| BASA Digest Issue 2 www.basa.uk.comAs Chairman of BASA, I very much welcome this opportunity to provide the foreword to this second issue of the BASA Digest. We started the BASA Digest in September 2021, to combine some of the aspects of the old printed Handbook to promote Member’s business, as well as having some interesting features to look at the direction that our sector is heading in. It is a shorter version of the BASA Handbook, and provided free to members, complete with logos for all members, so I hope this is appreciated. It will be distributed at exhibitions, and we plan to oer reasonably priced advertising options in future if Members see this as a benet. Sponsors of BASA events will have a free advertisement option.I think I need to start o by sharing my thoughts on the likely eects of the costs of doing business in the UK, with the added burdens of regulation and compliance. It is increasingly dicult for smaller companies to deal with the complexity of regulation and the additional burdens imposed by the UK’s departure from the EU. Just to explain that this is not a ‘remoaner’ speech – just simply a statement of fact that, as EU REACH disadvantaged non-EU substance manufacturers and gave downstream users of non-EU substances obligations as importers, so too will UK REACH in its current form. The dierence is that for the UK we are dealing with a majority downstream user market, with much fewer substance manufacturers for a market 1/10th the size of the EU. It is therefore dicult to see how the duplicated costs of UK REACH in its current form can be covered.As an extension of this, there are clear signs of polarisation in the market, with smaller adhesives and sealant manufacturers ‘coalescing’ to form larger groups. Several acquisitions and mergers have occurred over the last 2 years, and this bringing together of manufacturing and expertise can give companies more chance to be able to cope with the added burdens and costs. Having both a UK and an EU legal entity can make transfer of goods and substances easier to manage, and there are opportunities for UK manufacturers doing business in the UK. The ip side is that without an EU legal entity it is much more dicult to export to the EU. There are also possibilities in the green space, to oer novel innovative ‘green’ products, albeit at increased costs over EU competition. Transport costs can drive businesses out of the market and the focus on UK manufacturing means we can become much more inwardly focussed.As John Oliver the British-American comedian said, “I'm British; pessimism is my wheelhouse” and it is currently dicult to see the light, but I hope that BASA can continue to encourage members to contribute to the net zero challenges, to formulate innovative adhesive and sealant solutions and that we can all continue to work together to overcome the obstacles. www.basa.uk.com BASA Digest Issue 2 | 5 2021 unfortunately showed no let-up in the raw material pricing and availability of some key substances and polymers used in our sector, and the latest feature by Helen Curry from Foundation PR has been widely promoted and can be read on page 8. We are continuing to ask BASA Members to let us know of any bottle necks or supply issues so that we can feed this into our regular discussions with BEIS. When I was writing my update last September in the rst issue of the BASA Digest circulated at ChemUK2021, none of us could have predicted the gas price rises that overwhelmed suppliers and will hit households in 2022; many energy suppliers were consigned to the graveyard in 2021. At the beginning of 2021, energy suppliers were paying 54p per therm of gas but by September that had reached more than £3 and peaked even further to £4.50 just before Christmas. While price rises may only be temporary – how long they stay that high will depend on global gas markets. The unthinkable situation in Ukraine we are all watching with horror is likely to mean that prices will at best stay high but are more likely to continue to increase.On a slightly more positive note, UKREACH is being re-evaluated and we will be taking part in consultations during 2022 to explore alternative arrangements for UK REACH transitional registrations to support chemical businesses whilst upholding the highest standards to safeguard public health and the environment. Defra will be consulting on alternative arrangements during 2022 and in the meantime, DEFRA have proposed extending the rst UK REACH registration deadline from 2023 to 2025. The December 6 letter from George Eustace (Secretary of State for Environment, Food and Rural Aairs) responds to a February 9, 2021, letter from 25 industry associations (including BASA) urging government ministers to reduce demands for complete data sets for all substances, proposing a dierent regime. This follows the introduction of the Environment Act 2021 (the Act), which confers to the Secretary of State signicant new powers to amend the UK REACH legislation and adapt it for the GB market if the changes do not conict with the requirements of REACH Article 1.The Health and Safety Executive (hosting the UK REACH Competent Authority and working with the Environment Agency and other government departments) have been asked to develop a new approach that will reduce burdens on business. Details of