Annual Report 2023-2024 1Dear Maritime College Family,Maritime College is the Peninsula of Opportunity and Engine of Upward Mobility. I know this rsthand as my journey as a Mariner and Sailor started at the Fort in 1987, where stewardship, valor, loyalty, and hard work became the cornerstones of my life and service. As an alum, I know the undisputed advantage our school provides. Maritime College graduates are known and revered around the world; our reputation transcends us. Our Alumni serve as global leaders with diverse experience, unwavering work ethic, and strong discipline. In the world we face now, and in the future, our economic security and national security will depend on the critical thinking, highly skilled, character-based leaders that Maritime College develops. It is my desire and intent as your President to pay forward what was invested in me and to help our students become those leaders. We are underway on a new voyage plan, where our destination has Maritime as the leading global maritime educational and training institution. This report serves as the initial conditions of the voyage, and with the rm focus to ensure our school’s academic and applied learning programs are well postured to develop the future leaders for the Merchant Marine, military services, and those who serve the interests of the state, national and global marketplaces; grow enrollment; increase retention, graduation and license pass rates; increase fundraising to ensure we have the resources necessary to strengthen the college and support students; ensure the school is scally sound and postured for the future; and build a respectful culture at Maritime that is, open and safe for all, which honors the past and builds the legacy for the future. In recent months, I have conducted extensive listening sessions with internal and external stakeholders to better understand where we are, where we should be headed, and to build shared understanding, common intent, and trust. These efforts will continue as we work towards our destination. As your President, my pledge to all is to build trust with students, faculty, staff, alumni, parents, our communities, SUNY, and the industry. I will communicate transparently and promise to serve as a positive role model in everything we do. We will be right, and we will do right. We have a busy year of celebrations ahead of us, and I invite you back to the Fort to join us. When you arrive, you will see me on campus with my wife Valerie ’92, so please reach out so we can meet and have a conversation on the future of Maritime. I am excited for the future and look forward to seeing each of you continue the legacy of Maritime College. First and foremost, the sea remembers its own. It is great to be home. With Utmost Respect, Rear Admiral John A. Okon ’91, USN (ret) “Students First, Maritime Always” Letter from THE PRESIDENT

Annual Report 2023-2024 52023 ADMIRAL’S DINNER REACHES $1M MILESTONE FOR STUDENT SCHOLARSHIPSOn Tuesday, September 19, 2023, retiring host Admiral Alfultis received a special toast from SUNY Maritime Foundation Board Chair Bob Johnston ’69, who commended the Admiral’s perseverance in securing the rst National Security Multi-Mission Vessel, which arrived at Olivet Pier just hours before the dinner. It was a sight to behold for all in attendance!Continuing this evenings’ festivities, the community honored Captain Jeff Dixon of TOTE Services and Eric Ebeling of American Roll-On Roll-Off Carrier for their remarkable achievements and contributions to the maritime industry. Guests also heard from the Regimental Commander, Rushawn Henry 1/C, about his path to a maritime career and how excited he was when he was admitted to SUNY Maritime. He spoke frankly about the nancial struggles that many Fort Schuyler students face, including one who works multiple jobs to help her single mother pay the bills and another who travels by bus two hours each way commuting to campus. Rushawn’s journey of overcoming adversity echoes that of many students who struggle to fund their education at Maritime College. Following his inspiring remarks, a lively scholarship appeal took place and efforts grossed just over the $1 million mark for the rst time ever! The funds raised are critical to Maritime College’s efforts to recruit and retain high-caliber students and were awarded to incoming students in 2024. 6 Annual Report 2023-2024CAPTAIN JOSEPH AHLSTROM ‘82The collapse of the Francis Scott Key Bridge in Baltimore left six construction workers dead after a massive cargo ship collided with the bridge on March 26, 2024. On May 23, Captain Joseph Ahlstrom, professor of Marine Transportation, was invited to present at the National Lighthouse Museum, Staten Island, NY on what happened and how we can learn from this tragedy. Ahlstrom was interviewed by the Associated Press on how tugs could have made a difference in the incident. Such extended tugboat escorts aren’t required at many U.S. ports, mostly because of the costs they would add for shippers. “I’m a big fan of tug escorts“, said Ahlstrom. “If applied early enough and effectively, yes, a tug escort could prevent a collision with the bridge or with another ship, or going aground.”Captain Ahlstrom was quoted as a Maritime expert by many publications including The New York Times, https://www.nytimes.com/2024/03/28/us/baltimore-bridge-protections-ships-states.html; The Christian Science Monitor, https://www.csmonitor.com/USA/2024/0327/Baltimore-bridge-collapse-raises-port-safety-issuesDR. 