Legislative Champion The Honorable Tom Harkin U.S. Senate, Iowa Senator Harkin began his career in Congress as a staffer in 1969 for Congressman Neal Smith. This life-changing event lead Mr. Harkin to seek a position in the U.S. House of Representatives and was elected to represent Iowa’s 5th District in 1974. In 1984, Mr. Harkin was elected to the Senate and has become the first Iowa Democrat to win a fifth term in the U.S. Senate. He will be retiring at the end of this Congress. Senator Harkin has been one of the most outspoken and consistent advocates for people with disabilities beginning with his signature legislative achievement, the Americans with Disabilities Act (ADA). Since the passage of the ADA, Senator Harkin has continued to advance the rights of people with disabilities, and in particular, serve as a champion of the Family-to-Family Health Information Center Program. He has ensured that individuals with disabilities and their families receive the care, attention, and assistance they need through federal programs and policies. We greatly appreciate the decades of service Senator Harkin has offered to vulnerable populations and wish him well in his retirement. “Words will never come close to expressing the gratitude in this mother’s heart for your tireless advocacy on behalf of people with disabilities. Legislative Champion The Honorable Ron Wyden U.S. Senate, Oregon Senator Wyden began his Congressional career in the U.S. House of Representatives in 1981 where he served until his election to the Senate through a special election in January 1996. In February 2014, Senator Wyden became Chairman of the Senate Committee on Finance, which has jurisdiction over Medicaid, the Maternal and Child Health Block Grant, and the Family-to-Family Health Information Center (F2F) program. Senator Wyden has been a steadfast champion of vulnerable populations and spent a better part of his private-sector career advocating for the well-being of the elderly and disenfranchised. Recently, Senator Wyden was instrumental in supporting the continuation of the F2F program by including an extension of its funding in the Medicare physician-payment law. We are grateful to the Senator for protecting the needs of children and families served by the F2F program and look forward to working with him throughout his tenure as Chairman of the Finance Committee. “Many families in Oregon, similar to those in other states, are unsure about how to navigate the many state, federal, and privately-funded programs that exist to help their children with special health needs. Legislative Champion The Honorable Frank Pallone, Jr. U.S. House of Representatives, New Jersey Congressman Pallone has represented central New Jersey in Congress since 1988 after having served on local boards and in the State Legislature. Representative Pallone is a senior member on the House Energy and Commerce Committee and serves as the top Democrat on the Committee’s Subcommittee on Health. As Health Subcommittee Chairman during the 111th Congress, Representative Pallone played a leading role in passing the Affordable Care Act which included a provision to extend funding for the Family-toFamily Health Information Center (F2F) program. Since the passage of the Affordable Care Act, Congressman Pallone has remained a steadfast supporter of not only the F2F program—through the sponsorship of subsequent bills to continue and extend the program’s funding—but also a champion of children with special health care needs and their families. He has visited the New Jersey F2F, where he saw first-hand the work of this program, and continues to pledge his support for the program and families it serves. Legislative Champion The Honorable Henry Waxman U.S. House of Representatives, California Representative Henry A. Waxman has represented his Los Angeles area congressional district for the past 40 years, and has been one of Congress’ strongest leaders in efforts to ensure that all Americans have access to high-quality health care. From 1979 through 1996, he served as the Chairman or Ranking Member of the House Energy and Commerce Committee’s Subcommittee on Health, which has jurisdiction over the Medicaid program, Maternal and Child Health Block Grant, and the Family-to-Family Health Information Center (F2F) program. Under Congressman Waxman’s leadership, Medicaid’s Early and Periodic Screening, Diagnosis and Treatment (EPSDT) program was strengthened so that all medically necessary treatment would be covered in every state, thus greatly improving access to services for children with special health care needs. Recently, he was a key player in getting the 18-month extension of F2F funding through the Bipartisan Budget Act and the Medicare physician-payment bill. Family Voices is grateful to Congressman Waxman for his support of the F2F program and children with special health care needs and his strong commitment to quality health care throughout the life span. Legislative Champion The Honorable Orrin Hatch U.S. Senate, Utah Senator Orrin Hatch has been serving as a United States Senator from the state of Utah since 1977. As one of the most senior Members of the Senate, Senator Hatch currently serves as Ranking Member of the Senate Committee on Finance and serves as a member of other several committees including the Senate Health, Education, Labor and Pensions Committee, another committee of great importance to children and families. As a life-long advocate for children with special health care needs, Senator Hatch was instrumental in creating and extending the Familyto-Family Health Information Center program. He continues to use his position in the U.S. Senate as a platform from which to protect and advance the rights of children with special health care needs, as well as foster children and others in the child welfare system. ABOUT FAMILY VOICES Family Voices is a national nonprofit organization that works to keep families at the center of children’s health care. Incorporated in 1992, Family Voices has been built by a remarkable grassroots network of family and youth leaders and friends across the country. Family leaders in every state provide information, assistance, and support to families of all children and youth with special health care needs and/or disabilities, representing a wide spectrum of diagnoses and illness/health conditions. This network of family leadership is connected and supported by a national Family Voices Board of Directors, staff, and experienced peer leaders. Youth leadership is encouraged through Kids as Self Advocates (KASA), a youth self-advocacy project. Family Voices has strong partnerships with multiple professional groups to promote quality family-centered care for children and youth with special needs.
