4Dear Oregon REALTORS®,It has been such an honor to serve alongside you in 2023 as your Oregon REALTORS® President. I worked hard to accomplish the job that members like you elected me to do. This year went incredibly quickly, yet we were able to accomplish so much! I will quickly summarize some of the highlights of the year.We focused on leadership this year through several avenues• We launched the Legacy Leader Coin. Many members have tapped into this program, purchasing a coin to give to a Legacy Leader who has inuenced their leadership journey, our industry, and/or their communities.• We held three Local Leadership Development sessions with NAR’s past president, Elizabeth Mendenhall. We had around 200 attendees throughout the sessions. We invited local associations to bring in current & future leaders for leadership training. This program was well received.• We held monthly forums for our local leaders (Pres/Pres-elects) to meet with other leaders from around the state to discuss hot topics and industry trends, and brainstorm on ways to improve their local association. We often had guests at these forums to talk about things that were happening in our industry.A Note From President Grace Bergen• We convened a Presidential Advisory Group (PAG) to take a close look at the DVP (District Vice President) program. This is an important role within our association and we want to ensure it’s performing at the highest and best that it can. Through our Board of Directors we passed important adjustments to the way the DVPs are elected as well as a slight adjustment to the structure of the Executive Committee.We prioritized advocacy at the state and local levelsAdvocacy is such an important part of our association. This year, we held our Riding with the Brand event where NAR’s tour bus stopped in Salem on the same day as REALTOR® Day at the Capitol, where we met with elected ocials on the bus, under the tent, and in their oces to talk about how we can work together to solve our housing crisis and bolster the housing industry. Governor Tina Kotek met with our membersto discuss her ambitious goal for Oregon of building 36,000 housing units per year and ways we can work together to achieve it. We had many rst time attendees to this event that were able to see what it is we do in the state capitol and why it is so important..This is a time in our industry that your investment in the REALTOR® Political Action Committee (RPAC) is more important than ever. Oregon REALTORS® has been part of important conversations, shaping key legislation that impacts our community members members. This has all been possible because of your investments in RPAC. With your investments, we can have the conversations needed to properly advocate for you, your clients, and your communities. I want to thank you for your incredible & consistent investment in RPAC and your investment in our industry.We had incredible sta and volunteers that coordinated and distributed our YouTube briefs on advocacy, fair housing, and the Association, as well as testifying in Salem.As members of the largest trade organization in the country, we continuously ght for our clients and the way we do business. We have been watching the lawsuits that NAR has been involved with and what that could look like for the

5future of our industry. We hosted Broker-Owner events in Central Oregon and were able to talk with many Broker-Owners that we have not been in front of before. We talked about what NAR lawsuits could mean to them and their businesses (before a verdict had been reached), and attendees were able to have a conversation with NAR sta member, Katie Johnson, who shared important information on how we should be preparing for the future.We held several virtual forums to share with our members what we knew about the verdict and what that could mean for the future of our industry. We also started a ‘roadshow’ to individual brokerages to lead discussions on what our future looks like, what Oregon REALTORS® provides to our members, and to listen to what our members are concerned about. This was an excellent way for us to connect with so many of our members and hear from them directly.We met with elected ocials in their district, both state level and national level, to have important conversations around housing supply, aordability, zoning as well as asked how REALTORS® around Oregon can assist in being a part of the solution.We had an incredible launch of the Oregon REALTORS® Forms as a member benet. We have had a great adoption rate, and the feedback has been overwhelmingly positive in that our forms are easy to use, they make sense, and they are well thought out. We look forward to continuing to provide top-notch forms for our members.We continued to successfully hold our important and increasingly relevant Oregon Housing Economic Summit & Fair Housing Summit; both have become staples that attendees from industry, government and the nonprot sector look forward to each year.With the changing market and the changing landscape in our industry, coming together is ever more important. When we partner together, our clients and communities are better protected.I look forward to the future of Oregon REALTORS® and all that we can accomplish for our members. You are a valued part of our association, our industry and our communities. 