ABOUT US WE ARE NEENAH S GUARDIANS STANDING BETWEEN PEACE AND PERIL TO KEEP OUR COMMUNITY SAFE WE ARE WARRIORS AGAINST EVIL DEFENDERS OF LIFE PROTECTORS OF RIGHTS AND FRIENDS OF THE PEOPLE The Neenah Police Department is a proactive law enforcement agency charged with the responsibility of serving and protecting the City of Neenah citizens from criminal activity In addition to apprehending violators of the law we see ourselves as community facilitators and problem solvers as we work with our citizens to prevent illegal and anti social behavior Typical activities involve criminal investigation answering complaints and serving as advisors in a myriad of areas related to prevention Members of our agency serve on community boards youth councils service clubs and more We regularly interact with the community through our community policing initiatives School Resource Officer initiatives and various other community policing efforts The department is authorized 44 fulltime officers 10 full time professional staff one full time Evidence Custodian one parttime Fleet Manager 8 part time Community Service Aides and 20 part time crossing guards as of 12 31 2024 TRAFFIC SAFETY We promote safe roadways for vehicles bicycles and pedestrians CRIME REDUCTION Our citizens deserve a community in which they feel safe PARTNERSHIPS We are more effective when we work collaboratively EXCELLENCE IN PERFORMANCE We promote excellence as the only acceptable standard of performance QUALITY OF LIFE Our actions will be guided by the preservation of the well being of the department and our community 4

ACCREDITATION From December 3rd through 5th 2024 assessors from the Wisconsin Law Enforcement Accreditation Group WILEAG met at the Neenah Police Department to conduct our reaccreditation assessment The Neenah Police Department must comply with 262 standards in order to maintain our accreditation Our accreditation team consisting of Sergeant Robert Ross Accreditation Manager Open Records Clerk Accreditation Assistant Laurie Krueger as well as assistance from many other department staff compiled hundreds of records for our assessment On December 13 2024 the WILEAG Board of Directors voted unanimously to award the Neenah Police Department with reaccreditation This award demonstrates the Neenah Police Department s great commitment to professional excellence to our great city and to ourselves as law enforcement professionals Our staff and citizens can be proud that our police department has once again achieved this highly prized recognition of law enforcement excellence Sergeant Rob Ross was awarded the 2024 Wisconsin Police Accreditation Coalition WI PAC Accreditation Manager of the Year award Chief Aaron L Olson was awarded the 2024 Wisconsin Police Leadership Foundation WPLF Accredited Agency CEO of the Year Award 7

CHIEF S MESSAGE On behalf of the Neenah Police Department employees who serve our community it is my privilege to submit the City of Neenah Police Department 2024 Annual Report The Neenah Police Department has a tradition of delivering high quality policing services to our city s residents guests and businesses In 2024 and beyond we are building on that platform with the intent of striving for excellence 2024 was a special year for the City of Neenah and the Neenah Police Department as our new state of the art training center was completed We also implemented our new Behavioral Health Officer position initiated our first Wellness Program and so much more Our guiding motto at the Neenah Police Department is Dignity and Respect It is our goal to treat each person with dignity and respect on every call and contact we have Our survey program is a direct reflection of how well our officers treat each citizen which is outlined in this report In addition to serving our community with dignity and respect our employees demonstrate servant leadership during their time at work as well as their time outside of work They serve on local boards coach youth sports programs train our citizens on many topics and in several capacities serve as adjunct instructors and above all serve the citizens of the City of Neenah As your Police Chief I am extremely proud of our employees who dedicate their lives to being the best law enforcement professionals they can be I hope you find this report to be useful and informative My door is always open metaphorically and I m happy to listen to any questions comments or concerns you 8

