This year s Town Report is Dedicated In Memory Of Clyde E Allen 1936 2018 Clyde E Allen 81 joined many family and friends in heaven August 26 2018 when he passed away at his home in New Sharon Clyde was born Dec 28 1936 in Farmington the son of John and Eleanor Odell Allen He had a love for his family horses fishing and hunting Clyde was one to never back away from a challenge a notoriously hard worker he built Allen s auction house in New Sharon in 1975 He was a previous member of the Franklin Masonic Lodge 123 in New Sharon and was a former 4 H leader Over the years he supported many in the community through employment and mentorship He was well known as a go getter who defied the odds and surpassed all medical expectations after suffering a major stroke in 2001 Clyde will be forever loved and missed by his loving wife of 63 years Anita Allen Butterfield of New Sharon daughter Wendy Harvey and husband Keith of Farmington son Rodney Allen and significant other Lisa Savage of Chesterville along with the many he employed and touched the hearts of in the community For those who wish to contributions in his memory can be made to the New Sharon Fire and Rescue c o Jeff Brackett 68 Main St New Sharon ME 04955 Brylee Lucinda Hutchinson 2014 2018 Brylee Lucinda Hutchinson 3 became one of God s angels Thursday March 22 2018 at Boston Children s Hospital she was the daughter of Ryan and Amelia Allen Hutchinson of New Sharon born in Skowhegan Sept 22 2014 Brylee had a unique spiritual connection with God and her imaginary friend from heaven Cici whom she talked about and prayed with daily Brylee although very young had a motherly nature about her always caring for others Brylee will be forever loved and remembered by her parents Ryan and Amelia Hutchinson of New Sharon siblings Karlie Trent and Natalie and all other members of her family and our community that she had touched the lives of www newsharon maine gov 5

This year s Town Report is Dedicated In Memory Of Jeanne LeBaron Sawyer 1927 2018 Jeanne LeBaron Sawyer longtime resident of New Sharon died peacefully on May 20 2018 in New Jersey surrounded by the love of her family Jeanne attended the University of Maine for two years and married Richard L Sawyer of New Sharon in 1946 soon after he returned from service in Europe during World War II They moved to New York State and raised three daughters divorcing in 1972 but continuing to take joy in their growing family After her retirement Jeanne served as a library trustee and volunteer in New Sharon playing an instrumental role in the transition from the previous library on Route 2 to the present Jim Ditzler Memorial Library Meanwhile as a volunteer story lady she introduced many local children to the pleasures of picture books Love of nature and commitment to the environment led Jeanne to serve on New Sharon s Planning Board and to welcome others to enjoy the wildlife she protected on her farm For years she maintained a weekly bird list to track the species she saw Her family members handwriting on that log including the scrawls of small children reminded her of their visits Jeanne will be deeply missed and gratefully remembered by three daughters Polly Brown of New Sharon and Hopkinton Mass Nancy Sawyer of Syracuse NY and Sara Sal Smith of Maplewood NJ and by their husbands and families including eight grandchildren and six great grandchildren so far All her life in her words and through her actions Jeanne inspired those around her to be deeply true to themselves and also deeply generous to others Memorial gifts may be sent to the Jim Ditzler Memorial Public Library PO Box 61 New Sharon Maine 04955 6 www newsharon maine gov

Dear Friends It is an honor to represent Maine in the United States Senate I am grateful for the trust the people of our state have placed in me and welcome this opportunity to share some key accomplishments from this past year As Chairman of the Senate Aging Committee I worked to help ensure the well being of our seniors The Senior afe Act I authored became law last year and is empowering banks credit unions and other financial institutions to better protect seniors from financial fraud Following extensive committee investigations of prescription drug pricing additional legislation I crafted became law ending the egregious practice of pharmacy gag clauses that prevented pharmacists from informing patients on how to pay the lowest possible price This year I was also successful in securing an extra 425 million for Alzheimer s research the largest funding increase ever bringing the total to 2 34 billion Additionally the bipartisan BOLD Act I authored will create public health infrastructure to combat Alzheimer s by promoting education early diagnosis and improved care management More than 40 million Americans including 178 000 Mainers are caregivers for parents spouses children and other loved ones with disabilities or illnesses such as Alzheimer s The RAISE Family Caregivers Act I authored was signed into law last year giving caregivers more