INDOOR AFFILIATES NTSSA Board of Directors Janet Campbell Rachene Badii Carlos Quinones Jim Wagner Dick Metivier David Osborne Erin Pfarner Jim Mills Jerry Deaton Trent McColly Tony DeBruno David Osborne Janet Campbell began the meeting by thanking everyone for their attendance at the 2023 AGM. Janet stated it was wonderful to see everyone back in person at the workshops, awards dinner, and now at the general meeting. Janet led everyone in the Pledge of Allegiance and then extended a special welcome to all first-time attendees to the meeting. Janet then recognized all in attendance for the first time at the North Texas Soccer AGM. Janet held a moment of silence to honor the men and women who have served and are currently serving in our nation’s Armed Forces as well as the passing of family, friends, and associates within our soccer community. Janet Campbell next noted the North Texas Soccer Sponsors and Partners: FC Dallas, Nike, Soccer Corner, and Sport Pins International. Janet Campbell spoke about Dallas Cup, and noted North Texas Soccer has been a sponsor of the Dallas Cup since its beginning. Janet introduced Ray Hirschowitz to speak on behalf of Dallas Cup. Ray thanked North Texas Soccer and member associations for their continued support of the Dallas Cup as they approach their 45th year, which will be held March 23-31, 2024. The 2023 Dallas Cup had 282 teams participating of which 65 were international teams. Ray noted if you have the opportunity be sure to check out the games in 2024. Janet thanked Ray and recommended everyone visit their website at www.Dallascup.com for all of the latest information and noted North Texas Soccer’s own John Sutter is now President of Dallas Cup. Janet next recognized North Texas Soccer sponsor, FC Dallas who are playing an out-of-town game today. Janet stated we can help support our home team by going out to the games. Toyota Stadium in Frisco is a great venue and they have ticket packages to fit almost any budget. Janet Campbell noted to be more efficient with your time as you checked in to pick up your voting cards, your association was then recorded as present. We will then read off the names of the member associations not marked as present and ask if any member associations are present that didn’t check in. Erin Pfarner performed the roll call, verified the attendance and vote count and the meeting continued. Return to Table of Contents

Total All Votes – 194 Simple Majority – 98 2/3 Majority – 130 Youth Only Vote – 183 Simple Majority – 92 2/3 Majority – 123 Adult Only Vote – 22 Simple Majority – 12 2/3 Majority – 15 Janet Campbell presented the following for changes to membership and new membership: • Sunnyvale Soccer Association has applied for the territory of Sunnyvale ISD, previously under Mesquite Soccer Association. Both Associations met with the board to discuss and the board voted to grant provisional approval to Sunnyvale Soccer Association with the territory of Sunnyvale ISD until the next meeting of the membership. A motion was made and seconded to approve Sunnyvale Soccer Association for provisional membership which will include the territory of Sunnyvale ISD previously held by Mesquite Soccer Association. The motion was seconded and adopted. Janet noted none of these changes affect the voting totals for today’s meeting. Janet Campbell then recognized the North Texas Soccer office staff and thanked them for all that they do throughout the year. Janet made special recognition to Rob Martella, Brittany Walker, and Javier Perdomo, for their extra efforts for North Texas Soccer to be able to host two regional events over two consecutive weeks. APPROVAL OF MINUTES OF THE LAST MEETING The minutes of the July 10, 2022, NTSSA Annual Meeting were approved as submitted. COMMUNICATIONS Janet Campbell noted our “of the Year” awards were handed out last night at the Awards dinner and would like to have the winners read into the minutes. • Girls’ Competitive Coach of the Year – Ramon Laredo – Avanti Soccer • Boys’ Competitive Coach of the Year – Raymondo Martinez – Rayos FC • Girls’ Recreational Coach of the Year – Edith Herron – Birdville Area Soccer • Boys’ Recreational Coach of the Year – Robert Lange - Allen Sports • TOPSoccer Coach of the Year – Monica Moreno – Fort Worth Soccer • TOPSoccer Buddy of the Year –Ashlyn Oglesby – Fort Worth Soccer • Young Female Referee of the Year – Kaylee Styer – Weatherford Soccer • Young Male Referee of the Year – Edson Lopez – Chamber Classic • Administrator of the Year – Rob Martella – North Texas Soccer • Volunteer of the Year – Becky Turpin – Greater Wichita Falls Soccer These winners will be forwarded to the US Youth Soccer South Region for consideration for Regional and National Awards. David Osborne presented the following ODP Awards: • Brooklyn Moran Girls