Honoring the Flag For years Veterans have wanted to salute the U S Flag during the Pledge of Allegiance and the National Anthem instead of just placing their hand over their heart Now they can A Congressional Amendment specifically states that members of the Armed Forces and Veterans who are present but not in uniform may render the military salute The salute is a form of honor and respect representing pride in one s military service Veterans and service members continue representing the military services even when not in uniform The following song will be sung prior to various sessions of the State Tournament THE LAKOTA FLAG SONG taken from Songs and Dances of the Lakota In this the Lakota the white people and the foreign people other Indians used to consider each other as enemies Now we exist as a country and as one people we will consider each other as friends because of that we will gather ourselves under this flag We will die for it or defend for each other under it So that is the reason we will live under the flag the United States flag We will be as one So be it That is why we sing this song The translation of the Lakota Flag Song to English is as follows The President s flag will stand forever Under it the people will grow so I do this Mercy rule shall be used for all regular season Region and Sweet 16 contests When the point differential reaches 30 or more points in the 2nd half the clock will continue to run The clock will only be stopped for free throws and timeouts Regular timing will be used if the score differential drops back to less than 20 points Games will be two 16 minute halves 6 2021 Lakota Nation Invitational December 15th 18th 2021 www lakotanationinvitational com

H u Mit kuyepi I would like to take this opportunity and welcome you to the 44th Annual Lakota Nation Invitational After last year s cancellation we re back we re bigger and this year s LNI will be better than ever before In this forty fourth year we have expanded both our boys and girls basketball tournament LNI will showcase forty eight basketball teams in total and make an inaugural debut in the Summit Arena as the first basketball tournament to be held in this new facility Now that the Monument expansion is complete all basketball games wrestling match cheerleading competition archery academic arts and cultural competitions will be held in one location LNI is also introducing a new Esports Competition and girls wrestling this year which will allow for more student involvement It the goal of LNI to create as many positive opportunities for our students to participate in but more important to provide a holistic experience for our youth that will last a lifetime I want to encourage our students to have fun build lasting memories with new friends believe in yourself your school and give it your all I want to invite our spectators to praise and encourage our students where you can for their efforts hard work and dedication and we will know them as champions In closing I want to thank the LNI Board of Directors Coordinators countless volunteers and sponsors for their work and dedication to our youth I also want to thank our many alliances who stand with the Lakota Nation Invitational in a unified effort of reconciliation that all students are created equal Bryan V Brewer Bryan V Brewer Founder Lakota Nation Invitational LNI Basketball Director 14 2021 Lakota Nation Invitational December 15th 18th 2021 www lakotanationinvitational com

STEVE WITHORNE MEMORIAL AWARD A Tribute to a Player and a Referee for all Seasons By Coach Dave Strain He stood six foot four or better but he always looked bigger As a youngster playing little league baseball in Rapid City SD his coach a Lutheran minister on more than one occasion produce a copy of Steve s birth certificate to verify his legal age as he stepped to the pitcher s mound The opponent s disbelieving parents and coach couldn t fathom that this man child athlete was of legal age to compete in their juvenile athletic bubble But here he was ready to play with that infectious grin that made easy friendships Even his smile was huge From his early childhood athletic exploits into junior high to high school through his college years are woven a string of remarkable individual and team accomplishments that defy comparison By the time Steve was a starting forward on the 1969 Rapid City Cobbler State A Basketball championship team as a junior he had been on the losing side of only one scheduled cage game in his formative years And the power forward was a true athlete In the fall of his junior year in 1968 Steve s Cobbler football team played Sioux Falls O Gorman for the mythical State A championship football title in Rapid City During junior and senior championship years the the Cobbler basketball team was voted in the polls as the top State A basketball team of both the 1969 and 1970 seasons winning the State A Basketball Tournament outright in 1969 with a narrow miss the following year Steve s outstanding play on the hard court was a big contributing factor to the forty one consecutive wins over a South Dakota basketball opponents