The utility process for any transportation project can be challenging, frustrating, and rewarding at the same time. On most transportation projects, utilities are impacted. Design changes, accelerated schedules, lead time to order materials, and limited ROW, construction staging requirements, seasonal restrictions and temporary facilities are some examples that can cause significant delays and costs to transportation projects. The design of the utility facility located within the project limits requires coordination among the agencies that own the facility, the designer, and the utility owners. Other items to be discussed will be the current ASCE/UESI/CI 38-22 (Standard Guidelines for investigating and documenting existing utilities), ASCE/UESI/CI 75-22 (Standard Guidelines for recording and exchanging utility infrastructure data), preparation of utility contact list/tracking form, utility contact letters, utility agreement plans, utility checklists, utility plans, utility cost estimates and 44 years of lessons learned in preparing utility documents for transportation projects. Operational Safety Scenarios focusing on pedestrian and vehicle safety and efficiency include Lead Pedestrian Intervals (LPIs), passive pedestrian detection, red-light extension to reduce pedestrian-vehicle conflicts at signalized intersections, and NJDOT’s first deployment of flashing yellow arrows. The recommendations build on Browns Mills’ existing bicycle and pedestrian infrastructure while still preserving the area's important natural resources, with the ultimate goal of creating safer and more complete roads, trails, and intersections that support better health outcomes and enhance connections to the Town Center, recreational destinations, and neighboring communities. A new DVRPC program, Supporting Communities, collaboratively aims to enhance DVRPC's responsiveness to the diverse needs and preferences of all communities, addressing barriers to implementing local transportation priorities. During the program's inaugural year, DVRPC and Pemberton Township staff are partnering to advance recommendations put forth in the Browns Mills plan. Design changes, accelerated schedules, lead time to order materials, and limited ROW, construction staging requirements, seasonal restrictions and temporary facilities are some examples that can cause significant delays and costs to transportation projects. The design of the utility facility located within the project limits requires coordination among the agencies that own the facility, the designer, and the utility owners. Other items to be discussed will be the current ASCE/UESI/CI 38-22 (Standard Guidelines for investigating and documenting existing utilities), ASCE/UESI/CI 75-22 (Standard Guidelines for recording and exchanging utility infrastructure data), preparation of utility contact list/tracking form, utility contact letters, utility agreement plans, utility checklists, utility plans, utility cost estimates and 44 years of lessons learned in preparing utility documents for transportation projects. This session will present the foundational concepts of Transportation Systems Management and Operations (TSM&O) including how it utilizes ITS technologies. Two examples that will be presented in detail are the recent PennDOT I-476 Hard Shoulder Running Project and the current Maine DOT initiative to use real-time weather and pavement conditions to adjust traffic signal operations. NJ DOT: Advanced Traffic Engineering Practices: NJDOT Division of Traffic Engineering Strategies (P) (E) Room: Wildwood 7 This session highlights the state of the practice for various Traffic Engineering strategies to provide the safest and most efficient transportation network for road users. Active Arterial Management leverages Intelligent Transportation Systems (ITS) such as camera surveillance and probe vehicle data as well as connected traffic signals. NJDOT utilizes these technologies to manage arterials in real time. Operational Safety Scenarios focusing on pedestrian and vehicle safety and efficiency include Lead Pedestrian Intervals (LPIs), passive pedestrian detection, red-light extension to reduce pedestrian-vehicle conflicts at signalized intersections, and NJDOT’s first deployment of flashing yellow arrows. Updated practices, including national changes, for setting speed limits on roadways will discuss approaches that consider surrounding land use, road safety statistics, and other factors to optimize speed limits.
