Whenever any of our teammembers use the LSSND acronym we take special care to include those last two letters Our agency s largest office may be based in Fargo but we are authentically committed to serving all of our state s residents And so throughout 2017 we continued to add programs and staff to better serve the needs of all North Dakotans spread across our 70 000 square mile service area Just a few examples of our commitment to statewide coverage We have 297 full time and part time employees and 126 of those are located outside of Cass County Some work in our five other program centers in Grand Forks Minot Devils Lake Bismarck and Williston Others maintain the buildings or act as property managers at one of our housing properties in rural communities throughout North Dakota Still others work out of their homes providing part time support as intensive in home family therapists in rural areas or leading our Violence Free therapy groups in Williston or Dickinson We have many employees who spend days each week crisscrossing North Dakota to better serve its residents Case in point Our director of housing lives in Devils Lake and routinely travel thousands of miles in a single month to communities spanning from Bowman to Bowbells from Watford City to Mayville Many of our programs such as the RSVP Senior Corps program have coordinators stationed in every geographical region from Fargo to Beach Their job is to recruit senior volunteers in each of those areas and match them to meaningful service that will support nonprofit efforts and agencies in those communities Programs such as our Intensive InHome Family Therapists and Healthy Families programs not only operate out of city centers like Bismarck and Grand Forks but the staff specialists travel and serve families who live many miles beyond the city borders Our Restorative Justice program has 15 facilitators in areas ranging from the southwestern community of Selfridge population 160 to the northeastern town of Bisbee population 126 Although these facilitators are based out of their homes they travel all over their regions to facilitate interactions that allow juvenile offenders to take responsibility for their actions and make amends to their victims In the rare event that we don t have an LSSND program or teammember in a certain part of the state we still strive to be just a phone call or mouse click away We offer telehealth and online videoconferencing to give residents in remote areas convenient access to resources such as our Gamblers Choice program or Abound Counseling therapists In fact Abound is looking to expand its telehealth services by partnering with other social service agencies which helps case workers line up therapy for clients without them having to travel for hours to get it North Dakota is a big state but we also recognize that it has big needs We re committed to meeting people where they live 2

No way I can t do it Tiffany Watkins was skeptical when Child Care Aware Consultant Tasha Lind introduced her to the Bright Early quality rating improvement system QRIS Now that she s completed Step 2 and started work on Step 3 Tiffany is seeing positive results around her Michigan ND Munchkins child care A QRIS is a systemic approach to assess improve and communicate the level of quality in early and school age care and education programs The system awards quality ratings to programs that meet a set of defined program standards By participating in a state s QRIS providers embark on a path of continuous quality improvement At first Tiffany admits she didn t agree with many of the QRIS recommendations You want me to leave books out for kids to look at on their own No way they ll destroy them You want me put out Legos They will dump them everywhere Leave paper and crayons out on the tables They ll scribble all over I am a little OCD Tiffany admits So I kept all the toys in bins out of reach I didn t want them to wreck stuff We adults decided what the kids would play with during the day The idea of the children playing with things on their own stressed me out What happened next surprised Tiffany We started by leaving out five books for the kids to look at on their own After that we gradually took more play materials out of storage and gave the kids permission to play on their own It was a learning process Some days were a little crazy but overall it s been a very good thing Tiffany says The rule now is that cleaning up is part of being a big kid If you take something out you have to put it away The open bins and low shelves around Michigan Munchkins makes cleanup doable for the children The use of space and materials emphasized in Bright Early Step 2 has had a positive impact on the children s social skills and behavior as well There is less fighting the kids play together better and are more imaginative Tiffany says I ve seen a difference in my staff as well We now spend less time managing activities and more time interacting with the kids Having paper and crayons available at all times gives children more opportunities to hold and use a writing instrument a foundational fine motor skill they will need when they start school When Tasha suggested family style dining Tiffany again responded with no way With Tasha s reassurance of take small steps and give it a try Tiffany purchased lightweight serving dishes so the children could pass food around the table and serve themselves Again I was amazed Tiffany says When we dished up food for the kids there was a lot of yelling as they waited be served When we implemented family style dining the yelling toned down and the kids started having social conversations during mealtime We used to use TV as a way to keep children occupied while we got out materials for the next activity No more Screen time around Michigan Munchkins has dropped dramatically Tiffany says Drop offs for parents are also smoother Kids are less bored and are excited to come here to play and learn 5
