The Honorable Sylvester Turner
Mayor of Houston, Texas
Mayor Sylvester Turner was elected Mayor of Houston on December 12, 2015, to serve a four
year term beginning January 4, 2016.
Sylvester Turner was born and raised in the Acres Homes community in northwest Houston.
His parents moved to Acres Homes in 1954, the year Sylvester was born. Sylvester’s mother
worked as a maid in the old Rice Hotel in Houston. His father worked as a painter for
Continental Ensco and cut yards with his sons on the weekends to make extra money. The
Turners raised nine children in their modest two-bedroom home in Acres Homes. Sylvester
lost his father to cancer when he was 13 years old. Afterward, his mother took over the Turner
household. Although she never finished high school or learned to drive, she ensured her
children got an education and inspired them to achieve.
Sylvester attended neighborhood public schools until forced integration came to Houston and
he was bused to Klein High School. After a predictably rocky start, the student body adapted to
its new enrollees – and Sylvester was later elected president of the student body and graduated
as valedictorian. Sylvester graduated from the University of Houston and Harvard Law School
before joining the law firm of Fulbright & Jaworski. He later founded the Houston law firm of
Barnes & Turner in 1983.
In 1988, Sylvester was elected to the Texas House of Representatives to serve the people of
House District 139 in Northwest Houston. He served until his election as mayor, working on
the House Appropriations Committee for 21 years and serving as Speaker Pro Tem for three
terms. He was appointed to several Budget Conference Committees to help balance the state’s
budget and served on the Legislative Budget Board. He is very proud of his daughter Ashley,
who is continuing the Turner family tradition of public service in the healthcare field.


Tommy Gibbs is the President of Tommy Gibbs & Associates specializing in
Leadership Skills and Used Vehicle Management.
Tommy Gibbs has over 23 years experience as a New Car Dealer. Mr. Gibbs is a former
Marine, High School Football Coach and refereed NCAA College Basketball for 17
years. He is a frequent 20 group and conventions speaker.
His ideas and concepts have been developed over the years through trial and error. In
the early 80’s as a Pontiac-Volvo dealer he had to be in the used car business in order
to survive. Tommy Gibbs was in the program car business in 1980, which was way
before most dealers had even heard of the concept.
In recent years, Mr. Gibbs took a Toyota Dealership averaging 124 total units a month
to over 400 units. He teaches how to get it done, not philosophical text book material.
He’s been there and really done that!
He’s a dynamic speaker and has an incredible passion for the business. His unique
hands on experience allows him to bring real world processes and procedures to the
table that are designed to make you money today, without having to invest additional
money in computers, software, and gizmos.

Tim brings 25-plus years of auto-industry experience to NADA. He has
been involved in all aspects of retail automotive from sales to vice
president and operator. His expertise is in new and used cars, finance,
franchise buy-sells, training and marketing with an extensive
understanding of dealership technologies and computer software. His
franchise expertise includes FCA, Ford, General Motors, Hyundai,
Mazda, Lotus, Subaru, Mitsubishi, Suzuki and Volkswagen.

Educational Seminar Speaker Bio
Paul founded the Gillrie Institute in 1992. Acclaimed as an auto dealer advocate and seminar
speaker, Paul Gillrie is a favorite at local and national conferences. He has long served a diverse
client base of dealers, CPA firms and attorneys. His unbiased reviews of the latest products from
vendors have made Paul “the” authority on dealer technology and cost reduction. Gillrie was the
Director of Training for a Dealer Management System (DMS) industry giant for fifteen years. To
date, he and his team have assisted over 7,000 car dealers and groups in successful negotiations to
purchase or update their systems. Besides helping dealers negotiate with confidence, Paul enjoys
spending time with his family and 15 grandchildren. If he is not busy with taking care of his cattle
and horse ranch, he loves to take off in his Cessna and soar above Florida’s beautiful scenery.

CMDA Membership Benefits at a Glance
A. Dealer Support
$10,000 For Approved Training & Consultants Reimbursement - CMDA members receive up to
$15,000 annually in training and consulting services in which one-third is paid by the CMDA member,
one-third up to $5000 is paid by CMDA and one-third up to $5000 is paid by our sponsors or Chrysler
Group LLC. A full list of our Approved Training Consultants can be found at
www.chryslerminoritydealers.org
$5,000 For local Nonprofit and Community Support Reimbursement - As an alternative to the
Training and Consultant reimbursement, members can receive $5000 annually to sponsor local
nonprofit community organizations . Please see the Local Support Reimbursement
guidelines for mandatory requirements.
$2,000 Partners Program Advertisement, Web Coupon and Marketing Reimbursement - The
CMDA Partners Program is a unique partnership that offers members up to $2000 in reimbursement
     $500 CMDA web coupon redemption or  
television, print, radio and other advertising and marketing expenses.
Dealers may post the CMDA $500 Web Coupon on their websites or direct customers to use the
coupon posted on the CMDA website. To obtain reimbursement, Dealers should submit proof of
vehicle purchase, signed coupon by the dealer and show $500 sales price reduction to CMDA
Headquarters.
To obtain reimbursement of advertising and marketing expenses, dealers must submit
proof of payment of advertising invoices and proof that advertisement promoted Chrysler and FIAT
vehicles.
Annual and Summer CMDA Meeting Attendance Reimbursement - CMDA members receive a
portion of their expenses related to attending the Annual Business Meeting/NADA and Summer
Business Meetings. The amount of the reimbursement is determined by the Board of Directors.
B. One Voice
CMDA dealers are some of the most successful dealerships in the country who network amongst each
other and share best practices. The Association is self funded and also utilizes outside sponsorship. It is
one of the strongest minority associations of its kind. Its founders recognized the value and importance
of unified effort, self reliance, common interests and advocacy. As a group, CMDA also has direct
access to decision makers and Chrysler Group LLC and FIAT SpA. We foster relationships that support a
climate of collaboration and efficient responses to dealer issues and concerns. Members have the
opportunity to meet and discuss business issues with senior Chrysler/FIAT management at least twice a
year.
C. National Collaborations
CMDA dues include membership in the National Association of Minority Automotive Dealers (NAMAD)
and the National Automotive Dealers Association (NADA). CMDA has also applied for U.S. Chamber of
Commerce Membership.
Future Dealers AllianceThe Alliance is a participation category for ethnic minorities who are currently
employed as senior sales managers or general managers in Chrysler and Fiat dealerships owned by CMDA
Members. Alliance participants pay a $500 annual participation fee. Alliance participants may attend open
portions of CMDA Annual/NADA and Summer Meetings and select networking and training events. Alliance
participants are not members of CMDA, do not have voting status and may not serve on the CMDA Board of
Directors or receive any membership reimbursement benefits.

CMDA Fights Child unger roect
The Chrysler Minority Dealers Association, nc.
seeks to raise awareness and funds for efforts to fight Child
unger. Child unger is hiding in plain sight in Americas
schools. 20 or more of the child population is unable to
consistently access enough nutritious food necessary for a
healthy life and unfortunately they come to school hungry.
That statistic is even higher in certain states. hen kids
dont have regular, nutritious meals, they learn more slowly
and have more behavioral problems. Access to food
becomes even worse during the summer when
school is
out.
CMDA and its member dealers donate funds to the
food banks in the dealers communities, conduct food
drives, donate to Feeding America and encourage the
community and customers to support their local food banks
and elp ids Drive to their Dreams.
