Legacy Luncheon, "The Power of Mentoring."This  is  our  first major  fundraising  event  since  the  start  of  the  pandemic.    Much  haschanged; we are at a pivotal and defining moment in our history. Our young people faceunprecedented challenges as well as tremendous opportunities.  It is hard to imagine atime  when  the  need  has  been  greater  for  programs  that  foster  positive  outcomes  intheir lives. RARE Pearls is fulfilling our mission and vision. We are empowering girls inour community to go beyond the obstacles and challenges set before them. In  2020,  Eric  Fagan  was  the  first  African  American  to  be  elected  Fort  Bend  CountySheriff  since  Reconstruction  153  years  ago.  After  taking  office  in  January  2021,  heassembled an award-winning Command Staff that brings over 100 years of collectiveand  honorable  experience  to  Fort  Bend  County  and  whose  policies  and  proceduresespouse  equity and  inclusion that  reflect  the tapestry  of America’s  most  diversecounty. Sheriff Fagan has also demonstrated "proven leadership" during his firstterm, as evidenced by his impressive list of accomplishments.  He and his team haveraised funds through grants upwards of $5 million, the highest ever in the office, tosupport pioneering programs, such as the Crisis Communications Pilot Project, whichembeds  licensed  mental  health  providers  into  the  911  Dispatch/CommunicationsCenter.  He  has  also  established  and  improved  programs,  including  the  JuvenileJustice  Advisory  Council,  the  Police  Reform  Transition  Team,  and  the  HumanTrafficking Task Force.Adept  at  establishing  mutual  trust,  listening  to  everyone's  concerns,  and  helpingothers  find  common  ground,  Sheriff  Fagan  states,  "The  Sheriff's  office  should  standfor justice. My beliefs, education, and work experience taught me that justice must beblind. Race, gender, religion, sexual orientation, or political party affiliation should notfactor into a sheriff's decisions or actions. I am here to serve and protect all residentsof Fort Bend County."  Sheriff Fagan earned his bachelor's and master's degrees fromPrairie View A&M University.Jacqueline Fagan spent over 20 years serving the people of Harris County as a courtreporter in the Criminal District Courts of  Harris County, Drug Court, and ImpactCourt.  After  retiring  from  court  reporting,  Jacqueline  augmented  her  passion  forcommunity service by volunteering with diverse organizations, including The HoustonHumane  Society,  The  Fort  Bend  County  Women's  Center,  and  The  Star  of  HopeMission. Jacqueline has served as the Vice President of Texas Cops and Kids and as astory time facilitator in inner-city elementary schools in Houston.  She also served asChairwoman  of  the  Board  of  Directors  of  Unlimited  Visions  Aftercare,  Inc.  (UVA).During  her  time  with  UVA,  she  and  the  Board  held  the  Patrick  Wayne  Fagan  TennisClassic in memory of her son's years of planning tennis, raising thousands of dollars inscholarships for graduating high school seniors.Sheriff Eric and Jacqueline have one daughter, Dr. Fallon Fagan, and they honor thememory of their son, Patrick, who transitioned to his heavenly home in 2013.The Fagansare making history in Fort Bend County.

Craig and Samantha Johnson have served together in full-time ministry for over 33years. As parents of a child with special needs, they are passionately committed toadvocating  for  the  forgotten  and  disenfranchised,  those  with  special  needs,  andthose  who  are  medically  fragile.  They  are  the  co-founders  of  the  ChampionsFoundation  and  Champions  Club  Developmental  Centers  for  special  needschildren, teens, and adults, with over 110 centers in 23 countries around the world.They  also  co-wrote  “You  Are  Extraordinary,”  a  children's  book  that  celebrateschildren who have unique challenges and gifts. "What you have to remember withspecial  needs children  is the  family  behind them  and how  to  point all  of themtoward their destinies," says Craig.Craig is an Associate Pastor at Lakewood Church. He also serves on the Interagency  Autism  Coordinating  Committee  (IACC)  in  Washington,  DC.The IACC is a Federal advisory committee that coordinates Federal effortsand  provides  advice  to  the  Secretary  of Health  and  Human Services  onissues  related  to  autism  spectrum  disorder  (ASD).  He  is  a  sought-afterspeaker  for  churches  and  organizations  around  the  world.    He  is  also  theauthor  of  several  books,  including  “Lead  Vertically,”  “Champion,”“Unrehearsed Destiny,” and “Champions Curriculum.”Samantha serves on staff in the Missions Department at Lakewood Church.Her roles include the coordination of relief and recovery efforts for theGreater  Houston  area  and  finding  placement  for  displaced  refugeefamilies.  She  also  serves  300  families  in  Lakewood  Church's  ChampionsClub. She is an advocate for and an inspiration to mothers with specialneeds and medically fragile children around the globe.The Johnson's  greatest  accomplishments are their marriage  of  33 years and theirthree amazing children, Cory, Courtney, and Connor.The Johnsonsare global champions for individuals with special needs.