that remain sketchy but may emerge in the forthcoming and long-delayed Chemicals Strategy.We are aware that NGO’s have expressed concerns about future chemi-cals regulation, but it is important that we explain that this is not about allowing chemical substances to be used without data, it is about the viability of the current system for existing well tested and used substances without requiring duplicated tests or adding unnecessary costs for UK manufacturers.Another challenging area for members and manufacturers both here in the UK and in Europe, where many of our polymers and some formula-tions originate, is UKCA marking of construction products. Over the last months a mantra of ‘industry has had over two years to get ready for the new system’ has been repeated frequently. The new regime still intends to cease recognition of CE marking of construction products from 1st January 2023 and allow only UKCA marked construction products covered by a harmonised standard to be placed on the GB market, but it fails to grasp that without a UK Approved body this may not be possible in some areas. The time to retest and get new artwork for packaging of adhesives and sealants in place is also not a quick process, and the logistics seem not to be understood. | BASA Digest Issue 2 www.basa.uk.comAs I wrote this time last year, 2021 was a dicult year for many reasons, and I sincerely hope we can begin to look forward to better conditions in 2022. The cumulative eects of Brexit, raw material shortages, supply chain issues and legislative changes, which all contributed to make trading dicult, have not gone away. Plus, we are now faced with rising energy prices and the knock-on eects to the economy of the Russia Ukraine conict. Furthermore, the corona virus pandemic is not over but we are hopefully learning to ‘live with it’ despite the resulting sta shortages.Members will face several regulatory challenges this year, for which BASA will aim to provide the appropriate guidance and advice, via a variety of routes. In addition to the BASA website, where all the guidance documents and the very informative regular issues of the BASA Bulletin are published, we will continue to hold the weekly virtual ‘clinic’ meetings every Friday morning. These sessions are open to all members, where we sometimes present updates and advice on specic topics and other times open the oor to any questions members may wish to raise. We also plan to continue with virtual Open Industry Forum meetings, where invited expert speak-ers will present. Both the clinic and OIF sessions are recorded and are available for review via You Tube links in the members area of the website.Not wishing to depress everyone, I will mention just a few of the major issues ahead. The Building Safety Bill, resulting from the Grenfell tragedy, is due to receive royal ascent later this year. After that UK government are drafting new legislation that will make changes to the Construction Products Regulation (CPR) aecting some safety critical products. Additional legislation is also expected to clarify the requirements for UKCA marking of construction products and formally end recognition of CE marking in Great Britain. However, the lack of UK approved bodies and limited testing capacity and capability is not going to make this transition easy.These changes and other expected legislative developments also introduce the issue of divergence between GB and EU legislation. As well as construction products we can foresee divergence, or at least a time lag, between EU and GB versions of Classication and Labelling (CLP), Substances of Very High Concern (SVHC) and substance authorisation, as part of the ongoing reviews within REACH, and Biocidal Products (BPR) Regulations. It remains to be seen whether UK regulators will simply follow EU changes, with some time delay, or develop our own substance regulations. Environmental and Sustainability issues are a focus both in the UK and EU and BASA has a dedicated working group covering this very broad subject area. In this working group, and all the other working groups, for that matter, we continue to monitor and contribute to the relevant EU develop-ments in the FEICA groups as well as focusing on the UK changes. Of particular relevance in UK E&S area are the Extended Producer Responsibili-ty (EPR) proposals and the Plastics Packaging Tax both due to be introduced in 2022.We are very fortunate to have a wealth of experience and expertise within the technical community of BASA who are working hard to interpret the implications for our industry of the various scenarios as they develop, often in advance of their implementation, and to communicate them both to members and our government. BASA supports its members by representing and promoting the industry, oering guidance on technical and compliance issues, providing networking opportunities for members, and providing members with support services. We are an association run for our members by our members. | BASA Digest Issue 2 www.basa.uk.com2021 saw British manufacturers, importers and suppliers of sealants and adhesives face product shortages and associated price rises across the board in 2021. BASA (British Adhesives and Sealants Association) is predicting that these trends will continue in 2022 with a continued squeeze on product