When my family and I fled to the United States from Cuba in 1970, we came for the same
reason generations of immigrants come here: To partake in the American Dream.
Over the last 50 years, the growth of government and the burden of taxation and
regulation has turned the American Dream into a nightmare for small and growing businesses.
Congress has never been more dysfunctional and the people are more frustrated
than ever. I like many of you am one of those people.

and fight them on this continued attempt to indoctrinate Americans into believing Socialism is a
better system of government. Socialism does not work, Democracy and Freedom does! I can fight
on this issue and many others not based on political opinion, instead based on real world

afael Dagnesses is the kind of success story that makes you proud to be an American.
Born in Castros Communist Cuba, Rafael Dagnesses lived there until he was five years
old, when the family fled to the United States as penniless refugees. His family fought
against Castros dictatorship, and that independent spirit and hunger for freedom was passed
down to him.
Rafael’s family settled with other immigrants in inner-city Los Angeles' Rampart area. At the age
of 6, Rafael’s first job was helping his father, a late-night janitor who cleaned banks. The elder
Dagnesses taught his son by example to have a strong work ethic, be self-sufficient, and always
strive to do better.
Growing up in Rampart, Rafael witnessed the effects of gangs, drugs, and
generational poverty on families and neighborhoods. In that community
he also watched hard-working immigrants work their way out of the inner
city and into the middle class and beyond during the Reagan years. It is
because of these examples he understood that his status at the time was
only temporary if he decided to embrace whats great about America.
Rafael joined the U.S. Marine Corps at age 17 and was later honorably
discharged and a Gunnery Sergeant. While later attending California
State University Northridge, he was recruited by the Los Angeles Police
Department. During his tenure with the LAPD he received over 50
commendations, from acts of bravery to letters of appreciation from
citizens. He worked patrol in Hollywood, Northeast, Southwest, and
Rampart divisions. He worked undercover in Narcotics, including a
stint embedded as a high school student where his objective was to
discover the adult drug dealers whose products destroy the lives of
our children and community.
Rafael has since become a successful small business owner and entrepreneur.
He currently owns and manages a real estate firm in Simi Valley.
He has experienced the financial ups and downs so
many business owners face, but learned valuable
lessons from the experience and knew to never
give up.
Rafael is the father of three boys. He and his wife,
Natalie, have been married almost 20 years, and live
in the Santa Rosa Valley. He is engaged in supporting
veterans groups, community foundations, and
mentoring troubled youth.

Rafael’s story and positions
transcend normal political
parties. His views on the
economy and foreign affairs
are echoed throughout the
district. By attracting
Hispanic voters with his
immigrant story and his
ability to speak fluent Spanish,
he will attract the votes necessary
to push this race into the win column.
Previous election results show that this district remains competitive.
Recent polling conducted by Arthur J. Finkelstein shows that Rafael’s opponent,
Julia Brownley, has a dismal 32% approval rating and only a 29% base vote for
supporters who would re-elect her regardless of opponent.
Why Rafael Will Win:
On the issues, Brownley fails consistently. Poll respondents consistently rank
her in the low 20s on issues including immigration, creating jobs, race issues,
and crime.
On the issue of Obamacare, which
Brownley highly supports, the district
respondents suggested that Obamacare
should either be fixed or repealed by
nearly an 8-to-1 margin. Additionally, the
Iran Nuclear deal has a majority
disapproval percentage and Brownley
has been adamant about her support, even going as far as
writing an op-ed in support of the deal in the Ventura County Star.
On The Issues:
Brownley also has recently voted against accountability for incompetent
managers in the Veterans Administration data, an act that will negatively affect
the care of thousands of veterans across the country. Polling suggests that
respondents would be less likely to vote for a candidate who voted to cut
benefits to veterans by a factor of 18-to-1.
Despite the 8-point
registration deficit, the
district was only lost by 2.6
points in the General
Election of 2014.
Additionally, respondents to
the poll narrowed that
ideological spread to a
mere 1.4% advantage for
Democrats with a 20.3%
moderate/decline to state vote. When that same data is cross-tabbed
to include voting propensity, the likely voters give Republicans a 1% ideological
advantage.
By targeting Republicans, Moderate and Conservative Decline-to-State, and
Conservative Democrats who vote Republican, data shows the standard
turnout amongst those groups would give Rafael a 3.3% ideological
advantage. This race is not only winnable; it could be a standard by which
other races throughout California could be won.
Polling shows that Hispanic voters in the district are frustrated with being
exploited on immigration by Democrats. While Republicans also poll low on
the issue, Brownley has been infamous for exploiting opportunities for public
support on the immigration issue while taking no action on it at all.
Rafael, on the other hand, has been working with immigrant and minority
families for decades and will attract a greater percentage of cross-over voters
than his opponent. As this campaign progresses, Rafael’s ability to connect
with minority voters will lead to the attraction of not only a greater number of
moderate and ticket-splitting voters, but also moderate and conservative
democrat cross over voters.
Ideology and Turnout Model:
Brownley’s ability to attract cross-over voters will be greatly diminished by an
aggressive campaign showing her to be exactly what she has proven to be: an
elitist, Westside Liberal. She has been listed by a nonpartisan organization as
one of the top 35 least effective members of Congress. Polling numbers
available also show that Brownley has lost the trust of the voters on several
subjects, including the economy and foreign affairs.
Additionally, increasing turnout among base voters is important. By
duplicating voter registration and turnout programs that have been successful
in other Democrat registration advantage seats in California, CD-26 could be
won as by much as 8-10 points.
Rafael is backed by current and former office-holders who know the district
well and will provide insight into the best and most effective ways to take back
the district.
