MESSAGE FROM THE BOARD The long and rainy winter season has concluded and spring has arrived in style Homes are showcasing beautiful flowers the botanical islands of the Lago Santa Margarita are growing sturdy roots and stems and Members are enjoying SAMLARC s lovely parks pools and trails The Board of Directors announced the election of four SAMLARC Board Members Newly re elected Board Directors Marty Groh Robert Louvar and Charles Villafana as well as newly elected Board Director Ted Robertson join Directors Robert Dickson Jeff Halbreich and Dennis Reid to comprise the 2019 SAMLARC Board of Directors The Directors Election was conducted at the 2019 Annual Meeting and Election held on Thursday February 21 2019 We invite you to learn more about these valuable Board Members and their goals for the SAMLARC Community within the pages ahead As the Directors look toward SAMLARC s future the Board recognizes that 2020 projects significant challenges onto California s economy and communities These challenges will have a fiscal impact on SAMLARC We encourage you to learn more about the impacts of California minimum wage laws regional water rate increases and wildfire defensible space standards within this edition of Rancho Life The Board is actively working to address these challenges in a manner that preserves property values maintains SAMLARC s aesthetic beauty and protects SAMLARC s financial health This edition of Rancho Life also includes an introduction to SAMLARC s Member Satisfaction Survey Program This program is designed to measure Members response to and enjoyment of SAMLARC amenities events processes and more We appreciate your feedback in helping the Board determine potential avenues for SAMLARC s growth and development We welcome you to join us on May 4 at our Beach Club Opening Day celebrating the summer season at the Lago Santa Margarita Beach Club Lagoon The Annual Wine Cheese event on May 18 will pair great food and delectable wines for Members to enjoy and we encourage you to join us for a summer full of great memories beginning with Patriotic T Shirt Painting and the Star Spangled Spectacular and through its finale Caribbean Nights We look forward to a beautiful spring and summer season with our vibrant SAMLARC community Sincerely Your SAMLARC Board of Directors 3

MEET THE NEWLY ELECTED BOARD MARTY GROH VICE PRESIDENT Marty s professional experience confirms his belief that organizational success relies on focused and interactive communication collaboration consensus building teamwork and leadership by example Marty s career spans nearly forty years in corporate tax and estate planning law He was a founder partner director and officer of several successful law firms Marty holds a B S in Business Administration from Drexel University a J D from Villanova University and MBA and Master of Laws in Taxation degrees from New York University Marty s SAMLARC experience includes his role as Secretary and Member of the Community Lifestyle Communications Covenant Fireworks Claim Ad Hoc Landscape Products Ad Hoc and Insurance Review Committees Previously Marty served as a Board Director for the Alicante HOA and remains on Alicante s Finance Budget Committee He served as a Board Director and President of an Irvine HOA the Orange County Lacrosse League and the Orange County Youth Lacrosse Association as well as a club soccer coach and administrator Additionally Marty volunteered with Canine Companions for Independence as a puppy trainer for the Wounded Veterans Initiative Marty is the proud father of two children His son Kevin is a graduate of UCLA with a Master of Professional Writing degree from USC and a Master of Teaching degree from UCI Kevin is a US Army combat veteran and teaches high school English Literature His daughter Erin is a graduate of UCSB with a career in corporate events planning Marty would like to meet and hear from as many Members as possible so that he can have your input on what matters to you Marty can be reached at marty groh samlarc org 4

ROBERT LOUVAR CHIEF FINANCIAL OFFICER Robert Louvar and his wife Monica are transplants from the Midwest In 2006 they moved to Southern California to be near their oldest daughter and her family while also enjoying California s weather and lifestyle Robert s greatest accomplishment is raising three amazing children who have given him six delightful grandsons Robert was a commercial banker for 40 years with institutions such as Union Bank California Bank Trust and JPMorgan Chase He has worked with publicly traded companies as well as governmental and nonprofit organizations and now owns a consultancy that assists businesses in obtaining access to credit He holds a BBA from the University of Iowa and Graduate Degree in Banking from Stonier Graduate School of Banking As an RSM resident for 13 years Robert brings renewed focus and energy to our community Robert has served as SAMLARC s CFO and on many Committees including the Architectural Review Budget and Cash Flow and Community Lifestyle Committees He previously served as a Board Member of the Raise foundation and is active with OC Fire Watch Cleveland National Forestry and the RSM Chamber of Commerce