2 | 2020 ICAHN ANNUAL CONFERENCEJOANN EMGE BOARD PRESIDENTWELCOME TO OUR ANNUAL CONFERENCERural Resilience: Facing the Future Together Welcome to the rst ICAHN Virtual Conference! A year ago, we would never have imagined where our world is today, let alone having an annual meeting by Zoom and missing the professional fellowship of colleagues, business partner exhibits, evening reception, and the excitement of conversation. ‘Rural Resilience: Facing the Future Together’ is our conference theme and represents well that rural hospitals and communities understand what it means to work together and share common issues and solutions. 2020 has not been an easy year, and by most accounts, the rest of the year and into 2021 will be dicult, too. The ICAHN Value is our ability to share information and experience education together that will help us in our work and spirit.2020 President Joann Emge and I are proud of the accom-plishments of members and organizations, despite the strain of the pandemic and uncertain times. We encourage you to read through the conference booklet and see the award winners as well as information about our business partners who support your organizations. The conference agenda is rich with speakers who will share their expertise and solutions as well as inspire and refresh our energy. Even though the conference is virtual, the day is lled with excellent presentations, our annual business meeting, and door prizes as though we are in person. So, enjoy and hope to see you in Champaign November 2021!PAT SCHOU EXECUTIVE DIRECTOR

9Experts at Managing Managed Care. You sit across the negoang table from well-capitalized payers. You’re squeezed between limited reimbursements and rising costs. We’ll equip you with the data you need to negoate more favorable, more fair agreements. We’ll review transacons and document the paerns of late or inaccurate payments. Managed Care Partners works only for our providers, never payers. We’re your outsourced managed care department, here to help you increase protability, reduce administrave burden, and increase market share. Since 1994, crical access and small, rural hospitals have relied on our experse to help: • Recapture revenue• Reduce costs• Achieve beer terms with payers• Manage contracts• Build market share • Be the local provider of choiceManaged Care Partners Champions Your Growth and ProfitabilityDownload our FREE white paper on Keys to ProfitabilityAdministrative work draining physician and executive resourcesThe demands for clinical documentation, key to reimbursement, are on the rise, and not just from new CMS regulations and escalating denials. Even the initial process of credentialing and qualifying practitioners for participation in payer networks takes a heavy toll on already overcommitted staff. The collection and communication of additional information can be counterproductive to the achievement of your primary objective as a facility—the health and wellbeing of your patients—when it takes your practitioners away from direct patient care to spend time on administrative tasks, burning through their limited time and energy. And as CFO, vice president or other executive, you are burdened with more than your fair share of that administration. You may be qualified to review payer contracts and lead negotiations, but just because you can manage payers doesn’t mean you should. (Not alone, anyway.)CHALLENGE 3“The amount of information coming out of CMS which requires providers to analyze and provide comment back to them is increasing...”Is navigating the complexities of payer relationships and contracts the best use of your limited energy and time? Are you up-to-date on all current payer and CMS policies and procedures? Or, like many in your position, plates filled by the broad scope of your responsibilities, are you leaving managed care to manage itself? This is where an outside partner, fully immersed in the managed care environment and experienced with multiple payers (without affiliation with any), can deliver up-to-the-minute industry advice to better inform your managed care decisions. Such a partner is helpful in reducing your organization’s administrative burden while leveraging payer negotiations and communications to recover revenue and margin that may be lost without proper, high-detail management. With continued financial pressure from government programs, managing relationships positively with commercial health plans is often critical to maintaining profitability in operations. The need to evaluate managed care relationships has become top priority for hospitals and other healthcare providers.More adverse payer strategiesHospitals and health systems face an increasingly intense payment environment. “Payers are creating more roadblocks to either limit or slow the pace of reimbursement, while patients strive to cover their costs and staff turnover subverts process improvement,” Julie Auton of HealthLeaders writes. As health costs accelerate, with new technologies and pharmaceuticals entering the market, hospitals and payers are put in competition to see who will assume the associated risk. “The cost to provide care to patients goes up year after year, but we’re not seeing an increase in reimbursement. Instead, we’re fighting daily to get the reimbursement we are due,” says Abby Abongwa, vice president of revenue cycle at UW Health in Madison, Wisconsin. “The payers are looking for opportunities to change the policy or find mistakes, but ultimately are trying to pay at a lesser amount than we would expect to be reimbursed.”Well-capitalized payers have access to resources and knowledge that can eclipse small, independent health systems. At the same time, payers benefit from the same delays and deficiencies in revenue cycle that can push a community hospital toward closing its doors. Health systems need a way to level the playing field. An external managed care partner can help balance the scales, speeding your revenue cycle by providing the systems, processes and expertise to leverage payer contract negotiations and fulfillment, as well as ongoing communications and auditing to eliminate payer errors and increase your reimbursements.CHALLENGE 1PATIENTBILLINGCLAIM SUBMISSIONELIGIBILITY VERIFICATIONELIMINATECLAIM DENIALSREPORTINGREIMBURSEMENTAn external managed care partner can help balance the scales, speeding your revenue...Here are three challenges identified by health system executives as having the most critical impact on their organization’s revenue cycle and bottom line:“The cost to provide care to patients goes up year after year, but we’re not seeing an increase in reimbursement. 10 | 2020 ICAHN ANNUAL CONFERENCE2020 IMPACT Award WinnerPutting Ideas That Work Into Practice2020 IMPACT AWARDSJersey Community HospitalMedication Assisted Treatment (MAT) Clinic and Counseling ServicesJersey Community Hospital received the HRSA RCORP – MAT Expansion Grant in September 2019. The goal of the grant was to establish a sustainable Medication Assisted Treatment (MAT) clinic and counseling services, coordinate medical and social services necessary for patients to achieve and sustain recovery, provide community education to increase the awareness of MAT, reduce the stigma associated with it, and serve as a location for community support groups. After receiving the grant, JCH moved forward with opening a MAT clinic. The rst patient was seen in November 2019 and through the end of August 2020, a total of 49 patients have been treated. The program also began with two DATA2000 waivered providers. As of August 2020, a total of six providers have received the waiver and several more are in the process of completing the training. Prior to this program, individuals in Jersey and Greene counties did not have access to a local MAT clinic. The individuals would have to travel to surrounding counties, and this contributed to individuals not wanting to receive help. In a six month period, 38 non-fatal overdoses and four denitive fatal overdoses were reported for these counties. Overdoses in theses counties were ranked in the top 5% in the state of Illinois, making this program even more important to the health of this community.
