Purpose of this ManualThis manual provides pertinent instructions for Campus TestingCoordinators (CTCs), Test Administrators (Proctors), and trained campusstaff to administer the Assessment of Course Performance (ACPs) in theDallas Assessment Navigator (DAN) online platform. Refer to this manualfor information about test components, testing procedures, and testsecurity. CTCs are the first line of contact for testing concerns. Anyclarifications and assistance required beyond the scope of this documentwill be addressed by the Assessment Department. Document revisions willbe posted electronically with an updated version number and date on theAssessment website.Back to Table of ContentsPurpose and Mandate of ACPs3District-Mandated TestingACPs are the semester final exams used by the district. ACPs are notcreated for all secondary course offerings.ACPs are 120-minute, secure tests. They are developed locally toassess the Texas Essential Knowledge and Skills (TEKS) or StudentExpectations (SEs).Placement decisions and awarding course credit for ACPs aredocumented within the district wide grading policy.If a student is tested, the score will be included in the campusdata summary.For grade 5, ACPs count 5% toward the students’ semestergrade.For grades 6-8, ACPs count 10% toward the students’ semestergrade.For grades 9-12, ACPs count 15% toward the students’semester grade.

6 ACP content is developed and approved through collaborationbetween Test Development and Academic Services. ACP blueprintsmay be found on the ACP tab on the Assessment website. Onlycourses with an ACP will have a blueprint. If you are not sure if acourse has an ACP, you may use the Course to Test Lookup to verify.Back to Table of ContentsACP DesignTest Item FormatACPs will include multiple choice and technology-enhanced items.Secure TestACPs are locally developed secure exams, subject to all policies andprocedures detailed in this document and in the DISD Test SecurityManual 2024-25.Mode of TestingACPs will only be available online. Students must test in person attheir enrolled campus with a district-issued device.Testing PeriodsACPs are 120-minute tests. Time needed to situate students, handletesting materials, and read the Test Administrator Script is notincluded within the 120-minutes.Extra TimeStudents who receive extra time must be carefully monitored.Students receiving extra time will have 3 hours to complete exams.

Back to Table of ContentsACP DesignAccommodationsCampus Testing Coordinators and Test Administrators must ensurethat accessibility features and designated supports are provided toeligible students. Students should have accommodation profiles setand verified in DAN prior to testing.TEITeacher Excellence Initiatives and principal evaluations will includeACPs.Teacher FeedbackAt the close of the testing window, teachers will have anopportunity to review the ACP for their tested subject. ACP surveyswill be accessible online, allowing teachers to provide feedback atthat time. As the ACP testing window approaches, Campus TestingCoordinators will receive communication with guidance onproviding their teachers this opportunity while maintaining a secureviewing environment. ACP DataAfter the testing window, test results will be visible to teachers withinDAN. Districtwide summaries (as well as test results) will be availableon MyData Portal, also after the testing window closes. Effective Fall2024, ACP scores will automatically populate into PowerSchool.Teachers will no longer need to manually input scores.Scoring ProcessOnline test responses are scored electronically in DAN.Student Grades The final test results are displayed within MyData Portal. Online testscores will now be uploaded into PowerSchool. ACP scores are notimmediately visible in DAN. Teachers are prohibited from adjustingimported grades.7

Dismissal Times Secondary schools maintain a full-day schedule for each testing day.Campus Testing Coordinators will create a campus testing plan todetermine the testing schedule.Campus principals must consult with Executive Directors and the TransportationDepartment to adjust bus schedules on early release days.Refer to the School Leadership WAIP for fall 2024 dismissal times. 9Teacher Vacancies (High School Only) District grading policy addresses situations when certified teachers are notavailable for all classrooms.“If a student at the high school level has been taught by a non-certifiedsubstitute teacher in a classroom with a vacancy or a teacher withextended absences for more than 25 days in Semester 1 or 30 days inSemester 2, the student’s final grade will be calculated using either theACP examination with 15 percent weight or the average of the two nine-weeks grades, whichever is higher.”Students must still take the ACP, even if they are taught by a non-certifiedteacher during the testing window. Teacher-made tests and class projectscannot be used as a substitute grade. Campus Testing Coordinators will take the following steps to reportteacher vacancies for ACP courses: 1) Verify all ACP courses not taught by a certified teacher. 2) Do not include non-ACP courses. 3) Fill out the Teacher Vacancy Form for ACP Test Reporting 2024- 2025 form with the specific ACP subjects, class sections and number of vacant days, and your principal’s signature. 4) Upload your completed form to the ACP teacher vacancy Google form link. 5) Submit all completed pages for processing. 6) After the HCM Department verifies the vacancies, School Leadership sends the signed vacancy forms to CTCs and Principals to approve grade changes.Back to Table of ContentsTeacher Vacancies & Staff Attendance