Ella was scared She sat in the small meeting room awaiting her first appearance before Youth Court The high school freshman knew she was about to face a jury of her peers who would ask questions about her truancy charge at a Fargo high school But she wasn t exactly sure what else to expect Last year Ella was one of 101 young people who completed Youth Court one of our diversion programs designed to provide young often first time offenders with an alternative to formal court proceedings While participation in Youth Court saves youth from a formal charge on their record it still requires that they recognize and repair the harm they ve done If they don t complete the program their case will be sent back to juvenile court The youth court system has grown increasingly popular in the last 20 years largely because it works According to the Urban Institute s Evaluation of Teen Court Programs which assessed teen courts in different states the six month recidivism figures among the diversion programs ranged from 6 to 9 percent This compares to the traditional recidivism rate of 20 percent among juvenile offenders On Ella s day in court she was escorted to a large conference room where nine high school students sat in a circle Her throat tightened as she sat down to answer their questions But as court members introduced themselves her nervousness dissolved They were regular kids from other schools in the community and they simply wanted to gather information on what happened They asked questions that helped Ella reflect on the consequences of her behavior Do you realize what you ve done is wrong What do you want to do in the future How could this incident affect your future goals Ella explained that she didn t like school which was one reason why she had trouble going every day She didn t have many friends she didn t like some of her teachers and she was worried about her mom s health issues After talking to Ella the group met privately to decide her disposition or sentence A major goal in Youth Court is that dispositions are educational preventative and make the youth recognize the human impact of their actions Dispositions can vary from apologies to victims or paying restitution for stolen items to counseling or drug and alcohol evaluations Ultimately Ella was sentenced to serve three sessions of Youth Court as a juror She found it fascinating So much so that she actually volunteered to be on the Youth Court jury this year Now a sophomore Ella attends a different school She likes it and she doesn t skip classes Her grades are good and she hopes to attend veterinary school after graduation She s made friends with other jurors and looks forward to Youth Court every week In short Ella believes the experience set her on a healthier path and Youth Court has made her more mature responsible and empathetic toward kids from other backgrounds Bad things can turn into good things she says I probably wouldn t be the person I am today if it weren t for Youth Court Ella s name was changed to protect anonymity

Lisa Vig and Dawn Cronin look at each other and smile All they wanted was a little DVD Just a simple disc to explain the basics of problem gambling and how to treat it They wanted to use it to help therapists the public and the estimated 4 percent of North Dakotans with gambling problems better grasp the addiction But when the two Gamblers Choice therapists approached KAT Communications in Bismarck about their idea they set their sights even higher People didn t really use instructional DVDs much anymore KAT s producers said If they wanted to release something with real reach and longevity they could produce a downloadable e curriculum Soon their little DVD mushroomed into a comprehensive project that involved a professional video shoot the enlistment of multiple Gamblers Choice clients to sit in on filmed demonstrations of support groups a psychologist specializing in addiction and LSSND counselors acting as facilitators during the recorded groups The end result a five module e curriculum that guides viewers through the 12 steps of gambling recovery the concepts of process addiction and insight from recovering addicts on how they became aware of their own gambling behaviors then used the tenets of Gamblers Anonymous to heal The modules can be used in tandem with worksheets to help guide users including counselors without addiction training or addicts themselves The e curriculum was released during National Problem Gambling Awareness Month in March It allows anyone from mental health professionals to addicts themselves to learn more about this often underestimated addiction as anywhere from 14 000 to 30 000 North Dakotans deal with some