K N O X V I L L E B R A N C H www asceknoxville org 2015 OUTSTANDING CIVIL ENGINEERING PROJECT OF THE YEAR INSIDE THIS ISSUE PAST PRESIDENT AWARD DANIEL BARGE AWARD YOUNGER MEMBERS FIRST MEETING FIELD TRIP FUN EXCITING THINGS ON THE HORIZON The ASCE Knoxville Branch recognized the Lakeshore Park Abatement and Demolition Project as the Outstanding Engineering Project for 2015 The City of Knoxville is transforming 185 acres of the former Lakeshore Mental Health Institute into Lakeshore Park Quantum Environmental Engineering Services LLC QE2 was the design engineer for abatement and demolition QE2 had performed many tasks on the site while working under multiple Tennessee Statewide Environmental Services Contracts and was familiar with the facilities and operations of the Lakeshore Mental Health Institute QE2 demonstrated appreciation for the site s history and for its potential as a City park The Engineers partnered with the City of Knoxville Owner and the awarded Contractor to accomplish the work of the project which involved design and abatement and demolition of more than 20 buildings in a year s time The project was completed with the respect required to impact a facility that had served the public of East Tennessee for 126 years as a mental health institute and for a couple of decades as a City Park The project was completed without closing the park or even closing the site roads except for one partial road closure during demolition of the smokestack There were many challenges to the project not the least of which was trying to continue to provide utility infrastructure and continual service to buildings that were to remain The buildings to remain included an operational residential facility serving approximately 12 mentally handicapped clients of Helen Ross Mcabb This was especially challenging because the utilities were a mixture of types of pipe and conduit some of which were close to 100 years old Additionally many other onsite projects were ongoing at the same time including restoration and renovation of the 100 year old Administration Building to the headquarters for Knoxville s Parks and Recreation Department and the development of a fully accessible playground The work was designed to accommodate ongoing events at the sports fields and throughout the campus including different track and field events soccer and baseball events Several meetings and social events for users such as the City Mayor Budget presentation or the Pilot Flying J Employee Appreciation Day were also held during the Project The other component which allowed QE2 to provide a remarkable product was in Tree Preservation QE2 worked with the City of Knoxville s Urban Forester to prepare specifications that protected the trees on campus and nearby buildings from damage during the abatement and demolition project Some of these trees are more than 100 years old and since the facility is planned to be a City Park it was necessary to protect every tree possible The Knoxville ASCE Branch submitted the nomination to the Tennessee ASCE Section and the project was awarded one of two 2015 Outstanding Engineering Project of the Year awards at the Section level TENNESSEE SECTION Knoxville Branch FIRST QUARTER 2016
BRANCH FIELD TRIP On October 8 2015 Sherman Dixie hosted the Branch for lunch and a Lenoir City plant tour The plant was manufacturing 8 diameter dry poured pipe sections that day 36 participants including consulting engineers municipal and ORNL engineers and TDOT officials from both Knoxville Tour participants look out over the storage yard at different products and Chattanooga enjoyed seeing the process by which concrete products are made and the process used to ensure quality The plant educated us as to the way work orders are used the types and frequency of inspections and certifications and the different types of products made at the Lenoir City Plant and other Sherman Dixie Plants across the nation Sherman Dixie workers remove a new concrete pipe from a mold Thanks to Lukas Salyer for organizing the event Inverts are formed inside the manholes Very Complicated work The new ASCE Younger Members Group met for the first time on November 19 2015 at the Bearden Beer Market 16 attendees showed up for this social and networking event sponsored by Cannon Cannon The Younger Members Group is open to all engineers and E I s 35 years old and younger as well as college students with a goal of creating social and service events with occasional educational opportunities to connect young engineers in Knoxville and East Tennessee Future events are being planned for early 2016 Be on the lookout for information regarding a Knoxville Ice Bears or UT Basketball game in February a river cleanup service project in April and a Tennessee Smokies game over the summer Sponsorship from the Engineering Community for events is welcome and needed YOUNGER MEMBER GROUP HOLDS FIRST SOCIAL MEETING TENNESSEE SECTION Knoxville Branch
Helen Hennon receives Past President Award At the November Branch meeting current Branch President Sam Mayes presented Helen Hennon with the Award for Outstanding Leadership and Service for being the 2014 Knoxville Branch President This is the second time that Ms Hennon has served as Branch President serving in 2012 as well During Ms Hennon s last term as President she was able to found a Younger Members Group work with ASCE Society level to make the Knoxville Branch a website originate the first quarterly Branch Newsletter and organize a Branch Field trip Ms Hennon is continuing to work with the Younger Members Group and help prepare the quarterly newsletters as well as provide guidance in her role as Past President Daryl Armentrout Receives Daniel Barge Award Daryl Armentrout swearing in next year s officers Sam Mayes Dan Boles and Nancy Roberts Nathan Mathis Vice President was not available 2015 Branch Government Engineer Award The Knoxville ASCE Branch recognized Shawn Fitzpatrick as the 2015 Government Engineer of the year and submitted a nomination for Mr Fitzpatrick to the Tennessee Section as their 2015 Government Engineer of the Year Mr Fitzpatrick is a professional engineer in Tennessee and has been working with the City of Knoxville s Engineering Department for almost 20 years His years of service have offered the opportunity to serve our Knoxville community by splitting his time as an engineering designer and manager for close to 50 million in capital improvements projects Mr Fitzpatrick takes pride in his work and the position he holds as a steward for the taxpayer s dollar In the past three years Mr Fitzpatrick manages professional service contracts for bridge replacements streetscapes drainage improvements new sidewalks new roadways slope stabilization planning studies building abatement demolition and new parks He has managed construction contracts totaling 12 626 000 in construction costs with projects that include new roadways new parks drainage improvements and building abatement demolition He conducts in house design for projects for citywide sidewalk replacement ADA curb cut installation and alley paving Mr Fitzpatrick also managed the City of Knoxville Bridge Program Sidewalk Safety Program ADA Curb Cuts Program as well as Temporary Traffic Control Permits and the Utility Maintenance and Construction Permits ASCE KNOXVILLE BRANCH ANNOUNCES NEW WEBSITE Sam is presenting the Daniel Barge Award for Distinguished Service to Dr Daryl Armentrout PhD P E Dr Armentrout s career with TVA spanned 45 years and encompassed many different projects as both a structural engineer and a manager A summary of his work experience is attached One of Dr Armentrout s most important accomplishments was developing a new design approach to the nuclear reactor containment building This new design approach included use of a post tension concrete structure and a steel liner anchored to the concrete inside He worked in conjunction with other engineers and Dr Edwin Burdette of the University of Tennessee to complete an extensive testing program Dr Armentrout eventually took that research and developed a finite element model which he used to complete his doctorate program in civil engineering at the University of Tennessee This design was implemented at the Bellefonte Nuclear Plant in Alabama The ASCE Knoxville branch has been working to create a new website which is a major milestone in the history of the group Becky Rehorn of member company Vaughn Melton Consulting Engineers has been impetus in getting this new site ready for the next phase of growth for our organization www asceknoxville org TENNESSEE SECTION Knoxville Branch
