We had a pause on this publication in 2021 and 2022 and chose to publish a smaller BASA Digest, but we hope that moving forward we can make this Handbook bigger and better.With over 90 member companies, BASA is the business association for the adhesive and sealants industry in the UK and Ireland. Set up to act as the voice for the industry, BASA supports its members by representing and promoting the industry, oering guidance on technical and compliance issues, organising networking opportunities for members, and providing members with support services. The Association is managed and run on a day-to-day basis by a Secretariat, who work under contract by a voluntary Council of senior industry representatives appointed from current member Companies under the rules of the BASA Constitution.BASA is an independent National trade body dedicated solely to the interests of the adhesives and sealants industry and we liaise with Government regarding legislation to keep members abreast of UK, EU and International proposals and initiatives.In addition to promoting the interest of industry, BASA’s aim is to raise technical standards to assist members and customers in the selection of products appropriate for specic applications. To this end BASA works very closely with the British Standards Institute (BSI) to set and monitor high standards. Undeniability BASA’s main strength lies in its technical working parties which evaluate product performance, set industry guidelines, and formulate codes of practice. Information gathered by working groups often provides useful materials for leaets or papers given to conference.BASA supports the vision of FEICA, the Association of the European Adhesive & Sealant Industry, that the adhesive and sealant industry is committed to enabling a growing population to live a better life and to use the planet’s resources responsibly and eciently. In light of the transition to a circular economy, BASA supports eorts to improve product eciency and circularity to help create a more sustainable society, promoting the concepts of energy saving, material eciency, repairability, durability and recycling. The Handbook for the British and Irish Adhesives and Sealants Industry 20236Technical OverviewThe anticipated regulatory challenges we face this year are still not as transparent as we all would like. The combined confusion created by the delayed UK REACH legislation, the remaking of the UK version of the Construction Products Regulation, following the Building Safety Bill receiving Royal assent, and the Retained EU Legislation Bill, currently progressing through the Houses of Parliament, which seeks to remove a huge number of the European Regulations from our statute books. Plus, the new procedures within the HSE to deal with the GB Classication Labelling and Packaging rules and the updating of the GB Mandatory Classication List, all make our lives dicult. Meantime the EU machine rolls on and we are beginning to see divergence, between our legislation and Europe. BASA will, of course, aim to provide the appropriate guidance and timely advice to assist members in weaving their way through this maze, via a variety of routes.On the BASA website, we have issued and kept updated many guidance documents to help members navigate the pitfalls whether they are supplying single or multiple markets in GB, UK, EU or worldwide. These guides have been collated on our website into a BASA Issues Map, which is the leaping o point to nd the guidance to assist members with their specic issues.During the pandemic, which is thankfully behind us, we all engaged in new ways of working with virtual on-line meetings becoming the norm as the software platforms developed. One BASA initiative during this time was the instigation of weekly half hour ‘clinic’ sessions each Friday morning. These sessions will continue throughout 2023 and for the foreseeable future. They are open to all members to join, and the BASA consultants are available to answer any questions (or to undertake to seek the answers) for everyone’s benet. Some sessions are open for any topic, and some are themed, Jim Palmer, BASA Technical Ocerthough there is always an opportunity to raise any relevant issue each week. We also have invited presentations at these meetings from industry and government experts on a variety of matters. All the sessions are recorded and are available for review on the members area of the website, where you will also nd the list of upcoming sessions.Environmental and Sustainability issues are a focus both in the UK and EU and BASA has a dedicated working group covering this very broad subject area. In this working group, and all the other working groups, for that matter, we continue to monitor and contribute to the relevant EU developments in the FEICA groups as well as focusing on the UK changes. Of particular relevance in the UK E&S area are the Extended Producer Responsibility (EPR) proposals, following on from the recently introduced Plastics Packaging Tax, and the initiatives to reduce carbon dependency also known as Net – Zero.We are very fortunate to have a wealth of experience and expertise within the technical community of BASA working hard to interpret the implications for our industry of the various scenarios as they develop, often in advance of their implementation, and to communicate them both to members and back to our government. Taking part in the BASA working groups is an excellent way to keep up with the latest developments and I would encourage anyone to think about volunteering. As these meetings are all virtual, the time commitment is a matter of personal choice, and can be minimal, but those who participate more fully nd it a great contribution to their own personal development, as well as keeping up to date with and inuencing the development of each topic. Please do explore the members area of the BASA website to see what appeals. Of course, face to face meetings are vitally necessary to develop the working relationships between us and we plan to hold at least one Open Industry Forum meeting each year to enable the working group members to engage in person. UK REACH has applied since 1st January 2021 and applies in the UK in respect of GB only. NI continues to follow EU REACH. It is closely based on EU REACH and requires substances manufactured, used, or imported in volumes greater than one tonne per annum to be registered.Many Downstream users in Great Britain are still unaware that they have obligations under the current UK REACH legislation, if they are purchasing ANY chemical raw material (including Polymers) from a non-UK legal entity. If any of the substances or substances in mixtures (including all of the monomers and additives in those exempt polymers) are imported by you in aggregate quantities of greater than 1T per annum you as the UK legal entity importing are obliged to register the substances.Last year we advised our members to ensure that all qualifying substances should be included in your own DUIN and not to rely on your existing supplier. The DUIN process will defer any registration obligations until the end of the submission deadlines, which under the new draft statutory instrument laid before parliament on 20th April 2023 will be extended to October 27th, 2026, 28 and 2030 (volume dependant).In response to concerns raised by stakeholders around the cost of acquiring the data required to complete their registrations, the government is working with stakeholders to explore an alternative transitional registration model. BASA is working hard with other members of the Alliance of Chemical Associations to work with DEFRA and government ministers to develop a model that is more appropriate for the UK chemical sector without reducing the principles and objectives of the UK REACH chemical framework.BASA members have access to all of the latest information via the Issues maps and working group pages on the members only area of the website.UK REACH