POLICE COMMISSION The City of Neenah is one of approximately 150 Wisconsin communities required by state statute to have a Police Commission The Neenah Police Commission is comprised of five volunteer commissioners who are appointed to a five year term by the Mayor The Police Commission independently provides direct oversight of the hiring process and promotions Specific duties are as follows Hires the Police Chief Conducts new hire interviews and creates a candidate eligibility list for the Police Chief to fill vacant po sitions Approves promotions and appointments made by the Police Chief with the rank of Lieutenant and above Establishes a hearing when formal charges are filed against the Police Chief or any sworn police officer and will issue a determination Hears disciplinary appeals filed by police officers for action initiated by the Police Chief 2024 Neenah Police Commission Activities Held six public meetings Approved the promotion of Investigative Lieutenant Amy Wagner to Captain of Operations Approved the promotions of Patrol Sergeants Jason Fosler and Sam Santiago to Patrol Lieutenants Approved the promotion of Investigative Sergeant Jeremy Bauman to Patrol Lieutenant Hired three Patrol Officers Owen Halls Ben Kosiorek and Alex Wood Laura Kemps Bob Karrmann Sam Erickson Member Member Member Gib Mueller Secretary Judd Stevenson President 10

ASSISTANT CHIEF Neenah Police Department 2022 Annual Report Page 8 Assistant Chief Jeff Bernice has proudly served the Neenah Police Department for the last six years He oversees patrol operations investigative services personnel and fiscal management Jeff started his law enforcement career with the City of Fort Myers Florida where he served for 21 years prior to moving to Neenah in 2019 2024 was an incredible year for the Neenah Police Department It began with the ending of the 150th Anniversary Treasure Hunt where we hosted one more medallion event and last adventure for our citizens Jeff also assisted in the procurement and usage of 61 Meridian Archer 1200 barriers which is a hostile vehicle mitigation system These rapidly deployable devices have been used at several events in 2024 to keep our citizens safe This is one of many force multipliers which we use for the protection of our community This past year Jeff became a member of the Wisconsin Law Enforcement Death Response LEDR Team This team is composed of passionate law enforcement professionals who volunteer their time to assist agencies and survivors who have experienced a law enforcement death regardless of the circumstances It is an honor for Jeff to be on this team and serve his fellow law enforcement professionals In 2025 Jeff and the agency look forward to hosting an inaugural Citizens Police Academy along with many other community engagement programs and events Jeff couldn t be prouder of the people who serve this amazing agency Each day the sworn officers and professional staff go above and beyond their service to the citizens of the City of Neenah He is proud of the level of competency professionalism and character the officers and staff display They stand between peace and peril to keep our community safe They are the warriors against evil the defenders of life the protectors of rights and most of all friends of the people They are the Neenah Guardians 11

PROFESSIONAL STAFF CAPTAIN Tom Van Sambeek has served as the Professional Staff Captain since 2020 Tom manages the administrative functions of the Neenah Police Department He is responsible for administrative management professional staff management internal investigation coordination department training and technology upgrades Before being promoted to Captain Tom was a Patrol Lieutenant for 15 years He has been with the Neenah Police Department since 1999 and even served as a Community Service Aide for the Neenah and Menasha Police Departments In 2024 Tom worked on various projects One of the projects was remodeling space in the police department to house the patrol division The construction and opening of the Training Center created the opportunity and space to make a more efficient patrol area The old workout room and briefing room were combined into a space to house the patrol supervisor a report writing room a briefing area and an additional office that can be used for negotiations or other members within our patrol division Tom has also overseen many technological enhancements All mobile radios in the Neenah Police Department fleet were upgraded due to equipment reaching their end of life All squad based computers were upgraded because Windows 10 support is coming to an end and the units were reaching their end of life Tom also worked on upgrading in squad video systems to Axon s Fleet 3 System The department already uses Axon body cameras and Axon tasers The move to the new squad video system should be an easy transition 12

CAPTAIN OF OPERATIONS In 2024 the Neenah Police Department achieved a historic milestone with the appointment of Amy Wagner to Captain of Operations the first time in 151 years that a woman has joined the Command Staff Amy has worked her way up the ranks She patrolled the streets of Neenah for 23 years as an Officer Sergeant and Lieutenant In 2022 she was promoted to Investigative Lieutenant where she focused on solving cases supporting victims and coming to successful resolutions In her new role she supervises patrol supervisors and the Investigative Services Unit ISU One of Captain Wagner s accomplishments in the last year was establishing an Overdose Intervention Pilot program alongside the Winnebago County Health Department This program focuses on reducing the amount of overdose deaths in the City of Neenah 13