10Teacher Vacancies (continued) (High School Only) 7) Compare the student’s exam score (once it is populated into PowerSchool) and the average of their two quarters’ grades. For students whose average of their two quarters’ grades is higher than the exam score in PowerSchool, replace the exam score with that higher average of their two quarters’ grades. 8) The due dates for submitting the teacher vacancy forms are December 5, 2024, and May 9, 2025, by 4:00 PM.NOTE: Please do not submit a vacancy form if your school has no vacanciesto report for spring.NOTE: Teacher vacancy reporting is only available to high schools, due toclass rank calculations.Back to Table of ContentsTeacher Vacancies & Staff AttendanceStaff Attendance During Testing Per DEC Regulation policy for use of district local days:https://pol.tasb.org/Policy/Code/361?filter=DEC“Full-time District employees may earn five District local days per schoolyear. AccommodationsVerifying Student Testing AccommodationsFailure to administer documented testing accommodations canjeopardize a student’s success and result in testing irregularities. Testing accommodations are considered on an individual basis.Students must use an accommodation independently and routinelywith daily instruction and classroom testing. District- mandatedprocesses must be used to properly determine eligibility and todocument the testing needs within the authorized systems before theACP testing window.Accommodation ResourcesAccommodations for ACPs mirror the TEA accessibility policy to ensurethat all students interact appropriately with the content, language,formatting and response mode of the ACP. While some accommodationsmay be appropriate for instructional use, they may not be appropriate orallowable on certain assessments, such as ACPs.21Back to Table of ContentsACP ExceptionsACP content cannot be modified, reproduced, or photocopied in anymanner as part of administering an accommodation.Students who do not receive on-level instruction or cannot take ACPsonline with accommodations require teacher-made tests with decisionsdocumented by the ARD or LPAC. Certain EBs may also be excusedfrom participation in ACPs. All students not taking ACPs should take ateacher-made test.Campuses that need support with testing delivery for 504 studentsmust contact the 504 Department for guidance.

Accommodations24Back to Table of ContentsDesignated Supports (cont’d)Within the DAN platform, students will have access to a basic 4-function calculator and a graphing (DESMOS) calculator. For ACPs,students may use a stand-alone calculator which must be set in testingmode. For calculator applications, all internet capabilities must bedisabled on the device.Students should practice in the DAN platform before testing.Note: It is not considered an irregularity if a student does notreceive a hand-held device.ACP Support for Special PopulationsSome students have different learning needs, disabilities andconditions protected by federal and state laws. If a student has anacademic plan that requires testing accommodations, then schoolsmust comply with completing the evaluation process anddocumentation before the start of testing. There are no modified testversions.The following student groups require documentation for testingaccommodations:Special ServicesStudents approved to receive special education services will testwith ACPs, unless exempted by an ARD committee.IEPs must be updated with testing decisions for SPED studentswithin the EasyIEP system.Testing decision changes or requests for designated supports mustbe documented and updated before testing in accordance withdistrict policy.The Special Education Department should be consulted at (972) 581-4100 for assistance for SPED chairs or with EasyIEP issues, visionservices support, instructional guidelines, or guidance ondeveloping teacher-made tests.

Accommodations25Back to Table of ContentsEmergent Bilingual Learners (EBs)The LPAC committee determines the testing language for ACPs. Thetesting language must be documented within MyData Portal.See DISD’s 2024-2025 ACP Procedures for Emergent Bilinguals.The Bilingual ESL Department should be consulted at (972) 925-6490 for assistance to LPAC chairs or for bilingual and ESLinstructional concerns.504IAPs must be updated with testing decisions for 504 students withinthe EasyIEP system.Testing decision changes or requests for designated supports mustbe documented and updated before testing in accordance withdistrict policy.The Section 504 & Dyslexia Services Department should beconsulted at (972) 581-4100 for assistance to 504 chairs or forinstructional guidelines for dyslexia.General Education (MTSS)MTSS plans must be active and in review status with ongoingprogress monitoring documented.Designated supports are captured on MyData Portal.Students must have experience using the designated supportindependently and routinely before the scheduled testing window.Testing decisions are based on campus decisions that consider thestudents’ academic needs and progress.The MTSS Department must be consulted for assistance withacademic intervention plans.MTSS guidelines are located at: http://www.dallasisd.org/MTSS.Medical Exclusions for ACPsAll students eligible to take an ACP must test. Students absent fromschool due to illness will test upon return to school. State medicalexemptions are not applicable to ACPs because students can completeassessments after the closing of the testing window.