LeMarcus  Newman  is  the  Program  Manager  of  Change  Happens'  "My  Brother'sKeeper" mentoring program, an initiative supported by the Obama Foundation. He isa  former  professional  football  player,  proudly  hailing  from  Houston  ISD's  WorthingHigh  School.  He  has  received  numerous  awards,  including  the  King  Award  from  theEmerging  100,  the  Houston  Lawyers  Association  Community  Award,  The  LinksCommunity  Award,  Texas  Top  50  Black  Professionals,  Top  100  Modern  Man  of  theYear by Black Enterprise, Houston Business Journal Role Model of the Year Award forDiversity, Houston Black Association of Realtor Community  Award, Phoenix WomenCommunity  Award,  City  of  Houston  Humanitarian  Award  Winner,  CongressionalHonors from Congresswoman Shelia Jackson Lee, Texas State Recognition from StateRepresentative Ron Reynolds,  and  Mentor  Finalist of  the  Year  from Mentor.Org. Herecently  served  as  the  Designated  Signature  Officer and  International Advisor  forTexas Southern University,  where  he  worked  diligently  to  increase  the  internationalstudent population on the campus from 377 to more than 900 students in four years,helping to bring in over $41,000,000.Amber Newman is  the  Chief  Executive  Officer of  the  Boys  &  Girls Clubs of  BrazoriaCounty.  She  has  nearly  two  decades  of  experience  in  the  non-profit  sector,  with  afocus in the areas of fundraising, community development, economic development,and education. She currently serves  on  the  board  of  directors  for  Brazoria  CountyHispanic Chamber,  and  she  is  Chairwoman  for  the  Texas  Southern  UniversityAdvisory Committee for Barbara Jordan-Mickey Leland School of Public Affairs. Sheis  also  the  Dillard  University  Alumni  Vice  President  and  a  member  of  Alpha  KappaAlpha Sorority, Inc. Amber is the recipient of several awards, including the HoustonHumanitarian  Award,  CEO  of  the  Year  from  Boys  &  Girls  Clubs  of  America,  Top  40Under  40  -  Dillard  University,  Houston  Business  Journal's  Women  Who  MeanBusiness, Houston Business Journal's Most Admired CEO, and D-MAR's Top 50 BlackProfessionals.LeMarcus and  Amber are  the proud parents of  three children,  Amai, Lathan,  andZachry.The Newmansare change agents for youth and young adults.

T he Outleysare instruments of hope in Houston and around the world.Thurman Hondre' Outley, affectionately called Hondre', is the executive director andco-founder of Mufasa's Pride, a boys' rites of passage program serving young men inthe  greater  Houston  area.  Hondre'  embodies  the  heart  and  soul  of  Mufasa's  Prideand  considers  his  work  a  calling.  "The  young  men  we  serve  represent  some  ofsociety's greatest  untapped resources and  some of  its brightest minds.  God hasgiven each of them gifts, and Mufasa's Pride is helping to bring out what God has putin them," says Hondre'. Prior to pursuing his passion to serve urban males full-time,Hondre' was employed for over 30 years in the technology sector, working for Shell,Pennzoil, and Hewlett Packard. He is a long-time member of The Fountain of PraiseChurch,  where,  over  time,  he  has  served  as  a  trustee  and  provided  leadership  fortheir men's ministries and boys' mentoring program.With divine inspiration and the desire to make an even greater difference in the livesof young men, Hondre' and his wife, Kathy, recently formed The Pride Lands Centerof Hope, a residential treatment center for boys. The holistic services offered at ThePride Lands help to prepare and equip the residents for a future much brighter thanmany  of  them  have  ever  imagined  or  could  have  achieved  without  the  program'sguidance and support.Additionally,  Kathy  Taylor  Outley,  a  native  Houstonian,  has  traveled  the  world,ministering to countless assemblies and spreading the Gospel using her supernaturalgift of vocal music. She is currently the Minister of Music at Windsor Village UnitedMethodist Church, where she has served for over 33 years. She began her recordingcareer  as  a  soloist  with  the  legendary  James  Cleveland's  Gospel  Music  of  AmericaMass Choir. In her never-ending quest to serve  and glorify God with her vocal gift,she later founded Kathy Taylor and Favor, a multi-talented singing ensemble knownfor  their  breathtaking  harmonies.  She  is  also  the  founder  and  CEO  of  KATCO  ArtsAcademy, an  organization  established  in  1999  that  provides  training  andopportunities for underprivileged youth in the areas of art, music, stage production,and money management. Mentorship is very important to Kathy. She has mentoredand trained numerous choirs and Ministers of Music at churches across the country,and  she  recently  charted  the  RefresHER  Experience  Women's  EmpowermentConference, a three-day event  where women can  refuel, reflect, and  refine. Kathylives by the motto: "You don't have to be great to get started, but you have to getstarted to be great."Hondre'  and  Kathy  are  the  proud  parents  of  two  beautiful  daughters,  Nubian  andEve.
