Letter to the Community Who We Are This year the Branch County Community Foundation celebrated our thirty year anniversary In 1991 local Rotarians came together and saw a need for a Community Foundation that would benefit Branch County and Colon They were true visionaries they dared to dream and visualized leaving a legacy that would permanently benefit the residents of our community In 1991 Coldwater Noon Rotary gave the first gift of 50 000 with Bronson Quincy and Union City Rotary Erica Heminger Clubs also contributing shortly after Executive Director With thoughtful investing and continued support from our donors and communities that initial investment of 50 000 has grown to over 9 Million Over the last thirty years the Branch County Community Foundation has been able to grant back over 15 Million in grants to our community partners and providing scholarships for high education for our residents Our community leadership continues to evolve and we are connecting community resources and convening two community focused groups the Branch County Community Network and the Local Planning Body of the Continuum of Care Our grants continue to expand and touch more areas in our community as we focus on making investments back into our community We are honored to be able to highlight a portion of the impact we have had on our community with our 30th anniversary annual report and we look forward to another prosperous thirty years of putting our community first OUR MISSION We promote and inspire community generosity and giving by bringing together passionate people and resources in our collective efforts to make an enduring difference in the community we love OUR LONG TERM VISION FOR 2026 BCCF is well established as a community leader and viewed as an important resource for key community initiatives focused on making Branch County and Colon places people want to live work and visit We have a reputation as a strong community partner who is willing to innovate and collaborate to address important community needs The community understands who we are what we do and how to connect with us Our Board and staff are proud of the work we are doing and are energized and comfortable representing us and serving as ambassadors We have a diverse Board and team of volunteers representing a range of ages backgrounds and interests Erica Heminger Executive Director 4 Branch County Community Foundation We have a culture of success and serve as a role model for best practices and performance 3 YEAR GOALS TO MOVE US FORWARD IN ACHIEVING OUR LONG TERM VISION Increase community awareness and engagement through an aggressive and systematic outreach program Grow our revenue to provide unrestricted funding to support key community initiatives Develop our internal capabilities and future leadership Identify a highly visible community initiative that actively demonstrates our leadership role in addressing an important community need WE BELIEVE IN Working together to build strong communities Openly sharing who we are and how we operate Honoring donor intent Creating beneficial outcomes for all of our constituents Creating mission based financial sustainability sot that we can continue to serve in perpetuity 2020 2021 Annual Report 5

The spring grant cycle had 19 288 go back into the community Youth Advisory Council was able to fully fund five different projects that applied for a YAC Grant The organizations and projects that received funding include BCCADSV for their Teenshare program the Branch ISD CORE team for their CORE in the Community Playground Edition Project Children s Museum of Branch County for a new River Rock Climbing Wall Coach Eby Youth and Family Center for a new gaming system for Friday Night Alive and Colon Township Friends of the Library for Activity packs for tweens and teens in the community YAC The Youth Advisory Council YAC is the Community Foundation s youth philanthropy program YAC is dedicated to effective grantmaking endowment building leadership and improving the viability of our communities by involving youth in the visioning and decision making process The group consists of individuals ages 12 21 from Branch County and Colon Michigan YAC started 2021 strong even in the midst of a pandemic YAC showed their creativity and resiliency by getting creative for their traditional service projects In 2021 YAC held a 8 virtual shopping event for their annual partnership to provide Christmas gifts for families with children They were able to help 13 families and provide gifts for 23 youth throughout Branch County Continuing with their usual service projects YAC was able to fund items for hygiene kits that were disbursed throughout Branch County and Colon With YAC s creativity they were able to meet at an outdoor location to socially distance and all hygiene kit items were divided stuffed and delivered to the Branch Area Food Pantry Colon Food Pantry and Quincy Community Schools Branch County Community Foundation The YAC board was extremely excited to be able to fully fund all of the grant requests that were presented to us Tate Hostetler YAC President All of the organizations that applied and have received funding are making real tangible differences for the youth in Branch County and Colon We are thrilled to be able to help support these groups in their efforts to continue to make the community a better place particularly in this difficult season said YAC President Tate Hostetler Finally YAC was able to get their Needs Assessment out online where they received the largest response rate at over 500 participants The top three concerns of youth in our community are Mental Health Poverty Providing and School Climate They are looking forward to using the important needs assessment to steer their grant making process in 2022 BOARD OFFICERS Tate Hostetler President Nolan Ray Vice President Liam VanWagner Treasurer Elly Brewer Secretary Alexis Galliers Alyssa Fisher Mia Ostrander Eric Rucker Janet Rucker