during this two year period By earning class A All State football and basketball honors during his high school athletic career Steve joined an elite group of athletes who have accomplished the rare individual feat of dual sport all state honors And it didn t stop there At Dakota Wesleyan University he continued his athletic excellence on title winning basketball and football in the South Dakota Intercollegiate Conference In 1974 he was named all SDIC and all District in football and in 1975 he earned a tryout as a free agent with the Dallas Cowboys He graduated with a Bachelor of the Arts in sociology from Dakota Wesleyan University In 1998 Steve was inducted into the DWU Athletic Hall of Fame But it was after his formal education that Withorne perhaps made his greatest athletic impact At a time when few Lakota Dakota basketball and football referees were given the opportunity to officiate playoff high school athletic events Steve broke the barrier for minority officials to be an active participant in the district region and state tournament picture His competence and revered athleticism paved the way the way for the minority official to be truly recognized for playoff consideration South Dakota Concussion Legislation 1 Who Does The Law Apply To Every coach youth athlete and their parent s or guardian s who seek to compete in activities sanctioned by the South Dakota High School Activities Association SDHSAA 3 Removal Guidelines An athlete shall be removed from participation in any athletic activity sanctioned by the SDHSAA at the time the athlete a exhibits signs symptoms or behaviors consistent with a concussion or b is suspected of sustaining a concussion 2 Educational and Training Opportunities Legal Requirements SDHSAA Sports Youth Sports Requires SDHSAA and the SD Department of Education to develop and distribute guidelines and information including protocols and content consistent with current medical knowledge to each member school coach athlete and the athlete s parent s or guardian s regarding the nature and risks of concussions the signs symptoms and behaviors consistent with concussions the need to alert appropriate medical professionals for diagnosis and treatment and the need to follow proper medical direction and protocols for treatment and return to play after an athlete sustains a concussion 4 Return To Play Once an athlete has been removed from participation in an athletic activity sanctioned by the SDHSAA the youth athlete may not return to athletic activities until a the athlete no longer exhibits signs symptoms or behavior consistent with a concussion and b receives an evaluation by a licensed health care provider trained in the evaluation and management of concussions and c receives written clearance to return to play from such health care provider Scope of Legal Coverage Requires each coach participating in athletic activities sanctioned by the SDHSAA to complete a training program each academic year developed by the SDHSAA and SD Department of Education Requires the parent s or guardian s of a youth athlete to signa consent form each academic year allowing the youth athlete to participate in an athletic activity The form must include information about the nature and risks of concussions 5 Under this provision health care provider means a person who is registered certified licensed or otherwise recognized in law by the State of South Dakota to provide medical treatment and is trained and Golden Whistle Award Randy Stanton Golden Whistle Award Richard Brewer What began as a way to stay connected with high school athletics after competing in high school officiating has turned into a hobby that has lasted much longer than expected With persuasion from my high school coaches as a freshman in college I registered as a sports official in 1971 and officiated my first basketball and football games that first year I have been very fortunate as I look forward to my 51st year of officiating to have been selected to work 30 SDHSAA state basketball tournaments with 6 championship games 4 SDHSAA state football championship games and approximately 30 Lakota Nation Invitational basketball tournaments with 5 championship games and a 10 year span as the Region 10 Basketball Coordinator I would like to share just how much officiating high school activities has meant to me I must give all the thanks I can think of to the many officials that I have been mentored by been partners to school administrators whom I have worked with and most of all to all the fellow officials that I call my best friends I still look forward to game day and the chance to give back to the high school activities that we all love What a great ride this has been Rich is a 26 year basketball official having spent the first 15 seasons as a high school official and the last 11 officiating women s college basketball On the high school level Rich was selected to officiate in the post season in the State of Kansas 7 times Rich has also been selected to officiate 9 LNI Championship games 8 boys 1 girls On the Collegiate level Rich officiated NCAA Women s Division 1 for 5 years NCAA