National Center for Complex Operations Based on our strategic partnership agreement with the National Center for Complex Operations NCCO CATT is approved to offer a comprehensive platform of resiliency training and educational opportunities conducted at world class fully modernized Military training facilities The NCCO is an innovative mechanism for addressing national security needs while developing Indiana s economy NCCO acts as a one stop shop to connect state federal and private interests with services programs and training and testing capabilities that will serve the U S Armed Forces and government agencies at all levels NCCO is sponsored by the Indiana Economic Development Corporation IEDC and is a registered 501 c 3 hosted by Sagamore Institute In God We Trust

Atterbury Muscatatuck Boundaries The Atterbury Muscatatuck boundaries encompass more than 35 000 acres of training and maneuver space Within Johnson Bartholomew and Brown counties is Camp Atterbury near Edinburgh Indiana an Armed Forces Reserve training area operated by the Indiana National Guard The Atterbury Muscatatuck training profile includes land airspace training venues and collaborators stretching over the southern half of Indiana into adjacent states The availability of assault landing strips drop zones and landing zones provides units the ability to begin their training experience at Atterbury Muscatatuck with a strategic insertion employing both fixed and rotary wing aerial platforms into an anti access environment Special Operations Forces communities are able to perform Full Mission Profile training unlike anywhere else in the continental United States In God We Trust

Unmanned Aerial Systems Venues In God We Trust Atterbury Muscatatuck JMTC has expanded its Unmanned Aerial Systems UAS support capability to include FAA Certificates of Authorization COAs which permit UAS operations at Muscatatuck Urban Training Complex Airfield Operations Office staffed seven days a week M F 0800L 2300L S S 0800L 1600L and other times as mission requires If a mission requires 24 hour operations a 72 hour advanced notification must be requested The staff provides knowledge of local operations and procedures customer service and airspace de confliction Camp Atterbury also provides areas for realistic flight training under Visual Flight Rules VFR Night VFR and night vision imaging systems Included are terrain flight areas confined areas and unit supported Forward Arming Refueling Point FARPs Venues available to reserve Dedicated UAS Operations Facilities Operations and Maintenance Hangar Admin and Operational Office Space Classrooms

Technology Capability In God We Trust The site has a robust telecommunication architecture consisting of the older copper and multi mode fiber as well as a significant amount of new single mode fiber covering the 400 structures on the Muscatatuck site Telephone systems The site currently has the following operational systems 1 POTS Plain Old Telephone System a Nortel phone switch is fully operational at the site 2 VOIP Voice Over Internet Protocol is available on the site for use by white cell and EXCON personnel as required 3 Cellular The site has a closed cellular network with the capabilities for 2G GSM 3G and 4G LTE networks available that can replicate numerous cellular phone towers or separate Cellular providers which can be used in a multitude of testing and training events not only at Muscatatuck but also Camp Atterbury Data Networks Key data networks are available for use at the site The sites utilize Virtual Local Area Networks VLAN technology to deliver these services via the core network backbone This includes commercial internet as well as Joint Training Enterprise Network JTEN 2 0 This allows peering into other networks such as SDREN JMETC and Joint IO Range JIOR which is vital to our National Testing Network capability with our Crane NSWC partnership and the national Testing and Evaluation T E capability Other ElectroMagnetic other testing Capabilities 1 Clearance has been granted for specific ground based Electronic Attack EA events to occur at the site The classified document is available as needed and can be provided via SIPR if required 2 Audio speaker system is available on site 3 Ground truth capability for verification of sensor type testing Entire site is covered by outdoor camera equipment that can be accessed at multiple locations to include infrared and night vision 4 Air traffic in the area of the sites as well as the adjacent area can be viewed via the access to JWINWAM 5 Moveable cameras are available for indoor video capture of testing events

Testing Experimentation In God We Trust The United States Special Operations Command Research Development and Acquisition Center SORDAC conducts Technical Experimentation TE formerly TNT experimentation events at AtterburyMuscatatuck on a rotational basis The TE experimentation events provide opportunities for government academia and industry technology developers to interact with operational personnel to determine how their technology development efforts and ideas may support or enhance the Warfighting Special Operations Forces capabilities The TNT was first hosted at the Atterbury Muscatatuck complex in 2012 and the next one is scheduled for February 2016

Advanced Urban Training The Muscatatuck Urban Training Center MUTC was developed in conjunction with the State of Indiana as a large urban training site that leveraged existing masonry buildings and which supports Camp Atterbury urban training requirements while also providing a unique training venue for other Army units DoD exercises and Federal agencies The Army urban training facility strategy uses a general framework to validate and program when and where facilities are built The fielding framework is outlined by five stationing based goals 1 One Combined Arms Collective Training Facility CACTF at each home station that supports one or more brigade combat teams 2 One Shoot House for each Brigade Combat Team BCT 3 One CACTF and one SH for each Reserve Component RC mobilization center 4 One home station Urban Assault Course UAC for each Brigade Combat Team BCT 5 Expanded multi site urban training capability for each maneuver Combat Training Center CTC to provide BCT capable exercises The Army uses these five fielding guidelines to program urban facilities across a six year programming window It would not be feasible or affordable to try to construct all the Army s required urban training facilities in the short term The Army has been building toward its urban facilities strategic goals since 2000 and the Army anticipates that there will be some number of urban training facilities in each Army MILCON budget proposal through fiscal year 2015 Army urban training facilities are constructed to meet long term training requirements Army urban training facilities are not being constructed as a reactionary measure to mimic site specific deployments in Iraq or any other operational region Army urban training facilities will not be abandoned as the Army operational focus changes In God We Trust

Combined Arms Collective Training In God We Trust Provides individual through battalion level home station urban operations training Allows units to train soldiers on building entry and room clearing techniques under simulated subterranean training in an urban training facility large enough to conduct combined arms Force on Force collec ive training at the battalion task force level t Consists of 25 buildings and almost 300 cameras Training can be recorded in the prison complex gas station soccer stadium shanty town and multiple office type buildings and single family homes In addition to recording Soldier activity in the buildings CACTF staff can confront them with a wide variety of battlefield effects including smells and sounds After the kinetic portion of the training is complete leaders can bring their units into the auditorium style After Action Review AAR facility to view and discuss what took place The AAR facility which seats 135 is also outfitted with cameras and speakers to record the AAR Muscatatuck is a fully operational city environment populated with a variety of human operated and simulated electromagnetic systems This density provides a robust Electro Magnetic Environment EME for customers to utilize for a variety of testing and training scenarios The facility has an extensive fiber optic cable data infrastructure that provides for a rapidly adaptable and configurable data transfer environment Muscatatuck has partnered with NSWC Crane to further develop the Electro Magnetic Environment through the installation of a one of a kind Urban EME System The end state will be a tunable EME designed to meet the requirements identified by multiple testing agencies