Our Impact COMMENTS FROM DIRECTOR EMERITUS 30 years It seems like just yesterday local Rotarians began encouraging financial gifts to the newly established Branch County Community Foundation a sustainable Foundation designed to support and give back to the community For 30 years that is what BCCF has been doing effectively With initial support from the Kellogg Foundation and exceptional financial support from the local citizenry BCCF has been tireless in its mission to enhance the quality of life in our community Several funds within the Foundation serve to seek out evaluate and by granting funds to make investments into our community all while encouraging the continuation of viable community programs Another generation of philanthropists is trained through the Youth Advisory Council thereby encouraging the continuation of sustained community involvement and support Congratulations Kudos and Thank You Branch County and Colon for 30 years of encouraging caring and supporting YOUR Community Foundation 10 Patricia Klein Shoemaker Director Emeritus Branch County Community Foundation

that every single EMS Vehicle is equipped with a bag With this funding the team was able to fill 48 bags total Charlene Fincham a Teacher Consultant at BISD and member of the BISD CORE Implementation Team has also met with and trained 45 EMS workers within Branch County Core Buddy Bag Project The Branch Intermediate School District BISD CORE Implementation Team began integrating CORE vocabulary into classroom setting at Waldron Learning Center and the Early Childhood Special Education Programs four years ago CORE Vocabulary is a communication system that can be used between all people Because it uses pictures which the speaker points to the listener can watch which pictures are pointed to and understand what the speaker is saying These CORE Communication Boards include a set of 48 pictures that are used 80 of the time in our daily conversations The CORE Communication Board can help those who have difficulties communicating ask for help tell others the needs they have ask for directions tell somebody they are hurt or lost and can be a very valuable tool when communicating with anyone around For the CORE Buddy Bag Project the BISD Core Implementation Team received 2 000 to fill CORE Buddy Bags to the County EMS agencies so With these bags being available to EMS Workers and with trainings and awareness being given the Community members of Branch County will now have access to a communication system in the event that an individual with low or no language interacts with an EMS worker The EMS workers have graciously been very accepting of these trainings and Buddy Bags saying over and over again how helpful it will be to be able to communicate Thanks to grant funding from BCCF every single EMS Vehicle in Branch County is equipped with a Buddy Bag Through the trainings and discussions at local departments additional pages were added to the CORE Buddy Bag Booklet These pages include CORE in the languages of English Spanish Arabic and French Pages relating specifically to accidents and fires have also been added to assist EMS workers when engaging with individuals who may not use English as a primary language The grant funding provided by the Forever Fund has allowed for the possibility that individuals with low and no language can now communicate with EMS workers in the event of an emergency and allows for independence and quick decisions TRAININGS HAVE TAKEN PLACE AT Branch County Sheriff s Department Coldwater Fire Department Coldwater Police Department Bronson Fire Department Bronson Police Department Michigan State Police Life Care Ambulance Quincy Police Fire Department