kind of gambling problem Although gambling is a process addiction meaning users achieve that desired dopamine surge in the brain by practicing a behavior rather than ingesting a substance its consequences are just as dire Problem gamblers are more apt to see their behavior as a bad habit they can control themselves By the time they finally seek help they may be riddled with shame from lying to loved ones or losing the family s home Seventeen percent of compulsive gamblers who enter treatment have attempted suicide about twice the rate of other addictions The online component will make help more accessible statewide especially to those who live in isolated areas or aren t interested in group settings It could also be used in conjunction with online or by phone sessions with a Gamblers Choice counselor As state law requires that a portion of gambling proceeds go toward treatment for problem gambling the production will receive some funding from North Dakota casinos In turn the e curriculum can be used to train casino staff on how to recognize problem gambling and where to refer people to get help The project s online presence also will make it accessible for purchase on a national or global scale especially in the 20 US states that receive no state appropriations from the gambling industry for gambling addiction treatment Vig and Cronin plan to showcase this unique online treatment program this summer at the National Conference on Problem Gambling They hope curriculum sales will not only recoup production costs but generate a revenue stream to help even more state residents overcome addiction in the future 9
Pictured is another satisfied client George a Vietnam vet living with his cats in the comfort of his own home with the help of his care manager It was not an easy life for Frank He was living in a filthy apartment and struggling with severe alcoholism When his social security check arrived for the month he would buy as much liquor as possible When the money ran out an ambulance would take him to the hospital or detox where he would safely get through alcohol withdrawals before going home Then the grim cycle would continue County Adult Protection Services referred Frank to Carmel Froemke a care manager certified by the National Academy of Certified Care Managers and head of Aging Life Care Services at LSSND Again and again Carmel knocked on his door to ask if he needed help Often he slammed the door in her face But with heart and persistence she got her foot in the door literally and figuratively Over time she would do everything from help him shop for groceries to pick him up off the kitchen floor when he was intoxicated Finally she was able to get him into assisted living where he remains today sober healthier and much happier One of her colleagues is now working to line up transportation and resources for him so he can socialize more often and make frequent trips to the public library as he s an avid reader Stories like these are common for Froemke and her staff of care managers In fact they work so tirelessly and closely with area seniors that their division is sometimes called the rent a daughter program Their services include Medical management advocating for seniors at appointments monitoring adherence to medications Housing transition helping to evaluate and select appropriate level of care and residential options Making sure their homes are safe and secure Financial legal assistance Overseeing bill paying providing resources referrals for complex matters Maintaining communication between the elder and their loved ones so everyone is on the same page The program started in 2015 with Froemke as the only care manager Today thanks to grants and the generosity of LSS donors Froemke heads a staff of five located in Fargo Grand Forks Williston and Minot A sliding fee based scale ensures that even the poorest can get help and organizers are also exploring the feasibility of billing through Medicaid and other insurance if coverage is available There s such a need for this and such a shortage of those direct services Froemke says All are trained and certified or working toward certification through the national Aging Life Care Association which means they follow that group s professional standards and ethics Carmel s team sometimes experiences tough situations such as when seniors and their families disagree on whether the client can live alone But if the senior is of sound mind and won t be harmed by doing so the team aims to help their clients live as comfortably happily and autonomously as they desire Our overall goal is to help people age as independently as possible Froemke says We re very client centered We support them whatever their wishes may be and find ways to make that happen Name has been changed to protect privacy