8Dear Oregon REALTORS®,I hope this message nds you in good health and spirits. As we stand at the threshold of a new year, it is an opportune moment to reect on our journey so far and focus on our path ahead.The real estate industry has been navigating a complex landscape. Challenges have been abundant, but so have opportunities. It is in such times of uncertainty and change that our dedication and resilience truly shine. Today, I am excited to share with you the vision for 2024, a vision that embodies hope, adaptability, and a steadfast commitment to our mission and core values.In times of great turmoil or uncertainty, I often reect on Theodore Roosevelt’s quote from “Citizens in a Republic,” which is the title of a speech given by the former President at the Sorbonne in Paris in April of 1910. In this eloquent speech, Roosevelt famously said, “It is not the critic who counts; not the man who points out how the strong man stumbles, or where the doer of deeds could have done them better. The credit belongs to the man who is actually in the arena, whose face is marred by dust and sweat and blood; who strives valiantly; who errs, who comes short again and again, because there is no eort without error and shortcoming.” These words remind me that it’s the individual who actively engages with challenges and strives to make a dierence, despite the obstacles and potential failures they may encounter, who truly shape the course of history and bring about positive change. Roosevelt’s wisdom inspires me to A Look Ahead to 2024remain resilient and committed to even the toughest endeavors, even in the face of adversity.In 2024, our executive committee and volunteer leaders are dedicated to optimizing operational eciency while maintaining a commitment to excellence. We will diligently explore innovative strategies to enhance the level of service we provide to our members and our industry.Foremost among our priorities will be bolstering our eorts in Advocacy, Business Services, and the continued delivery of high-quality resources, such as Oregon REALTORS® Forms and our dedicated legal hotline. Anticipate outstanding leadership from our Advocacy team throughout 2024.Despite the upcoming short legislative session, we are poised to introduce legislation led by REALTORS® that will focus on enhancing the use of buyer representation agreements and address issues related to residential property wholesaling. This initiative represents an unparalleled opportunity to safeguard the interest of consumers while upholding the highest standards of practice for all brokers engaged in representing buyers during real estate transactions.In the coming year, I will establish a Presidential Advisory Group comprised of individuals from diverse backgrounds, each bringing a unique blend of experience and expertise. The primary objective of this group will be to conduct a comprehensive review of our association’s governance structure. It is increasingly imperative that our organizations operate with heightened eciency, eectiveness, and scal prudence in their structural arrangements. This process has been designed to undergo thorough feedback and evaluations, which will actively incorporate feedback from both our organization and its members.The assessment and formulation of governance structure recommendations require a signicant investment of time and extensive deliberation involving all stakeholders before any formal proposals are brought forward. I am eager to share transparency of process, while aording ample opportunities for discussions and feedback.

In the upcoming year, I am thrilled to unveil the ‘Mindset Matters – Elevating Oregon REALTORS®’ podcast, as part of Oregon REALTORS® initiatives.The primary vision and objective of this podcast is to serve as a valuable resource for our members, providing insights into the real estate market, our industry, and business practices. We aspire to create an accessible auditory platform that members can conveniently tap into at their leisure. This podcast is designed to deliver a wealth of practical, business-oriented information, catering to Brokers from all corners of our State and Industry.In the upcoming year, a plethora of multifaceted challenges and opportunities lie before us. Without question, I am resolutely eager to dedicate my myself to the task of representing our organization with unwavering diligence.As we embrace the complexities of the future, we shall hold steadfast to the core of our principles, ensuring that the quality and eciency of our organization and our services are at the heart of what we do each day.It is a profound honor to embark on this journey as your President in the coming year. 14Government Affairs & RPACAdvocacy MinuteFollowing a successful launch in 2021, we continued sending our weekly Advocacy Minute videos during the 2023 legislative session to keep our members informed of the political happenings around the state. This year, the videos continued to be popular, averaging 381 views per video, and we are excited to bring back and expand Advocacy Minute in 2024! Several Oregon REALTORS® Members took on the presenter role throughout the 160-day session. Special thanks to our 2023 presenters: Grace Bergen, Ashleigh Fordham, Robin Springer, Michael Warren II, Cindy Thackery, Todd Adams, Freddy Saxton, Brent Landels, Jill Russel, Devin Zupan, Patti Williamson, Karen Croston, Lynnea Miller, and Dave Lacy.RPAC Throughout 2023The REALTORS® Political Action Committee (RPAC) promotes the election of pro-REALTOR® candidates across the United States who understand and support REALTOR® interests.Each year, NAR establishes RPAC goals for each state association. This newsletter provides members with updates from the State Capitol and our government aairs team in Salem, and any advocacy related news that aects our industry. With so many important issues facing us, we want to do everything we can to keep you up to speed on the issues that matter most.RPAC Throughout 2023Throughout 2023 we published a total of three pieces in local media. 17Representing REALTORS® in RulemakingsAfter a legislative session concludes, state agencies are often tasked with adopting administrative rules (think “regulations”) that esh out the implementation details of a law that passed related to the agency’s policy scope. For signicant law changes with broad stakeholder implications, an agency will often conduct a rulemaking advisory committee (RAC) to build the rules based on stakeholder input. Oregon REALTORS® sta engaged with the following rulemaking eorts and RACs in 2023:Oregon Housing Needs Analysis Rulemaking Advisory CommitteeIn recent years, the Department of Land Conservation & Development (DLCD) conducted work groups to inform a recommendations report for the legislature regarding a potential new system for long-term housing and urbanization planning. This report informed House Bill 2001 from the 2023 legislative session – the bill that established the Oregon Housing Needs Analysis or “OHNA.”This rulemaking advisory committee (RAC) began to create