ODP MVP – Camden Henard - 2008 ODP team coached by Danielle Caro • Boys ODP MVP – Cameron Parma – 2007 ODP team coached by Kevin Megli David Osborne made a special presentation to the parents of Brooklyn Moran who the Girls ODP MVP is now named after. UNFINISHED BUSINESS Janet Campbell called for any unfinished business. There was no unfinished business. REPORTS OF CHAIRMAN OF STANDING COMMITTEES Janet Campbell called for additions to written reports by the chairman of the Standing Committees. There were no additions to written reports from the Committee Chairmen. REPORTS OF OFFICERS Janet Campbell asked if any Board Member had additions to the written reports. Jim Mills noted we currently have three (3) teams representing North Texas at the National Presidents Cup. Jim also reported we will have nine (9) teams representing North Texas at the National Championship Series at Disney. AMENDMENTS TO BYLAWS AND RULES Carlos Quinones next presented the proposed changes to the North Texas Soccer Bylaws and Rules to the membership. Each proposed change was presented, debated, and voted upon by the membership. NEW BUSINESS Janet Campbell noted we currently have two (2) items for new business. Approval of the 2023/2024 Budget which includes a $2 per player fee increase for youth players and $1 for adult players (USASA reduced their per player fee by $1). Janet Campbell made a motion for approval of the $2 per player youth fee increase and $1 adult player fee increase. The motion was seconded to approve the player fee increase. The motion was adopted. Dick Metivier presented the 2023/2024 NTSSA Proposed Budget to the membership for approval. A motion was made and seconded to accept the proposed 2023/2024 NTSSA budget. The motion was adopted. ELECTIONS The NTSSA Nominating Committee, consisting of Greg Hise, Chairman, Randy Hill, Kathy Rudd, and Stephanie Cherry having obtained the prior consent of each individual, submitted the following persons as candidates for the respective offices: Vice President – Elena Williams Vice President Development – Erin Pfarner Treasurer – Dick Metivier Women’s Commissioner – Rachene’ Badii Chairman, Coaching Education – Jim Wagner Chairman, Olympic Development – David Osborne Janet Campbell stated each candidate would be given time to speak to the members as well as two (2) people to speak on their behalf for positions where two (2) or more are candidates are running for the same position. Janet Campbell opened the nominations by stating each position and the nomination for that position allowing for nominations from the floor for each position. Hearing none the following were voted in by acclamation: Vice President – Elena Williams Vice President Development – Erin Pfarner Treasurer – Dick Metivier Women’s Commissioner – Rachene’ Badii Chairman, Coaching Education – Jim Wagner Chairman, Olympic Development – David Osborne Janet Campbell welcomed the returning board members and new members, to the NTSSA Board of Directors and she thanked the nominating committee for their help with the election. BIOGRAPHY Reasons for Running: The last two years as Youth Commissioner have been very much an adventure. I must say it has been a combination of fun, challenging, educating, and one of the most rewarding positions I have served. From the challenges of recovery from COVID-19 to the many changes within the landscape and USYS this has continued to be one of the most difficult adventures I have had since serving on the board. With all the changes currently taking place in the soccer landscape locally, regionally, and nationally I feel my background and understanding has and will continue to allow us to adapt to these changes. I believe by staying engaged, listening, being creative, and utilizing technology, we can become more efficient in fulfilling the needs of our members. For the past two years, I have proudly served as the Youth Commissioner. The primary focus was the question of how to help our associations grow or maintain their recreational programs. Through the Recreational Committee, we have put together an opportunity to retain our more competitive recreation teams within the recreational landscape through our new concept of a Champions-style league. Through this process, we identified a need for a state intraleague for those associations that do not have a place for teams to play. This will hopefully roll out to increase the retention of teams in our recreational leagues. I see the opportunity to continue to achieve more for North Texas Soccer by serving another term as Youth Commissioner. My background in managing non-profit volunteer organizations as well as a registrar for a member association will help to steer multiple committees that will look for new and creative methods of managing recreational and youth registration