Executive Direction: Guide the strategic direction of OCERS External Operations. Providestrategic, technical, and operational leadership to achieve the goals and objectives outlinedin OCERS Strategic Plan, with the support of executive staff and leadership.Team Supervision: Oversee the enterprise-wide framework for operational and customerservice performance at OCERS, ensuring accountability, improvement, and transparency.Establish best-in-class performance measures and assume responsibility for achievingresults.Goal Setting and Management: Oversee labor and employer relations and ensure all teammembers and employers can collaborate to best serve our members. The primary responsibility of this position isto ensure the accurate collection and retention ofemployment data and related contributions from thirteenparticipating plan employers and the timely and accuratepayment of retirement and disability benefits to ourmembers.Duties and Responsibilities:

Manage annual divisional budget and operate within established funding levels.Policy Revisions: Provide the CEO with policy analysis and recommendations on all aspects of OCERSoperations. Propose policy revisions and develop changes in organization, staffing, workflows, andmanagement to enhance the effectiveness and efficiency of OCERS. Develop administrative policyrecommendations relating to all facets of public pension plan administration to improve or expandmember services and to achieve business efficiencies.Monitor Best Practices: Monitor the pension industry to implement best practices and lead theorganization’s continuous improvement activities, capturing and identifying new strategies,technologies, and trends. Analyze the impact of changes in legislative or regulatory requirements.Establish and monitor procedures to implement necessary changes that may benefit OCERS.Staff Development: Ensure organizational continuity, including succession planning preparedness andcontinuous improvement. Ensure that strategic professional development is happening for staff at alllevels, including accessing outside training and planning for learning opportunities within teams andthroughout the organization. Partner with the CEO to build and nurture a positive work environmentand strong workplace culture. Boost employee morale, maximize performance, and consistently deliverthe highest level of internal and external customer service.

Strong Collaboration Skills: Exhibit exemplary interpersonal skills and exercise soundjudgment and professionalism in business matters. Work with all personality types andencourage a team approach to resolving problems. Exhibit strong public speaking skills andthe ability to present to a public board. Establish and maintain professional relationships withstakeholders.Leadership Excellence: Plan, organize, integrate, and manage OCERS External Operations.Prepare complex correspondence, reports, narratives, and fiscal and budget documents forthe Board of Retirement, executive staff, and managers and present them both orally and inwriting so they are understood by all audience levels. Manage and appropriately handlecomplex political issues involving several competing variables.Strategic Vision: Be forward-thinking, with the ability to formulate and articulate a strategicvision for External Operations.Adaptability: Adapt to change and navigate challenges while fostering a collaborative teamenvironment.Technical Proficiency: Understand methods and techniques of research, statistical analysis,and report presentation. The salary range for this position is $194,578 - $301,594.
