the last few years, I couldn’t be more wrong. The team at BID have provided a unified voice to tackle issues ranging from litter and bin collections, antisocial behaviour and parking problems. My staff have also been able to take part in tailor made, customer service training and social media courses which have provided great value for money in terms of the small levy paid. I will certainly be supporting the BID renewal process and would encourage any other business to do the same!

Since our launch in January 2016 BID St Andrews has been delivering a huge variety of projects, services and improvements for your town centre. Together, we have invested over £800,000 enabling us to deliver an enhanced trading environment for over 280 Levy paying businesses. Our projects have also connected businesses with the local community, ensuring that #LoveStAndrews and #LoveLocal has always been front of mind.

Our partnership in the Clean & Green project has been invaluable for the town of St Andrews. The work we do could not continue long term without both the support and funding we receive from BID St Andrews. Due to the Covid 19 situation last year with BID being unable to provide the same level of funding we struggled to keep the project going and the struggle continues this year. A BID renewal would confirm the projects existence for another 5 years securing the jobs of the team and allow the work of litter picking, graffiti removal, sticker removal, cleaning & repairing benches, bubble gum removal, monitoring and dealing with bin related issues, repainting of street furniture, general clean ups round town, and their support for St Andrews in Bloom and other Community Groups.”

10CovidResponse The Covid 19 Pandemic was both unexpected and hard hitting but BID Businesses have shown their resilience and ability to react and change to meet the challenges head on. We firmly believe that BID St Andrews quickly adapted to these unprecedented times and have worked tirelessly and effectively for our members over the past 14 months, and if renewed, we will continue to have resilience and recovery at the heart of all our projects. 12The ConsultationAn initial consultation was undertaken in 2019 with a cross section of businesses in the form of one-to-one interviews, which led to the creation of a bespoke town centre questionnaire, which was distributed to all businesses in the BID area.Due to the global pandemic of 2020, our plans for our second term were thrown into chaos and our consultation process had to be altered due to the national restrictions and social distancing requirements introduced. Many businesses closed and staff were put on furlough. This posed many problems in terms of our one-to-one consultations. The businesses were also given the opportunity to complete the questionnaire on-line. Face to face consultation was replaced by zoom calls, emails and social media dialogues.The overall aim of the consultation was to assess opinions on ways to further enhance and improve the BID area and to determine what additional projects and services the businesses would like delivered over the next BID term which would be an added incentive to visit and invest in the town centre. The BID Board considered the response from the one-to-one consultations, survey and public meetings as being sufficient to decide on the projects and services proposed in the business plan.

Even if you don’t care about Christmas lights, battles with the council, promoting the town or any of the countless other things the BID contributes to St Andrews, the BID’s support of Clean & Green is worth the levy alone. Locally owned businesses need to realise that the national chains in town pay more than they do yet rarely see, nor do they want, any direct benefit from paying their levy. If local companies engage with BID, they can influence where the big business’ money is spent - it isn’t robbing the rich to feed the poor, but it isn’t far off!

14Let’s Get Down to BusinessThe proposed projects for the BID are based on feedback provided by local businesses and organisations. The BID Board will agree Key Performance Indicators in advance of the delivery of each activity. These will be used to assess the success of individual activities on a project-by-project basis. The Board may alter projects and delivery depending on prevailing circumstances.AimBID St Andrews will deliver projects and services that will improve the trading environment of the BID area to benefit businesses, their customers and visitors. 21Management& GovernanceThe management and governance of BID St Andrews will be open and transparent and will be accountable to the Levy Payers. BID St Andrews operates as a company limited by guarantee and as such has a Board of Directors made up from BID Levy payers. The board takes responsibility for the strategic and financial management of the BID and will meet monthly as a minimum. The composition of the board reflects the breakdown of the Levy payers across the town centre. It is the responsibility of the Board and Directors to ensure good governance of the BID. The management team will be a combination of salaried and contracted resources depending on the needs of the businesses during the term of the BID. BID St Andrews will enter into two legal agreements with Fife Council; a Baseline Service agreement which sets out the minimum service standards to be delivered by Fife Council and an Operating Agreement between both parties define the contractual arrangements for the collection and enforcement of the Bid Levy collection, which will be carried out by Fife Council on the BID’s behalf. This contractual relationship is in line with the requirements of the BID legislation. Copies of both agreements will be made available on request.

22Levy Rules• The BID levy will be paid by the occupier (the eligible person liable to pay the non-domestic rate), however, the property owner will be liable to pay the levy where a property is vacant on the day the levy invoice is issued and for all the period thereafter when the property is vacant. • There will be no increase in the levy amount throughout the term of the BID or as a result of a non-domestic rateable revaluation occurring during the BID term. • All eligible occupiers (of eligible properties) i.e., the eligible person liable to pay the non-domestic rates that are listed on the Local Assessors Valuation Roll on the ballot date will be liable to pay the levy.• The levy payments are not linked to what businesses pay in rates but are based on the rateable value of the property.• The levy must be paid in one payment within 28 days from the date of the levy invoice.• If there is a change in occupier to a property, the property owner will be responsible for paying the levy whilst the property is vacant.• Any new commercial development, subdivision of existing properties or merging of properties or new business with a non-domestic rateable valuation coming into the area during the 5-year term of the business improvement district will be liable to pay the BID Levy. • If a property is vacant on the date the levy is issued and for any subsequent vacant periods, the property owner will be liable for the full levy amount, which must be paid within 28 days.A BID levy is an equitable and fair way of funding additional projects and services, which the local authority and other statutory bodies are not required to provide. There are approximately 295 commercial properties in the BID area which will generate a BID investment levy income of approximately £190,000 per annum and an estimated total levy income of £950,000 over 5 years, with an additional £100,000 of value in kind investment across the term.It has been agreed by the BID St Andrews Board that the levy rate will remain unchanged 1.5% of rateable value, based on the rateable value (RV) of the property on the 29th July 2021 and throughout the 5-year term of the BID. The levy will apply to properties with a rateable value of £10,000 and above. Levy bandings will be applied with a maximum banding at £300,000 and above.

23The Levy Exclusions - The BID St Andrews Board decided to exclude premises that have a rateable value of under £10,000 These premises can pay a voluntary levy and become an “associate member” and enjoy the benefits should they wish. 28Ballot DetailsThe BID ballot is a confidential postal ballot conducted by Fife Council on behalf of BID St Andrews and in accordance with Scottish BID legislation.Where an eligible property is vacant the voting papers will be sent to the property owner.In BID St Andrews case, voting papers along with a copy of the BID Business Plan will be issued by post no later than 17 June 2021.The last date for all ballot papers to be returned is 5pm on 29 July 2021. Papers received after this date and time will be deemed null and void.Voting papers are easy to complete, simply place a cross on either “YES” or “no” if you are for or against a second term of BID St Andrews. The ballot paper must then be signed by the person eligible to vote and returned in the pre-paid envelope.For the ballot to be successful the following criteria must be met:• A minimum turnout of 25% (the headcount) by number of eligible persons and by combined rateable value;• Of the count, more than 50% must vote in favour by number• Of the count, the “YES” vote combined rateable value must be over 50%All eligible persons (i.e., those persons liable to pay non-domestic rates) will have one vote or, where a person is liable for non-domestic rates for more than property, that individual shall be eligible to cast more than one vote however they will be required to pay the levy for each of the properties that they occupy.The ballot papers will be counted on the 30 July 2021 and the results will be announced within 7 days of the count.Following a successful ballot, BID St Andrews will commence on the 2 August 2021 and will run for a period of five years until 1 August 2026.