resources and training to better balance the full time job of caregiving Another law I wrote will help grandparents who are raising grandchildren largely due to the opioid addiction crisis In addition to helping seniors a major accomplishment over the past year is the increased federal investment in biomedical research that is leading to progress in the fight against numerous devastating diseases Congress has boosted funding for the National Institutes of Health by 7 billion in just the last three years bringing total funding to more than 39 billion One of my highest priorities as Chairman of the Transportation Appropriations Subcommittee is to improve our nation s crumbling infrastructure and ensure that Maine s needs are addressed Since the Better Utilizing Investments to Leverage Development BUILD Transportation Grants program formerly known as TIGER was established in 2009 I have secured 160 million for vital transportation projects throughout Maine Congress also delivered a Farm Bill last year which includes many important provisions that will help the agriculture industry in Maine and across the country Specifically I secured provisions that will strengthen support for young farmers improve local farm to market efforts and increase funding for organic research Congress took decisive action to address the opioid addiction epidemic In addition to appropriating 8 5 billion in federal funding last year Congress enacted the SUPPORT for Patients and Communities Act a comprehensive package that embraces the multipronged approach I have long advocated for this epidemic prevention treatment recovery and enforcement to stop drug trafficking Maine plays a key role in ensuring a strong national defense In 2018 Congress provided funding for five ships to be built at Bath Iron Works which will help to keep our nation safe and provide our skilled shipbuilders a steady job I also secured more than 162 million for infrastructure projects at Portsmouth Naval Shipyard to support their important work to overhaul Navy submarines A Maine value that always guides me is our unsurpassed work ethic In December 2018 I cast my 6 834th consecutive vote continuing my record of never missing a roll call vote since my Senate service began in 1997 I appreciate the opportunity to serve Maine in the United States Senate If ever I can be of assistance to you please contact one of my state offices or visit my website at www collins senate gov May 2019 be a good year for you your family your community and our state www newsharon maine gov 9

S T A T E O F M A IN E OFFIC E OF THE GOVERNOR 1 STATE HOUSE STATION A U G U S T A M A IN E 04333 0001 PAUL R LEPAGE GOVERNOR Dear Citizens of Maine For the past eight years as your Governor my priority has been to make Maine prosperous I am proud to say that my administration has had some success but there is more that can be done Mainers experienced strong record setting economic growth in 2018 setting so many new records a record high number of employers a record high number of private sector jobs record high revenues for the state record low unemployment and the fastest net earnings growth in New England Our poverty rate declined to the lowest since 2005 with the fewest number of children in poverty in 17 years Maine s future is the brightest it has been in decades there s more new businesses more money in your paycheck and better opportunities for our children And that s what it s all about the future of our state We have brought stability to state finances and implemented pro business pro growth policies across state government The incoming administration is taking on a state government that is vastly improved both structurally and financially from the one I inherited Therefore I have suggested to the new administration that now is the time to cut taxes by an additional 20 percent My administration lowered taxes by 20 percent for more than half a million Mainers Cutting taxes for our families has proven to be an excellent policy decision Despite this cut we are seeing higher revenue in almost every tax category sales and use tax individual income tax and corporate income tax We must always remember that the revenue we receive in taxes is due to the hard work of Maine s people Democrats stated they want to use surplus money to fully fund revenue sharing at 5 percent rather than the 2 percent the towns have received for the past 6 years However there is no guarantee your local government will cut your property taxes by one penny never mind dollar for dollar if revenue sharing is increased The people of Maine and the municipal balance sheets would be better off if the state cut income taxes and allowed municipalities to collect property taxes or service fees from non profits to supplement the local property taxes Everyone should contribute to the operation of local community governments I encourage you to pay attention to what happens in your municipality and in Augusta So many good people have worked much too hard to achieve our current prosperity We must avoid letting politicians drive Maine s finances and its economy back into the ground I promise you that I will be watching Sincerely Paul R LePage Governor PHONE 207 287 3531 Voice 888 577 6690 TTY www newsharon maine gov www maine gov FAX 207 287 1034 11