8 Annual Report 2023-2024On September 18, 2023, the Maritime College community gathered at the Olivet Pier to welcome the Empire State VII. After years aboard the Empire State VI, our community proudly took in this historic moment. For many of our students, this would be the rst training vessel they would experience. As rst-year cadets, our MUGs, alongside senior leadership, were present for this occasion as it approached Fort Schuyler. MARITIME COLLEGE WELCOMES TRAINING SHIP EMPIRE STATE VIIBuilt in the U.S. and designed for America’s state maritime academies, the Empire State is the rst of ve National Security Multi-Mission Vessels (NSMV). It is a world-class training ship and instructional platform designed to serve a dual purpose: supporting merchant mariner education and assisting with humanitarian/disaster relief during times of national emergency. The Empire State VII’s arrival is a milestone for not only the nation, but the maritime industry, New York, and SUNY Maritime College. From this point forward, young mariners will train for a lifelong career within the global maritime industry. The Empire State VII is a vessel of opportunity that will continue to serve the legacy of Maritime College by providing current and future generations of mariners with the necessary hands-on experience that is essential to the Maritime College mission and experience.

Weiss ’46 * The 2023-24 academic and scal year was a watershed year for Maritime College and its Foundation. It marked the end of Admiral Michael Alfultis’ productive tenure as president, the arrival of the Empire State VII, the selection of Admiral John Okon ’91 as the next president, and the rst time that the Admiral’s Dinner grossed over $1M for scholarships. These are demanding times for colleges nationwide, as they are navigating a signicant decline in enrollment. However, SUNY Maritime College stands out with its robust programs and highly trained graduates. The college’s licensed programs consistently receive high marks in national surveys for their post-graduation return on investment. Our alumni recognize the transformative power of a Fort Schuyler education, which has positively impacted generations and paved the way for successful careers. Looking forward, Admiral Okon is already setting a course to address the College’s challenges head-on. To bolster admissions, he has partnered with the Alumni Association to launch the “Privateer Recruiting Ocers Program” or PROP. Still in the pilot phase, PROP will have alumni volunteers as a force multiplier for the College’s recruiting program across the country. With the Foundation Board of Directors, he is also calling on all alumni to invest directly in the College’s success. As Captain James Desimone noted in a fundraising appeal last spring, as the cost of education has risen, the investment by the State has plummeted. He recalled that when he was a student and then Master of the Training Ship, students only paid about 30% of the College’s operating costs. Today they pay 70%! For hardworking families, trying to get ahead in this world, the six-gure price tag is becoming an increasingly dicult barrier. As you read this report, we hope you will contemplate the role you might have in Fort Schuyler’s future. Admirals Okon’s success will require a groundswell of alumni support in terms of ‘time, talent, and treasure.’ Whether you invest in student scholarships with the creation of a named endowment fund, or through a planned gift in your will, contribute to the Admiral’s Dinner or Summer Sea Term Scholarship Fund, or give to the unrestricted Sallyport Fund to support unanticipated needs and opportunities, all donations are tax deductible, and all are greatly appreciated! We hope you enjoy this Annual Report and will participate richly in Fort Schuyler’s celebration of its history as we all work together to invest in its future. In this holiday season, we send you warm wishes for a healthy and prosperous New Year. 12 Annual Report 2023-2024THE IMPACT OF SCHOLARSHIP SUNY Maritime senior, Erik Areklett ’25, emerges as a remarkable gure among the dynamics of the SUNY Maritime campus. Erik serves as the Regimental Commander as well as President of the Student Government Association with an impending degree in International Transportation and Trade with a Deck License. Erik grew up in a bustling household in Reading, Connecticut as the oldest of ve children, including four boys and one younger sister. His father, a retired general