Alison Adler Ed D Board President As we celebrated Prime Time s 20th anniversary in 2020 I was reminded how differently the out of school landscape looked in Palm Beach County Before Prime Time was created in 2000 the quality in afterschool and summer programs varied widely in our community with some sites having robust budgets and a range of activities for children while others had the bare minimum of resources to create safe environments let alone a range of activities Having dedicated much of my professional career as an administrator at the School District of Palm Beach County focused on improving climate and culture in schools I was aware of how important quality experiences in outof school time were for children and their families Along with a few other like mined individuals including the then CEO of the Children s Services Council of Palm Beach County Tana Ebbole and the Executive Director of the Pew Public Education Fund Louise Grant we founded Prime Time to address these disparities I had the pleasure of serving on the Board of Directors for the newly formed organization in 2000 and am still here today because I believe passionately in its mission I believe that I speak for the full board in our admiration for the work that Prime Time does and has done to raise the quality of afterschool and summer programs across the county We are grateful for the unwavering support of the Children s Services Council and others who have made this work possible I believe that Prime Time has experienced so much growth and success over the past two decades that it is well positioned to weather the current challenges facing our field Prime Time s leadership and staff demonstrated their ability to creatively support out of school time programs and practitioners as they exhibited their tenacity to continue serving our families through tough times As we recover from this pandemic the Prime Time team has done some reimagining of its services for the field to better serve the needs of programs today As they learned how to navigate the virtual world the best lessons learned will be brought into the work with programs in the new year As Albert Einstein said In the middle of difficulty lies opportunity No organization whose main function was the face to face support of programs and practitioners worked as hard pivoted so effectively during this difficult time so that families practitioners programs were served This was possible because Prime Time s leadership and staff seized the opportunity We are a better stronger and more equipped organization going country and the world The pandemic is still with us and the feelings of anxiety loss and uncertainty are real Nevertheless the out of school time professionals in our field persevered They continued to show up for our children and youth providing safe spaces after school and during the summer They continue to provide enriching activities to spark curiosity in young minds and help them develop a range of skills that will serve them into adulthood These professionals also invested in themselves taking many trainings that Prime Time had to offer to be the best versions of themselves for their programs have featured the stories of our local heroes who served our community day after day practitioners at afterschool and summer programs and content experts with our expanded learning opportunity providers Without question this has been the most challenging time of our existence as an organization For the last 20 years Prime Time has created a system of support for the out of school time field that has been comprehensive adaptable and successful More now than ever we are here to provide services to our field to build back stronger Our success would not have been possible without the guidance and vision of Prime Time s Board In this our twentieth year of supporting of Directors and the support of our funders as the out of school the out of school time field in Palm 20 Years of Quality 2000 2003 Prime Time Palm Beach County was officially incorporated The agency created bylaws and formed its first board of directors 2001 2005 Prime Time hosted its first Lights On Afterschool advocacy event Began to work with Palm Beach Community College now Palm Beach State College to expand educational offerings 2004 Develops first strategic plan mission statement and vision Selects High Scope Educational Research Foundation to develop the Palm Beach County Program Quality Assessment PBC PQA tool Receives a five year multimillion dollar grant from the John S and James L Knight Foundation to expand quality afterschool programming for youth in middle school Prime Time does more than bolster afterschool care in our community By offering enriching programming like STEAM the arts and more to our children it turns the hours between 3 p m and 6 p m into a time of growth self expression and wonderment Prime Time also works with providers to ensure those who are caring for our children in afterschool settings are knowledgeable about child development Now more than ever our children need time to explore with the support of people they can trust Thank you Prime Time for enhancing our community and our children s lives for the past 20 years Lisa Williams Taylor Chief Executive Officer Children s Services Council of Palm Beach County 5 Creates Palm Beach County Quality Standards for Afterschool 2006 Hires first executive director 2002 Completes work on the Palm Beach County Program Quality Assessment a valid and reliable tool to be used both by program staff for self assessment and trained external assessors Pilots the Palm Beach County Quality Improvement System QIS Launches the Palm Beach County Quality Improvement System Receives the Award of Excellence from the Florida AfterSchool Alliance 2008 Identifies core competencies to include eight core knowledge areas and outline a continuum from preliminary to advanced skills 2009 Establishes core competencies for afterschool practitioners in Palm Beach County 2007 Joins the Collaborative for Building AfterSchool Systems now Every Hour Counts a national coalition of intermediary organizations Offers Credit and Non credit Pathways Begins scholarship and incentive award programs Prime Time Palm Beach County In 2016 Prime Time and The School District of Palm Beach County were selected from an initial pool of more than 120 com munities across the country for a 400 000 pla nning grant to devise a plan to increase social and emotional learning SEL in elementary age children