Report of the Selectmen To the people of New Sharon As usual 2018 was a busy year for your Select Board Providing town buildings for the future remained a dominant issue Following the defeat in December 2017 of a proposal for a combined town office fire house a new building committee began working on the issue Dennis McCourt chairs the committee which meets most Wednesdays at 6 p m at the town office The committee is trying to come up with a proposal that will keep town cost below 1 million The urgency of the buildings issue was highlighted by a heavy rainstorm on Dec 21 So many leaks opened in the roof of the town office that the town didn t have enough pails to catch all the water Several people including Selectman Travis Pond Clerk Collector Pam Griswold David Dill worked that day and through the weekend and on Dec 22 the town hired four employees of Pitcher Perfect Tire to work with them to remove ice from the roof and to try to seal new leaks Since December the town have covered sensitive machinery and historical museum items to protect them from the roof leaks Ice melting on the flat roof has caused leaking the past three winters Through the winter of 2018 19 as the temperature has moved quickly and often above and below freezing the leaks in the town office roof have become more frequent and more serious The situation was again serious on Feb 6 8 when the temperature rose above freezing and ice on the roof resumed melting The town office and roof will require serious attention and the town will need to employ a structural engineer to evaluate whether or not as part of the process to replace or rehabilitate the fire station and or town office The board conducted a written online poll of residents about new buildings Almost everyone replying wanted a new fire house with nearly half wanting a new building to house both the fire department and the town office More than half wanted a new fire house but wanted the town to continue to use the present town office For the third consecutive year the board was able to reduce the mil rate though the decrease was small to 16 mils from 16 1 mils 16 per 1 000 of assessed valuation Maintaining that level may be extremely difficult in 2019 as costs over which the board has no control ambulance subsidy waste disposal etc continue to rise and the RSU 9 budget request is expected to rise even more than in recent years The board filled five vacancies Tom Walker who has retired after 41 years from Maine Revenue Services where he worked on property tax issues was appointed assessing agent when the board decided not to reappoint Rob Stevens to the position He has a degree in public management Among other duties he supervised the Municipal Services and the Unorganized Territories sections He developed and wrote the dwelling software that is the basis for New Sharon s revaluation In 2019 he begin to convert the assessments from the dwelling program to the TRIO software that the town uses Converting the data will eliminate double entries on the tax rolls The board also appointed Pam Griswold to be freedom of access officer replacing Darlene Power who resigned Erin Norton to be general assistance officer replacing Mercy Hanson Daniel Meng to the historical committee replacing Power who resigned and Amanda Meader as town attorney replacing Frank Underkuffler who retired A sixth vacancy awaits filling because Joyce Alcorn has resigned as health officer The Select Board also appointed members to the planning board who are listed in the report of the planning board chair 32 www newsharon maine gov

Following several presentations by all sides the board voted not to endorse the proposed electricity transmission line between Quebec and Massachusetts The line would pass through New Sharon The town s refusal to endorse the project triggered a review by other towns on the proposed route to reconsider their support and several rescinded their support or even came actively to oppose the project put forth by Central Maine Power The board dealt with at least three roads and bridges issues The board engaged Dennis McCourt to snowblow the Route 2 bridge and bought an electric start snowblower for the job On March 29 Jersey Avenue was damaged seriously by a farmer from Industry who was hauling manure on the posted road The town had pictures and witnesses to the damage No repayment has been made The board also voted to establish a limit of 23 000 pounds per vehicle for all town roads and to require a performance bond from truckers who might exceed the limit Final approval from the state will let the New Sharon Crossroads Dunkin Donuts project proceed but the developer has not begun work on the site at Routes 2 and 27 New Sharon received from the Federal Emergency Management