PROFESSIONAL STANDARDS LIEUTENANT Lieutenant Jason Goetz is the Professional Standards Lieutenant with a total of 17 years of service with the Neenah Police Department He is in charge of organizing department wide trainings Field Training Officer Coordinator and Use of Force Investigations 2024 was a big year for training at the Neenah Police Department due in large part to the new Training Center opening We put on numerous shooting courses for our own officers and had outside agencies request the use of the range We also hosted a Taser Instructor Course and WRAP Safety Restraint Instructor courses As always the Neenah Police Department continues to provide excellent training opportunities for our officers Annually the State of Wisconsin requires each law enforcement officer to attain a minimum of 24 hours of training During the 2024 calendar year Neenah officers averaged 84 16 hours of training Some of the more notable trainings include Officers Brandon Deich Nate Franzke and Kali Thompson completed the Evidence Technician School This is an intensive course where officers must process staged crime scenes testify in front of active attorneys and demonstrate best practices in evidence collection and processing Lieutenant Wes Bone became a Defensive Tactics Instructor after more than two weeks of training with Master Instructor Trainers at the Fox Valley Technical College Lieutenant Bone is now one of three Defensive Tactics Instructors at the Department Lieutenant Sam Santiago and Sergeant Rob Ross became Firearms Instructors which allows them to instruct handguns and rifles with or without Miniaturized Red Dot Sights MRDS 14

COMMUNITY POLICING COORDINATOR Officer Joe Benoit completed his third year as our Community Policing Coordinator at the end of 2024 The Community Policing Coordinator s primary role is Crime Prevention through building trust and positive relationships between the police department and the community Officer Joe gave over 60 presentations in 2024 on important topics such as CPTED Crime Prevention Through Environmental Design security survey CRASE Civilian Response to Active Shooting Events training provided to businesses De escalation and Personal Safety Fraud and Scam Prevention School Safety Youth Presentations and Station Tours Church Security Trust and support from the community is necessary to effectively prevent crime Officer Joe will tell you his favorite activity is engaging in conversation while on foot patrol especially at fun city events and through our many beautiful parks He is very excited to continue Neenah s Campfire with the Cops a Neenah original started in 2024 The Neenah Police Department hosted a campfire in the spring and fall at Memorial Park and both were very well attended with tons of fun had by all Other highlights from 2024 include 9 11 Stair Climb at Lambeau Field A Very Neenah Christmas Community Fest Fox Cities Kidz Expo Fox Cities Marathon Halloween Trunk or Treat Hurricane Helene Relief Event Lunch and Evening Concerts National Night Out Teaching Bicycle Safety to Kids Tossing Frisbees at the Neenah Pool Special Olympics WI Torch Run Summer Fun Runs YouthGo Badges for Baseball JDRF Walk Run Other duties Officer Joe is responsible for include Monitor calls for service identify trends and attempt to solve ongoing problems Create social media educational posts and videos Develop partnerships with local media and serve as police media liaison Supervise and schedule Crossing Guards at 15 locations Work patrol officer shifts as needed If you your kids or your volunteer group would like a tour of the Neenah Police Department a business or residential security survey or want to check out the squad car call Officer Joe at 920 886 6022 Remember to say Hi when you see Officer Joe or any of the officers out there We love hearing from you 15

BEHAVIORAL HEALTH OFFICER The Neenah Police Department implemented the Behavioral Health Officer BHO position and appointed Officer Josh Peterson in September of 2023 BHO Peterson is responsible for responding to behavioral health related calls as well as supporting individuals with mental health issues and people who are working through a crisis BHO Peterson is assigned to the patrol division but his primary focus is behavioral health related calls BHO Peterson collaborates with the Winnebago County Human Services Department and other outside partner agencies to develop a support plan for specific needs of individuals and their families One of the main goals for this position is to reduce calls for police services related to mental health crises BHO Peterson helps to bridge the gap for individuals between short term acute care and long term care In 2024 BHO Peterson had 1 429 total mental health contacts for service BHO Peterson can invest more time with individuals to provide support through a difficult time as well as building a positive working relationship and being an advocate for them Patrol Resources Saved Patrol Time Saved in Hours time saved by BHO taking relieving officer calls for service 287 hours and 57 minutes Number of Officers Relieved 228 17