Test SecurityTest Security and Confidentiality for ACPsACPs are District-mandated tests that are governed by District policy.ACPs are 120-minute exams administered online.Teachers of record cannot test their students. Teachers will be switched.Elementary teachers are prohibited from administering tests to studentsin their own grade levels.The following exceptions will apply:Special education teachers providing special educationaccommodations.A Spanish-speaking staff member administering the Spanishversion of an assessment where there is only one Spanish-speakingstaff member at the campus; orTeachers teaching "special" classes (e.g., art, music). They will beallowed to administer tests for core content areas(English/language arts, mathematics, science, and social studies).Multi-level Montessori classroom teachers will be allowed toadminister tests to students in their own grade levels but will notbe allowed to administer assessments to students assigned totheir grade rosters.High school and middle school teachers are prohibited fromadministering tests in the content area they teach (e.g., anEnglish/language arts teacher does not test reading, writing, English I, orEnglish II).An exception will apply to special education teachers providingaccommodations.DISD Board Policy Regarding Testing: EK (Regulation): Link ACPs comply with the standards and procedures outlined in the Dallas ISD TestSecurity Manual. The expectations for professional honesty and integrity applyto ACPs.Test Administrators must oversee and keep testing materials secure at alltimes. Test SecurityCampus Test Security TrainingAll campus staff involved with any aspect of testing must be trainedand sign a District Oath of Test Security after completing training. Test SecurityCheatingStudent cheating also includes (but is not limited to) the act ofacquiring, forwarding, and/or receiving any aspect of the ACP contentwith the use of printed, oral, or digital mediums (e.g., using cameras oroptical readers from cell phones and other electronic devices to videoor photograph test questions, hand-written notes, audio or videos).Follow your campus safety guidelines to remove students from thetesting area and confiscate their devices when observed cheating.Students will receive a grade of zero if cheating is determined. ACPscores are automatically invalidated. Include supportingdocumentation in a TISV submission immediately after the incident toinitiate the process of updating student records and grading.Collect any form of physical evidence from students or staff to submitwith the Test Security Violation Report (TISV). This includes notes, cheatsheets, electronic devices, books, and any other item used during thecheating incident.For serious violations contact the District Test Security Officer.30Back to Table of ContentsAddressing and Reporting Testing IrregularitiesIrregularities for ACPs are handled locally within the District. CampusTesting Coordinators must adhere to all testing policies andprocedures. Understanding the testing protocols and campus testingplans will deter serious testing irregularities.Formally documenting and submitting procedural and seriousirregularities using the Testing Irregularity Security Violation (TISV)online form is required. Failure to report an irregularity constitutes aseparate irregularity, potentially a serious irregularity.Remain aware that information about possible testing irregularitiesmay come from students, parents, or anonymous tips. Report thisinformation to the District Test Security Officer.

If an irregularity is discovered after the date of anincident, it must be reported immediately. Back to Table of Contents38Test SecurityPotentiaPenalties for Prohibited Conduct:In accordance with Title 19 TAC §247 and §249, the State Board ofEducator Certification (SBEC) can impose a penalty on any person whoviolates, assists in the violation of, or solicits another to violate orassist in the violation of test security or confidential integrity, and onany person, who fails to report such a violation. Penalties include:placement of restrictions on the issuance, renewal, orholding of a Texas Teacher Certificate, either indefinitely orfor a set term,issuance of an inscribed or non-inscribed reprimand, and/orsuspension of a Texas Teacher Certificate for a set term; orrevocation or cancellation of a Texas Teacher Certificatewithout opportunity for reapplication, either for a set termor permanently.Certified campus personnel are directly responsible for supervisingany certified or non-certified paraprofessionals (i.e., teacherassistants, office clerks) who have access to secure test materials. Ifviolation of test security or confidential integrity occurs under thiscircumstance, the certified professional is subject to the penaltieslisted above.If necessary, Internal Audit, Professional Standards Office, LegalReview, and Employee Relations will be involved in the investigation orthe issuance of sanctions.