The Handbook for the British and Irish Adhesives and Sealants Industry 20238Achieving Net ZeroThe role of hydrogen in achieving Net Zero in the UK On 9th February 2023 DENEZ issued a press release regarding a new UK certication to boost British hydrogen sector. The UK’s rst globally recognised certication scheme will help verify the sustainability of low carbon hydrogen, giving consumers the condence to invest in cleaner energy. The introduction of a reliable method to demonstrate the emissions credentials of hydrogen will play a vital role in decarbonising the UK hydrogen sector, promoting cross-border trade whilst stimulating growth and jobs in green hydrogen. The government intends to introduce the certication scheme by 2025 and industry consultation on the scheme ran from 9th February 2023 to 28th April 2023 and sought views on the initial government ‘minded to’ positions. We all know that Government has a leading role to play in the development of the low carbon hydrogen economy, as it needs to provide the necessary market frameworks and funding support to deliver commercialisation of new technologies which will support meeting the UK’s net zero commitments.In the UK Hydrogen Strategy, government set out its best current understanding of the range of hydrogen production and use in 2050. Analysis published in the UK Hydrogen Strategy indicated that low carbon hydrogen may increase from minimal use currently to comprising 20–35 per cent of the UK’s nal energy consumption in 2050 - equivalent to 250–460 TWh and similar in scale to present electricity use.Low carbon hydrogen is just one among the many decarbonisation technologies that government expects to contribute to meeting net zero and at this stage they have chosen to support the development of both green and blue hydrogen. The initial adoption of blue hydrogen seems to be cheaper than green hydrogen, and ready to use in certain niche industrial settings sooner, however, it has been argued that green hydrogen will become cheaper than blue hydrogen over time.It seems that UK Hydrogen Strategy and subsequent publications is looking at support for multiple production routes while building the hydrogen economy, including both water electrolysis (green hydrogen) and methane reformation with carbon capture, utilisation and storage (CCUS) (blue hydrogen). It is believed that electrolytic hydrogen costs are expected to decrease considerably over time, with green hydrogen produced using curtailed electricity potentially becoming competitive with blue as early as 2025. In April 2023 the government updated the hydrogen Net Zero Investor Roadmap to showcase the UK hydrogen oer and the scale of ambition for the role of the hydrogen economy in meeting Net Zero. It spotlights the exciting investment opportunities across the hydrogen value chain – from production, through transmission and storage to the range of potential end uses, including power, transport and heating.It includes details of key elements of the UK policy framework which together represent the next substantial step forward in developing a thriving UK hydrogen economy.The roadmap also reects the signicant increase in the UK’s hydrogen ambition. We have doubled our ambition to up to 10GW of low carbon hydrogen production capacity by 2030, with the intention that at least half of this will be from electrolytic hydrogen. Increasing our production ambition could mobilise over £11 billion of private investment and support over 12,000 jobs by 2030, ensuring that we have reliable, secure energy while maintaining progress towards our legally binding targets under the Climate Change Act.The update to the UK’s Green Finance Strategy sets out how government will align our world-leading nancial centre to a net zero, nature positive and climate resilient world, and how government will mobilise public and private nancial ows to meet our climate and environmental targets.Journey to Net ZeroAn important lesson on your journey to net zero is that the easiest, most-obvious ways to reduce a company’s carbon footprint will not lead all the way to net zero. Too much focus on these low-hanging fruit might distract from more fundamental measures. To get to a net-zero world, companies need to engineer emissions out of their entire business system, including their supply chain and customers’ use of their products.To achieve net zero, all your activities, supply chain, products and services should result in no net impact in terms of greenhouse gas emissions and for many BASA members, this will require a serious eort to remove carbon from processes, as well as carefully chosen and certiable carbon osetting schemes that balance out any residual emissions. Business benets There can be a compelling business case for focusing on net zero, because your investors, funding bodies, customers and sta may already be asking about your net zero goals and actions. There’s a real risk of losing business because of market changes driven by global net zero eorts. Reducing emissions can also boost your prots. McKinsey has found that supplying goods and services to enable the global net zero transition could generate £1 trillion for UK businesses by 2030. There are some obstacles, though and it’s important to recognise the need for serious nancial investment in more large-scale opportunities, like: • Renewable energy• Heat decarbonisation • Product eco design

Some low carbon solutions, particularly around heat and transport, are only now becoming commercially available. They also don’t bring the return on investment required by your investors.Basic First Steps These steps can bring about costs reductions and so can even save you money. Better energy eciency (LED lights and ‘switch o’ management) and reduced business travel (especially since businesses have already adapted to video conferencing) will all help lower carbon emissions and reduce costs at the same time.For many businesses. The most signicant emissions – and the potential for climate action – lie in ‘scope 3 assets’. These are not owned or controlled by the reporting organisation, but contribute indirectly to the company’s value chain. To truly reduce emissions successfully, companies have to take action on these scope 3 emissions, and this can be really dicult even to get the data to bench mark your current position. BASA wants to do more in the coming years to help members to look at these aspects, and we are aware that DESNZ are ging to try to get some more guidance out to SMEs to help them with reporting and data access. By using suppliers that are also lowering their own carbon emissions, and by buying products that take less energy to make, transport and use, you can reduce your business’s supply chain emissions.RecyclemoreReducewasteMake it company policy