CODE ENFORCEMENT Code Enforcement addresses many property maintenance and quality of life issues including Junk and debris Maintenance of dwelling issues including broken windows doors missing siding roofs in need of repair etc Junked unlicensed and improperly parked vehicles and trailers Seasonal complaints including long grass weeds and snow removal violations Specific sign violations Assisting with Public Works complaints including items on the curb brush large items yard waste etc Cases are created either by citizen complaints complaints from other officials or initiated by Michaela Having a dedicated person in this role has allowed the City to be proactive in addressing complaints before they become bigger issues Michaela aims to work with residents and property owners whenever possible New Cases 518 Total Inspections 2084 Cases Closed 602 Municipal Citations Issued Long Form Citations Issued 72 12 19

INVESTIGATIVE SERVICES UNIT Amy Wagner Captain of Operations Craig Hoffer Investigator The Neenah Police Department s Investigative Services Unit ISU is supervised by the Captain of Operations The unit is comprised of one Investigative Sergeant four investigators one Crime Analyst and one Investigator assigned to the Lake Winnebago Area Metropolitan Enforcement Group Drug Unit Stephanie Gruss Investigative Sergeant Paige Kowalski Investigator Nate Franzke Investigator Austin Riska Crime Analyst Investigator The two School Resource Officers are also assigned to ISU and assist with cases when school is not in session The Evidence Custodian is also part of the Investigative Services Unit and assists with crime scene processing The Investigative Services Unit ISU investigated a variety of cases in 2024 to include Arson Child Abuse Drug Overdose Deaths Forensic Interview Peer Review Team Frauds Homicide Internet Crimes Against Children ICAC Missing Persons Multi jurisdictional burglaries Shootings Investigators also participate in numerous county wide initiatives which include Overdose Fatality Review Sex Offender registrations notifications checks Winnebago County Child Abuse Response Team WCART Child Abduction Response Team CART 20

EVIDENCE Amanda Moe has been the Evidence Custodian at the Neenah Police Department for the past five years She previously was a police officer with the department for 18 years with experience as an Evidence Technician Amanda is a certified property and evidence specialist through the International Association for Property and Evidence IAPE She is also a member of the Wisconsin Association for Identification W A I Amanda is part of the Investigative Service Unit and reports to the Captain of Operations Amanda assists patrol officers and investigators with evidence processing and collection at crime scenes Other duties include but are not limited to Preserve maintain evidence and chain of custody Send items to the Wisconsin State Crime Lab Hygiene lab for testing Dispose or return items of evidence according to state statutes Train new officers in the procedures equipment for crime scene processing and evidence collection Provide courtroom testimony for court cases Coordinate a bike auction with YouthGo In 2024 approximately 1 130 items of evidence were collected Amanda routinely checks the status of previous cases to see if evidence could be disposed of or returned 1 021 items of evidence were destroyed or returned in 2024 The Neenah Police Department has approximately 5 300 items in evidence Notable 2024 cases for evidence collection resulting in arrests Attempted Homicide Shooting involving juveniles Reckless Endangerment Stabbing Homicide Multi jurisdictional Operating Motor Vehicle without Owner s Consent Multi jurisdictional construction site theft burglaries Amanda also maintains the Prescription Drug Box located in the Neenah Police Department lobby for the public to safely dispose of unused medications Amanda facilitates the collection sorting and destruction of the medications In 2024 the Neenah Police Department collected over 777 pounds of prescription medication Amanda also disposed of 125 illegal drug cases at the Neenah Police Department Amanda fulfills media requests for criminal cases sent to the Winnebago County District Attorney s Office as well as other law enforcement government agencies 21

PROFESSIONAL STAFF COMM TECHS In 2024 our department employed three full time communications technicians who covered the front desk from 7 00 AM to 11 00 PM daily Theresa Reckner Comm Tech Jane Eastman Communications Technicians answer incoming phone calls and help people at our lobby window all while assisting officers too They provide a wide range of services such as entering calls for service into the dispatch system gathering information from and providing information to callers entering municipal warrants accepting payment for bonds managing found property and more Throughout 2024 our communications technicians Received over 17 500 incoming phone calls via our nonemergency line In conjunction with the Winnebago County Communications Center entered 25 951 calls for service in the City of Neenah Processed and entered 211 new municipal warrants Queried and entered registered owner data for 1 408 parking citations Comm Tech Haley Beyer Comm Tech 22