Workforce Development Institute WDI Removal of Barriers for Employment Even with the COVID 19 pandemic significantly slowing job seeker activity WDI has been able to assist Branch County job seekers and workers with various supportive services thanks to funding from the Branch County Community Foundation Forever Fund and the Emergency Relief Funding With the grant funding WDI has been able to assist individuals with work related items such as work boots or work shoes scrubs for employment in the healthcare field and interview and dress clothing There was also funding available to cover a variety of fees that are related to obtaining new employment such as driver s license renewal fees birth certificate fees fingerprinting fees vehicle registration pre paid fuel cards BATA passes and one replacement I 90 for a job seeker who needed this document to begin new employment at Clemens Food Group In addition to helping many individuals with much needed supportive services WDI has strengthened referral relationships with many 16 community service agencies such as Jacob s Well Pines Behavioral Health and Branch County Coalition Against Domestic Sexual Violence With these relationships community partners and agencies have become more aware of the available funds and have made numerous referrals accordingly While many of these expenses may seem small to a lot of people they can be quite substantial to those who have been unemployed for any length of time or are just beginning a new job and will not receive their first paycheck for a week or two In most cases when WDI receives requests for help the job seeker is beginning new employment within 2448 hours and they need work boots clothing or gas for their car right away The grant funding has provided WDI with the flexibility to provide supportive services to job seekers and workers very quickly and truly makes a huge difference in the lives of many of the recipients of the funds Branch County Community Foundation SUCCESS STORY A NEW START One individual received assistance with dress pants for an interview and fuel cards to assist with job search and travel to interviews She stated that she had been in a domestic violence situation and had to leave all of her nice clothes at her previous home After attending a handful of interviews she was selected for a new job Once she was selected in the interview process Community Good Grant funds were used to pay fingerprinting fees to meet one of the pre employment requirements for the new position She is now working as a Home Care Aide She stated that she couldn t believe there are programs to help with these kinds of expenses and was very grateful with the assistance that would help her provide for her children and get back on her feet able to assist him with BATA passes to get back and forth to job interviews and the Service Center for job search activities until he was able to get a vehicle He still stops in from time to time to let the Michigan Works staff know that he is doing well SMALL EXPENSES WITH A BIG IMPACT SUCCESS STORY FROM HOMELESS TO HOPEFUL An individual received assistance with the purchase of work boots and pre paid fuel cards to begin new employment at Clemens Food Group He had just moved to the area and was homeless and without transportation when he first began going to the Michigan Works Southwest Service Center They were 2020 2021 Annual Report 18 residents received work boots or shoes 11 residents received work clothing or scrubs 8 residents received financial assistance with job expenses fees 60 residents received a 25 pre paid fuel card 192 BATA passes were provided 17

Fresh Food Initiative Bronson The South Michigan Food Bank partners with ninetyfive agencies to offer Fresh Food Distributions FFD six of which are in Branch County South Michigan Food Bank received funding from the Forever Fund to hold a year long Fresh Food 18 Distribution in Bronson MI With the Fresh Food Distributions residents gain access to free healthy options for their meals allowing them to supplement not make sacrifices Branch County Community Foundation It s been very rewarding just seeing the difference it s made You can tell people need it and are thankful for it A lot of people comment and say how appreciative of it they are Connie Distribution Center Volunteer Throughout the year the Bronson Community Schools FFD has served 150 households each month providing 54 905 pounds of fresh food into the community 2020 2021 Annual Report 19

Scholarships In 2021 the Branch County Community Foundation was honored to fund 40 scholarships totaling 54 500 to local residents who are pursuing higher education Students graduating from or who live in our service area and plan to enter an appropriately accredited post secondary institution including trade schools two year degree programs community colleges and 4 year Degree colleges and universities are welcome to apply 20 Branch County Community Foundation 2020 2021 Annual Report 21