11NORTHWESTERN MEDICINEVALLEY WEST HOSPITALExternal Transfer ProjectHonorable MentionIn FY2019, 64% of patients treated in the Northwestern Medicine Valley West Emergency Department that required subsequent hospitalization were retained within the health system for hospital care. The goal of this project is to increase sta and physician awareness of safety implications related to transfers outside of the health system and retain at least 70% of patients seeking treatment at Northwestern Medicine Valley West Emergency Department within the health system by Q2 FY20. As of August of 2020, the Northwestern Medicine Valley West Hospital Emergency Department exceeded its target of 70%, to nish the month at 87%. This improvement has reduced errors in handos, improved continuity of care, and increased patient satisfaction for teamwork and communication.ABRAHAM LINCOLNMEMORIAL HOSPITALGreening the ORHonorable MentionIn 2018, Dolan Dalpoas, CEO, of Abraham Lincoln Memorial Hospital launched a Lean Six Sigma Green Belt project after realizing ALMH was well below national benchmarks for recycling surgical waste. As a result of ALMH’s “Greening the OR” project, thousands of pounds of waste have been reduced with use of new rigid sterilization containers. ALMH worked with a third-party reprocessor to safely collect medical devices for signicant cost savings and waste reduction. The hospital also installed a uid management system to replace single-use disposable suction canisters, thus reducing chemical exposure for colleagues and waste disposal costs. Lastly, ALMH reduced the use of anesthetic agents and greenhouse gases with the utilization of sustainable anesthesia practices.Finding creative ways to motivate sta, initiating a new approach to improve patient relationships, and implementing successful community projects are the precursors to innovation! 14 | 2020 ICAHN ANNUAL CONFERENCEThe Medicare Beneciary Quality Improvement Program (MBQIP) began back in 2011 as part of a capacity building program to demonstrate the quality of care provided within critical access hospitals. Illinois had achieved 100% agreement from all CAHs to participate in this program, making Illinois one of only eight states at that time providing 100% participation. In 2016, the Federal Oce of Rural Health Policy deemed it necessary for CAHs to participate in at least one measure in one domain in order to receive Flex funding opportunities. As of 2017, this number had increased to one measure in at least two domains, which continued into 2020. ICAHN recognizes the following hospitals for quality of care as demonstrated by participating in all four domains:The following hospitals have demonstrated most improved over one year in any domain:• Advocate Eureka Hospital• Carlinville Area Hospital• Crawford Memorial Hospital• Fairfield Memorial Hospital• Franklin Hospital• Genesis Medical Center-Aledo• Hillsboro Area Hospital• Hopedale Medical Complex• Horizon Health• HSHS St. Francis Hospital• Illini Community Hospital• Kirby Medical Center• Marshall Browning Hospital• Mason District Hospital• Massac Memorial Hospital• Memorial Hospital-Carthage• Memorial Hospital-Chester• Mercyhealth Hospital and Medical Center-Harvard• Northwestern MedicineValley West Hospital• OSF Holy Family Medical Center-Monmouth• OSF Saint Luke Medical Center-Kewanee• OSF Saint Paul Medical Center-Mendota• Perry Memorial Hospital• Sparta Community Hospital• St. Joseph Memorial Hospital• Wabash General Hospital• Washington County Hospital• Advocate Eureka Hospital• Carle Hoopeston Regional Health Center• Fayette County Hospital• Ferrell Hospital• Hammond-Henry Hospital• Horizon Health• HSHS St. Francis Hospital• Mason District Hospital• Massac Memorial Hospital• Memorial Hospital-Carthage• Midwest Medical Center• Taylorville Memorial Hospital• Wabash General Hospital2020 MBQIP QUALITY AWARDS