PROFESSIONAL STAFF RECORDS Shannon Van Lankvelt Records Clerk Lindsay Pointer Records Court Coordinator Amber Boehlen Records RMS Coordinator Laurie Krueger Our 2024 records team was comprised of four full time records clerks Three of these records clerks proofread every incident report accident report and citation submitted by officers before checking the data for uniform crime reporting compliancy finalizing them in our records management system and disseminating them to the appropriate outside agencies All of our records team serve as back up to the communications technician position Individual clerks also represent the police department in Menasha Neenah Municipal Court submit monthly Uniform Crime Reports to the state and validate TIME System entries on a monthly basis In 2024 records staff Processed 2 358 initial incident reports 1 695 supplemental incident reports and a total of 5 396 officer narratives Processed 5 748 citations and written warnings Processed 512 accident reports Processed 1 627 open record requests Our Open Records Clerk Laurie Krueger is responsible for responding to open records requests She also assists with our tri annual accreditation audit and serves as an auditor for other Wisconsin police departments In 2024 Laurie fulfilled 1 627 total requests with a total of 1 729 responses Requests come in the forms of City Hall License Checks Permit Checks Background Checks etc One request received can result in multiple reports that need to be completed for the response from our agency Open Records Clerk 23

PROFESSIONAL STAFF OTHERS Brandia Kutchek has been with the Neenah Police Department for almost 16 years She was promoted to Support Services Supervisor in 2017 Brandia manages the records clerks communications technicians and custodian positions She serves as the agency s TIME Agency Coordinator processes parking citation appeals and oversees record retention Brandia Kutchek Support Services Supervisor Beth Oosterhous has been the Executive Assistant for the Neenah Police Department for over two years She helps with the hiring process audits payroll processes the financials posts and creates social media content designs marketing and recruitment publications along with other tasks as assigned Beth Oosterhous Executive Assistant Jamie Voster is the part time Administrative Assistant and has been in her role for over two years She is responsible for patrol payroll and vendor management as well as organizing and stocking patrol and office supplies She manages the department s rosters and completed special projects for the department such as implementing real time language interpretation services Jamie Voster Administrative Assistant Ken Bedora Building Custodian Maintenance Ken Bedora has been with the Neenah Police Department for over a year Ken is in charge of cleaning and maintaining our building as well as our outdoor areas including lawncare landscape maintenance and snow ice removal He coordinates repairs deliveries painting reorganization of office spaces and troubleshoots various building systems such as fire alarms HVAC electrical mechanical and plumbing 24

FLEET Adam Streubel is in his 5th year as the Fleet Manager Adam previously was employed at the Neenah Police Department as an Investigator and Patrol Officer for 25 years By having a part time Fleet Manager squad cars can be serviced faster and on a more frequent basis This ensures repairs are done quickly and the fleet is well maintained Adam maintains a fleet of 38 vehicles trailers and special use units The fleet consists of marked and un marked squad cars for Patrol Investigations and Administrative duties It also includes a K9 squad Parking Enforcement vehicle Community Service Aide vehicle Code Enforcement vehicle Traffic Safety Officer squad Caiman Rescue vehicle Community Policing squad and a Crime Scene Response Unit In 2024 223 requests for service were submitted by staff members who use the vehicles The diagram below shows how the requests for service were fulfilled 25

COMMUNITY SERVICE AIDES The Neenah Police Department is budgeted to have eight Community Service Aides CSA on staff The CSA program is a great way for future officers to experience the law enforcement world by learning how to communicate with people solve problems write reports and learn procedures and methods CSA candidates must be enrolled in a post secondary school preferably studying law enforcement They work 15 20 hours a week either in the CSA role or as parking enforcement The CSAs handle a multitude of calls that assist the department and the citizens of Neenah These calls include animal complaints barking dogs animal bites stray animals animal welfare checks ducks trapped in the sewer etc traffic direction for crashes and parades minor theft or damage complaints parking complaints vehicle lockouts and various administrative tasks The CSAs drive a Chevrolet pickup truck that has all the equipment necessary to carry out their daily duties including equipment to safely capture and contain stray animals The CSAs are also responsible for patrolling and enforcing the downtown timelimit and permit only parking areas When assigned to parking the CSAs drive a hybrid vehicle that is specially equipped with plate reading cameras and a computerized parking citation program This equipment allows for a more efficient enforcement method 26

