As we make the transition from standard debit cards over to Visa

cards with chip technology this month, I can’t help but be reminded of
the primary reason chip technology was created - fraud prevention.
Which leads me to ask, what steps do you take to prevent fraud in your
day to day life? In a recent member survey, top responders keep their
information safe in the following ways:
90% review bank and credit card statements monthly
89% shred sensitive papers
87% keep sensitive documents in a secure place
83% collect mail from their mailbox promptly
77% install rewalls and virus-detection software on their computer
71% use complex passwords for online accounts
53% review their credit with all three credit bureaus annually

IRS Warns of 2017 Tax Refund Delays
It’s better to owe taxes in April than to get a refund, and for the 2017 tax
ling season, it’s especially important. The Internal Revenue Service
issued a warning of 2017 tax refund delays for certain tax payers, urging
folks to adjust their withholdings now. We’re talking about your 2016 taxes
that are due April 15, 2017. There’s a good reason to pay attention - at
least there’s something you can do about it.
“We don’t want people to be caught by surprise if they get their refund
a few weeks later than previous years,” said IRS Commissioner John
Koskinen in the release.
A couple of things are to blame. First, a new tax law requires the IRS to
hold refunds for a few weeks for some early lers who claim the Earned
Income Tax Credit and the Additional Child Tax Credit.
Second, the rise in identity theft is causing the IRS and state tax
authorities to spend additional review time to protect against fraud.
Additional safeguards are in place for the 2017 ling season. “We want
people to be aware we are taking additional steps to protect taxpayers
from identity theft, and that sometimes means the real taxpayers face a
slight delay in their refunds.” Koskinen said.

As a reminder, active debit card holders will be receiving new Visa

cards featuring chip technology by March 14, 2017. Please be sure to
activate your new card and begin using it right away. All non-chip cards
will be deactivated on March 31, 2017.

At the beginning of the New Year, many of us are looking for ways to improve our personal nances. For nearly half
of Americans, that means nding a way to stop living from paycheck to paycheck. Ending that cycle often requires
guring out why you’re living without a nancial safety net in the rst place.
A recent survey by the National Endowment for Financial Education asked over 2,000 Americans why they think
people are living paycheck to paycheck. These were the most popular responses:
Credit card debt (24 percent)
Employment struggles (22 percent)
Mortgage or rent (18 percent)
Healthcare costs (10 percent)
Taxes (4 percent)
The survey also asked about the major expenses and nancial setbacks respondents actually experienced in the
last year, which provides another view of the real difculties people face. The most popular responses were:
Transportation issues - i.e. car repair (23 percent)
Housing repairs and maintenance (20 percent)
Medical care for injury or illness (18 percent)
Falling behind on bills (16 percent)
Job loss (11 percent)
A third of Americans surveyed last year by a major bank said that living paycheck to paycheck was keeping them
from reaching their nancial goals. “People across all income levels struggle with debt, employment issues, and high
housing costs,” says NEFE spokesman Paul Golden.

NorthStar once again had the opportunity to participate in St. Irene Catholic
School’s “JA in a Day” in February. Volunteers from NorthStar’s staff and
board of directors teamed up to teach Pre-K through 8th grade students
about economics, through curriculum provided by Junior Achievement of
Chicago. It’s always such a great experience working with the children!