contractor, transitioned to become a stay-at-home dad when Erik’s youngest sibling was born. This shift in family caretaking led 13-year-old Erik to adopt a more mature role. “When I was younger, I had to step up as a parent,” Erik recalls. “That’s when I gained a lot of responsibility, and I’ve been very blessed with that scenario.” Erik recalls driving from Connecticut to Long Island over the Throgs Neck Bridge to visit his cousins while in high school and seeing the training ship Empire State VI. “There was an aura to the Six that immediately drew my attention. After researching the College, I knew it was the right place for me: a quality education, a solid career path and most importantly, setting a new course for my four younger siblings.” The path to Maritime is not always linear. Before coming to Maritime College, Erik ran a landscaping business in high school, a venture that taught him valuable business skills. “I ended up getting hurt in wrestling and took a gap year before coming here,” he shares. His injuries required two rotator cuff surgeries, but Erik’s spirit remained unbroken. At Maritime College, Erik quickly immersed himself in leadership roles. He began in student government as a fourth-class president and progressed through the ranks to his current position as president. His leadership extends to his role as Regimental Commander, where he aims to set a positive course for his peers, all while maintaining a 3.9 GPA. Erik describes his proudest moment so far in his Maritime journey: getting the call that he had received scholarship SCHOLARSHIP INSPIRES SUCCESS Erik Areklett 1/C International Transportation & Trade with a Deck LicenseRegimental Commander

Annual Report 2023-2024 13support for Summer Sea Term. “As mothers do, my mom immediately noticed the look of shock on my face and asked, ‘What’s wrong?!?!’. I began to smile, telling her that my education would be more affordable. The hug that followed was truly the proudest I have ever felt. These are the moments that make scholarships life changing.” As Erik looks to the future, he is excited about the opportunities that lie ahead. He is currently part of the Strategic Sealift Ocer Program (SSO), which allows him to earn a license while also serving the Department of Transportation’s Maritime Administration (MARAD). The program, combined with alumni and corporate-sponsored scholarship further motivates Erik to succeed. “If I can get a little bit more money towards my education, that means my mom doesn’t have to pay as much for my younger siblings,” he explains. Erik’s dedication to his family and community remains at the forefront of his aspirations. He plans to ship out and eventually become a maritime broker. “This goal will allow me to give back and change the life of a future student at Maritime College” Erik Areklett’s journey and success are a testament to hard work, a strong sense of familial responsibility and the power of a SUNY scholarship. Annual Report 2023-2024 17ConocoPhillips has generously pledged $150,000 over three years to SUNY Maritime College, providing critical nancial support for students participating in Summer Sea Term (SST).ConocoPhillips’ gift has already directly beneted 25 students participating in the 2023 Summer Sea Term, helping to offset the costs associated with this essential academic experience. SST is a cornerstone of Maritime education and a requirement for earning a U.S. Coast Guard license. The costs of participation can be a challenge for many students. ConocoPhillips’ contribution helps alleviate this burden, ensuring more students can take advantage of the transformative learning experience.John Dabbar, Managing Director of Low Carbon Technologies at ConocoPhillips, formerly President of Polar Tankers Inc., and a SUNY Maritime Marine Engineering graduate from the Class of 1982, expressed pride in giving back to his alma mater.“ConocoPhillips is committed to supporting the next generation of industry leaders,” Dabbar said. “The skills and experiences I gained at Maritime College have been invaluable throughout my career, and we are honored to help today’s students pursue the same opportunities. The Summer Sea Term is a unique and vital experience, and we hope our contribution allows students to focus on learning and growing without nancial concerns.”This donation ensures that students can continue building the skills necessary to thrive in the maritime eld and reinforces the longstanding collaboration between SUNY Maritime College and ConocoPhillips. As part of the program, cadets—either deck or engine license candidates—must accrue at least 180 days at sea before they graduate. Cadets sail aboard the Training Ship Empire State VII, a state-of-the-art vessel that serves as a oating lab during the school year. THE IMPACT OF CORPORATE SUPPORT ConocoPhillips Pledges Three Year Contribution to Support SUNY Maritime College Students ConocoPhillips is committed to supporting the next generation of industry leaders. _ John Dabbar ’82