CROSSING GUARDS Our crossing guard program is essential to the safety of the kids in our community during their daily walk or bike ride to and from school This dedicated team is out there every school morning and afternoon in all weather conditions with smiles on their faces We thank them for their service in providing this very essential community role Some of the intersection changes for the 2024 25 school year are due to the closing of Hoover Elementary School and the increased enrollment at Horace Mann Elementary School Also we increased the number of crossing guards near the Neenah Middle School to three 27

STATION DOG BADGES Golden Doodle Acres made a generous donation in 2018 to the Neenah Police Department giving us Badges He continues to be an important part of the Neenah Police Department family Badges spends his days at the police department giving cuddles showing off his favorite toys and spreading joy to all who spend time with him This year Badges attended Law Enforcement Death Response Team LEDR training with his handler Laurie Krueger and Assistant Chief Jeff Bernice to learn more about the program and how Badges could better help those in need Badges also completed additional training in agility and sniff class to keep him on his toes and to have a little extra fun The Station Dog Program continues to be funded by the Great Lakes Veterinary Clinic employee donations and gifts from the community 28

K9 UNIT The Neenah Police Department K9 Unit had a rough 2024 K9 Bobby was diagnosed with cancer and passed away in early January K9 Bobby was the department s second K9 and was partnered with Investigator Zach Mulroy He was a dual purpose K9 who served the citizens of Neenah from 2018 2023 During those five years Bobby took part in 154 narcotics detection deployments and 91 arrests He located 481 grams of marijuana 591 grams of methamphetamine 12 16 grams of fentanyl had finds of cocaine heroin and ecstasy and seized 3 834 00 in currency Bobby was also called upon for 18 patrol deployments and was instrumental in locating three people and one handgun On May 22 2024 K9 Cam officially retired after a distinguished career K9 Cam was diagnosed with fibrotic myopathy in both his rear legs which is degenerative and affects thigh musculature An aneurysm was also discovered along the outside of his heart To slow down the degeneration of the disease and reduce the risk of rupturing the aneurism retirement was recommended Cam is doing well and will continue to be spoiled by his partner Lieutenant Sam Santiago and family In 2024 K9 Cam took part in 17 training events for a total of 61 hours of training He was also deployed 10 times while on patrol resulting in the seizure of cocaine and drug paraphernalia items which resulted in four arrests Over K9 Cam s entire career he has 112 narcotics detection deployments resulting in 77 item seizures and 43 arrests K9 Cam s seizures included marijuana methamphetamine heroin cocaine fentanyl LSD hashish ecstasy and many pieces of drug paraphernalia He has also been deployed 11 times for patrol purposes resulting in two people being found and arrested Our department will soon be in the process of promoting a new handler for a new K9 29

PATROL DIVISION The Patrol Division consists of four lieutenants four sergeants and 20 officers who provide professional police coverage 24 hours a day 365 days per year The lieutenants serve as shift supervisors and manage all police operations during their shifts Due to the hard work of these individuals the Neenah Police Department responded to 25 951 service calls in 2024 Chief Olson considers our Patrol Division The Back Bone of our agency 30

BIKE PATROL The Neenah Police Bike Patrol unit was able to deploy to numerous special events throughout the year Five new members were able to be trained and join the team to expand its numbers and availability for deployment One event of note was a bike rodeo at Coolidge Elementary School for the outgoing fourth graders We were able to teach them the safe way to handle a bicycle We were also able to provide helmets to the children who did not have one and also adjust their bikes for proper fit and safety prior to their big day out on the town as a class 33

DRONE UNIT The Neenah Police Department continues to utilize drones as the technology that is beneficial for day to day calls SWAT operations documenting crime scenes accident reconstruction and promoting our city Our drone pilots continue to train throughout the year and maintain drone license certifications The Neenah Police Department maintains three drones for different calls for service In 2024 thermal drones were very resourceful and were deployed for numerous calls including Searching for a person who ran from a vehicle Locating missing and endangered persons Searching for suspects going through vehicles Searching areas for armed suspects Assisting other agencies Drones continue to be essential at our depart 34