and play within North Texas. I will continue to seek technological solutions to make current paper systems of submission and approval more efficient. I believe we must always remind ourselves of our mission and seek new methods and programs that allow us to fulfill the mission and support our member associations. I believe we need to educate parents as to the benefits of membership with North Texas Soccer. We must seek new innovative ways to promote and market our leagues and programs. The Youth Commissioner, in addition to player eligibility and play, shares the responsibility of the State Cup and Presidents Cup tournaments. I believe that utilizing our current base of volunteers will allow the events to continue to operate well. The USYS National League Frontier Conference and USYS National League Frontier Development League are also areas that fall under this position. I will continue to fight for us to have proper representation within these programs. As the current Youth Commissioner, I believe I have done a very good job at managing this area of the association. While we face many challenges in the changing landscape, I believe I can lead an assembled team to tackle the changes quickly and with the thought needed to keep our members in mind with each decision. My varied background as a committee member, board member, professional in sports management as well as a parent of two soccer players will allow me to have broad knowledge when facing issues. I also believe that the voice I can deliver at the board level, regional level and national level could be beneficial to the organization. I believe strongly in what North Texas has to offer and feel the more education we can do for parents and member organizations, the better we will be. I believe in the creation of programming that member associations could utilize to grow their organizations. I will also continue to be visionary regarding the direction of NTSSA. I feel that my creativity may lead to solutions that point us towards our brighter days. BIOGRAPHY I currently have two children that are involved in soccer. I firsthand understand as a parent the challenges faced in deciding what type of programs my child should be involved. I further understand the need for us as a state association to make clear and seek benefits of membership for our local associations. While we need to continue to lead the way at the National level, we must remind ourselves daily of how our decisions affect the local associations, players, and parents. Having served since 1987 on association boards and having played and refereed since 1970 here in North Texas, I have a good understanding of the North Texas landscape. With my background, I feel that I clearly understand how a non-profit should efficiently be managed. BIOGRAPHY Name of Candidate: Trent McColly Running for Office of Chairman, Referee Committee Qualifications: Having started my referee career in Cooke County Soccer in Gainesville and serving as Referee Chairman as a way to help pay for college, I continued to seek ways to improve and advance. I worked in GLASA and CFBSA for quite a few years before being invited to join the referee program of the Coca Cola Classic League—now Chamber Classic Soccer Alliance. In 1997, I was invited to attend USYSA Southern Regionals in Greensboro, NC as a Grade 7 referee. Three years later after obtaining a Grade 6 State badge, I was invited to attend my second Regionals in Plano, TX. In 2001 I was selected to attend Regionals again as a Grade 5 referee and was chosen to referee at Youth Nationals in Indianapolis, IN—ranked second out of the Southern Regional among all referees and having refereed the U-17 Boys final between Louisiana and Georgia in Memphis, TN. Also in 2001, after working the regular season of the Latin American Soccer Association, I was selected to referee the final of the semi-pro league’s final season. Currently, I am a registered Regional Emeritus Referee, Regional Referee Coach, Indoor Referee, and Assignor. I attended three Southern Youth Regionals as a referee and six Southern Regionals as an assessor. I was honored in 2014 being selected by the referees from all 12 state associations as the Andy Stone Award recipient for the assessor who made the greatest impact at the tournament—one of only three people in North Texas to have ever received that distinction. During the past ten years, I have had the privilege of serving the North Texas Soccer Referee Program in three different roles: State Referee Administrator, State Director of Assessments, and State Referee Chairman. During this time, I have had the privilege of: coordinating the largest referee event in North Texas Soccer history, serving as a referee liaison and head of delegation at Regional Presidents Cup events, working with the office to