Agency reimbursement for money spent to deal with the damage mostly debris removal from a heavy windstorm in October 2017 The reimbursement was for 7 909 08 The Select Board extended the marijuana moratorium to May 6 2019 awaiting final implementation of recreational marijuana laws by the state legislature The board continued to update technology in the town office partly to conform with state computer requirements and partly to replace outdated equipment In June the board was notified that the fees for recycling would rise by 93 percent to more than 140 000 a year The board approached Starks and Anson about joining their recycling consortium but those towns decided they did not have the infrastructure to take on New Sharon That leaves the town with no alternative to continuing the present recycling operation The state requires the town to have a recycling program On March 17 following annual town meeting the board elected Bob Neal as chair Neal s term expires with annual town meeting 2019 and he has chosen not to run for reelection Respectfully submitted Bob Neal Chair Lorna Nichols Selectwoman Travis Pond Selectman www newsharon maine gov 33

Report of the Animal Control Officer Report of the Community Improvement Team To the people of New Sharon and the Select Board To the people of New Sharon and the Select Board I n 2018 the Community Improvement Team undertook several projects to enhance our great town and the people who live here have been an Animal Control Officer for about four years and have found the experience is important Each situation is different That being said I now know and would like you folks to know why it is important to license your dogs Licensing makes it easier to find the owner of a recovered dog as lets us make sure the dog has its rabies vaccine Licensing also helps to pay the cost of having an ACO The cost is minimal 6 or 11 but a 25 late fee after Jan 31 Licenses are available every year about mid October so there is plenty of time to get it done Also if you would tag your dog with name and phone number it would save me having to bring it to the local animal shelter and costing you a shelter fee Now as to cats Cats are not subject to a leash law and they are not prone to staying in their own yard I also question their loyalty because if you start feeding someone else s cat it likely will not go home So please do not feed cats other than your own If it is healthy looking it s because it has a home If it is skinny or unhealthy looking call me and I will come get it I Among them were Our organic vegetable garden planted in the field beyond the Ditzler Library We made an estimated 70 deliveries of fresh veggies to about 20 families and individuals We used seedlings and vegetables donated by Hoof n Paw Farm seedlings from Sandy s Greenhouses corn from Pike s of Farmington and tilling of the field from John Cox We continued to maintain the flower beds at the Route 2 end of Post Office Road and the the intersection of Industry and Starks Roads The Scarecrow Reunion in the field off Route 2 drew five entries giving folks an opportunity for fun creations American flags were once again placed on poles in the center of town You may reach me at 446 0739 You may reach the Franklin County Animal Shelter at 778 2638 and animal poison control at 1 888 426 4046 Welcome to New Sharon informational packets were placed at the town office with about a dozen given to new arrivals in town Respectfully submitted Dexter Buzz Bridges Animal Control Officer We will hold a meeting this spring to discuss our future Our active membership consists of just a few dedicated people who would appreciate some added support If you could help with existing projects or have other ideas that would make our town an even better place we would love to have you join us Keep an eye out for further information Meanwhile you may contact our co chairs Wendy Pond or Anisa Welch Respectfully submitted Wendy Pond and Anisa Welch Co Chairs 52 www newsharon maine gov

SCHOOL FUNDS IN FRANKLIN SAVINGS BANK CD 1 8 437 84 Total 12 31 2018 8 437 84 Respectfully submitted Cathy Ramsey Treasurer Report of the Planning Board The planning board members and the year their terms expire Tracy Brackett 2020 Thomas Charles 2019 Amanda Dow 2018 Chris McKay Associate 2022 Jason Lunt Associate 2022 Vacant 2021 Vacant 2018 Respectfully submitted Tracy Brackett Chair To the people of New Sharon and the Select Board T he Planning Board in 2018 saw members leave and welcomed new members Thank you to all who volunteered your time and participated We need members The board received and approved an application for New Sharon Self Storage and the project was completed It also fielded questions from town members that did not require board action The board continued to monitor and attend marijuana moratorium legal and public forums at the state level The state adopted LD 1719 which allows towns cities and plantations to affirmatively act to opt in for ordinances to regulate some or all types of commercial