Out of school Time 2010 Partners with the Children s Forum to implement the expansion of our scholarship system supporting the nationally recognized T E A C H scholarship model for afterschool practitioners the first of its kind in Florida Partners with the Children s Forum to create and implement the nationally recognized WAGE Afterschool Project to provide education based salary supplements to low paid afterschool practitioners Through a partnership with Palm Beach State College a fully articulated formal educational pathway was created in Florida Creates and launches Palm Beach County Afterschool Educator Certificate Introduces levels for Palm Beach County Quality Improvement System Expands scholarship system to provide a means for practitioners to pursue certificates and degrees Launches quality coaching partnership with the School District of Palm Beach County 2011 Prime Time s Palm Beach County Afterschool Educator Certificate is officially adopted as a state recognized supplemental curriculum for the School Age Professional Certificate Launches STEM Initiative Launches Prime Time s weekly e newsletter 2012 2013 Changes the name of its enhancements to expanded learning opportunities ELOs to reflect the emphasis on the intention of learning through enrichment activities Develops a full series of STEAM professional development trainings for OST practitioners Launches the first antibullying Pink Shirt Day Initiative in Palm Beach County Hosts the first Prime Time Palm Beach County Afterschool Symposium With generous support from the Community Foundation for Palm Beach and Martin Counties Prime Time incorporates arts into STEM Initiative thereby making it STEAM Develops an online presence through its website and social media networks Finalizes non credit and credit educational pathways Prime Time Palm Beach County In 2011 Prime Time launched its STEM science technology engineering and math Initiative and the opportunities to impact yout h through afterschool activities to get them excit ed about these high demand career fields Prime Time continues to be on the front lines of serving children families and the adults who work with them during out of school time We saw this even more during COVID when the team pivoted and went above and beyond to design creative ways to connect and deliver Prime Time s team has been ardent advocates for its members and have designed important pathways for the youth workforce Most notably I have been impressed by how Prime Time has used learning and leveraged opportunities to push its practice in new and exciting ways for the wellbeing of children families and the workforce They thoughtfully test first study tweak test again and then share broadly Congratulations Prime Time on your 20th Anniversary Claudia DeMegret Senior Program Officer Wallace Foundation 6

Supporting School day Academic Learning Expanded learning opportunities that includes program offerings relating to but does not replicate the school day curriculum aligns with Next Generation Sunshine State standards addresses subjects such as but not limited to language arts literacy mathematics science social studies offers hands on active learning that is youth focused and encourages exploration and inquiry Children Attending New Hope Charities Afterschool Program Learn About Space Exploration through Hands On Learning Children attending New Hope Charities afterschool program learned the importance of modern space exploration through joint programs between NASA and Space X after reading Douglas Florian s Comets Stars the Moon and Mars To engage in a fun hands on activity related to the book youth had the opportunity to make homemade rocket and personal air supplies This activity is part of the Literacy Coalition of Palm Beach County s Stories and STEM program designed to excite children and youth about STEM Science Technology Engineering and Mathematics expand upon prior knowledge promote curiosity and help children learn essential cooperation and teamwork skills Children learn that STEM involves more than just collecting facts it Youth Thrive Thanks to Expanded Learning Opportunities Three quarters of youth experiences during the school year were delivered virtually and the remaining one quarter was delivered in person ELO staff built organizational capacity by learning to use new virtual tools and they recognized virtual programming as a permanent adjunct to in person programming One ELO provider explained I think virtual delivery challenged my staff to think outside the box even more than we normally do which is not always bad to do A practitioner survey regarding youth engagement in ELOs revealed that ELOs perceived overall value for 13 Young Singers Palm Beaches Another Prime Time after school choir we are proud of Pine Grove Elementary and their conductor Molly Raimondi youth was 8 8 out of 10 where 1 not at all valuable and 10 very valuable Practitioners also