Candidate Statements The 2018 SAMLARC Board of Directors Election and Annual Meeting of the Membership will be conducted on Thursday February 22 2018 at 7 00 p m at the Bell Tower Regional Community Center in the Grand Ballroom located at 22232 El Paseo Rancho Santa Margarita The following candidate statements are listed in the order that they will appear on the ballot which will be arriving in the mail after Monday January 8 2018 Be sure to view the candidates and their video statements on SAMLARC org beginning the week of January 15 2018 Please encourage the Delegate from your District to attend the Annual Meeting to cast your vote You can find out who your Delegate is by visiting SAMLARC org The ballot must be used for voting by the Owner of Record Ballots must be completed and received by mail or walk in no later than the close of business at 5 00 p m Tuesday February 20 2018 at the SAMLARC Business Office located at 22342 A Avenida Empresa Suite 102 A Rancho Santa Margarita 92688 Candidate Statement for Robert Dickson Incumbent I am seeking my second term on the SAMLARC Board of Directors The Board of Directors role is to support and enhance a sense of community work with the City to ensure safe neighborhoods maintain and improve the landscape parks and facilities and safeguard funds to be spent wisely and in the best interest of the Membership The Board is the voice of the community and as such their actions should be transparent My main goal continues to be keeping SAMLARC relevant ensuring positive changes fiscal management and transparency Currently I serve as Board President During my term as Board President I have re established SAMLARC s relationship with City elected officials and staff worked with the Board to ensure a balanced budget with no assessment increase re established relationships with the youth sports community established Screen on the Green as a new event served as 2017 Election Committee Chair 2016 Liaison to the Covenant Committee and Architectural Review Committee increased communication with the Membership and established the Community Lifestyle Committee If elected you can be assured that I will continue to look out for you and this beautiful community we proudly call home I am a community minded leader who brings to the Board vision integrity and transparency in addition to the skills of forward planning contract negotiations mediation conflict resolution communication and teambuilding Candidate Statement for Jeff Halbreich Incumbent Thank you for considering me to continue on the SAMLARC Board of Directors for a third term I ve learned a lot over the past 4 years as the CFO current Vice President and Secretary of this Board My goal is to continue working with this great SAMLARC team to keep our parks and amenities beautiful and current and to maintain reasonable dues all while remaining transparent to the membership I m a U S Army Veteran and an eleven year resident of this community with a young family and we enjoy all that SAMLARC provides from the 4th of July spectacular to the Christmas tree lighting If re elected I will continue the fiscal responsibility and accountability we ve implemented over the past 4 years and use my 18 years of experience as a Certified Financial Planner and small business owner to stay on top of these issues Some accomplishments while on the Board include Transparency by holding all contract votes in open session implementing a multi bid process to renew contracts along with when to re bid projects launching the new website Now that the drought has been lifted I think a big issue we need to tackle for our community is restoring the beauty to the areas that were affected Working with our landscape consultant we can develop a plan of action to systematically revive the community in the coming years I enjoy volunteering in our community and look forward to the opportunity to continue serving as a SAMLARC Board of Director Thanks again for your consideration 4 Sign up for the new digital eNews at SAMLARC org Facebook Twitter Instagram

Welcome new members New Now Member Welcome Reception Saturday February 10 9 30 a m 10 30 a m Lago Santa Margarita Beach Club Fiesta Room Free for SAMLARC Members Are you new to the SAMLARC Community have questions about your current membership or need a refresher on SAMLARC s role as it pertains to you as a resident Please join us for this informational hour to learn about gate access architectural submittals events and navigating the SAMLARC amenities A light breakfast will also be hosted for attendees SAMLARC Homeowner Landscape Planning Workshop Saturday March 17 9 00 a m 11 00 a m Lago Santa Margarita Beach Club Fiesta Room Free for SAMLARC Members Looking for ideas for your front yard landscaping Need a refresher on the architectural standards of SAMLARC We invite you to join us to attend this educational workshop where you will hear from various speakers including a licensed Landscape Architect representatives from Green Thumb Nursery and Santa Margarita Water District as well as a California Certified Nursery Professional to give you some direction and assistance Light breakfast will be included Lake Ecosystem Repair Project Update The first major step to repairing the Lago Santa Margarita ecosystem has begun with the recent Board approval of retaining the engineering firm Woodard and Curran Woodard and Curran will provide design services for the irrigation pump station Lake water fill and irrigation system connections which will enable SAMLARC to use Lake water for irrigation of the surrounding turf and planter areas Utilizing Lake water for irrigation will assist with the management of the Lake water quality by consistently infusing the Lake with fresh water The goal of adding fresh water to the Lake on a continual basis is to affect the eco balance by reducing salinity and total dissolved solids which in turn should lessen the frequency of Golden Algae outbreaks which historically have resulted in what is known as fish kills The Lake Ecosystem Repair Project is scheduled to begin in January 2018 and barring any major setbacks the project is anticipated to take 9 months to complete The project is scheduled in phases with the first phase being design of the plans for the pump station and irrigation connections Once the planning phase is complete and design approved the construction phase of the project will begin Finally once construction is complete the system will go live Once live the Lake water quality will be closely monitored prior to restocking the Lake with fish The Lago Santa Margarita Ecosystem Repair Project demonstrates great potential to reduce the likelihood of future Golden Algae bloom fish kills However it is important to note that the Golden Algae can never be completely eradicated from Lago Santa Margarita or from any other local lake The main objective of the Lake Ecosystem Repair Project is to give SAMLARC the ability to manage Golden Algae by way of managing the Lake s water quality Testing for Golden Algae has shown that water quality is a major contributing factor to Golden Algae outbreaks and fish kills The project is intended to reduce the odds of future outbreaks significantly 6 Sign up for the new digital eNews at SAMLARC org Facebook Twitter Instagram