establishments within the municipality before those establishments are permitted to operate The planning board will continue to monitor the marijuana moratorium legal and public forums at the state level The board wants to ask townspeople if they wish to have the board work to establish a comprehensive plan that would then be presented to voters for action If the board receives serious interest from townspeople a survey will be sent to seek public input The planning board meets at the town office at 7 p m on the last Tuesday of each month The board consists of five regular and two associate volunteer members appointed by the Select Board A quorum of four is required to hold a meeting and discuss town business Regular and special Meetings are posted on the town s website and calendar for public awareness Townspeople are welcome at meetings and should request to be included on the agenda if they have a matter to discuss at a meeting Please attend if you are interested in becoming a future member of the planning board www newsharon maine gov Report of the Plumbing Inspector To the people of New Sharon and the Select Board I n 2018 I issued 18 plumbing permits Thirteen were for septic systems and five were for internal plumbing Maine law requires that a subsurface wastewater disposal system permit for all septic system installations and that the plumbing inspector conduct two inspections during the construction of the system The Maine Internal Plumbing Code requires that a permit also must be issued by the plumbing inspector for most interior plumbing and that the plumbing also has to be inspected at least twice There were no violations of the septic system and interior plumbing rules and any complaints were resolved amicably I can be reached at 684 4111 if you need a permit or an inspection or if you have questions about internal plumbing or septic systems Respectfully submitted Tom Marcotte Plumbing Inspector 55

Report of the Water District Report of the Building Committee To the people of New Sharon and the Select Board To the people of New Sharon and the Select Board A I s noted in last year s report we have received a USDA Rural Development loan of 140 000 and a grant of 110 000 to make necessary system improvements The interest rate is 2 75 percent and the loan part is to be paid off in 40 years In 2018 we used this funding to make some muchneeded repairs of our system including new Customer meters actually completed in December of 2017 Well pump Manganese filters Master meter to measure the amount of water pumped from the well Chlorine tank and pumps We also replaced the following Two hydrants The roof shingles at the pump house Piping valves and electronics in the pump house Two gate valves in the downtown area and at the end of Schoolhouse Lane would like to thank all the committee members past and present for what they have done to help with the process The present committee members are as follows Chair Dennis McCourt mccourt04955 gmail com Co Chair David Dill ponchie_3 hotmail com Secretary Vicki Collins 71vcollins gmail com Committee Members Mark Deden mjjdeden gmail com Travis Dill Dillbuilders yahoo com Marilyn Waugh waughmarilynm gmail com Philip Ripa philip ripa yahoo com Juniper Thomason juniperbt gmail com We welcome everyone to stop by to one of the meetings which are every Wednesday night at 6 30 in the voting room at the town office In the spring we will complete this project by replacing additional gate valves and the reservoir covers On September 7 2018 the building committee held a special meeting to show the town s people three proposal footprints listed as follows a new complex renovate the town office and a stand alone fire station The total votes were 17 for an all new complex 24 to renovate the town office into a fire station town office and 17 to build a new fire station There was not enough funding in this package to replace our two inch plastic water lines which fail repeatedly costing us greatly in water loss and repair bills These lines are on the Smith Road the Webster Road and West Main Street and run from Schoolhouse Lane under Route 2 to the Masonic Hall The committee has been working hard on designing a building that would be the lowest cost to the town We have made great progress and have asked the Board of Selectmen to include two articles for your consideration which you will see in this year s warrant To that end we are requesting that the townspeople vote to accept ownership of a district owned but unused parcel of property on the Starks Road used as a ball field We propose to use the proceeds to replace as much of these plastic mains as we can Respectfully submitted Dennis McCourt Chair Again special thanks to Douin s Market for providing our hypochlorite bleach at cost We use bleach in order to meet our requirement of 0 04 parts per million of hypochlorite residual in the system and the wholesale price helps us and our customers save money Respectfully submitted Forrest Bonney Chair www newsharon maine gov 61