Robert believes he has the knowledge and understanding of the budget and cash flow projections required to fund current and future community projects Robert s banking background gives him the experience needed to make sound recommendations regarding SAMLARC s investments His goal is to ensure that SAMLARC meets the needs of its Members The most pressing issues facing SAMLARC in 2019 are Completion of the Lake Ecosystem Repair Project Rejuvenating SAMLARC s landscape and infrastructure Developing a Defensible Space Plan per OCFA s enhanced requirements As Stephen Covey said Seek first to understand then to be understood TED ROBERTSON DIRECTOR Ted Robertson is a 20 year resident of Rancho Santa Margarita moving here from Massachusetts in August 1998 with his wife and two children A New Jersey native he earned a BA degree in Economics from The Johns Hopkins University and an MBA from Dowling College He has excelled as a sales and marketing manager with responsibilities including business planning budgeting sales team leadership and customer negotiating Ted and his wife Donna raised their two children here where they both excelled and have since moved on to successful college and professional careers Ted volunteered as a basketball coach in the SVUSD Saturday morning youth league their son participated in and he later assisted in fund raising efforts with his son s Trabuco Hills High School basketball program Once time allowed Ted volunteered as a member of the SAMLARC Covenant Committee serving for over two years and gaining an understanding of SAMLARC s role in the community He was first elected to the Board of Directors in February 2015 and served in multiple roles including Board Secretary and Chief Financial Officer Ted works tirelessly to learn all sides of every community issue from the financial to the aesthetic impact to make an informed decision that is fair economical and equitable to all members of SAMLARC He loves contributing his experience and energy in the spirit of community service to the city that he has called home for nearly twenty years Rancho Santa Margarita CHARLES VILLAFANA SECRETARY Charles Villafana and his wife Erin grew up in the San Fernando Valley Both moving around California for school and work San Luis Obispo County Napa Chico Sacramento and Huntington Beach they settled into Rancho Santa Margarita in 2010 They have two sons Emmett and Callan The Villafana family is involved in many activities including Santa Margarita Little League AYSO Santa Margarita Pop Warner and Cub Scouts Charles received his Bachelor of Science in Ecology and Systematic Biology from Cal Poly San Luis Obispo Since 2008 he has been a Fisheries Biologist with the National Marine Fisheries Service NOAA NMFS where he currently manages the West Coast Region Observer Program monitoring commercial swordfish and tuna fisheries in the Pacific Prior to that Charles worked with saltwater recreational fisheries inland fisheries wildlife management and outdoor education for the California Department of Fish and Game City of Newport Beach City of San Luis Obispo and Pacific States Marine Fisheries Commission Additionally from 1997 2004 Charles was a Los Angeles County lifeguard and swim water polo and diving coach Charles is a member of the Lago Santa Margarita Ad Hoc Committee with a goal to reintroduce fishing to the Lago Santa Margarita Lake and getting the Golden Algae problem under control Charles goals as a SAMLARC Director will be to ensure well maintained and utilized parks pools and sports fields and a healthy Lake while maintaining strong relationships and partnerships with the City of RSM community groups sports leagues and residents 5

MAJOR ISSUES IMPACTING SAMLARC In accordance with the SAMLARC Bylaws SAMLARC held an Annual Meeting of the general Membership on February 21 2019 The purpose of the Annual Meeting is to elect Members to the Board of Directors and update the Membership regarding SAMLARC s financial health community involvement projects and potential impacts This information was delivered in the State of SAMLARC Address This year s Address also included an overview of major funding impacts expected in 2019 and future years CALIFORNIA MINIMUM WAGE As mandated by the State of California minimum wage increased by approximately 9 1 between 2018 and 2019 Wages will increase again in 2020 by 8 3 and will continue to rise through the year 2022 a 50 increase from 2016 per the California Minimum Wage Schedule This will bring wages up from 10 in 2016 to 15 per hour by 2022 These increases will affect all of us whether in our personal life career or homeowner s association As wages rise professional service providers find that their costs increase as well Employers may need to adjust their employee pay scale in order to avoid wage compression which occurs when workers at the low end of the pay scale i e minimum wage workers receive raises that others i e workers who earn slightly more than minimum wage do not receive These increased costs are in turn passed on to the consumer in this case your homeowner s association ORANGE COUNTY FIRE AUTHORITY DEFENSIBLE SPACE REGULATIONS The Orange County Fire Authority OCFA is