This year, our assignments increasedsignificantly, and the overlap of calls reached unprecedented levels, putting our team to the test. Yet,through it all, our firefighters, paramedics, and staff remained focused and steadfast in delivering thehigh-quality service our community expects and deserves. Station Two has proven to be an invaluableasset, consistently reducing response times and enhancing our ability to adapt staffing and deploymentstrategies to meet the community needs.In addition to responding to the growing demands ofemergency calls, we also prioritized our outreachefforts. I am thrilled to report that we doubled ourpublic interactions and community engagementactivities in 2024. From safety education programs andfire prevention workshops to participating in localevents, our team has worked tirelessly to buildstronger connections with the community we serve.These efforts are vital to fostering trust, enhancingsafety awareness, and building a more resilientRoanoke.As we look to 2025, our focus shifts towardstrengthening relationships and improvingcommunication. Whether it’s with our residents, localbusinesses, or regional partners, we believe thatcollaboration and open dialogue are key to advancingour mission and ensuring the well-being of all. The Roanoke Fire Department was established in1948 and began receiving funding from the City ofRoanoke in 1972. In October 1999, the departmenthired its first full-time staff. Today, it comprises 24career firefighters, supported by eight part-timefirefighters and two volunteers. The departmentoperates with eight personnel per shift and ismanaged by an administrative team, including the FireChief, Assistant Chief of Operations, Assistant Chief ofFire Prevention, Battalion Chief of Training and EMS,Emergency Management, and an AdministrativeAssistant. The department serves a permanentpopulation of 10,000, with an estimated daytimepopulation of 45,000. Its response district, includingcontracted areas, covers approximately 13 squaremiles.The Roanoke Fire Department is a suburban all-riskagency offering a comprehensive range of services,including professional firefighting, emergencymedical care, fire prevention, emergencymanagement, annual fire safety inspections forbusinesses, plan reviews, and public educationprograms.2024 ANNUAL REPORT / PAGE 5Department SummaryA summary of the department and the community we serveLast year, the Roanoke Fire Department responded to2231 calls for service. The department hasexperienced a 37 percent increase in calls for servicesince 2018 and expects a five percent increase duringthe current calendar year.The fire department belongs to the Northeast FireDepartment Association (NEFDA), a fourteen-cityorganization providing technical resources andexpertise to its members. NEFDA provides thenecessary equipment and manpower for specializedresponses that our city could not provide alone.Services include hazardous materials response,high/low angle rescue, confined space rescue, trenchrescue, structural collapse response, swift waterrescue, EOD response, and bariatric EMS transportservices.The Roanoke Fire Department also contributes tostatewide disaster response efforts, supporting bothmanmade and natural disasters through organizationssuch as the Texas Intrastate Mutual Aid System,Emergency Medical Taskforce 2, Texas Taskforce 2,Texas Incident Support Task Force, and the Texas AllHazards Incident Management Team.

Call Analytics Data analytics plays a crucial role in enhancing fire service operations by providinginsights into where emergencies occur and the types of calls received. By identifyinghigh-risk areas and analyzing call patterns, our department can allocate resourcesmore strategically, improve response times, and tailor training to address specificcommunity needs. 2024 ANNUAL REPORT / PAGE102024 Department AchievementsThis year, we enhanced firefighter safetyand operational efficiency by implementingan SCBA mask fit test system and anadvanced equipment decontaminationmachine. The fit test system allows us toconduct on-site mask testing, ensuringproper fit, reducing delays, and maintainingcompliance without relying on externalagencies. Additionally, the decontaminationmachine significantly reduces exposure toharmful contaminants by removingcarcinogens from gear, lowering long-termhealth risks. These improvementsstrengthen our readiness, protect our crews,and reinforce our commitment to firefighterhealth and safety.This year, we made significantadvancements in firefighter safety,operational readiness, and facility securitythrough key infrastructure upgrades at bothfire stations. At Fire Station Two, weimplemented an enhanced alerting systemthat aligns with the system at Station One.This upgrade provides a more gradual andless startling wake-up process, reducingstress and lowering the risk of cardiac eventsamong firefighters. By standardizing alertingsystems across both stations, we areimproving response efficiency whileprioritizing firefighter health and well-being.In addition to alerting improvements, westrengthened security at Fire Station One byinstalling a perimeter fence and securingaccess points to both the station and thetraining tower. These enhancements protectpersonnel, equipment, and critical resourcesfrom unauthorized access, ensuring a saferand more controlled environment. 2024 ANNUAL REPORT / PAGE 11In 2024, the City of Roanoke joined theWeather-Ready Nation Ambassador program,which focuses on enhancing the nation’spreparedness, responsiveness, and resilienceagainst extreme weather, water, and climateevents. Additionally, the city earned the NationalWeather Service designation of a StormReadyCity. This recognition demonstrates Roanoke’scommitment to protecting lives throughproactive planning, education, and awareness.While no community is entirely storm-proof,the StormReady program helps cities betterprepare for and mitigate the impacts of severeweather.In 2024, Emergency Management developedthe City of Roanoke's Continuity of OperationsPlans to ensure that critical services andoperations remain functional during and afteremergencies, disasters, or unexpecteddisruptions. These comprehensive plansestablish clear procedures, roles, and resourcesnecessary to maintain public safety,infrastructure, and essential governmentfunctions. By minimizing downtime, protectingresidents, and ensuring a coordinatedresponse, continuity planning strengthens thecity's ability to withstand and recover fromcrises. Proactively identifying risks andimplementing recovery strategies enhancesresilience, mitigates economic impacts, andfosters a sense of security within thecommunity.