NEGOTIATIONS The goal of the Neenah Police Department Crisis Negotiation Team is to deescalate volatile situations and peacefully resolve situations by helping to change the behavior of the person in crisis It is considered to be one of law enforcement s most effective tools and is vital when dealing with high risk situations The Neenah Police Department has seven members who are a part of the Crisis Negotiation Team Members may receive 40 hours or more of training annually This training is based off of the FBI Crisis Negotiation Model and includes scenario based training case study and repetition of techniques that are used nationwide This ensures that the team is ready at all times and operates at a high level In 2024 the Crisis Negotiation Team continued to train and prepare for calls requests by our SWAT team or patrol Our negotiations team continued to use their skill set on patrol as needed throughout their daily interactions with citizens Officer Brad Barnard Officer Erik Douglas Investigator Nate Franzke Officer Kellen McCarthy Evidence Custodian Amanda Moe BHO Josh Peterson Officer Ashley Burrows 36

PEER SUPPORT TEAM The mission of the Winnebago Area Peer Support Team is to help law enforcement officers and support personnel within Winnebago County agencies cope effectively with stress encountered in their personal and or professional lives The Peer Support Team strives to change the stigma and belief that seeking help is a sign of weakness changing the stigma to into a strength with connection to someone who truly understands how to help Everyone s experiences although different can impact our mental and physical health Peer Support provides a way for employees to talk out problems with colleagues who understand and want to help The Peer Support Team has now entered its tenth year This team is on call around the clock and is also available to immediate family members The program is 100 confidential and has been a great success thus far The team is committed to maintaining and improving the mental health of all law enforcement officers in Winnebago County The team consists of 34 law enforcement members of various ranks from agencies within Winnebago County The members from Neenah Police Department are Officer Joe Benoit as the advisor Captain of Operations Amy Wagner Lieutenant Jeremy Bauman Investigative Sergeant Stephanie Gruss and Officer Brent Wittman as peer supporters 37

SCHOOL RESOURCE OFFICERS In 2024 the Neenah Middle School took on the first year of being in a new building School Resource Officer Erica Geschrei is responsible for the middle school and School Resource Officer Brandon Deich is responsible for the seven Neenah elementary schools Brandon Deich SRO Elementary Schools Brandon and Erica responded to and investigated approximately 1 097 calls for service On a day to day basis they help supervise cafeterias during lunch time check buildings for safety considerations and supervise hallways during passing and dismissal times They work sporting events and other activities taking place in the Neenah Joint School District such as the homecoming parade each year Erica Geschrei SRO Middle School 38

SWAT TEAM The SWAT Team is a part time team of 12 Neenah Police Officers and two NeenahMenasha Firefighters The two firefighters comprise our TEMS Tactical Emergency Medical Services branch of the SWAT Team Incorporating TEMS members into the SWAT Team allows the team members citizens and suspects to have access to emergency medical aide sooner than having to wait to make a scene safe for medical personnel to arrive The SWAT Team also hosted an active shooter scenario training for a large corporation in the city in 2024 This training included scenarios and Tactical Combat Casualty Care TCCC for the employees The Team also puts on a SWAT night once or twice a year at the Boys Girls Brigade While there older children can look at specialized SWAT equipment shoot training guns and compete in a physical fitness challenge In addition to their regular patrol or specialty position trainings members of the SWAT Team train an additional 12 hours a month on SWAT specific skills and competencies 39

IRONCOP CHALLENGE In December of 2024 numerous members of the Neenah Police Department took part in the 6th annual IronCop Challenge This was an internal competition that incorporated a combination of physical fitness and law enforcement skills Participants were challenged with a series of demanding events to test their endurance strength memory shooting abilities and other skills during stressful conditions Competitors earned points for each event similar to a decathlon The overall and male winner for the 2024 Neenah Police Department IronCop Challenge was Community Policing Coordinator Joe Benoit This was Joe s third consecutive win in this competition The male runner up was Patrol Sergeant Jason Fosler and the female winner was Patrol Officer Ashley Burrows Overall Winner Joe Benoit Community Policing Coordinator Male Runner Up Jason Fosler Patrol Sergeant Female Winner Ashley Burrows Patrol O icer 40

TRAINING CENTER On May 4 2023 the Neenah Police Department held a groundbreaking ceremony for our new 10 000 square foot training center On June 27 2024 we held our open house for the public to see Since the grand opening we have been using the training center to it s full potential The training center is a state of the art facility featuring a firing range fitness center defense tactics room virtual reality training a training classroom and more 45