Division II and Division III for 11 years and NAIA and NJCAA for 10 years He was selected to officiate the NCAA Division II National Tournament 9 times and in 2010 he officiated the NCAA Division II National Championship game He also officiated 2 NJCAA National Championship games Rich spent 25 years as an assistant and Head Football coach at Haskell Indian Nation University in Lawrence KS He and his wife Reta have one daughter Melissa and one granddaughter Phoenix Best of luck to all participants at the 2021 Lakota Nation Invitational Serving the Cheyenne River Sioux Tribe Reservation since 1958 625 N Main St Eagle Butte SD 57625 605 964 2600 www crstta com Business Hours Monday Friday 8 00 am 5 00pm 30 2021 Lakota Nation Invitational December 15th 18th 2021 www lakotanationinvitational com

Public Service Awards Joseph Marino Wanbli Tokaheya Joseph Marino s life path took him to the Rosebud Reservation and he s been here since the 1980 s Joe hails from California but has lived here on the Rosebud for many years for many more years then he has lived in his home State He has a degree in Computer Science Joe worked at social services in 1982 and then shortly thereafter in 1983 he applied at St Francis Indian School as he had seen a job advertisement to work with a grant that grant was written by Business Manager Frank LaPointe The grant was awarded for one year to bring in extra tutors and computers into the classrooms this was the beginning of the computer age and SFIS wanted to be involved in this new technology Joe worked on the grant and he asked Frank LaPointe This grant is for one year and if we still need more help to bring computers here what are we going to do Frank LaPointe replied Well you will need to write the next one and we can continue on from there Joe wrote for the grant again for SFIS and it was awarded for five years this time and that was the beginning of the computer age at SFIS Joe had worked for SFIS since 1983 and worked alongside many of our relatives such as Mr Manley Night Pipe Mr Frank LaPointe and many others along the way to mold SFIS into the vision of those parents and guardians who took over the School from the Mission to focus on the children first and now where it is today under the leadership of Superintendent Danielle Walking Eagle Joe was also a computer teacher in the early years of his career Throughout his career at SFIS he has been called upon to help in many roles from Master of Ceremonies at the Kindergarten Achievement Ceremony to the recognizing of Employees to assisting with the development and producing of short films back in 2005 to assisting with the School s website At the School s gatherings Joe has been called upon to pray as well For many years his various duties included detailed work with the E Rate process and being a team member of the various grants that were written and currently as the Federal Programs Director streamlining of the purchase order process for the entire school to assisting with Transportation to Operation and Maintenance he is affectionately call Mr Know Joe has also assisted with many facets of the School anywhere he was and is called upon to assist he has and has worked alongside many Superintendents for the benefit of children of SFIS Joe s been in the background following the many regulations of the BIE Bureau of Indian Education Joe has done so much for the school and his heart is here to help educate our Students In the Community arena Joe was adopted by Sicangu Elder Kate Fast Dog in June of 1988 at the Ring Thunder Pow Wow and was given the Lakota name Wanbli Tokaheya Leading Eagle Which was Kate s fathers Lakota name Mr Elmer Fast Dog Joe carries this name with humbleness and pride to this very day He is a member of the Blue Thunder Tiospaye of Ring Thunder Community Joe also began his Sundance path in 1988 at the the Ironwood Hill Top Sundance under the late Medicine Man Norbert Running He continues to be involved in the Lakota spiritual ceremonies today along with his hunka Brother Florentine Blue Thunder Joe is also one of the co founders CEO of the Blue Thunder Tiospaye Sundance held in Soldier Creek SD In appreciation and gratitude Joseph Marino richly deserves consideration to be nominated as the Lakota Nation Invitational Public Service Recipient Herman Jones Public Service Award for Rapid City Christian Herman Jones has been a longtime friend and supporter of Rapid City Christian School Herman owns and operates Fort Hays Chuckwagon as well as Mount Rushmore Tours located on Hwy 16 outside of Rapid City Herman s 6 children came through Rapid City Christian School in the early years of the school and he has continued to be a longtime supporter of Christian education and of Rapid City Christian Herman has been a school board member at various points over the years and has also driven countless Rapid City Christian activities all over the state of South Dakota in his buses Herman and his son Clint continue to be faithful friends of Rapid City Christian School and Rapid City Christian s athletics and activities programs continue to benefit from their kindness and generosity opposing schools have long seen Rapid City Christian s athletic teams pull into their school parking lots in a Mount Rushmore tour or Stagecoach West bus Rapid City Christian wants to thank Herman for the tremendous blessing he has been and continues to be to our school 96 2021 Lakota Nation Invitational December 15th 18th 2021 www lakotanationinvitational com