enforcing stringent defensible space requirements for all communities within their jurisdiction that are adjacent to wilderness areas This includes SAMLARC According to OCFA for wildfire protection SAMLARC s Defensible Space should reach at least 100 feet from the property line OCFA s Guidelines for Vegetation Management within 100 feet include Remove all dead and dying plant material as well as combustible material such as dry leaves and twigs Trim or remove plants to sufficient distance between plants Remove vegetation found on the OCFA Undesirable Plant List and replant using drought tolerant fire resistant plants Recently OCFA identified seven areas in SAMLARC that are non compliant with the more stringent Defensible Space requirements To comply with OCFA s stringent Defensible Space requirements SAMLARC has developed a Defensible Space Work Plan that include meeting the Guidelines for Vegetation Management However merely meeting these Guidelines leaves these areas vulnerable to potential erosion and soil instability as well as drastically disrupting their appearance SAMLARC s plan therefore includes the re planting of the identified areas with OCFA compliant plant material The estimated cost of the project is 648 170 approved by the Board of Directors at the February 19 2019 Board Meeting Work began during Quarter 1 in 2019 and will conclude at the end of Quarter 4 adjacent communities will be notified prior to commencement SAMLARC is also in the process of developing a Perimeter Defensible Space Master Plan capturing all other areas of SAMLARC perimeter landscape that are within defensible space requirements The cost for bringing these areas into compliance will be included in future budgets 6

SANTA MARGARITA WATER DISTRICT RATES Santa Margarita Water District SMWD rates will increase in 2019 for all constituents of its District including SAMLARC SMWD attributes the increase to removal of its rate subsidy increased costs of imported water i e water purchased outside of the District s boundaries investment in the developing Trampas Canyon Reservoir project and recycled water initiatives and earmarking 15 million annually for its Capital Projects SMWD has proposed a three pronged increase which includes water and recycled water rate structure changes increased wastewater charges and increased passthrough rates for water purchase and power surcharges On March 25 2019 SMWD s Board approved the wastewater wholesale water pass through and power surcharge increases SMWD is continuing to review its water and recycled water rate structure increases and anticipates implementing these increases later in 2019 The pass through and wastewater increase took effect on April 1 2019 The total impact to SAMLARC s budget will be determined as SMWD finalizes its proposed rates for consideration SMWD also projects a second increase in 2020 as well as a third increase in 2021 LANDSCAPE REPLACEMENT INITIATIVES Verdant landscaping is a distinct aspect of SAMLARC s community design While SAMLARC endeavors to maintain the health and beauty of its parks greenbelts medians and trails the age of the landscape itself necessitates replacement Many of the community s plants were planted at SAMLARC s founding in the 1980s over thirty years ago and have met or exceeded their useful life SAMLARC is developing a 15 Year Landscape Replacement Plan to remove and replace plant material throughout the community over time The plan protects not only SAMLARC s beauty but also its safety The branches and root systems of aging trees are vulnerable during periods of high wind and rain which can break brittle branches and even topple trees Additionally shrubs become woody and ground cover begins to die off Though SAMLARC s landscapers routinely trim the trees and other plant material the much of the landscaping has exhausted its period of healthy growth The Landscape Replacement Plan will gradually implement new water wise Mediterranean plant material to ensure that SAMLARC retains its green lush visual appeal Beautiful common area landscape is an aesthetic quality that protects and enhances homeowner property value LOOKING FORWARD These state regional and environmental impacts are not unique to the SAMLARC community master planned communities business and homeowners throughout California are grappling with these challenges and their cost implications By carefully examining and refining the 2019 SAMLARC Budget the Board of Directors successfully prevented an assessment increase in 2019 However the effects of California minimum wage increases OCFA regulations and SMWD rate increases have affected SAMLARC in 2019 and will continue to impact future years The Board is actively working to manage and address these impacts and while continuing to fulfill SAMLARC s primary purpose The management and maintenance of SAMLARC property and the preservat ion of the value desirability and attract iveness thereof Updates on these external impacts will be made available to the Membership at SAMLARC org as they develop For questions or more information please contact Candice Fullenkamp Community Executive Officer at 949 709 0015 or candice fullenkamp fsresidential com 7
