How We Process Certifications
Veterans Engagement participates in the 2-Phase Certification process.
Phase 1: Certifying for credits ONLY
This is the initial way that all certifications are processed. The VA will ONLY be notified of the number of credits that
you have currently registered for at the time you request your certification. Please DO NOT submit a certification
request with less than ½ time status (6 credits) unless that is all the credits you are taking for this particular semester.
Phase 2: Adding Tuition and Fee charges (after the DROP date)

During this phase, the University has already dropped classes and students are NO LONGER able to make changes to
their schedules. The University SCO will apply Tuition and Fee charges to each students account in the VA system in the
order in which they are filed.
During this process you will receive emails indicating that changes are being made to your account. Please hold on to
those emails as proof that you have been processed.
Things to Remember…
Please confirm that all balances from previous semester are cleared up before
submitting certification requests.
Please ensure that if you are less than 100% or have a benefit where the funds COME
TO YOU… that you place all funds you are responsible for on the account before
requesting a certification.
Untimely document submissions forfeit the opportunity for MARKERS to be placed on
students accounts. (See Certification Opening and Closing Deadlines)

Who is Eligible for Priority Registration?
ROTC, State Tuition Waiver, Federal Tuition Assistance, a
Military Scholarship such as: Edward T. Conroy Scholarship or
the Afghanistan and Iraq Conflict Scholarships, or who have
Self-Pay status and can prove military affiliation, are eligible
for Priority Registration.
You MUST be listed in the Veterans Engagement Student
Veteran database and supply the SCO with documentation of
your military standing and award, to get coded for eligibility.

DON’T FORGET
You MUST speak with your assigned Vocational Rehabilitation
Case Manager for ALL initial approvals
You MUST request for your Case Manager to Submit VA 28-
1905 to the SCO before requesting certification for benefits.
YOU WILL NEED your VA 28-1905 to be fully processed by the
schools SCO in order to buy your books in our University
Bookstore.
You MUST have alternative funds to cover health insurance or
use the University website to waive OUT
YOUR funds for Tuition/Fees/Books come DIRECTLY to the
school
Your funds for BAH go to YOU.
For Your Information
You can buy other equipment with this benefit as long as the
items are necessary for you to complete your studies. Bring all
requests for equipment to the SCO for further evaluation.
You are also eligible for VA Work Study opportunities with this
benefit.
You can incur debt to the school and to the VA. Please see
any VES staff member before making any adverse
changes to your schedule or account.
You can use your benefits for any semester that the
university has scheduled classes as long as your Case
Manager agrees and submits VA 28-1905.
Your benefits WILL NOT be processed until approved
documents are received.
Administrative Deferral Markers may be placed on your
account as temporary credits until funds arrived, if you
complete your documents timely or at the discretion of the
SCO.
For book purchases please report to the Book Store
Information counter to retrieve your orange supplies or
text book voucher. If your 1905 has NOT been processed
by VES you CANNOT buy any books using your benefit.
Chapter 33: Post 9/11 GI Bill

YOUR funds for Tuition/Fees come DIRECTLY to the school
Your funds for MHA and Books go TO YOU.
Your funds DO NOT pay for Health Insurance.
You MUST have alternative funds to cover Health
Insurance or you MUST waive OUT
You must complete ONLINE Certification Request Form
Every Semester
For Your Information
YOU should ALWAYS use Priority Registration Options
YOU may be eligible for a Deferral Payment Agreement with
Morgan State University to cover for Housing cost until your
funds arrive. Confirmation letters of benefit can be
provided by VES office. Request one today and go to see the
Bursar for more detailed information.
Notify VES immediately of ALL account/schedule changes.

Chapter 35: DEA Students

This benefit takes 6 weeks minimum to process
YOU should ALWAYS use Priority Registration Options
Your funds DO NOT come to the school
Your funds DO NOT pay for Tuition/Fees (stipend ONLY)
You MUST have alternative funds available to cover your bill
(FAFSA, Scholarships, Grants, Outside loans etc.)
Please provide your sponsors social security on your
certification request.
For Your Information
YOU may be eligible for a Deferral Payment Agreement with
Morgan State Universities, Bursar office. Confirmation letters of
benefit can be provided by the Veterans Engagement staff
when applying for an agreement. See a VES representative.
You ARE NOT eligible for temporary credit markers on your
account. Please Act early so you don’t lose your classes.
You may also be eligible for the Edward T.
Conroy Scholarship or the Afghan/Iran Conflict
Scholarship along with this benefit, if you are a
Maryland Resident. Go to the Maryland Higher
Education Commission website for more
information and eligibility criteria.
You can use your benefits for any semester
that the university has scheduled classes.