Hall of Fame Coaches Harley Morgan Harley began wrestling in the 3rd grade through the Eagle Butte AAU program He is a two time AAU State Champion AAU National Champion AAU Junior Olympic Champion In the 8th grade he began wrestling for the Cheyenne Eagle Butte Braves During his JH High School years he qualified for State four times finishing 8th 5th 4th Runner up He finished his wrestling career with a record of 124 21 Harley was the team captain for multiple seasons the team won numerous tournaments In 1995 1996 he took the position of head wrestling coach for Cheyenne Eagle Butte School Over the next ten seasons he coached many outstanding individuals teams C EB won five Lakota Nation Invitational Team Championships had numerous individual LNI titles as well as having state qualifiers each season he was the head coach He was selected by the Region 4 coaches as the Region Wrestling Coach of the Year in 2000 Harley was also a recipient of the Public Service Award given by the LNI Board Harley is an enrolled member of the Cheyenne River Sioux Tribe raised his family built his career in his hometown Harley has worked for the C EB school system for 30 years is currently the BIE Transportation Director Harley is married to his wife Carol for 35 years and they have two sons Brandon Chad three daughters Savannah Katherine Katy Harlee Jayde thirteen grandchildren Sidney Jaycee Jade Tia Kaya Mason Tristan Bella the late Hannah A dyn Tomi Brielle Asher plus an honorary daughter Jill Kessler her children Lauryn Damien Harley s late parents are Harold Annabell Thompson Morgan Rodger Setser Rodger Setser is not only the most successful head coach in Cheyenne Eagle Butte history but also one of the most successful coaches across the nine Native American reservations in South Dakota He was posthumously inducted into the Hall of Fame in March 2021 In 1974 Rodger started teaching at Cheyenne Eagle Butte School spent 28 years there as an educator coach before retiring He served as the head football coach from 1974 through 1997 complied a record of 114 94 career record that included a perfect 9 0 season in 1979 1980 Rodger led the Braves to the 1979 Conference Title in the highly competitive Big Dakota Conference earned the Region Coach of the Year honors in both 1991 1992 Rodger also coached the C EB Boys Basketball team He served as an assistant coach on the Braves 1975 fifth place team in the State B Basketball Tournament as the head coach on the 1980 team that recorded a major upset over Pierre placed 8th in the State A Basketball Tournament Rodger s parents are the late Robert Amy Simms Setser he has one brother the late Robert Phyllis Lester Setser Niece Amy Robert Cochran their children Abigail Andrew Niece Katie Unland her children Noah Hannah Hunka son Harley Morgan and Long Time Friend Joe Burckhard 2021 Lakota Nation Invitational December 15th 18th 2021 www lakotanationinvitational com 101

POWER OF INFLUENCE AWARD This award in honor of Bryan Brewer is to recognize and honor the positive influence vision leadership and dedication to promoting athletics academics and the arts among South Dakota students of all races It represents the innovation belief and expectation that all are created equal 2021 Power of Influence Award Charles Chuck Cuny Deceased Chuck Cuny was born in Denver CO in 1946 the son of Cecilia and Richard Cuny He graduated from Holy Rosary Mission in Pine Ridge and attended Black Hills State College and Chadron State College before being drafted into the Army He served in Viet Nam from 1969 1970 Cuny had a passion for basketball both as a high school player and as Red Cloud Indian School principal His support for basketball as a principal and parent was evident He served not only as a principal but for a time as Athletic Director for Red Cloud In 1976 Dave Archambault Brian Brewer and Cuny started an eight team reservation basketball tournament Cuny and Brewer moved the tournament to Rapid City and the tournament eventually became the Lakota Nation Invitational Brewer and Cuny were instrumental in the inclusion of non Indian teams at the tournament for purpose of improving Indian non Indian relations in basketball The things that Cuny did for Native basketball are many More than once he went before the South Dakota High School Activities Association to bring to light decisions that were detrimental to Native schools and players Although He was forced to resign from Education due to cancer but he continued being a major part of LNI as well as his four son s basketball careers When the family moved to Loveland CO he was able to be a part of the game he loved Cuny coached his youngest son s elementary team and was assistant coach for his second youngest son s high school team 