observed that youth experienced specific benefits such as stress relief connection with others keeping minds and bodies active and discovering new interests is a way of thinking and exploring the world Stories and STEM is where literacy and science meet Each session children engage in fun hands on activities related to a book and are introduced to creative minds both famous and lesser known who can serve as role models to interest children in STEM careers Through focus groups youth also shared feedback on specific ELO experiences The ELO exposed students to something they would not otherwise have had the opportunity to enjoy Even when they lost a soccer game students felt everyone s a winner here because everyone participated The kids really enjoyed the activity and seemed to be calmer afterwards Youth appreciated being offered choices such as picking a warm up activity Counselors and students experienced a more personal relationship and are learning together Students felt the ELO instructor really cared about them Youth liked when computer coding missions were completed I felt accomplished Dance movements were difficult but youth were able to support each other to succeed In addition OST practitioners ratings for virtual summer camp sessions in terms of overall effectiveness and value for youth averaged 4 4 out of 5 where 1 not at all valuable and 5 extremely valuable
Exploring Technology Expanded learning opportunities that includes programs that focus on computer programming coding robotics media production etc that provides children and youth vital exploration and discovery skills to apply in a variety of ways equipping them for the future South Florida Science Center and Aquarium Sparks Interest in Coding During Afterschool Expanded learning opportunity provider South Florida Science Center and Aquarium offers Tech Treks and Code Creations programs that introduce some of the fundamental concepts that youth will need to master as technology becomes a bigger part of their lives Topics like 3D design computational logic electrical circuitry and basic coding are blended with engaging and creative projects that encourage learning through six sessions of hands on activities It s an enjoyable experience to watch children change from being uninterested to being genuinely fascinated with our coding classes Natasha Rocha Science Educator South Florida Science Center and Aquarium During these sessions youth engage in hands on learning by controlling a computer with a keyboard made of Play Doh to creating a paper creature with eyes that light up They even had a chance to practice their programming skills when they take control of the Dash and Cue robots Caring for the Whole Child Expanded learning opportunities that includes programs that address mind and body health explores mindfulness emotional awareness and emotion management for overall wellness physical activity such as running non competitive sports etc healthy eating habits or obesity prevention etc Digital Vibez Inspires Youth to Stay Healthy and Active City of West Palm Beach Coleman Park Community Center Afterschool Program Director Frank Verney knows the importance of exposing youth in his program to different subjects topics themes and activities In March 2021 his primary focus was teaching his children and youth how to make healthy choices as they participated in the Let s Move Commit to Change Physical Activity Challenge The annual challenge was introduced to Palm Beach County by the Palm Health Foundation in 2012 in response to First Lady Michelle Obama s National Let s Move Initiative which aimed to fight childhood obesity by urging all children and adults to get moving and incorporate daily exercise and good nutrition in their lives Palm Health Foundation partnered with Digital Vibez Inc a Prime Time expanded learning opportunity partner to expand the impact and reach of the challenge Together they invited Palm Beach County residents to form teams commit to exercising at least 30 minutes a day and logging their minutes on the Let s Move website Verney used this challenge as an opportunity to lead by example Each day of the week his program focused on a different theme related to healthy living Moving Mondays Training Tuesdays Walking Wednesdays Tranquil Thursdays and Fitness Fridays showed youth ways to stay active and healthy Verney believes that it is important for the adults at the program to participate and set a good example for the youth We need to work on selfcare for ourselves to teach the youth We need to teach them by example so if we are making healthy choices then they will It shows them that we are all working on the same thing and that s bettering ourselves Being involved in the Let s Move Challenge shows them that healthy choices are fun and not boring Frank Verney Afterschool Director City of West Palm Beach Coleman Park Community Center 14