The young mother had just signed a lease for her new apartment managed by Lutheran Social Services and LSSND staff were conducting a pre move in inspection The young woman s son who was 2 or 3 years old was on the floor playing He hardly knows how to play on a floor the woman said This is the first time he s lived anywhere but in a car The mother was so overcome with gratitude for her new home that she burst into tears So did everyone else She cried I cried the site manager cried recalls Paulette Paulson now director of Housing at LSSND We all stood there and just cried Stories like these are common among the people of LSS Housing Since building its first affordable housing property nine years ago transforming an abandoned mobile home park in Watford City into the Creekside Cottage twinhomes the Housing staff has heard repeatedly how putting a permanent roof over their tenants heads has helped to transform their lives Conversely even the most basic survival skills become difficult without a permanent address All other things take second place when you don t have a safe stable affordable place to live says LSSND CEO Jessica Thomasson who launched the agency s Housing division in 2008 We re not a homeless service provider We re not a domestic violence shelter We re not a veterans services provider And yet we provide housing to every one of those populations at one of our properties We just serve people and whatever needs they have LSSND got into the housing business for the most pragmatic of reasons Rural North Dakota desperately needed affordable housing and it wasn t a profitable enough enterprise for traditional development groups to want to tackle Recognizing the role that stable housing plays in a person s overall well being LSSND made a decision to step into the void and add affordable housing to its suite of services Today LSSND Housing offers a mix of properties for every need and income level Lately its main focus has been taking over aging subsidized housing projects that are about to lose their federal funding Once federal support is lost the tenants many of whom are senior citizens single parents or people with disabilities often find their monthly rents will jump significantly LSSND steps in as new managers and sometimes owners with CommunityWorks ND to prevent that It also is now working to bring its affordable housing work to larger communities and to provide property management services in concert with tribal leadership on Native American reservations The LSSND philosophy not only extends to what properties it manages but how those properties are managed Paulson hires property managers who are willing to work with tenants if they struggle to pay rent or are caught in dysfunctional living situations Housing staff will often offer case management support to tenants who need extra help and working out payment plans to allow people to catch up on their rent We try to do everything we can to avoid evicting people Thomasson says knowing we need to manage to a double bottom line Both social and financial goals matter for our work to be successful We re going to be here when times are good and we will be here when times are bad We re part of this community and we re part of this state Thomasson says We re here for the long haul 13
Dola Sitare has never backed away from a challenge While growing up in Kinsha Congo in a household of 17 family members Dola Sitare the youngest child was expected to do all of the cooking cleaning and errands for everyone else So she did When Sitare and her children came to America as refugees in 2010 her husband Rizo was not yet cleared to join them Sitare s social worker told her she would need to get a job to support her family of four ranging in age from 14 to 3 and the job would have to be one that allowed her to drop off and pick up her youngest every day from childcare So she did After Sitare s husband joined them she took an office coordinator position at Lutheran Social Services of North Dakota She decided to become a foster parent for LSSND s Unaccompanied Refugee Minor Program providing long term support for refugee youths who arrive in the U S without a parent or adult relative Then she was approached about a large family moving from Nigeria to Fargo They needed foster parents who didn t mind taking in all six of them She didn t mind so she did It s not too surprising then that Sitare now capably runs a household of 13 she and Rizo had another daughter since moving to America while working full time Or that she runs the household with great efficiency with chore charts so the oldest kids know when it s their turn to do dishes Or that anyone who visits their five bedroom four bath house would find an orderly household with kids doing homework at a set time or contentedly playing on game stations or iPads in their rooms While others marvel over how she does it Sitare views it as nothing remarkable It s normal to me she says referring to her big family in the Congo I know I can handle it It has also helped to have foster children who lived in refugee camps and experienced real hardship and are now grateful to be together and safe Those kids went through a lot of things over there and when they came here they could see the difference she says They just know this is a good life Aware that her new family members had often been hungry Sitare quickly instituted an open door policy on the fridge You can eat whenever you want Just don t waste food she told them They are also working to help their mother move here although that could take another five years Their mom always thanks me and says God is going to bless me Sitare says Now ranging in age from 21 to 7 her kids thank her too Often in the middle of a workday Sitare will be surprised by a text that says We love you Mom 14 I just try my best to give them love she says