Day Treatment Kitchen Project In 2021 the Branch County Juvenile Court s Day Treatment Program received funding from the Forever Fund to fund upgrades to their kitchen allowing the Day Treatment Kitchen program to drastically expand and improve Branch County Juvenile Court s Day Treatment Program is designed to provide services to delinquent youth who have struggled with delinquent behavior criminal acts or status offenses truancy incorrigible behavior minor in possession etc within the home school and or the community The program promotes delinquency prevention educational commitment and the development of responsible productive citizens Services of the Branch County Day Treatment Program include social skills training anger management value clarification individual counseling group therapy character development individualized education accountability daily routines healthy activities learning activities staff guidance appropriate discipline role modeling and teamwork Youth are served breakfast morning snack lunch and afternoon snack daily 22 The Day Treatment Program was able to partner with the Branch Area Careers Center Culinary Arts Program who provided instructional materials and a curriculum Then the program was able to purchase appliances from Swick Appliances The Day Treatment staff were able to incorporate meal planning and shopping for the week into the Day Treatment routine Youth in the program were given opportunities to choose recipes that they wanted to try preparing and many fresh foods were incorporated into the meals The grant from the Forever Fund was a turning point for the programming at the Day Treatment Program and they are looking forward to provide youth with even more opportunities The Day Treatment Program is planning on expanding partnerships with MSU Extension and providing Teen Cuisine and PEAK Health Performance curriculum in the near future What I like most about cooking is trying new things I like different types of seasonings and new recipes It teaches me how to cook plus we all have a really Branch County Community Foundation good time hanging out together trying to use teamwork on prepping and making the meal Making the food is fun and is something to do especially when you try new stuff I feel it is really productive and time well spent It helps me get my mind off other stuff that is going on I feel like everyone here needs that every now and then We all love cooking and it s just something for us all to do together Day Treatment Youth There are many great things that came with the introduction of the stove and refrigerator Showing the students the planning and preparation that goes into meals was important It was something that gave them a perspective of what it actually takes to prepare a meal for more than just themselves The hope would be that it also gave them an understanding and appreciation for what their parents do to manage mealtime at home every day 2020 2021 Annual Report Day Treatment Staff 23

Children s Museum of Branch County THE EVERBRIGHT EXHIBIT AND ROCK CLIMBING WALL Colon Downtown Development Authority The Colon Foundation Fund was able to grant funding to the Colon Downtown Development Authority for a new Colon Downtown Visitor and Community Information website The funds were used to create a new dynamic and comprehensive website for Colon s Downtown District with a focus on local resources events businesses and attracting new visitors With the new website there is an anticipated increase of community involvement by centralizing information for community residents and promote tourism for visitors 24 The ability to promote Colon also allows for new forms of revenue for the DDA to continue to reinvest in their Downtown Development The Children s Museum of Branch County received grant funding for two different projects The Everbright Exhibit with funding from the Early Childhood Investment Fund was installed in June 2021 The Everbright Exhibit is described as an interactive art for the maker in everyone It is similar to a giant Lite Brite but without the removable pegs Because of its size it is wheelchair accessible and it is designed to be used by multiple people of varying ages simultaneously Currently CMBC is the only children s museum in Michigan that has an Everbright Exhibit installed which places Branch County in a unique situation to attract the youngest to the area In the Spring of 2021 the Youth Advisory Council fully funded CMBC s request for a River Rock Climbing Wall to be installed at the museum This exhibit is a great opportunity for kids between the ages of 2 10 to explore their surroundings and become more independent The River Rock Climbing wall allows children to work on balance hand eye coordination and problem solving skills The Branch County Community Foundation is proud to invest in local agencies that not only attract tourist to the area but also are always looking for new exhibits for the children in our community to enjoy learn and grow The Colon DDA is working hard for the future of downtown Colon They were able to secure some re branding for the Village with a new logo that has a nod to the Magic Capital and their rich history They also will be working with MSU Sustainable Built Environments Initiative Program Branch County Community Foundation 2020 2021 Annual Report 25

Matching Funds for Sound and Light Equipment at Tibbits Tibbits Opera House received funding from two Donor Advised Funds at the Branch County Community Foundation the Scott Brayton Memorial Fund and the Dan Judy Dobson Fund that helped with a sound and tech upgrade The grant funding helped Tibbits meet the required local match for the Michigan Council for the Arts grant which covered 50 of the 126 000 total project cost As an early donation Branch County Community Foundation funding helped Tibbits demonstrate an early investment in the project which helped leverage additional gifts As Tibbits continued to seek donations to meet the match donors recognized the support of the Branch County Community Foundation as giving merit to the project This is the first comprehensive investment in sound and stage equipment since the theater s renovation in the 1970s The completed project has provided a noticeable improvement to the overall theatre experience for Tibbits audiences Tibbits Staff have received many unsolicited comments from attendees noticing the difference in the sound or how they have been impressed by the new lighting effects The project included a new digital console with flexible mixing capabilities stage monitors and main speakers inconspicuously mounted on each side of the proscenium Together the system provides balanced sound for all seating areas on the main floor and balcony More than volume quality sound is about clarity and balance in every seat of the theatre and adjusting the nuances of each performer at each unique performance The system is fully installed so it s seamlessly integrated and allows easy set up for multiple performance scenarios including theatrical performances music concerts film and events The investment also included a new cyclorama curtain a centerpiece of many stage designs new LED lighting instruments a short throw projector and two portable screens as well as a system to film and record performances One of Tibbits main program areas it its professional summer theatre program with an outstanding production standard The investment was fully utilized during the 2021 summer season once shows were moved back into the Theatre with the season beginning at an outdoor venue because of the COVID 19 pandemic 26 Branch County Community Foundation 2020 2021 Annual Report 27