availability and rising costs, albeit less signicant than 2021. Ination is not restricted to the UK, nor to industrial commodities. The UK Retail Price Index stands at 4.6% and in the USA, consumer prices have risen rising at their fastest rate in almost 40 years, with ination up 7% year-on-year in December 2021. The prices of the raw materials used in the manufacture of sealants and adhesives contin-ues to rocket. The latest information from the British Coatings Feder-ation indicates that solvent prices have risen by 78% in the last 3 months to the end of November 2021 compared with a year ago with resins and related materials prices 39% higher. Oil prices, which rose by 50% in 2021, look set to continue to grow in 2022. A lack of production capacity, increased demand as the pandemic starts to wane, and limited investment in the sector could lift crude to $90 or even above $100 a barrel in the third quarter of the year. In addition, silicone prices remain high, although they have abated somewhat from last year’s record highs. Due to these massive price hikes, some chemical companies have been forced to introduce force majeure measures which resonate through the sealant and adhesives sector. BASA members which could have been more agile, swapping suppliers to achieve better prices and more secure supply, have been prevented from doing so by the UK REACH regulations. But it is not just raw material costs putting pressure on the price of the sealants and adhesives used in so many nished goods and packaging, some of them global, some specic to the UK. Delays, increased paperwork, and growing taris and duties as a result of Brexit have now ltered through to nished goods. And with new customs procedures introduced on 1 January 2022 - including the removal of some of the temporary customs and VAT easements for goods moving between Great Britain and the EU – these costs and will continue to mount in the sector.Labour shortages and wage ination at all levels continues to play a role in the sealants and adhesives market. BASA members are reporting that up to 25% of their workforce has been absent in January 2022 either infected with COVID or isolating afterwards. This had led to a drop in productivity as rms struggle to juggle processes and people for maximum eciency. Anecdo-tally members have been forced to deploy senior managers and technicians to packing and warehousing roles just to full orders on time. BASA members have absorbed many of these rising costs and changed their manufacturing schedules to mitigate against shortages and increased lead times all have been compelled to pass on some price increases. Every BASA member is working hard right now to meet demand, communicate with suppliers and customers, and to try to manage the supply chain in unparalleled circumstances.BASA is an unincorporated Trade Association set up to act as the voice for the sealants and adhesives industry and to represent its members and the industry and to oer guidance on technical and compliance issues. www.basa.uk.com BASA Digest Issue 2 | 9 Over the last 12 months BASA has been able to organise several presentations at our virtual Open Industry Forum (OIF) meetings around the topic of sustainability and the circular economy. The current focus in the UK is very much directed at ‘Net Zero’ and we have had a presentation from the company xtonnes at the OIF held in November 2021 which looked at the cost of carbon and ways that BASA members could start their journey to net zero, by benchmarking their current position.BASA wants to be able to identify more tools to members that they can use and stimulate debate on the topic of sustainability and the circular economy to be able to produce good practice guidance. We have a very active Environment & Sustainability Working Group, chaired by Jenny Barnett from F Ball and Co Ltd who discuss the topic regularly during the virtual meetings between representatives from Member companies who have an interest and/or expertise in the topic.The last 2 years have presented huge challenges to anyone active in the Chemicals sector. We have had Brexit regulatory and administrative burdens, severe raw material costs and availability issues, Covid disruption, and lately the energy crisis. For our SME members the additional workload can seem overwhelming and BASA has tried to support Member companies with guidance and advice as much as possible. With all the additional eorts needed to stay on top of things, you may think that BASA members have stopped looking at sustainability and the circular economy, but that is not the case. Members continue to work on how they can make their products more sustainable, starting with the substances, looking at production (water use and production energy demands), packaging, transport, use and end of life.Adhesives & sealants are tools to enable sustainability and can improve product eciency and circularity to help create a more sustainable society. Adhesives & sealants have been creating more sustainable solutions for decades and some of industry’s recent innovations are described in the Good Practices on the European Adhesives & Sealant Association (FEICA) website. BASA are members of FEICA and participate in the Sustainable Development task force as well as looking at UK specic actions in relation to our