transition to new registration/training and assigning platforms with the phase out of GameOfficials, being instrumental in working with other stakeholders in creating four development groups to target different levels of referees, and collaborating with the entire referee committee and others to improve recruitment and retention. As Referee Chairman for the past seven years, it has been my responsibility to ensure the North Texas Soccer Program continues to recruit, train, develop, and support the officials throughout our state. The Program has overcome challenges over the past few years from the impact of the COVID pandemic reducing the referee pool by roughly 31% to the increase in misconduct towards referee. Despite the challenges our program has faced during the past few years, we have made gains in training and supporting our referees in a variety of ways. When I was elected as State Referee Chairman in 2017, I made it a goal to continue the great reputation that North Texas has and to help make our program even stronger by focusing all activities around our vision of recruiting, training, supporting, developing, and retraining referees. Within my first term, we created the Elite Referee Program to help our up-and-coming Grassroots Advanced, Regional, and National Referees progress. The ERP consists of field training, fitness tracking and training, online and face-to-face training, and mentoring. With the support of a FIFA Assistant Referee, National Referee Coaches, National Referees, current and former FIFA Return to Table of Contents

BIOGRAPHY and National Assistant Referees, and Regional Assessors our program is producing referees who will be well-prepared for higher level matches. Similarly, two years later, we created a Junior Elite Referee Program to support our Grassroots Referees who want to advance to a Grassroots Advanced and Regional Referee license. The JERP is led by current and former Regional Referees and Regional Assessors. Like the ERP, this training provides field sessions, online and in-person training, and mentoring. In 2020, we began setting up in-person field training sessions held in local associations and led by current Regional and Grassroots Instructors to help support and develop local referees. These sessions can be requested by local associations throughout the year. In September 2021, the Referee Program launched Jam Sessions for officials with the Referee license (entry-level and referees who have not upgraded). These are monthly Zoom sessions held the third Wednesday of every month. During these 45-minute interactions, Referees have the opportunity to ask questions, analyze videos that may pertain to their level of officiating, and receive additional support from getting games, dealing with game issues, to discussing something that happened in their recent games. During this past term, with the support of the two-year US Soccer Innovate to Grow Grant, the North Texas Soccer Referee Program began a new training and support group for female referees: Female Officials Recruitment, Coaching, and Empowerment (FORCE). This groups provides field and video analysis training and mentorships to all levels of female referees. Reasons For Running: I am running for the office of State Referee Chairman to help improve a program that is dedicated to training and developing referees and servicing all levels of North Texas Soccer: youth, adult, outdoor, and indoor. The North Texas Soccer Referee Program is viewed as a model for other programs around the country. With the talented referees, instructors, assessors, and assignors and the support of someone who has worked at all levels of outdoor soccer from the youngest recreational games to semi-professional leagues and all levels of the indoor game from recreational to professional—combined with leadership skills that I possess—I believe the North Texas Soccer Referee Program will continue to be an organization that supports the officiating needs of local playing associations all the way to promoting officials who will continue to work at soccer’s highest levels. Goals: My goal for the upcoming term is to continue—with the help of the referee committee and all our mentors, instructors, and assessors—to support our youngest referees and to increase the retention rate among all referees. It is imperative that we keep our referees that join and to develop additional ways to attract new referees to support our local playing associations. We must continue to provide opportunities for our advancing referees to grow, progress, and succeed as they continue their journey to refereeing the highest levels of competition. We must continue to improve our instructional program and make a shift in the mindset of our assessment program from a strict evaluation to one of coaching and mentoring.