Why Colon Why Branch County Many donors wonder why they send their gifts to the Branch County Community Foundation when they live in the Colon area Many other donors wonder why the Branch County Community Foundation serves an area that is in St Joseph County It s a long a beautiful relationship which continues to benefit both Branch County and the Colon area CREATION OF BRANCH COUNTY COMMUNITY FOUNDATION In 1991 five Branch County Rotaries met in an historic luncheon to create the Community Foundation Many of the early board members had strong relationships to the Colon area and Branch County was able to create a fund within the existing Colon Foundation allowing the Branch County Community Foundation to receive donations while they could establish their non profit status and become certified as a Community Foundation The Branch County Community Foundation was established as a stand alone organization in late 1991 KELLOGG AND COUNCIL OF MICHIGAN FOUNDATIONS YOUTH PROJECT MATCH Through the Council of Michigan Foundations CMF and the W K Kellogg Foundation s Youth Project donations to funds within community foundations throughout the state of Michigan would receive a 50 match to create funds for youth activities The Branch County Community Foundation received the first matching grant in 1995 and established the Youth Advisory Council YAC to oversee the grant making process for the newly created Youth Fund and to encourage youth volunteerism and philanthropy 28 Branch County Community Foundation COLON AND BRANCH COUNTY UNITE AGAIN About that same time in 1995 a gift was given to the Colon Community Schools to be used as an endowment fund for scholarships for Colon graduates Realizing that the Colon School Board was not in the business of managing endowments it was suggested that the Colon School Board turn the money over to the Colon Foundation in order to receive the matching W K Kellogg Foundation grant funds toward a YAC fund However the grant required that the Capital Community Foundation s director work at least 20 hours per week Colon Foundation could not fulfill that requirement The Colon Foundation knew Branch County had a full time director and presented the Branch County Community Foundation with the idea of creating funds for the Colon area When the Boards of Colon Schools Branch County Community Foundation and Colon Foundation agreed the Colon Foundation became a component fund of the Branch County Community Foundation The partnership allowed donations to the Colon funds to be eligible for the Kellogg match increasing the Youth Fund and expanding its scope to Colon And that year in large part because of the partnership with the Colon Foundation Community Foundation assets reached over 1 000 000 growing the collective investment power On November 22 1995 the Colon Express quoted then Branch County Community Foundation Executive Director Coco Cook as saying residents of Branch County and Colon will benefit from a new partnership as the Colon Foundation has become a geographic component fund of the Branch County Community Foundation Grants and scholarships were being awarded regularly and the Youth Advisory Council YAC had 47 members the second largest in the state CONTINUING STRONG TIES As of the end of fiscal year 2021 assets in the Community Foundation have grown to 9 million dollars in over 150 funds Together these funds have awarded over 15 million dollars in grants and scholarships to assist organizations and students in our entire service area By holding different funds with different focuses donors have the opportunity to give to specific funds benefiting a cause a city or village a project a specific organization or to help grow unrestricted funds for both Colon and Branch County Together we continue to build stronger communities in both Branch County and the Colon area 2020 2021 Annual Report 29