own national programmes.Adhesives and sealants typically constitute only a small percentage of the nal formulated product but can play a signicant enabling role in relation to the sustainability of the product. They facilitate bonding of dierent substrates, they can improve the eciency of the manufacturing process they are used on, they contribute to the end use of the bonded article, its durability, and the opportunity to recycle the materials used at the end of its useful life.BASA members are looking at packaging innovation to reduce the single-use plastic consumption and formulation innovation to investigate the sustainable use of raw materials without reducing performance and durability. The issue of debonding is dealt with in the article on page 11 but it is important to consider that adhesives and sealants are used for functional reasons, with the required safety factors applied in terms of bond strength and long-term durability. For example, without bonding sealants in insulating glazing we could not have windows and meet the required thermal performance in buildings. These multi-material, bonded assemblies are the only solution for glazed structures.We look forward to continuing our journey with Members, identifying tools that can be used to improve circularity and to make sure that whole lifecycle analysis is considered rather than simply focussing on single aspects.

www.basa.uk.com BASA Digest Issue 2 | 11 As the use of adhesive bonding has increased due to its potential for light weighting (leading to fuel savings and reduced emissions) so has the call for dismantlability and the panacea of ‘de-bond on command’. There have been many articles about reducing the use of multilayer bonded articles, but unfortunately this demand does not weigh the balance of the existing benets against the more complicated debonding process.Substrates that are bonded have several options to separate them. They can be thermally, chemically, or mechanically de-bonded and so it is the design of the article that ought to be studied, and not simply the removal of adhesive bonding as a joining option. There may be some areas where mechanically joining is more appropriate and as a sector we support the most appropriate use of bonding method given the whole life cycle analysis. After all, if mechanical bonding reduces durability and means that more material weight is necessary, it is important to understand this balance and count all aspects.Adhesive bonding has the virtue of being able to join a huge variety of materials and combination of materials, however many of these materials might be expensive and there is a need to be able to recycle the materials for both economic and environmental reasons.This does not mean that the adhesive itself should be ‘recyclable’ if the higher value components can be eciently recovered. Incineration of the non-recyclable material for energy recovery may be a perfectly acceptable solution when the whole life cycle analysis is carried out. The problem with incineration is that larger more energy ecient facilities require ‘feeding’, which may result in recyclable or re-useable materials being incinerated; this must be avoided but is a complex issue. De-bonding on command is in its infancy and is mainly conducted by using specic additives that are activated by heat, allowing dismantling in a short time. These additives can be incorporated in the adhesive itself or perhaps in the primer, if used. Simple mechanical removal has always been a possibility, for example in insulating glazing units. The bonding sealant can be mechanically cut away from the glass, the glass is recovered and reused, and the aluminium spacer bars are also recovered and reprocessed. The small quantity of removed sealant, if the UK had the facilities, could be sent for incineration (energy recovery). In screen units, the bonding adhesive (necessary for touch screens to work) can be weakened with heat and the screens removed and replaced. This happens all the time with mobile phones. Complete article dismantling can be seen with Apples iPhone dismantling robot.This is a great example of what can be designed from the outset to make repair and reuse commercially viable. This combines some mechanical methods (screws) and adhesive bonding and demonstrates that when designed adhesives bonded systems can be relatively simply dismantled. For higher value items this can work, but in the construction area it is not always so obvious. Often the additional labour to carefully dismantle materials is more than the value of the materials, and so often building materials are used for hardcore in any replacement build; this can be an economically and environmentally viable solution.Whilst adhesive bonding is key for joining of dissimilar materials, good design is needed to ensure reversibility at end of life (or for repair). Issues with limitations on the service temperature range and any unwanted insulative behaviour also need to be overcome. Good formulations can deal with some of these challenges, but what is key is that the correct design for dismantlability is used from the beginning of any project. Don’t forget that mechanical joining is not without issues, after all how many DIY car maintenance operations have resulted in drilling out seized or sheared bolts and xings? 