2021 Power of Influence Award Larry Luitjens Sioux Falls Larry Luitjens a Britton SD native spent 47 years coaching boys basketball From 1967 2014 Coach Luitjens won 748 games seven state championships and was in the title game 13 times He began his head coaching career in Desmet SD where he won back to back state championships in 1970 and 1971 He coached one year at New England St Mary s ND and then spent the rest of his coaching years in Custer While at Custer his Wildcats won five more state championships winning 49 games in a row between 1990 and 1991 Custer was the first non Indian team invited to the Lakota Nation Invitational where Luitjens and his Wildcats played in the championship game eleven times winning seven Some of his best memories and friends come from his time in the LNI He is the winningest basketball coach in South Dakota history and has been inducted into the SD Sports Hall of Fame the SD Coaches Association Hall of Fame Northern State University Hall of Fame and the National High School Hall of Fame 104 2021 Lakota Nation Invitational December 15th 18th 2021 www lakotanationinvitational com

Sanford Health Lakota Nation Scholarship The Sanford Health Lakota Nation Scholarship is awarded to any Native American who has demonstrated leadership and commitment in his her community Award recipients must have demonstrated exceptional character and leadership in furthering their own progress and in enriching the lives of others especially in service academics and community involvement WAYNE and CAROL CARNEY SCHOLARSHIP The Wayne and Carol Carney Scholarship in the amount of 1000 will be awarded to a LNI participant with leadership and commitment in his her community Award recipients must have demonstrated exceptional character and leadership in furthering their own progress and in enriching the lives of others especially in service academics and community involvement CARLA BREWER MEMORIAL SCHOLARSHIP The Carla Brewer Memorial Scholarship in the amount of 500 will be awarded to a LNI participant Award recipients must have demonstrated exceptional character and leadership in furthering their own progress and in enriching the lives of others especially in service academics and community involvement Presenting Sanford Health Scholarship Randy Sonia Bury Randy Bury a native of Webster SD celebrated 40 years in executive leadership with Sanford Health in June 2021 the last three of those years as president and CEO of the Good Samaritan Society Bury has served on several national and local boards and has been active in his church A graduate of Augustana University with a degree in health care administration Bury also holds an MBA in health care administration Sonia Bury grew up in Britton SD and spent 22 years of her career at the Good Samaritan Society working with employee learning and development She also has served her community and church in board and committee roles She graduated from Augustana University with a degree in business administration and holds an MBA from the University of SD After growing up in northeast SD Randy and Sonia met at Augustana University They have lived in Sioux Falls ever since where they raised two sons Jake and Luke Jake graduated from Augustana University with degrees in history and education and earned a Masters in history from Utah State Luke graduated from the University of Texas with a degree in aerospace engineering and earned his PhD in astrodynamics from the University of Colorado The Burys are grateful for the opportunities that university education has provided for them and for their sons and they want to help launch similar opportunities for Native American students 2021 Lakota Nation Invitational December 15th 18th 2021 www lakotanationinvitational com 105

Honorary Officials Juel Burnette I started officiating in 1990 and hung up the shoes after the season of 2002 2003 I officiated 5 boys state tournaments and 5 girls state tournaments All of the me were A tournaments with the exception of one B girls tourney I officiated elementary Jr High JV Varsity and College ball game during these 12 years I do not recall what year it was that I was asked to officiate the LNI tournament I was fortunate to officiate a few championship games at the LNI tournament which I was very humbled by the selections since the coaches where able to choose the officials I think my most memorable state tournament game was the semi final game between DeSmet and Little Wound The Custer vs Pine Ridge games or any game that Custer was in the Championship was always a great game to be on the floor for because of the crowds excitement A Dusty LeBeau vs Larry Lutjens always filled the seats I had many great partners in the many games I did across the state Some of the best were Dave Tate Kenny Orth Dwight Clough and I have to give a great deal of credit to Scott Keck and the late Jim Calhoun from White River Jim was always one of my biggest cheer leaders without his lead I would not have become the official I was Scott also taught me a lot about the expectations of an official in my first couple years on the floor Luke Yellow