A Message from Prime Time 10 Year Report Table of Contents Support for Children and Youth 6 Support for Out of School Time Programs 9 Support for Out of School Time Professionals 11 Support for the Out of School Time Field 15 Revenue Expenses 16 Board of Directors 17 Staff 17 As you read this report I hope you feel the sense of joy in the images we captured this year The out of school time field not only provides a safety net to families who need care for their children during unsupervised hours but also provides space for children to have a range of new experiences and growth opportunities in a lowstakes environment and the chance to just have fun We used a rocket graphic in the report to indicate that we are not slowing down in the pursuit of quality to support our community s children In August 2019 we released our long anticipated research Evidence of Positive Impact on Afterschool and Summer Programs in Palm Beach County A 10 year Validation Study of Prime Time s Integrated Quality Improvement System We are so pleased with the findings that support what we already knew high quality and consistency matter The researchers found that the more Prime Time services out of school time programs received the more they benefited Almost all programs that fully utilized our services improved in quality as measured by a validated assessment and more than half of programs improved dramatically The study also found that when programs improved in quality youth were more likely to increase and maintain social and emotional skills such as coping with strong emotions being sensitive to others needs making good choices and continuing to strive toward their goals That is great news as we just completed our second year of the Wallace Foundation funded Partnerships for Social and Emotional Learning Initiative this project takes a deep dive into social and emotional skill building for both adults and children at seven pilot schools and out of school time programs in Palm Beach County We are still learning from this work and look forward to sharing our insights There is much more good news to read in this report and we are grateful to the Children s Services Council Palm Beach County Youth Services Department and the Wallace Foundation for providing support to make this work possible We also would like to offer a heartfelt thank you to our colleagues on the Prime Time Board of Directors for their leadership and vision and to the outstanding Prime Time staff for advancing our vision into practice Thank you all for another great year In gratitude Nate Nichols Ph D Board President 3 Suzette L Harvey President CEO 4

Support for Children and Youth in Out of School Time Programs Discovering Arts and Culture Program offering gives children and youth the opportunity to discover arts and culture dance music theater visual arts spoken word poetry digital arts writing and more opening up possibilities of future interest or career pathways with hopes to enrich their lives into adulthood Expanded Learning Opportunities In fiscal year 2018 2019 Prime Time served more than 30 000 children through our expanded learning opportunities The categories were updated and eight new providers joined the roster of existing ones that offer hands on activities to afterschool and summer sites New Expanded Learning Opportunity Girls on the Run Palm Beach 163 YOUTH SERVED When girls learn to encourage others they feel good about themselves too We re in sync with Prime Time Palm Beach County Inc sharing the importance of Social Emotional Learning skills in the afterschool space 342 YOUTH SERVED FAU Pine Jog connected children at Palmetto Elementary Afterschool Program with nature while teaching empathy by using innovative instructional practices through its Teaching Empathy through Nature program Supporting School day Academic Learning Program offering is related to but does not replicate the school day curriculum aligns with Next Generation Sunshine State standards addresses subjects such as introduced and explored entrepreneurship Participants pitched their business ventures with the opportunity to earn up to 75 in the form of a stipend for engagement and attendance 8

Support for Out of School Time Programs Programs that are part of the Palm Beach County Quality Improvement System QIS are assessed by external assessors using the Palm Beach County Program Quality Assessment tool PBC PQA In 2018 2019 with the support of the quality advisors and Prime Time trainings and other resources 113 programs increased their quality assessment score or maintained it above a 4 1 or higher on a 5 0 scale Palm Beach County QIS Programs by type 148 Total Palm Beach County QIS Programs 4 charter schools 33 community based centers 22 early learning centers 16 middle schools 7 municipalities On a scale of 1 very dissatisfied to 10 very satisfied OST programs rated their experiences with quality advisors with an average of 9 28 66 school district programs Support for Out of School Time Programs The Berkshire Elementary Afterschool Program used iMotivate funds to work on team building skills at the Escape Room in West Palm Beach 9 Out of school time programs that demonstrate an elevated commitment to the quality improvement process have the opportunity to participate in iMOTIVATE a voluntary performance based recognition program that awards financial incentives In 2018 2019 nine QIS programs became eligible to receive iMOTIVATE incentives totaling 33 programs The OST programs used their financial incentives toward national conferences program supplies field trips family events team building events and staff incentives Quality Improvement Project Manager Lynn Stanavitch discusses best quality improvement strategies with afterschool practitioners at the Boys Girls Clubs in Martin County We use all of the techniques and tools provided to us by Prime Time Our goals and the QIS are right in line with one another so the training and support we get to implement the things we consider priority are incredibly helpful Martin County Afterschool Director Being new in a director role it was helpful to have my QA quality advisor there to help me put my words into goals and ideas Martin County Afterschool Director Martin County Out of school Time Quality Improvement Initiative Partnering with the Children s Service Council of Martin County Prime Time launched the Martin County Out of School Time Quality Improvement Initiative to share what we have learned in supporting high quality out of school time programs Thirteen community based programs located in Martin County are part of the pilot year The initiative is modeled after the successful work that Prime Time has developed over the course of nearly 20 years to the OST community in Palm Beach County Recognized as one of the most established quality improvement systems across the country the Palm Beach County Quality Improvement System and has well developed services and incentives to support program staff in their efforts to deliver best practice strategies A dedicated quality improvement project manager employed by Prime Time works with leadership and front line staff at the OST programs to provide assessment and coaching at the communitybased sites funded by the Children s Services Council of Martin County 10

The OST leadership training series offered directors and leaders the opportunity to learn about their unique leadership style and create professional development plans to improve their coaching and leadership skills Participants learned and practiced how to effectively support staff in their professional growth and development Prime Time offered a four part OST leadership training series for out of school time OST directors assistant directors and leaders The series was offered using a blended model with two online modules and two face to face trainings This series based training was created in response to feedback from OST practitioners and directors during focus groups who asked for more leadership training and online trainings Events In 2018 2019 Prime Time partnered with local organizations in Palm Beach County to bring out of school time professionals together to network learn and share Throughout the series the participants submitted artifacts through the Group Me online platform in between the modules and after the last training in the series Participants reported the strongest features of the training as great opportunity to get feedback from colleagues and an opportunity to grow as a leader and use these tools to help the frontline staff Participants said they will use skills and strategies Afterschool Assistant Director During a staff meeting I will go convenient access to registration for Prime Time s in person middle school training series invitations to share photos videos and flyers showcasing activities events and achievements a platform for