Prime Time s STEAM Series Shines Despite the Pandemic Prime Time s six part STEAM training series including coaching support and a peer community of practice is designed to equip OST practitioners to implement easy and effective STEAM activities in their programs A followup study gathered survey interview and focus group data from two cohorts of series participants to assess long term impact One cohort had participated in a hybrid format of in person and virtual sessions while the other had participated in a fully virtual format All participants reported that participation in Prime Time s STEAM cohorts had at least a moderate positive impact on the youth they served in fact most 86 perceived a strong or very strong positive impact Participants reported other positive outcomes including youth excitement their discovery of new interests and an eagerness to share their learning with peers and family These trained practitioners remained hopeful and positive regarding future possibilities for STEAM despite the challenges of the pandemic They reported frequent facilitation of STEAM activities with youth frequent implementation of key skills when facilitating these activities and strong confidence and readiness for implementation Participant comments included The resources received during the training have made it easy to come up with ideas that require minimal materials but are still very engaging and exciting for students to work with I have more confidence in my STEAM abilities than I did before and I will take all the techniques I ve learned and implement them in my program as well as share what I ve learned with my counselors The course was able to empower me to take a STEAM lesson and feel confident to deliver it in a fun engaging way I found so many sound quality ideas in the materials given to us I refer to my notes frequently The ability to use the 5 Es instructional technique leads to a thorough lesson Youth in Out of School Time Programs Meet Real Life Scientists In partnership with UF Thompson Earth Systems Institute Prime Time offered more than 1 600 children and youth in out of school time programs access to real life scientists via livestream 15 webinars REAL scientists talk with youth to share interesting and fun facts on special science topics as they meet chat and ask questions with the guest scientist of the day

The Prime Time Choir at Egret Lake Afterschool Program Show its Talent Egret Lake Afterschool Program a participant in the Palm Beach County Quality Improvement System received free choir sessions from Young Singers of the Palm Beaches to provide children an opportunity to explore various aspects of musicianship world cultures emotions linguistics and teamwork Each session included activities that develop a natural singing body alignment freedom of breath development of intonation ease of personal vocal freedom using music from various periods and genres The benefits of singing included the enhancement of social mental and emotional health of participating children and youth Studies show that singing increases self confidence and self esteem and fosters leadership skills and ultimately develops good citizens Karen Braunstein and the youth of Egret Lake Afterschool Choral Program performed You Will Be Found from Dear Evan Hansen The acting poses interspersed with the singing voices elevate their video performance to a new level Leadership and Career Pathways Expanded learning opportunities that includes programs that offer skill development needed to succeed in school and in life and real world application including communication social skills public speaking basic financial and household management etc equipping children with foundational skills needed to be successful in life NFTE Summer Programming Offer Youth Entrepreneurship Program In the midst of one of the most challenging summer environments in a generation the Prime Time expanded learning opportunity provider Network for Teaching Entrepreneurship NFTE had the opportunity introduce Biz Camp youth entrepreneurship to 85 middle school learners Youth participants were introduced to the Entrepreneurial Mindset and basic business principles At the end of the five week program these young people accepted the challenge to stand up in front of their parents and supporters to pitch their business concepts to industry professionals for cash prizes At the end of the term these young people showed the problem solving creativity and grit characteristics that define successful entrepreneurs all over the world 17
Bryan Cardoso Twelfth Grade Youth Facilitator and Future Leaders Council Member Teen Advisory Councils The COVID 19 pandemic had a significant impact on out of school time programs and over the past year most middle school sites with Prime Time supported teen advisory councils groups of youth who take on genuine leadership roles to help an organization school or community group achieve its mission found themselves unable to hold regular inperson council meetings To help meet the needs of youth leaders support their exposure to strong developmental relationships and provide an inclusive community environment that supports their well being we worked hard to create a virtual space for council members to remain connected to one another to Prime Time and to the community During the 2020 2021 fiscal year Prime Time hosted nine virtual Teen Advisory Council TAC meetings with youth council members and adult advisors in the OST community Co facilitated by Anton Spalding Prime Time s middle school professional development specialist and Andrea Hurtado a Prime Time quality advisor these interactive meetings focused on community building and featured activities and discussions led by guest presenters from Prime Time Be Strong Digital Vibez NFTE and the Palm Beach County Youth Services Department based on topics of More Than 3 000 Youth Receive learning Experiences through Prime Time s Virtual Summer Camp Prime Time s second virtual summer camp provided seven weeks of programming to children and families throughout the summer The camp was both well received and wellattended which illustrated the need for engaging virtual programming during the pandemic The virtual camp received 4 302 views on Prime Time s website with 2 378 unique views Prime Time partnered with 18 new organizations to provide 3 052 youth learning experiences during Prime Time s Virtual Summer Camp Devi Ramprasad Seventh Grade Future Leaders Council Member interest to youth council members Meeting attendance ranged from 10 to more than 30 participants Thank you Prime Time Your virtual summer camp is so fun for the kids and so helpful for us parents KidzArt and Cocoplum s offerings are a hit with my kiddos Alexandra Peralta Parent 18