Types of Funds COMMUNITY FUNDS SPECIAL PURPOSE FUNDS Community Funds are flexible funds created to support a broad range of community projects and to meet emerging needs and opportunities and allow the Community Foundation to determine annual recipients Special Purpose Funds allow donors to create funds that support targeted goals or specific charitable organizations DONOR ADVISED COMMUNITY PRIORITIES FUND UNRESTRICTED Donors can create named unrestricted funds to support the current and future quality of life in our area and give the Community Foundation discretion to use the annual income for a broad range of community projects that respond to changing needs The Forever Fund supports the community now and in the future by awarding grants for any project or program that improves the quality of life in Branch County and supporting the Community Foundation s work in our communities The Colon Foundation Fund serves the Colon Michigan area COMMUNITY FOUNDATION ANNUAL FUND BCCF LEADERSHIP FUND These funds support the Community Foundation as we help build capacity in our local nonprofits support grassroots initiatives and work with our partners to improve the quality of life in our service areas FIELD OF INTEREST FUNDS This type of fund allows donors to identify and support a broad charitable purpose or category of interest such as the arts education or human services or a particular geographic area in the Community Foundation s service area These funds are flexible and allow the Community Foundation to meet emerging needs and opportunities in each interest area 30 Branch County Community Foundation With these funds donors work with the Community Foundation by reviewing grant proposals from the Community Foundation and by proposing grants to organizations and projects they discover This partnership increases the breadth and depth of grantmaking impact for both the donor and the Community Foundation Recommendations are referred to the Community Foundation s Board of Directors for approval Advised funds become unrestricted or field of interest upon the death of the donor or at the end of a specified period DESIGNATED Designated Funds are created to support one or more specified organizations that the Donor names at the time the fund is established Distributions from these funds may provide general benefit to a particular organization or may be specified for a specific program or project of the organization SCHOLARSHIP The Community Foundation administers scholarship funds through one centralized application process Donors may contribute to the Community Scholarship Fund or with a minimum balance of 50 000 donors can create a separate named fund for scholarships SPECIAL PROJECT The Community Foundation s primary mission is to establish permanent funds However we offer temporary funds as a donor service to assist with distributions of memorial donations or for fundraising efforts that benefit our communities

How You Can Help TYPES OF GIFTS ACCEPTED The Branch County Community Foundation is extremely flexible in the types of assets that may be used to make a contribution to an existing fund or start a new fund Donors may contribute gifts during their lifetimes or through wills or trusts and gifts may be made in memory of or in honor of a friend or loved one GIFTS OF CASH Gifts of cash are most popular for many people who make smaller contributions to the Foundation The cash gifts contributed each year help the community s endowment funds grow and allow the Community Foundation to expand our support to the community through grants SECURITIES The Community Foundation gratefully accepts gifts of securities If either public or private securities have appreciated over time the owner may incur substantial capital gains taxes if the stock were sold outright The donation of appreciated securities can offer the donor attractive income tax benefits including relief from capital gains tax liability LIFE INSURANCE POLICIES Many people are surprised to learn that their life insurance policies can become a charitable gift Life insurance is usually purchased to protect the family from financial loss due to the death and loss of income of one or more family members Normally the need for life insurance protection lessens as an individual grows older Children are grown self supporting and through college the mortgage has been paid and an estate of other assets has been acquired The insurance has served its original purposes and can become a gift to the Community Foundation The donor receives an immediate tax deduction usually equal to the cash surrender value 32 Branch County Community Foundation REAL ESTATE Gifts of real estate can include homes condominiums apartments undeveloped land farmland and rental property Such gifts may help the donor alleviate management costs and responsibilities if the property were held and capital gains tax and broker s fee if the property were sold When you give gifts of real estate the Community Foundation in turn sells the property and depending on the amount contributes the proceeds to an existing fund of your choice or opens or increases your own fund with the income from the sale You receive a charitable tax deduction equal to the fair market value of the property and you pay no capital gains tax on the sale Leave a Legacy THE LEGACY SOCIETY Legacy Society members have provided an estate gift in their wills or trusts or have named the Branch County Community Foundation as the beneficiary of their 401K IRA and life insurance policy Donors can also establish a planned gift that returns income to them during life Joining the Legacy Society is simple 1 Arrange your estate to leave a gift to the Community Foundation 2 Let the Community Foundation know you have made the necessary arrangements We encourage you to discuss the intent of your gift with the Community Foundation to ensure we best comply with your wishes