and adopt rules to implement the new OHNA laws. Oregon REALTORS® is participating in all facets of the rulemaking eort, including engagement with three technical advisory committees, to ensure DLCD creates and adopts a set of rules that make a meaningful impact on our housing supply and aordability crisis.Climate-Friendly & Equitable Communities Rulemaking Advisory CommitteeAfter adopting the Climate-Friendly & Equitable Communities (CFEC) rules in 2022, DLCD sta conducted a “corrections and clarications” RAC to address stakeholder confusion about certain CFEC rules and ensure cities know how to implement them. We participated in this RAC.While some positive changes were made, such as extending the eective date of certain rules and provisions, we are still concerned about CFEC’s impacts on housing production and aordability. We are continuing to work every angle we can to mitigate these impacts.Critical Groundwater Area Designation Rulemaking Advisory CommitteeThis RAC was conducted by the Oregon Water Resources Department (OWRD) in order to revise the process for designating an area of the state as a “Critical Groundwater Area.” These are areas with declining groundwater reservoirs that would be subject to regulations that seek to ensure sustainable groundwater resource management. Oregon REALTORS® participated in this RAC and is not concerned with the nal rules.Groundwater Allocation RulemakingOWRD conducted another RAC related to groundwater, but this one is slightly dierent from the rulemaking described above. These rules seek to revise OWRD’s process for evaluating and issuing new groundwater rights in a way that protects existing water rights and promotes sustainable groundwater management.We have substantial concerns about the rules as drafted – as do many other stakeholders, including the League of Oregon Cities – due to their impacts on the ability to develop new housing. We are continuing to work every angle we can to change the proposed rules and mitigate these impacts.Reach Code Adoption Process Rulemaking Advisory CommitteeOregon REALTORS® participated in a RAC at the Building Codes Division that revised the process for updating the statewide reach code after the adoption of each new residential building code. The rules did not adopt a new reach code, they only changed the process for future reach code updates. Oregon REALTORS® is not concerned with the nal rules.

18Legislative RecapThe 2023 legislative session marked the rst time lawmakers had returned to a traditional in person session since 2019. Unlike in recent years, supermajorities were no longer present in either chamber of the legislature, signicantly reducing concern over major tax increases. Much like prior legislative sessions, this year saw the introduction of thousands of bills. Members were able to meet with over 70 legislators and their sta to discuss bills related to increasing housing supply, making homeownership more attainable to Oregonians, ensuring consumer protection from bad actors, and protecting the Mortgage Interest Deduction. Many members were able to view House and Senate oor sessions live in the Capitol during the time between their meetings and many legislators and their sta joined us for lunch in the tent.During the General Session in the morning, attendees heard from several speakers, including Governor Tina Kotek, Zack Rubin McCarry and Pete Kopf from the National Association of REALTORS®, Jonathan Jwayad from Baseballism!, and former MLB player Jed Lowrie.Thank you to our leadership team, the Political Aairs Key Committee, and all of our attendees for making this a great event! The Model Oce Policy Guide is designed to be used as a reference tool to assist Oregon managing Principal Brokers in drafting or revising their oce policy manuals. The most substantial revisions included alterations to policies related to team structure, sexual harassment, and protected classes. The updated Model Oce Policy Guide is currently available on Oregon REALTORS® website under the Risk Management tab.New Licensee Training WorkgroupA second workgroup focused on the issue of new licensee training and practical knowledge after acknowledging that the topic had been brought forth for discussion at several recent Principal Broker Forums. The workgroup devised a two-pronged plan to address the issue that featured both a practical exam requirement upon the rst renewal of an Oregon Real Estate License as well as further dened supervisory responsibilities for managing principal brokers in Oregon statute or regulatory rule. The eorts of this workgroup are not complete and will carry on into the 2024 term. 40REALTOR® of the YearDistinguished Service AwardThe REALTOR® of the Year (ROTY) program recognizes a REALTOR® member of each Local Board or Association in Oregon who has provided outstanding service to the REALTOR® organizations, their profession, and their community primarily during the past 18 months.In 1987, ROTY recipient George Grabenhorst joined his family’s business, Grabenhorst Brothers Real Estate, beginning his 36-year career in real estate. George is a member of the Mid Valley Association of REALTORS®, where he was awarded REALTOR® of the Year in 1997 and 2011, and Commercial REALTOR® of the Year in 2018. He has served on the Willamette Valley MLS Board of Directors since 1996 and as acting chair from 2022-2023. George has held many state leadership positions including serving as Oregon REALTORS® President in 2017 and on the Oregon REALTORS® Elections Committee and Government Aairs Key Committee.The Distinguished Service Award (DSA) supplements the REALTOR® of the Year Award and does not replace or compete with it. The DSA recognizes members for their extended (lifetime) contributions and service to Oregon REALTORS®.DSA recipient Eva Sanders has been a REALTOR® for more than 31 years and has served in multiple volunteer positions for Oregon REALTORS®, including the 2013 Oregon REALTORS® President, the ORPAC Trustees (2014-2020), the Finance Review Committee (2010-2011; 2015-2022), and as a State Director since 2004. Eva has been a Masters Circle Member for 21 years and was named 2007 Managing Broker of the Year for Masters Circle.