Support for Out of School Time Programs Palm Beach County Quality Improvement System Prime Time has a team of quality advisors who work with out of school time programs that are participants of the Palm Beach County Quality Improvement System to maintain or increase program quality Using the Palm Beach County Quality Standards for Afterschool as the foundation for the work Prime Time s quality advisors coach and support participating programs through a self assessment process and development of an improvement plan School District Programs Community Based Centers Early Learning Centers Middle Schools Municipalities Charter Schools OST Programs Take Ownership of Quality Assessment In 2020 2021 as pandemic restrictions prohibited assessors from conducting onsite quality assessments programs received coaching and support to conduct selfassessments The resulting data did not meet reliability standards therefore are not reported here did prompt staff reflection while strengthening their understanding of the assessment process Program directors shared their insights in Prime Time s annual Customer Impact Survey The staff doing their own assessments this year has made a huge impact Having the staff do their own assessments of each other was very beneficial They came 19 out of it with confidence and realized what actually goes into scoring A total of 341 practitioners engaged in selfassessment of their programs Lessons learned included how to use the Palm Beach County Program Quality Assessment PBC PQA assessment tool and conduct an assessment of their program using it The PBC PQA is used by Prime Time to measure the quality of a program and its implementation of positive youth development practice These positive youth development practices are essential to the social and emotional skillbuilding youth need to be successful in school and life Prime Time engaged 40 OST practitioners who included front line staff directors and community partners in conversations regarding future revisions to the Palm Beach County Program Quality Assessment tool The practices assessed by the tool help to develop youths social and emotional skills The revisions to the assessment tool allow Prime Time to hone our focus even more on those essential skills The feedback received from these community conversations highlights that the community sees the need now more than ever to make sure our youth are thriving

Series Based Trainings and Community of Practice Model Prime Time recognized the growing need for OST staff to connect with one another in a Community of Practice as they learned and grew together over time in a cohort A growing consensus of research has found that ongoing professional development is more effective than traditional one time training To give OST staff time to learn practice and reflect on new youth development strategies Prime Time revamped its training calendar to include In addition Prime Time worked in partnership with Palm Beach State College to offer an additional degree pathway a Bachelor s in Human Services with a concentration in Youth Development to practitioners working in the out of School time field and who were eligible for Prime Time scholarships As afterschool programs began to reopen out of school time staff noticed a rise in behavior problems youth s irritability levels and stress levels as well as more youth feeling disconnected and alone Between the COVID 19 pandemic and racial injustice youth s educational social and family lives were upended To address some of these issues Prime Time developed a series of training and modeling sessions to support afterschool staff in employing restorative practices with their youth to rebuild social connection and community improve mental health and address inequities Restorative practices are structured to address the needs of affected individuals build inclusive communities and establish a system of reparation to address harm This foundation prioritizes the power of interpersonal communication and interaction to foster accountability honesty open listening and sharing Prime Time facilitated three trainings over a two month period including two modeling and coaching sessions at the program sites to ensure participants received the support necessary to implement community building circles restorative questions and problem solving circles with youth Results more series of three online training sessions a Community of Practice on the Google Classroom platform and coaching support sessions Incentives Awarded Stipends granted to practitioners for the completion of Prime Time trainings Incentives Awarded duplicated 2 752 Incentives Awarded 498 Professional Development Trainings 225 training sessions offered covering 91 topics relating to quality out of school time practitioners Training Attendees duplicated 3 606 Training Attendees 880 Scholarships Awarded Funds granted to out of school time practitioners for field related classes conferences workshops and seminars Recipients duplicated 671 Recipients 215 ACHIEVE Out of School Time Incentive Program Award Staff from seven out of school time programs in Palm Beach County comprised the first cohort Four community based organizations and three school district afterschool programs 80 of participants reported that the training series had a very strong or strong positive impact on the youth they served 80 of participants reported that they feel very well equipped or well equipped to guide their youth through a problem solving circle and implement