Robe Mit kuyepi na k ol pi ta y yah ha w phila t ka e h iyapelo A p tu ki l l la wa t T ab k tapi ki Lak ta Dak ta oy te na ik wi h a oy te k iy ta i wa k tuya LNI will always hold a special place in my heart I started officiating in1985 and was asked in participate in the LNI in 1988 long before I was ready The competition teams and athletes were some of South Dakota s finest LNI helped me hone my skills to officiate in a total of 14 State Tournament appearances 7 high school boys and 7 High school girl s tournaments and numerous SDIC and the Rocky Mountain Athletic Conference College games I credit the LNI and all responsible for this showcase basketball tournament for helping me develop skills in life that still serve me in today s world For that I will be eternally grateful ha t wa teya iy ha nap hiyuzapelo 106 2021 Lakota Nation Invitational December 15th 18th 2021 www lakotanationinvitational com

Rules for Conduct Sportsmanship Participant Ethics and Dress Policy The Lakota Nation Tournament is looked at and held in the highest esteem The tournament is highly regarded in the Midwest and the Lakota Nation Tournament sets high standers Let everyone be accountable 1 One unsportsmanlike technical foul during the Lakota Nation Invitational from either a player or a coach results in no tournament awards for that individual 2 Two unsportsmanlike technical fouls from the same individual during Lakota Nation Invitational will result in his or her team being exempt from receiving any awards except for the place awards 3 If a player or coach is ejected for two unsportsmanlike technicals he or she will not play or coach the rest of the tournament If said coach or player is ejected or receives his or her second unsportsmanlike technical on the last day of Lakota Nation Invitational the next year he or she will sit out the first game of match of Lakota Nation Invitational 4 In Volleyball a red card to a player or coach translates to no post tournament awards for that individual 5 Two red cards or ejection of a volleyball player or coach carries a penalty of no awards to that team The team will only accept their place trophy from Lakota Nation Invitational If two cards occur in two different games but it still carries the same penalty as if it were one contest 6 If a coach receives two unsportsmanlike technical fouls or is given two red cards his or her team is exempt from any post tourney awards other than the place trophy They will not participate in the rest of the Lakota Nation Invitational 7 Any wrestling coaches or wrestlers who are disqualified for any unsportsmanlike act will not be eligible for any awards 8 Spectators should always uphold the highest values in sportsmanship Lakota Nation Invitational fans should encourage other spectators no to boo or jeer at what the perceive to be a bad calls or bad plays 9 Officials need to show continued respect of players coaches and fans Any coach who wishes to appeal any of the above violations will have one hour after the game of match has ended to do so The appeal must be written and should include statement from coaches witnesses and players along with a video tape The appeal will be heard by the Board of Directors or their designated representatives The Lakota Nation Invitational Participant Ethics and Dress Policy has been established to support as outlined in the Lakota Nation Invitational Articles of Incorporation By Laws All Lakota Nation Invitational participants will be required to adhere to this policy Updated 9 29 07 The Lakota Nation Invitational Dress Policy supports the following principles Respect for the rights and dignity of others Decency Safety of persons and property Promotion of a safe drug alcohol gang free environment Participants will Respect the rights and beliefs of others and treat others with courtesy and consideration Be fully responsible for one s actions and the consequences of such actions Respect the property of others Respect and obey the rules of the school and laws of the Lakota Nation Invitational Show respect to those responsible for enforcing the rules of the school and the laws of the Lakota Nation Invitational Not display any markings and or decorations Conduct oneself as a proper role model for younger athletes Dress in a respectable manner On Court Attire Regulated according to the SDHSAA rules ff Court Attire O Sweats are allowed when the entire team is dressed in like uniform Dress slacks no jeans of sweats Dress Shirts Button up with tie sweater long or short sleeve polo No Jerseys or t shirts Caps or hats With exception of religious head wear they must be removed and not worn indoors All clothing must fit properly no sagging Sexually explicit or revealing attire will not me allowed Attire with wording or graphics that promote advocate or display violence gang related activity and or consumption of alcohol or illegal drugs will not be allowed Attire that is recognized as a association with drug membership i e pocket chains necklaces bandannas and etc will not be allowed 2021 Lakota Nation Invitational December 15th 18th 2021 www lakotanationinvitational com 107
