NEW Students ONLY
All certification forms will be accessible online via the Veterans Engagement
Services website under “Step-by-Step Certification Process – New Students”
All Supplemental documents can be uploaded via the same link along with
certification requests. (i.e. COE, DD214, Residency Docs etc..)
Link will be accessible for any upcoming semester 30-45 days prior to the 1
st
day
of class for that semester. See Certification Deadline Chart Link Below
Certification Request link will close 30 days after the 1

Note: Links are pre-programmed and will close regardless to what day these dates fall on in each academic school year.
Certification Process for New Students
Step 1
Apply directly to the Department of
Veterans Affairs to determine your
eligibility for VA Educational Benefits.
To APPLY go to Benefits.va.gov/gibill/
or click the button below.

Step 2
Once approved submit an authorized Certificate Of
Eligibility letter to the schools SCO via the “New
Student Certification Request Link” on our website
Complete ONLINE Certification Request Form in its
entirety.
Veterans Also, need to Submit DD214 for (Credit
Evaluations) and Dependents need to Submit
DD214 for (Residency Evaluations), if applicable
Certifications CANNOT be processed if there are no
active registrations in the system.
Don’t Forget to….
Step 3
Monitor WEBSIS account at least
weekly at the beginning of each
semester.
Notify VES immediately of ALL
schedule, major, name or
address changes to your
account.
Remember….
Step 4
The Department of Veterans Affairs DOES NOT pay
Health Insurance costs for ANY chapter.
Health Insurance Waive Out period for Fall & Spring
typically end on the Monday of the Drop Date scheduled
for that particular semester.
Waive Out each semester to ensure you are not charged.
The Health Insurance Waive out Link can be found at the
Morganstudentinsurance.com website.
If you miss the Waive Out period, you will be responsible
for paying the Health Insurance Cost.
Additional Things to Remember….
Step 5
Certification Requests are NOT automatic and Certification
requests MUST be completed each semester you want to use
benefits.
All schedule changes MUST be reported within 30 days of the
actual change.
Withdrawals from classes can cause benefit penalties. Call your
schools VA office for assistance BEFORE making a decision.
You MUST meet the University Satisfactory Academic Progress
(SAP) criteria of 2.0 GPA or more.
Every student using VA Educational benefits account activity MUST
be reported to the VA to include: Drops, Withdrawals, Additions,
Address Changes, Major Changes, Name Changes and SAP status.
Chapter 31: Vocational Rehabilitation Program
DON’T FORGET
You MUST speak with your assigned Vocational Rehabilitation
Case Manager for ALL initial approvals
You MUST request for your Case Manager to Submit VA 28-
1905 to the SCO before requesting certification for benefits.
YOU WILL NEED your VA 28-1905 to be fully processed by the
schools SCO in order to buy your books in our University
Bookstore.
You MUST have alternative funds to cover health insurance or
use the University website to waive OUT
YOUR funds for Tuition/Fees/Books come DIRECTLY to the
school
Your funds for BAH go to YOU.
For Your Information
You can buy other equipment with this benefit as long as the
items are necessary for you to complete your studies. Bring all
requests for equipment to the SCO for further evaluation.
You are also eligible for VA Work Study opportunities with this
benefit.
You can incur debt to the school and to the VA. Please see
any VES staff member before making any adverse
changes to your schedule or account.
You can use your benefits for any semester that the
university has scheduled classes as long as your Case
Manager agrees and submits VA 28-1905.
Your benefits WILL NOT be processed until approved
documents are received.
Administrative Deferral Markers may be placed on your
account as temporary credits until funds arrived, if you
complete your documents timely or at the discretion of the
SCO.
For book purchases please report to the Book Store
Information counter to retrieve your orange supplies or
text book voucher. If your 1905 has NOT been processed
by VES you CANNOT buy any books using your benefit.
Chapter 31: Vocational Rehabilitation Program and
Book Store Purchases
What To Do!
Your VA 28-1905’s are processed along with certification by
your schools SCO.
Documents are emailed to the Book Store Manager to
create an account for you.
Students MUST report to the Information Counter (Check-
in) within the Bookstore
You will Receive a Orange Card (labeled Textbooks, or
supplies)
Go Shopping, when done, take Orange card and your
merchandise to the Cashiers counter
Books are billed directly to Vocational Rehabilitation Case
Manager
For Your Information
You can buy other equipment with this benefit as long as its
necessary for you to complete your studies. Bring all
requests for equipment to the SCO.
Book store generally applies VA-28-1905 within 24
hours.
NO 1905 on hand, means NO books.
Verify the expiration dates on each VA 28-1905 that
you submit to the Veterans Engagement Office. This
document is ONLY valid for those dates.
Certifications WILL NOT be processed without a
valid VA28-1905 on file.
Other supplies such as laptops, computers, or
specialized equipment may take longer to process.
Please allow 3-5 business days for processing and
shipping.
Allow an additional 5-7 extra business days for
customized items.

YOU may be eligible for a Deferral Payment Agreement with
Morgan State University to cover for Housing cost until your
funds arrive. Confirmation letters of benefit can be
provided by VES office. Request one today and go to see the
Bursar for more detailed information.

You MUST BE a NON-RESIDENT student attending
Morgan at least ½ time to full time. (6 credit or more)
You MUST have Chapter 33 Post 9/11 Benefits at the
100% rating.
You MUST complete the Yellow Ribbon Program request
to Participate application link on the VES website during
the OPEN enrollment periods for your student type.
Applications MUST be completed EACH semester you
would like to be considered. (Fall & Spring semesters
ONLY)
Your registration MUST be completed by the dates in the
time table supplied here or you will forfeit your position.

Conroy Scholarship or the Afghan/Iran Conflict
Scholarship along with this benefit, if you are a

Residency Change Considerations….
Step 6
Residency request documents can ONLY be submitted
to the on-campus SCO’s office when registration
periods are OPEN. (Please see Registration Opening
and Deadline Chart).
The Last Day to submit your request for residency
change consideration is by 5:00pm the Friday before
the LAST DAY to ADD/DROP. (NEW and CONTINUING
students)
Documents needed are case by case. Please see a
representative in the Veterans Engagement Office for
more details.