a community building circle Recipients duplicated 389 Recipients 240 Afterschool practitioners report that after practicing problem solving circles with youth Youth are now saying can we hurry up and do circles we really want to solve this problem IACET CEUs After attending the series one participant reported Since most students know my expectations it has made things easier for me to handle different kinds of situations and to solve it right then and there instead of sending them to the office Following the series participants implemented community building and problem solving restorative circles more frequently and felt better equipped to guide these circles a month after completing the training series A tiered incentive program rewarding practitioners for participating in trainings and earning certificates and degrees with an emphasis on best practices in youth development Prime Time awarded 73 Continuing Education Units CEUs to out ofschool time practitioners who used them to maintain and renew their various professional credentials Prime Time maintained its International Accreditors for Continuing Education and Training IACET accreditation by continuing to provide high quality and effective training offerings Prime Time s professional development staff ensured the process for development and delivery of training sessions met all the IACET standards by updating the policies processes and record keeping in place for a successful training program 22

Support for the Out of School Time Field Palm Beach County Schools and Afterschool Programs included in National Report Offer Early Lessons on Implementing Social and Emotional Learning Supports for Students Developing adult capacity creating shared vision clear guidance among keys to success The School District of Palm Beach County and Prime Time Palm Beach County collaborated on the Partnerships for Social and Emotional Learning Initiative PSELI a comprehensive multi year project exploring whether and how children can benefit when schools and out of school time OST programs intentionally work together to build students social and emotional skills Findings from the first two years of PSELI was released by The Wallace Foundation in the Early Lessons from Schools and Out ofSchool Time Programs Implementing Social and Emotional Learning The study produced by The RAND Corporation examined implementation of social and emotional learning SEL programs and practices for elementaryage students and the adults who serve them The findings from the first two years of PSELI cover how partners in six communities Boston Dallas Denver Palm Beach County Fl Tacoma Wash and Tulsa Okla carried out the work and what it takes to implement high quality SEL programs and practices The report which follows the most comprehensive study of SEL implementation to date offers important insights at a time when interest in SEL is outstripping empirical guidance about how to carry out these programs and practices It is validating to see that our experiences were shared across the six PSELI communities doing this work said Suzette Harvey president and CEO at Prime Time Palm Beach County The lessons learned can help other locales integrate SEL into their school and out of school time systems quicker so educators and children can reap the benefits sooner than later As more schools recognize the importance of social and emotional learning it s critical that we gain a better understanding of what 27 it takes to do this work effectively when schools and out of school time programs work independently or in partnership said Gigi Antoni director of learning and enrichment at The Wallace Foundation Based on the first two years of work in the initiative from 2017 2019 the researchers found that Successful Partnership and Implementation of SEL Prime Time Palm Beach County The School District of Palm Beach County Collaborative for Academic Social and Emotional Learning CASEL and The Wallace Foundation discussed what Palm Beach County has learned about how school and out of school time partners can work together to align and implement SEL on CASEL Webinar Building Partnerships Inside and Outside the Classroom In addition the Wallace Foundation featured Prime Time in its podcast series sharing experiences working together to help children develop SEL The podcast series Developing Adults Capacity to Promote Social and Emotional Learning shares findings and early lessons from a RAND Corporation study of our Partnerships for Social and Emotional Learning Initiative Prime Time joined the podcast as a guest in second episode titled Why Building Adults Skills is a Starting Place for Promoting SEL in Children Implementation efforts benefited from developing adult understanding of their own SEL skills in order to foster these in students Although each community customized its approach three common strategies were used implementing SEL through explicit skills instruction integrating SEL into academic instruction and OST activities and creating a positive inschool and out of school culture and climate SEL focused partnerships between schools and OST programs and or districts and OST coordinating entities or intermediaries faced substantial barriers but there were strategies to help overcome them It was helpful to first create a shared vision of SEL determine roles and responsibilities and identify which SEL skills to develop CASEL We ve got to start with the adults first because if we don t know how to take care of ourselves and we don t know how to identify our emotions how we re feeling and regulate those things we can t show up as our best selves for kids Katherine Gopie Director of Professional Development Prime Time Palm Beach County