41Good Neighbor AwardThe Oregon REALTORS® Good Neighbor Award recognizes REALTOR® members who make a positive impact on their community through volunteer eorts. This annual award seeks to highlight, inspire, and perpetuate the individual contributions within the real estate industry toward improving the livability of Oregon cities and towns, as well as nancially supporting the non-prots that exist to do the same. This year, the Good Neighbor Award had more than 30 applicants from all over Oregon.Howard Friedman was awarded as the 2023 Oregon REALTORS® Good Neighbor Award winner for his dedication to the Bethlehem Inn Shelter in Central Oregon. His service with Bethlehem Inn has had a profound impact on the community, providing warmth, safety, nourishment, and support to those experiencing homelessness.The Bethlehem Inn is a community-supported, high-barrier entry shelter that provides a warm, safe place to sleep, nourishing meals, and case management services for adults and children experiencing homelessness.He joined the Facility Committee in 2010, and as a commercial real estate broker, assisted in the acquisition of their Bend and Redmond locations. Friedman was instrumental in negotiations and donated his entire commission upon closing.Howard joined the Board of Directors in 2016 and served two years as Board President, leading the Capital Campaign. He has logged over 1,600 volunteer hours since 2016.Howard is a member of the Central Oregon Association of REALTORS® and a broker at Compass Commercial Real Estate.Our two nalists, Pam Bohling with How Can We Help and Ruby Mason with Columbia Gorge Habitat for Humanity, were also awarded funds for their non-prots in recognition of their dedication to service.Howard has been a long-time volunteer with the shelter and has made a tremendous impact on those he has worked with.Howard’s involvement with Bethlehem Inn began in 2006 when he began preparing and serving meals to the residents, which he continues to do today.

42HOME FoundationThe Oregon REALTORS® HOME Foundation is a 501(c)3 charity that provides nancial resources to create, expand, and encourage homeownership opportunities for Oregonians at or below the median income level. Founded in 2004, the HOME Foundation has distributed more than $2,200,000 in grants statewide. Your contributions provide essential funds to organizations dedicated to aordable housing in Oregon.Consider allocating money to the HOME Foundation with a monthly contribution.HOME Foundation funds have been utilized to:• Educate consumers about aordable housing issues• Provide the tools needed to make homeownership more attainable• Address both immediate and long-term needs through strong public/private partnershipsThanks to dozens of generous sponsors and hundreds of participants, this year the HOME Foundation raised more than $127,000.

43Dessert AuctionThe 2023 Dessert Auction was full of entertaining moments and we were able to raise more than $18,000 for the HOME Foundation.Past President Je Wiren served as our incredible auctioneer for the evening and kept everyone on their toes. With 16 desserts available including a stunning three-layer vanilla raspberry cake, a Baileys chocolate cake with edible 10k gold diamond dust, and the ever-famous Duck and Beaver cakes, there was a huge variety of delicious desserts to bid on. The Duck Cake was dedicated in memory of Jim Frick, longtime Oregon REALTORS® Member who was known for his famous Duck cake smash. 44Driving it HOME Golf TournamentOur members and sponsors helped make the 14th Annual Driving it HOME Golf Tournament on July 20 one of our best yet! With over 150 golfers, we were able to raise more than $50,000 for the HOME Foundation.The tournament features a putting contest, a hole sponsor rae with each hole having a themed basket, a cash prize rae, closest to the pin contest, a hole-in-one contest with a Kia Soul as the prize, and the longest drive contest. 47Staff VolunteerismAs we move forward into 2024, we would like to celebrate and reect on our collective achievement of giving back to the community.Our sta organized several volunteer initiatives including working at the Marion Polk Food Share helping sort and package healthy foods for community members in need, collecting back-to-school items for Sublimity Elementary School and Forest Ridge Elementary School, and collecting holiday gifts for Family Building Blocks.Our community’s needs are tremendous. Many amazing and impactful nonprot organizations across the state are doing important and necessary work, and Oregon REALTORS® is proud to help contribute.
